include: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day ,and Christmas Day.

Woodlake Homeowners Board Meeting
Minutes of the Woodlake Homeowners Board meeting held on Monday, January 9, 2017, at 5:00 p.m.
In Attendance: Fred Mansperger (President), Debbie Morris (Past President), Bill Lozon (V. President), Howard
van Dijk (Treasurer), Kent Haggerty (Secretary), Rick Hickok, Jeannie Heller, and Brooks Owings (Financial Mgr.
of SCS). Also attending were Ron Vermilye and Mike Grubb (ACC), and Liz Jamison (Publisher of Woodlake
Newsletter).
ACC:
Prior to the meeting, Ron Vermilye and Mike Grubb reviewed a recent issue involving construction of a playhouse
by a Woodlake resident without submitting a request to the ACC. The main issue is that the playhouse is located
toward the front of the property where it is visible from the street. Motion was made, seconded, and approved to
allow the playhouse contingent upon the owners relocating it to the back of the property behind a cedar tree where
it would not be visible from the street.
Minutes:
The board approved the Dec. 12th, 2016, board minutes as written.
Financials:
Brooks reviewed financials as of 12/31/16. Revenue exceeds budget by $3,101, primarily due to income from
pavilion rentals and advertising fees. There was an error in coding the proper expense for contract landscaping
which will be corrected. Total expenses are under budget by $14,839. Budget surplus will be offset slightly from
the expense of the pavilion retaining wall and future landscaping projects.
Old Business:
Green Earth did some tree trimming at the front entrance. Fred mentioned that there is a huge branch behind the
pavilion that needs to be cut. Concern is that Green Earth may not be able to handle the tree cutting at the Pavil-
ion.
Two large trees just past the causeway are arched and overhanging Bridgecreek Drive. Fred suggested that we
may want to have a professional tree cutting contractor remove the tree instead of Green Earth. Brooks said he
would contact several tree companies and possibly Chip Griffin for cutting the two trees.
Rick Hickok met with George Moreland of Richland County Roads and Drainage. The storm drains were clear, but
sandy deltas were at the end of the drains. Deltas can be moved out into the lake. A complete survey will be
done, and Richland County will contact the Board regarding redistribution of the deltas.
Rick Hickok reviewed the ongoing work with the Dam Restoration Project. The contractor wants to use new dirt to
backfill the dam, which will add slightly to the project cost. Richland County requires that soil compaction testing
be performed as the dirt is replaced in the dam.

Security/Safety:
Fred mentioned that flowers were taken from the free libraries. A question was raised about the sensitivity of the secu-
rity cameras near the pool. Also, most of the books in the libraries are gone and need to be replaced.
Rick Hickok mentioned that several residents were walking on the dam when construction work was in progress. This
is an extremely unsafe practice, and signs have been posted on each gate warning residents not to walk on the dam
until all work on the dam has been completed.
Maintenance:
Bill Lozon commented that materials have been ordered for cleaning the grout in the pavilion bathrooms.
Brooks commented that cost for repairing the leak near the pavilion was $1850. The repair included installation of a
pressure regulator and a check of the system.
Bill Lozon mentioned that reflective epoxy paint will be installed on the curbs at the front entrance once weather warms
up and temperature remains above 50 degrees.
Pavilion asphalt paving needs to be replaced. Tree roots need to be removed. Also, paving across the street needs to
be checked and possibly replaced. Brooks will contact two paving companies for replacement of asphalt paving.
Also, a question was raised to Richland County about the condition of Bridgecreek Drive near the causeway. Fred con-
tacted the Ombudsman, and Travis Thomas from Richland County will meet with Fred Mansperger to assess condition
of the road.
New Business:
Fred mentioned that he was going to send several articles to Liz Jamison for the newsletter regarding availability of
reading material at the Little Folks Library, and for residents to measure their water pressure at their homes.
Fred mentioned that discussion from the last meeting included possible construction of a boat dock on the dam near the
spillway. Rick Hickok, said that another option might be to install a mooring post out in the lake. Rick said that since
Woodlake Homeowners pay 25 percent of their dues for the lake, they should have access to the lake with a paved
ramp. Rick also presented a proposal for dog cleanup stations. One station could be installed near the dam and boat
ramp, and another station could be near the pavilion. Rick said he would make contact with the company and get a
price for the service.
Fred mentioned that he noticed some formatting issues with the newsletter. Debbie said that she could contact Jeff
Tautenhan regarding suggestions to improve formatting.
Meeting was adjourned at 6:35 pm.
Future Board Meetings: Second Monday in Month at 6:30 pm: February 13th, March 13th, and April 10 at 306 Belle
Grove Circle during cooler weather.

Woodlake ACC Covenant Review
Article V , Section 17 - Commercial Vehicles
Each month a specific covenant will be published to remind homeowners of Woodlake requirements
accepted when purchasing a home in Woodlake.
This month’s covenant review is about commercial vehicles.
This issue comes up on occasion, and we want to clarify what it
means. The dictionary defines a vehicle as any conveyance
used to transport people or goods. This includes trucks, SUV’s,
cars, flat beds, and trailers. Commercial vehicles are identified
by logos or signs on the sides, hood, or back of the
conveyance.
This covenant does not apply to the normal activity of trades-
men coming into the neighborhood to provide services to the
residents. It does apply if those vehicles need to stay parked
for extended periods of time (days). In the past, there have
been times when such vehicles have blocked roads and caused
potential dangers to residents walking or driving in the
neighborhood.
In any case, if there is a question, please contact one of the
ACC members.

Restrictions” and other governing documents are always

No commercial vehicle shall be parked,
stored or kept at any time on any lot unless
wholly stored in a private garage or
screened in an enclosure approved by the
Architectural Control Committee.

Woodlake Home & Garden Club News, Wine & Cheese Social

The Woodlake Home and Garden Club held its Wine and Cheese Social at the home of
Debbie Morris on Tuesday, February 7. Members welcomed two new guests, Becky
Moore and Naomi Goetzl.
Special thanks to our Hostess Debbie Morris and Co-hostesses Jane Lindsay, and Linda
Swartwood, who provided the delicious appetizers and lovely table arrangement. One
recipe in particular, Golden Cheese Wheel, was a big hit with the group. Thanks to Linda
Swartwood for providing the recipe. Look for it on page 18.
Several announcements followed:
Our Spring Pine Straw fundraiser is being conducted. Sallie Lindsay and Lynn Diggle are co-chairing. The price is $3.95 per bale, and
orders are due no later than March 22. Delivery will be the following Thursday and Friday. See Page 12 for the Order Form.
We will once again hold our annual Spring Flower Sale, including geraniums, begonias, and mixed pots from Bruce’s Greenhouse. The
flowers are always beautiful and of excellent quality. See Page 13 for the Order Form.
The club’s intention to provide lanterns at the entrance to Woodlake was discussed. Because there is an issue with the quote received
by the board to provide electricity, and another quote has been requested.
Our next meeting is scheduled for Tuesday, March 7, at the home of Joanne Ferster, 115 Fallen Oak, 7 p.m. Invite a neighbor to come!

The first of Woodlake’s two featured residents for March is Mr. Howard van Dijk, who currently serves as
Treasurer of the Woodlake Home Owners Association, Neighborhood Watch contact, and President of the Hugo
Pond Association.
My wife Lynn and I have been Woodlake residents for 18 years and have enjoyed this fine, quiet subdivision. Our
sons went to Spring Valley High School and had good experiences in the band and soccer programs. I have served
on the Woodlake Homeowner board in various capacities since the HOA was founded. The Woodlake HOA has
done a great job in establishing and enforcing standards which we all enjoy. Because of these standards, the value
of our properties have continued to be high. I enjoy bringing people together to work on projects that help all of us in
the subdivision.
One project example is the grant we received from Richland County that helped us repair and paint the fence.

The second featured resident of Woodlake for March is
Mr. Kent Haggerty, who is currently the Secretary for the
Woodlake Home Owners Association.
My wife, Sherry, and I are from Aiken, SC. Following high
school and college, my thirty years employment with DuPont
was spent at the Savannah River Site, Wilmington, DE, and
Hendersonville, TN. After retirement, we knew we wanted to
be closer to family and to my alma mater, so four year ago,
we moved into our recently built home on 132 Laurel Bay
Lane. We thoroughly love Woodlake, the people, and feel-
ing of community.
Sherry and I are blessed with four daughters, and seven
grandchildren. Our oldest daughter, her husband, and three
grandsons live in N.E. Columbia. We love to travel and visit
family in Aiken, as well as our daughters and their families in
the North East, Maryland, and Phoenix, Arizona. I also
enjoy playing guitar, golf, and woodworking.
It is a privilege to serve as a Woodlake HOA board member.
My hope is that the high standards set by the HOA will be
embraced and upheld by all, so we can enjoy our wonderful
Woodlake community for many years to come.

Sampling the taste of the town….bite by bite!
Scottie’s Café and Grill, 10400 Wilson Blvd, Blythewood
If you’ve never heard of Scottie’s, you’re probably not alone! I discovered it several years ago after a neighbor mentioned it to me. Perhaps the
reason I had not noticed it before is because it’s attached to a gas station out in Blythewood. This is the last place I wou ld think to look for a
sit-down restaurant. because usually a fast food restaurant is connected to a gas station. Scottie’s reminds me of a Greek restaurant, having a
very broad menu with lots of good choices along with delicious looking cakes on display in a glass case near the entry door.
Scottie’s prices are very reasonable, the quality of the food is good, and the servings are huge. Some of our favorite dishes are pizza, baked
spaghetti, fried catfish, hamburgers, country fried steak, and their salads (“Big Salads”, as Elaine from Seinfeld would say) .
It’s generally crowded on Friday nights, but the wait time isn’t usually too long. They have ample seating both with booths and tables. If one likes
catfish, the special on Friday nights is two filets, fries, and coleslaw for $7.95 (with three filets it’s $8.95). The size of the filets is very large and
two is plenty for most people.
The first time we went to Scottie’s, everyone coming out raved about the pizza. We decided to give it a try and were a little disappointed. We
thought the crust needed a little salt, and I guess our expectations were too high, based on everyone’s comments. We gave up on the pizza until
about a month ago, and I decided to give it another try. This time it was very good. Either they had a bad day , or I had a bad day on my first
visit. I’ve ordered it twice now in the past two months, and it’s been great.
Recently, on a Friday night, a couple, sitting at the table next to us, sat down and ordered the Huge Meatball appetizer. It ’s a half pound meat-
ball! They split it. Next, their entrees came. The lady had the spaghetti, which is really good, and her husband ordered the “Monster Hamburg-
er.” It’s a full pound hamburger, with two patties, and a third bun in between the whole thing. It came to his table with a large steak knife sticking
up in the middle of it! They said both were very good!
The salads are great, and big! At a recent lunch visit, Woodlake resident, Mike Grubb, ordered a salad with chicken ($7.95). It was enough to
feed the whole table, and he barely made a dent in it.
I highly recommend trying Scottie’s! It’s a keeper.

SQ Rescue gave Bean and Annie a second chance at
life. Annie’s family decided they had too many dogs and
dropped her off at a kill shelter. Bean was a stray found
by a stranger who brought her to the same shelter.
SQ Rescue volunteers picked up the dogs at the kill
shelter, and then we were honored to foster them at our
home. Within three weeks, the two dogs were adopted
by two incredible families. What happy endings for Bean
and Annie!
SQ Rescue operates on a foster system to prepare
rescue dogs for their forever homes. The organization
pays for all medication, vet appointments, and food.
SQ Rescue is a non-profit, “no kill” animal rescue group
that has been saving dogs for over 30 years.

organization holds adoption clinics at Pet Smart three
times a month.

neighborhood, including on both dams. Respect our neighbors by not
walking on their beautiful yards, and remember the playground is for the
kids! Other walkers, runners, and homeowners will appreciate your efforts.

leash at all times in the neighborhood; this includes walking on both

Golden Cheese Wheel

1 pkg active dry yeast ½ cup snipped parsley 2/3 cup warm water ½ tsp garlic salt
2 cups all-purpose flour 1/8 tsp pepper 2 Tbsp cooking oil 1 slightly beaten egg
½ tsp sugar 1 Tbsp water ½ tsp salt 1 ½ tsp sesame seeds
1 beaten egg 1 tsp sugar (optional) 3 cups shredded Muenster cheese
Soften yeast in the warm water. Beat in 1 cup of the flour, oil, sugar and salt. Stir in enough of the remaining flour to make a moderately stiff
dough. Turn out onto a slightly floured surface; knead till smooth and elastic, 5 - 8 minutes. Place in lightly greased bowl, turning once to grease
surface. Cover; let rise in warm place till it doubles (approximately 1 hour). Punch down; divide into 2 portions. Cover and let rest 10 minutes.
On lightly floured surface, roll 1 portion into a 13-inch circle. Place circle on a greased 12-inch round pan. Combine the first egg, cheese, parsley,
garlic salt, and pepper. Spread over dough in pan. Roll remaining dough into 13-inch circle. Place over filling. Trim and flute edges. Bake in 400
degree oven for 20 minutes.
Remove from oven. Brush top with the mixture of remaining egg and 1 tablespoon of water. Sprinkle with sesame seed and sugar (if desired).
Return to oven and continue baking 12 - 15 minutes more. Cut in narrow wedges. Serve hot. Enjoy!
Message from the ACC
In the past month the ACC has received six new applications from Woodlake homeowners:
1. Removing two pine trees
2. Changing the front door
3. Adding a sunroom.
4. Installing a pool, fence around the yard, and a cabana
5. Adding paver walkway and fountain / hedge / retaining wall
Once again, we appreciate everyone for following the Woodlake Guidelines in submittal of applications for projects like these.
We have submitted the revised Guidelines to the Woodlake Architect for final drafting. Once that is done, it will be given to the WHOA for their
approval. Our goal is to deliver to all Woodlake homeowners a copy of the Woodlake Covenants and Design Guidelines, along with having these
documents available on the SCS website.

The Pavilion is for the use of all residents!
Here’s some important information on using the Woodlake Pavilion
Property owners of Woodlake may reserve the
Pavilion through the Pavilion Committee, which has
the right to approve or disapprove those events.
Reservation of the facility will include only the roofed
building and lawn patio and will NOT include the
pool or pool areas. Please contact Robert Hudson
at 865-7365 for reservations.
The Woodlake Home Owners Association, Inc.,
meetings and organized neighborhood clubs
(Woodlake Women, Woodlake Home and Garden,
and Woodlake Families) may use the Pavilion
without a deposit. However, reservations will be
required.
After reservations are made, a security deposit of
two checks (for $50.00 each) made payable to the
Woodlake Home Owners Association is required.
One half of the deposit ($50.00) will be returned by
mail within seven days after the function, once it has
been determined that the facility was left in the same
manner in which it was received. This shall include
the proper disposal of all trash and debris, and the
return of the key. One half of the deposit ($50.00)
will be kept in the Pavilion Fund for maintenance and
improvements.
A Home owner must be present for all functions.
All Woodlake Home Owners Association members
and their guests must abide by the South Carolina
State Liquor Laws.
The Homeowners should secure a reservation form
when making a reservation, which must be displayed
at the Pavilion during the function.
Arrangements will be made to obtain the key to the
Pavilion. After your event, please be sure to lock the
kitchen door and return the key to the committee.
Reserving the Pavilion only includes the roof area,
the lower patio and the restrooms. It does NOT
grant access to the pool. The pool is for the use of
Home owners only, not guests in the Pavilion.
A land line telephone has been installed on the Pa-
vilion wall closest to the pool. It is for emergency
outgoing 911 calls only.
Privileges will be revoked if rules are not followed..

10:00 a.m. to 11:00 p.m.
Sunday– Thursday
10:00 a.m. to 12:00 a.m.
Fridays, Saturdays & Holidays
Please respect your neighbors by keeping the
Kiddie Play Area:
Reminder: Dogs are NOT allowed in the
play area at any time. Pet excrement
can be hazardous to the health of
young children and pregnant women.

Scroll down to the blue bar that reads “My Schedule” , type in your address,
and hit search. Up pops the Woodlake schedule for trash, yard, and recycling
pick up days. You can do one of a few things once you have
the schedule in front of you.
