Garciawasa1993graduateofRioGrandeHighSchool.ShehadbeenwiththeSheriff'sDepartmentformorethanthreeyearsatthetimeofherdeath.

ShewasthefirstfemaleofficerwiththeBernalilloCountySheriffsDepartmenttobekilledinthelineofduty.

BernalilloCountyisseekingpublicinputonacurrentproposaltonameaparkintheEastMountainsinhonoroflongtimesheriffsdeputyTomasTomHerrera.

Thepark,notyetconstructed,wouldbelocatedinTijerasnearthenewMcGranePublicSafetyComplex.DeputyHerrerabeganhislawenforcementcareerintheEastMountainsin1943. HeretiredasaBernalilloCountysheriffssergeantin1982

and

passed

away

in

2001

at

the

age

of

84.

Herrerawaswellknownandlovedforhispassionanddedicationtohisjobasalawenforcementofficer.ThosewhoknewhimsayhetookhisworktohearttheworkofprotectingresidentswholivedintheEastMountains. Hedidsofor40years,andformanyofthoseyears,hewastheonlydeputyassignedtocoverthevastEastMountainarea.

Imagineabeautiful,spacious,conserved,andnaturallandscapefilledwithsomeofNewMexicosmostcaptivatingcreaturesthatstheconceptbehindtheproposedlocalUrbanWildlifeRefuge aprojectthatwasrecentlysubmittedbythe

USFishandWildlifeServicestoandapprovedbytheUnitedStatesDepartmentoftheInteriorthroughtheSecretaryoftheInterior,KenSalazar. Mr.SalazarvisitedthesiteonSeptember29andannouncedto acrowdofap

proximately300

people,

including

Senator

Jeff

Bingaman,

CongressmanMartinHeinrich,andotherdignitariesthattheadministrativeapprovaloftherefugeisofficialandlandacquisitioncannowbegin.

The570acresofprimepropertysprawlsalongsidethelushbosqueoftheSouthValleyandisintendedtohaveacombinationofgrasslands,savanna,wetlandsandbosqueforestrestoration. Theconceptistoreintroducethehistoricalbosquetoportionsofthe570acres. Yearsfromnowpeoplewillsayhowgladtheyarethatwehadenoughforesight,determinationandlovethatwepreservedthisplaceforever,andforthem,saysCommissionerArtDeLaCruz.Almost50percentofthestateliveswithin30minutesofthepropertymakingitanidealdestinationforfamilies,

schools,and

tourists.

TheBernalilloCountyBoardofCommissionershascommitted$5milliontothisproject.Projectleadersarehopefulthattheseinitialfundswillspurcontributionsfromothergovernmentagencies,includingtheLandandWaterConservationFund(LWCF)whichcomesfromoffshoreoilandgastaxrevenues,andNewMexicoleaders.TheUSFishandWildlifeServiceistheleadagencyonthisproject,theyrenowmovingforwardwiththetaskoffindingadditionalfundingtotransformtheproperty,formerlyknownPricesDairy,intoanurbanwildliferefuge.

Theprojectisexpectedtotakeaboutfiveto10yearstobecompleted,includinglandacquisition,facilitydesignandredevelopment,andprogrammingandeventsforthepub

lic.

propertyowneraNoticeofValue.Thisadvancenotice(notataxbill)includesthepropertyvalue,descriptionofthepropertyandany

exemptionsyoumayhaveclaimed.ThestateDepartmentofFinanceandAdministrationwillusethecountyassessor'spropertyvalues
