How measurement was done and the tools
used
Much of the information was gotten from county programme records from annual eMTCT progress review meetings that PLHIV could access and included: 1) attendance records from stakeholder meeting to verify that PLHIV representatives participated; 2) meeting agenda to verify that review of eMTCT progress was part of meeting; 3) meeting notes and action items to verify input and comments from PLHIV is included; and 4) revised county action plan(where this was available).

RECOMMENDATIONS
The Global Plan towards Elimination of New HIV Infections in Children by and Keeping
their Mothers Alive (Global Plan) brought an unprecedented political commitment to end
vertical transmission of HIV and efforts by partners and governments to scale up services. The
Plan recognizes the key role communities play in planning, delivering and improving the
quality and the uptake of health services and monitoring progress. Effective community
engagement would complement clinic-level interventions and ensure the delivery of quality
services Therefore it is essential that communities are meaningfully engaged across all these
aspects.
With support from the Global Network of PLHIV (GNP+), NEPHAK undertook consultations
and discussions that lead to the adaptation and adoption of the two community engagement
and accountability indicators to measure progress on community engagement as proposed
by the Inter-Agency Task Team (IATT) on the Prevention and Treatment of HIV Infection in
Pregnant Women, Mothers and Children Monitoring and Evaluation Framework. These are:

During the national stock-taking forum on the eMTCT and KMA for Kenya, mixed reports were
given by different counties in as far as community engagement and accountability was
concerned. To a large extent, it became apparent that community engagement was more
vibrant at national 'policy' level than at county 'service delivery' level.
This County Scorecard has been undertaken by NEPHAK and affiliate member organizations
in Homa Bay, Kilifi and Nairobi City Counties with support of the UNFPA under the
GOK/UNFPA 8th Kenya Country Programme. The Scorecard comprises of 11 markers: The
first three markers are for 'Community Engagement' while the other 8 were used to establish
the existence of 'Enabling Environment for Community Engagement’ as provided for under
the 2 indicators above. A traffic light approach is used with the following colour codes: i) Red:
; ii) Orange: ; iii) Green: . The data has been collected by PLHIV
and affected community members drawn from NEPHAK affiliates. The report, therefore,
provide a visual of the status of the county level progress with community engagement and
accountability as validated by PLHIV in the 3 counties. We also report on the
recommendations that emerged during this scorecard exercise.
