Once the dust has settled from the great trauma of moving, new residents, both renters and owners, might appre- ciate some reflections on the nature of our corner of the Madison community. We hope you will take advantage of the many unique opportuni- ties for recreation and enrichment that our neigh- borhood offers, while being careful to respect each other's peace of mind. DEAR NEIGHBOR:

As ^lderman for the 2nd District during the past 5 years, I've tried to. publish a district-wide newsletter each year. -This is. in addition to my usual, practice.of writing articles for each-of the district's neighborhood association newsletters. I hope you find the following information useful andreadable. (I'm still learning how to use the Macintosh computer we bought in the past year, so hang with me.)

THE YEAR IN REVIEW—Street work on E. Washington, N. Blount and Sherman Ave.; new playground equipment for Tenney Park; a new playground area at the district's newest housing site, The Avenue; 100 street trees along E. Dayton, E. Johnson and other neighborhood streets; a recently expanded T Line to provide campus-to-campus bus,service for MATC students and staff; a neighborhood-initiated plan to make James Madison a safer and more useable park; and the addition of first and second graders at Lapham School. As.usual, it's been a busy year around the 2nd District.

And here's a preview of some of the issues I'll be working on in the next year:

STREET IMPROVEMENTS—Like many older areas.of the city, the 2nd District's streets need some work. This summer I toured,the district with City Engineering staff. Our goal: to set up a 3-year program of street and curb and gutter repairs. Curbs and gutters are in sorry shape, especially near East High and along E. Dayton near Lapham School. In .order to keep up its older neighborhoods, trt,e city must pay special attention to its infrastructure. Street improvements will be high on my list of priorities during the next year.,

HOUSING REHABILITATION—Following the city's systematic code enforcement push in the East-Emerson, Tenney-Lapham and Old Market neighborhoods, we've seen a host of.home,improvements around the district this past year.. My hat is off to all of you who spruced up your homes during this period. Your efforts have made a big difference in attracting and retaining many of the new families who have moved into the district.

During,thet summer Talso toured the district with a building code inspector, to pinpoint some of the blocks where repairs are still needed. Work remains to be done, primarily on streets with, a high proportion of rental housing.

I've just received a new city brochure called Home Help Funds. It explains two home-owner's assistance programs available at below market rates. One is called the Homebuyer's Assistance Program and the other is the city's Installment Loan .Program. Most of .the district is eligible for these two programs; so if you're interested in buying a house or making needed repairs, check out these two important programs. Call the city's Dept. of Planning and Development at 266-4222 for more details.

PARKS UP-DATE—New playground equipment for Tenney should be installed this fall, and dozens of new trees have already been planted along Marston Ave. And plans are underway for improving the boat launch and boat storeage area along the Yahara. That project should be started by next spring.

And there's more underway for Tenney Park. New trees along Sherman Ave., more playground equipment for the beach are"a, and work on" the breakwater'"alOrig lMendotaare'keyprojectsT've"'beerr working on with the Tenney-Lapham Neighborhood Association.

Other projects I'm hoping to get into next year's budget include a new fence for Reynolds Field; parking lot resurfacing for Demetral; tennis court resurfacing for Tenney; a bubbler/water source for James Madison; and additional landscaping for several of the district's paries.

MADISON METRO NEWS—As chair of the city's Transportation Commission, I've spent,many hours this year working with Metro on service efficiencies, route changes and plans related to establishing new bus hubs on-the city's east and west sides. The route changes are set to begin this month, and they should help make the system more efficient and user friendly.

Of special importance to the 2nd District: the T Line to the MATC Truax campus will now run all the way to the Square, linking all three MATC sites on one bus line. This will eliminate most of the 'time-consuming transfers that riders faced in the past. A special thanks to* the \ iATC Board' for 'working with Metro staff and the commission to share the cost of this improved service. e "'

In addition; I was aSle to stop the proposed elimination of the U Line, which is a commuter route used heavily by U.W. students and staff: The line had been slated for elimination under Metro's initial route restructuring.

After months of heated debate, Mayor Soglin and the City Council continue to seek solutions to the sticky bus hub plan. Because'of the'lengthy discussions and stiff opposition, the'bus hubs will not be built in 1991. New sites will be examined during the next few months, and further attempts made to include residents in the planning. For my part, I will be meeting this month with residents concerned about the east side Winnebago St. hub location. Stay tuned for Chapter Two 'in this ongoing saga.

ISTHMUS TRAFFIC REDIRECTION—The long-standing Isthmus traffic plan will also be up for further discussion this fall: -Plans to reconstruct the 1st St. and E. Washington intersection were put on hold this spring because of design problems and state pollution control studies. Traffic Engineering staff has been working on a new design, and that plan should be unveiled this fall. I'll he setting up meetings around the district to keep you informed of this major project.

THE URBAN FOREST-^-In the past three years I've been working with neighborhood groups and the City Forestry Dept.-to replant terrace trees within the district. Over '200 trees and .'shrubs have been planted along E. Washington Ave., from the Square out beyond 1st St: In addition, over 300' new trees were put in along residential streets throughout the district.

This summer Talso toured-the district with forestry staff. My goal i s l o finish replanting the Tenney-Lapham arid Old Market Place neighborhoods'by next fall, as we work our way north toward the lake. New" trees were also planted this year near East High and Emerson School. Terrace trees provide shade, beauty and help increase neighborhood property values, while acting as nature's pollution control device. Let's take care of them. • J '*

CITY BUDGET NEWS—Mayor Soglin will be releasing his 1991 Capital Budget early in September, with the Operating Budget to follow in October. City swimming pools, a convention'center and a new recycling program should be major components of next year's budget. If you have questions, concerns or items that you think should be discussed during the Council's budget deliberations, don't hesitate to give me a call at 256-2958.
