BID TITLE: Cabling and Networking Service

I. Introduction Neighbors in Need of Services, Inc. (NINOS, Inc.) Head Start/Early Head Start Program is a private non-profit organization. NINOS, Inc. provides services to low income families for children from birth to five years of age. The agency is funded to serve 2914 children throughout the counties of Cameron and Willacy.

II. Project Description Notice is hereby given that NINOS, Inc. is soliciting proposals from qualified vendors for cabling and networking services to install the network infrastructure for its new administration building at 22887 State Highway 345, Rio Hondo TX 78583.

III. Scope of Services and Specification The vendor will install and terminate network cabling for classrooms, office, wireless access points as requested. (see schematic)

The work will include:

1. CAT 6A 10Gig FTP cabling and wiring for all the network drops and cabling between wiring closets and MDF as needed.

2. The vendor will be responsible for installing the wireless access point but will NOT be responsible for configuration.

3. The vendor will terminate all runs with Cat 6A jacks that match the cabling type at the end-user location and will similarly terminate at the MDF patch panel.

4. The vendor will label jacks according to the existing building scheme or as otherwise requested at time of installation by NINOS, Inc.

5. The vendor will test all runs for continuity and provide verification of testing. 6. The vendor will use shielded cable for runs which may experience interference

from other 3 equipment along the run’s path. 7. The vendor will provide appropriate wire management components as requested

by NINOS, Inc. 8. The vendor shall be responsible for all obtaining permits and appropriate

inspections/approvals as required by law. 9. The vendor shall utilize wiring that is appropriate fire-rated and in compliance

with all fire and electrical codes. 10. The vendor shall ensure that the cabling are covered under warranty against

defect for a minimum of one (1) year from the date of installation. Such warranty shall fully cover all repair/replacement costs, as well as time/labor/material costs associated with executing the warranty process.

11. All work must be completed by April 7, 2017; vendors will be provided building access in a manner that allows for completion of the work but balances summer construction, cleaning, and preparation needs. Vendors may need to work on weekends and evenings.

IV. Schedule and Deadlines NINOS, Inc. anticipates that the proposal submission, review, and evaluation process for this procurement will take place according to the following schedule:

RFP Released: March 2, 2017 Walk-through: March 8, 2017 Responses Due: March 13, 2017 Service Start Date: March 16, 2017 Service Complete date: April 7, 2017*

*Access to the building will be available in accordance to the general contractor’s schedule of operation. Please include contingencies for after hours and weekend work as necessary.

VI. VII. Non-responsive Proposals Proposals may be judged non-responsive and removed from further consideration if any of the following occur:

The proposal is not received timely in accordance with the requirement. The proposal does not follow the specified format.

VIII. Evaluation of Proposals: An evaluation committee will review submitted, completed proposals and make a recommendation for contract awards to NINOS, Inc. Board of Directors. NINOS, Inc. will evaluate proposals from qualified vendors using the following criteria:

Vendor track record implementing under tight deadlines and in similar environments.

IX. Review Process NINOS Inc. reserves the right to reject any or all proposals submitted and contemplates award of the contract to the responsible offer or with the most advantageous bid.

X. Disclosures 1. Equal Employment Opportunity-All contracts shall contain a provision requiring compliance

2. Debarment and Suspension (E.O.s 12549 and 12689) No contract shall be made to parties listed on the General Services Administration’s List of Parties Excluded from Federal Procurement or Non procurement Programs in accordance with E.O.s 12549 and 12689, “Debarment and Suspension.” This list contains the names of parties debarred, suspended, or otherwise excluded by agencies, and contractor declared ineligible under statutory or regulatory authority other than E.O. 12549. Contractors with awards that exceed the small purchase threshold shall provide the required certification regarding its exclusion status and that of its principal employees.

XI. Instructions Carefully read all instructions, requirements and specifications. Fill out all forms properly and completely. Prior to returning your sealed bid response/submittal, all Addendums - if issued - should be reviewed and downloaded by entering the NINOS, Inc. web site at www.ninosinc.org.
