FROM THE MASTER ASSOCIATIONWelcome new homeowners to Whisper Lakes! We all live in a community and share a unique collection of problems with our neighbors. Participation in neighborhood affairs builds on the recognition of here-we-are-together, and a desire to recapture something of the tight-knit communities of the past.

Our homeowners association is a group of your neighbors working together for the good of all, with a common vision, goals and objectives. Our association makes decisions on common problems by sharing ideas and solutions. We welcome your input and participation.

Tips for hurricane season

It’s that time of year again: hurricane season. Please remember to re-stock your hurricane supplies. Don’t wait until a tropical storm or hurricane is near. Once the watch is issued, time and supplies run short.

Now is the time to trim your trees and remove dead branches so they won’t fall onto your home.

Create a disaster supply kit. Copy all important documents, medical and legal records, receipts of valuable items, etc. and place originals in a safe place. Check your homeowner’s insurance policy. Document your valuables by videotape or photographs.

Flood damage is never covered by homeowner’s insurance, and there is a 30-day waiting period to purchase flood insurance unless you are closing a new loan.

Locate the safest area in your home and determine escape routes from the home and a designate a meeting place nearby.

2011 budget notice

The Board of Directors will review and vote on the 2011 budget at the monthly meeting at 7 p.m. Thursday, October 14, 2010, at the office building located at our baseball field. All homeowners are encouraged to attend.

Recreation & common areas. The recreation and common areas in Whisper Lakes are private property of Whisper Lakes Master Community Association, Inc. for the exclusive use of owners and their residents or guests. Guests may not use the recreational facilities unless accompanied by a resident. You are required to provide proof of residency. A recreation key is required to access the tennis courts and racquetball courts. The tennis and racquetball courts are open 8 a.m. until 10 p.m. Playground closes at dusk and the ballfields close at 7 p.m.

ABSOLUTELY NO PETS are allowed to be in any of the recreation and/or common areas (this includes the parking lots) of Whisper Lakes.

Neighborhood Reminders

Recreational vehicles. No recreational vehicles, including campers, mobile and motor homes, all-terrain vehicles, boats and trailers shall be parked or stored on any of the common property or common areas.

Temporary parking for loading and unloading recreational vehicles is allowed in the owner’s driveway, provided that the owner has given prior notice to the Master Association Manager.

Trash and garbage disposal. Garbage and trash must be placed in garbage containers, plastic bags or other appropriate containers, or in bundles, which meet the requirements of Orange County and any Orange County contractor. Trash and garbage containers may be placed in the open after sunset the night before the regularly scheduled collection day. All empty containers and uncollected refuse must be removed from view by dawn of the day following collection day. All garbage, trash containers or yard waste shall not be permitted to be seen from the surrounding properties except on the days of collection.

No lumber, metals, bulk materials, refuse or trash shall be kept, stored, or allowed to accumulate on the owner’s lot.

Storm/hurricane shutters. Storm or hurricane shutters must be approved by the ARC. Approved hurricane shutters shall be allowed only after a hurricane watch or warning has been issued by the U.S. Weather Service. Approved permanent hurricane shutters must be opened within 96 hours after the “all clear” is announced by the U.S. Weather Service.

Temporary hurricane protective covering. Temporary hurricane protective covering is allowed only after a hurricane watch or warning has been issued by the U.S. Weather Service. All temporary protective coverings must be removed within ninety-six (96) hours after the hurricane watch or warning has ended.

VOLUNTEERS

Our community is a better and safer place to live when there is a sense of caring and friendliness in the area. There is no better way of getting together and meeting your neighbors than community events. The Association needs your help. Please invest some of your time in our community. UPCOMING COMMUNITY EVENT

Our Annual Halloween Party is approaching. We need volunteers to publicize the event through Web site ads and flyers, build haunted houses, play characters in the haunted houses, funhouse and graveyard, sell tickets, and take tickets the night of the event. We also need monitors to go through house to insure safety of actors, judges for the costume contest and volunteers to run the carnival games and sell refreshments.

VACANT BOARD MEMBER POSITION

We have one vacant board member position. Our goal is to have at least one homeowner from each subdivision to be on the Master Board of Directors. We currently do not have anyone representing The Pointe, Whisperwood or the Estates, and can use a volunteer to join the board from one or all of these subdivisions. Even if you don’t live in one of these subdivisions and have an interest in joining the board, please contact Linda Bryce at Vista CAM. With the exception of June & July, the Board meets the second Thursday of every month and everyone is invited and encouraged to attend the meetings.

WHISPER LAKES CLUB POOL RULES• No diving.• The pool is open from 6 a.m. until dusk.• Maximum of 24 people are allowed in the pool.• Everyone must shower before entering the pool.• Children under 16 must be accompanied by an adult 18 or older.• No food or drinks are allowed in the pool or the pool deck area.• No street clothes, cutoffs or shoes are allowed in pool.• No diapered infants are allowed in the pool. Please remember that all exterior changes/modifications require prior written approval from the Master Architectural Review Committee (ARC).

Failure to obtain ARC approval is a violation of the Declaration of Covenants, Conditions and Restrictions and may require modification or removal of unauthorized work at the expense of the homeowner.

The Master ARC meets on the first Saturday of every month from 11 a.m. to noon.

If you drive past, you will see the great curb appeal and you will notice the Home of Excellence sign. What you won’t see is the $100 Home Depot gift card which is also part of the award.

The Home of Excellence award is open to anyone who hasn’t had any recent violations and also who has gone the extra mile to give their home some curb appeal by adding special touches and by just maintaining their home to conform to our regulations. So, congratulations to our winners for making their home and yard look their best!

ARB reminderPlease remember if you want to make any changes to your home’s exterior paint color, add a fence, replace the roof, paint the driveway, etc.,  you must first get approval from Garden Cove’s board of directors and then from Whisper Lakes Master HOA. Without prior approval you might have to re-do whatever you’ve done to be in compliance with our regulations. Please avoid extra work and expense for yourself by getting the approvals before you begin your renovations.

Yard upkeepSummer is in full swing and the afternoon rains and heat are back, the which means everything is growing quickly: lawns, bushes, flowers and weeds. Please be sure to mow and edge your lawn weekly.  

Trash & recyclingPlease don’t put your trash or recycling out until the evening before or the morning of collection day. It is very unsightly to see mounds of trash and large items sitting out for several days. Plus, depending on what you’ve put out, it could be a safety hazard if children decide to play near or on the items. Let’s make our community look its best and keep it safe.

Have a wonderful summer and remember to watch for children playing in our streets and drive safely!

FROM THE BOARD OF WHISPER LAKES CLUBWe hope everyone who attended our annual pool party had fun. We would also like to welcome all new residents of Whisper Lakes Club and encourage you to take an active part in our community.

Quarterly Board of Directors MeetingsHomeowners are welcome at the Board meetings held at 7 p.m. on the third Monday of January, April, July & October at the pool. We look forwarding to seeing you there.

Swimming Pool Facilities Unfortunately we are experiencing problems with residents not following the pool rules. Residents are using the life ring as a pool toy and vandalizing the safety line in the pool. These items are required to be installed in good working condition or the Health Department will close the pool. Please monitor the children at the pool.

The pool ring and safety rope are lifesaving items and not toys!

Whisper Lakes Club Pool is private property for the residents of Whisper Lakes Club only. Anyone entering pool area must have a pool key. All others are considered trespassing. While at the pool, guests must be accompanied by a Whisper Lakes Club resident. All residents and their guests are required to observe our pool rules. Please take some time to become familiar with the rules.

No one under 16 is allowed without a parent or adult 18 years or older.

There is a non-refundable $50 fee for a pool key. Please contact Margo Pfauser at Vista-CAM at 407-682-3443 ext 227 to obtain a pool key application form.

EXTERIOR CHANGESAll exterior changes/modifications require prior written approval from Whisper Lakes Club Architectural Review Committee, as well as from the Master Architectural Review Committee (ARC).

This includes landscaping, tree removal, fences, change paint color, painting driveway, additions, alterations, etc. Many homeowners/residents have failed to obtain ARC approval for exterior changes and/or modifications. Failure to obtain ARC approval is a violation of the Declaration of Covenants, Conditions and Restrictions and may require modification or removal of unauthorized work at the expense of the homeowner.

Be as descriptive as possible in filling out your application. Don’t just check FENCE without providing details, such as what type of fence, height, or color.

The more information you can provide, the easier it will be for the ARC to process your application.

SAMPLE MATERIALS ARE REQUIRED FOR ROOFING, SIDING AND OTHER IMPROVEMENTS AND COLOR CHIPS ARE REQUIRED FOR ALL PAINTING.

Sample materials and color chips will be retained by the ARC. Do not assume that if you see something down the street from you or in another part of Whisper Lakes, it will be approved for you.

Pool GuidelinesThe Board of Directors hopes you and your families are having a good summer! With the long, hot days we have more residents and their children using the pool. Please remember the following:

• No one under 16 is allowed at the pool without parental supervision. There is no lifeguard, so you must take the responsibility and watch your children when walking on the roads and while the pool. New signs are being posted on how many guests a unit can have. This pool is only for residents of the Towns, not other subdivisions.

• Do not play with the safety ring on the wall. Parents, please bring your own toys to keep your kids occupied and do not allow them to play with the pool safety items.

• Please pick up your garbage in the pool and gate areas.

• No food or drinks are allowed at the pool, by Orange County Law. Bottled water is permissible.

• The pool closes at, which usually around 8:30 p.m. We do not have approved lighting for night swimming and Orange County could close our pool if people continue to swim after dark. Also, many neighbors who live near the pool have to get up early for work, so please be considerate and do not to disturb them.

A full set of rules are posted at the pool area. Please abide by them.

ViolationsNo townhome is permitted to be in a state of disarray at any time. If you receive a violation letter, do not let it go, as it can cost you in legal fees. Our monthly dues are very low compared to other condo associations because the owner has more responsibility. Roofs, siding, paint, trim, etc, are all the homeowners’ responsibility.

ParkingCars should only be parked in parking spaces, not on the grass. Do not drive your car in front of or behind your townhome because you can break sprinkler heads and damage the grass. The roads must remain clear of parked cars so emergency vehicles are not blocked. No one has the right to interfere with the safety of our residents.

Everyone has one reserved space, and all guest spots are first come first serve. Guests may also park at the pool area that is heavily mulched. Please remind your visitors to use a guest spot. Please be kind to your neighbors and do not park in their spot.

Summer in Whisper Lakes VillageHope you are enjoying the new pool deck.  Have fun this summer and remember to follow the posted pool rules for the safety and enjoyment of everyone. 

Even though someone keeps removing the newest letters on the rules board, it is still in effect.  No smoking and no alcohol in or around the pool area.  The Whisper Lakes Security Guards have been hired for Whisper Lakes Village Pool. 

If you don’t belong here or you can’t or won’t follow the rules, they are instructed to remove you from the pool.

Keeping SafeBelow are a few helpful safety tips from the Orange County Sheriffs Department. 

Twelve Things a Burglar Won’t Tell You

1. Of course I look familiar. I was here just last week cleaning your carpets, painting your shutters, or delivering your new refrigerator.

2. Thanks for letting me use the bathroom when I was working in your yard last week. While I was there, I unlatched the back window to make my return a little easier.

3. Love those flowers. That tells me you have taste, and taste means there are nice things inside. Those toys your kids leave out always make me wonder what type of gaming system they own.

4. Yes, I really do look for newspapers piled up in the driveway. And I might leave a pizza flyer in your front door to see how long it takes you to remove it.

5. If decorative glass is part of your front entrance, don’t let your alarm company install the control pad where I can see if it’s set. That makes it too easy.

6. A good security company alarms the window over the sink. And the windows on the second floor, which often access the master bedroom - and your jewelry. It’s not a bad idea to put motion detectors up there, too.

7. It’s raining, you’re fumbling with your umbrella, and you forget to lock your door - understandable. But understand this: I don’t take a day off because of bad weather.

8. I always knock first. If you answer, I’ll ask for directions somewhere or offer to clean your gutters. (Don’t take me up on it).

9. Do you really think I won’t look in your sock drawer? I always check dresser drawers, the bedside table, and the medicine cabinet

10. Here’s a helpful hint: I almost never go into kids’ rooms.

11. You’re right: I won’t have enough time to break into that safe where you keep your valuables. But if it’s not bolted down, I’ll take it with me!

12. A loud TV or radio can be a better deterrent than the best alarm system. If you’re reluctant to leave your TV on while you’re out of town, you can buy a $35 device that works on a timer and simulates the flickering glow of a real television. Find it at www.faketv.com.
