Recommendations
• Initiate a master “strategic” plan for the entire Nellis/Creech/NTTR Complex & “operational” plans for individual installations
• Continue to develop “tactical” plans for major operational users at Nellis (Red Flag, Weapons School, CAOC-N, Test, VTTC, CRH, etc.)
• To do the above, we must think deeply about what we want the N/C/N complex to look like in 30 years:– Will Nellis continue to be all things to all users?
– How much training will be done live (ADAIR) vs virtual (VTTC)?
– What is the way ahead for the RPA enterprise at Creech?
– What do we want the future AFB community to look like?

• Where are we going?
• The Nellis Complex has an ambitious development plan. To fully develop these plans education and partnerships need to be developed.
• DoD Joint Land Use Study (JLUS) will begin early 2018 to include the State of Nevada and multiple Counties as well as City partners to prepare the Complex and the Communities for the next evolution of growth
