1 Activating and testing GSM-WCDMA Inter-System HandoverThe purpose of GSM-WCDMA Inter-System Handover is to enable the user equipment (UE) to re-select a WCDMA RAN cell while camping on the GSM cell, and to enable the BSC to initiate a handover from a GSM cell to a WCDMA RAN cell.

GSM-WCDMA Inter-System Handover is an application software in the BSC. It is always active if the operator has deployed it in the network. Thus no activation and deactivation procedures are needed for GSM-WCDMA Inter-System Handover.

GSM-WCDMA Inter-System Handover has no effects on hardware or firmware.

For a description, see GSM-WCDMA Interworking under Feature Descriptions/Radio network performance in the PDF view.

Before you startMake sure that all interfaces between BTS, BSC, 3G MSC, RNC and WBTS and also network elements are configured and working properly. Also make sure that both of the application software products and software packets that are required for enabling GSM-WCDMA Inter-System Handover and Inter-System Direct Access are activated and in use in each participating network element.

Network elements involved:

• 3 dual mode GSM/WCDMA MSS • BTS

BTS with SW release which supports sending of new information elements.Also needed: 1 TRX: MBCCHC and 7 TCHFs.

• WBTSWCDMA BTS

• RNCRN1.5 or later

• BSCS10.5 or later

• 3G MSC3G MSC that supports the Iu interface and the A interface.

Steps

1 Check that GSM-WCDMA Inter-System Handover is active (WOS).ZWOS:2,739;

Note that the mobile network code (MNC) values, for example, 6 (1-digit), 06 (2-digit) and 006 (3-digit) are different from the BSC's point of view. The use of 1-digit MNC is not allowed according to 3GPP specifications, but it is not prevented by the BSC. The value domain is the following:

• 0..9 (if a single digit MNC is given, the preceding digits will have value 0xF which means "not defined")

• 00..99 (if a 2-digit MNC is given, the preceding digit will have value 0xF which means "not defined")

• 000...999 (a 3-digit MNC is stored as it has been given by user)

3 Set the threshold for the UE to measure WCDMA RAN cells and cell reselection offset while camping on a GSM cell (EQM).ZEQM:BTS=<BTS identification>:::QSRI=7,QSRP=<gprs threshold to search UTRAN cells>,FDD=<fdd and tdd cell reselect offset>;

Set the threshold to a value that dual mode GSM/WCDMA UE will always search for and measure WCDMA RAN cells which are defined as adjacent cells for the serving GSM cell.

Note that in GSM network, there is only an occasional need to measure adjacent WCDMA RAN cells while the UE is camped on a GSM cell. If the QSRI parameter has a threshold value 7, the adjacent WCDMA RAN cells are continuously measured by dual mode GSM/WCDMA UE. Therefore the threshold value 7 is not optimal for QSRI, because the additional measurements increase the power consumption of dual mode GSM/WCDMA UE. By using the value 15 for QSRI, WCDMA RAN cell related informa-tion is not sent on BCCH channels of the current serving GSM cell, even though some WCDMA RAN cells exist as adjacent cells for the serving GSM cell.

GPRS-capable dual mode GSM/WCDMA UE uses parameter GPRS threshold to search WCDMA RAN cells (QSRP) instead of the QSRI parameter when NCCR func-tionality is active in the BSC. The QSRP parameter is sent to the UE in Packet Cell Change Order and Packet Measurement Order messages.

The FDD parameter defines by how much the measured received signal code power (RSCP) value of the WCDMA RAN cell has to exceed the RLA_C of the serving GSM cell and all suitable nonserving GSM cells before the UE performs a cell reselection.

4 Set the threshold for the UE to measure WCDMA RAN cells while the UE has a circuit switched speech connection in a serving GSM cell (EHN).Set the threshold to a value that dual mode GSM/WCDMA UE in dedicated state will always search for and measure WCDMA RAN cells which are defined as adjacent cells for the serving GSM cell.

5 Set the load threshold for the serving GSM cell to enable inter-system handover (EHN).Set the LTSC threshold to a value that traffic load threshold of the serving GSM cell is exceeded, and therefore the handover algorithm is allowed to initiate an inter-system handover for a speech connection to a WCDMA RAN cell.

Note that the UE is not allowed to search for and measure WCDMA RAN cells in dedi-cated mode when the parameter threshold for multi-RAT MS (QSRC) is set to value 15 (NEVER). However, inter-system handover (ISHO) is not completely disabled as a result. This is because the UE is allowed to use the idle mode parameters threshold to search WCDMA RAN cells (QSRI) and GPRS threshold to search WCDMA RAN cells (QSRP) to search for and measure adjacent WCDMA RAN cells in dedicated mode before it receives the parameter QSRC in the MEASUREMENT INFORMATION message.

ISHO is disabled in dedicated mode only if the parameter number of measured FDD cells (FDMR) is set to value 0.

6 Set the minimum CPICH Ec/Io level for handover target cell (EAH).Set the minimum CPICH Ec/Io level defined for the adjacent WCDMA RAN cell to a value that the Ec/Io value reported by the UE exceeds the given minimum level.

Note that the measured and reported Ec/Io value should be over the threshold or the adjacent WCDMA RAN cell is not considered a target cell for an inter-system handover. The MET value 0.5 means that a handover can never be performed from this serving GSM cell to the adjacent WCDMA RAN cell despite the reported Ec/Io values.

7 Set the adjacent WCDMA RAN cell averaging window size (EHN). ZEHN:BTS=<BTS identification>:UAWS=1;

Further informationAccording to 3GPP specifications, a dual mode GSM-WCDMA UE is able to monitor maximum 32 FDD type WCDMA RAN cells on up to three frequencies. However, BSC software restricts only the maximum number of WCDMA RAN cells which can be created as an adjacent cell for a single serving GSM cell.

2 Activating and testing GSM-WCDMA Inter-System Direct AccessThe purpose of the Inter-System Direct Access to the WCDMA RAN is to enable the BSC to hand the user equipment (UE) directly from the SDCCH to the WCDMA RAN.

To make the Inter-System Direct Access to the WCDMA RAN, Inter-System Handover has to be enabled. The Inter-System Direct Access to the WCDMA RAN can be enabled with the handover control parameter inter-system direct access enabled (IDE).

If the MSC is not sending the service priority indication, or if the service priority indication has a value other than SHOULD, then GSM-WCDMA inter-system direct access is not allowed. The load of the serving cell has no significance, either.

Check that 56: SERVICE HANDOVER SUPPORTED has value YES:

3 Define an adjacent cell under a RNC for the BTS (EAE).ZEAE:BTS=<BTS identification>:INDEX=<adjacent cell index>: RNC=<radio network controller identifier>, CI=<cell identification>: LAC=<location area code>, SAC=<service area code>, FREQ=<WCDMA downlink carrier frequency>, SCC=<scrambling code>;

Note that the MNC values, for example 6 (1-digit), 06 (2-digit) and 006 (3-digit) are dif-ferent from the BSC's point of view. The use of 1-digit MNC is not allowed according to 3GPP specifications, but it is not prevented by the BSC. The value domain is the follow-ing:

By using a value 15 for QSRI, WCDMA RAN cell related information is not sent on BCCH channels of the current serving GSM cell, even though some WCDMA RAN cells exist as adjacent cells for the serving GSM cell.

GPRS-capable dual mode GSM/WCDMA UE uses parameter GPRS threshold to search WCDMA RAN cells (QSRP) instead of the QSRI parameter when NCCR func-tionality is active in the BSC. The QSRP parameter is sent to the UE in PACKET CELL CHANGE ORDER and PACKET MEASUREMENT ORDER messages.

5 Set the minimum inter-system direct access EC/IO threshold for inter-system direct access target cell (EAH).Set the minimum inter–system direct access Ec/Io level defined for the adjacent WCDMA RAN cell to a value that the Ec/Io value reported by the UE exceeds the given minimum level.

Measured and reported Ec/Io value should be over the threshold, or the adjacent WCDMA RAN cell is not considered a target cell for an inter-system direct access. The DET value 0.5 means that a direct access can never be performed from this serving GSM cell to the adjacent WCDMA RAN cell despite the reported Ec/Io values.

6 Enable handover control parameter inter-system direct access (EHN).The parameter inter-system direct access enabled (IDE) enables the Inter-System Direct Access to the WCDMA RAN. If the value of the parameter is Y, the Inter-System Direct Access to the WCDMA RAN is attempted.

Activating CPICH RSCP Based Criterion for 2G to 3G Cell Reselection

3 Activating CPICH RSCP Based Criterion for 2G to 3G Cell ReselectionPurposeDual-mode UE from Rel. 5 onwards and, optionally Rel. 99 and Rel. 4, supports a cell re-selection algorithm where CPICH RSCP (received signal code power) level is taken into account as a new criterion in cell re-selection from GSM to WCDMA RAN. This new criterion prevents dual mode UE from re-selecting a WCDMA RAN cell, where uplink quality would be too poor for reliable communication between the UE and WCDMA RAN.

The new cell re-selection algorithm contains two new parameters (FDD_RSCPmin and FDD_Qmin_Offset) that are used as part of the algorithm if they are broadcast within SI2quater message on BCCH. The FDD_RSCPmin parameter defines the minimum required RSCP level for WCDMA cell reselection. The FDD_Qmin_Offset defines a negative offset to the minimum required Ec/No level for WCDMA cell reselection. The application software CPICH RSCP Based Criterion for 2G to 3G Cell Reselection adds support for these new parameters in BSC. When the application software is active, it is possible to define values for these cell re-selection parameters by modifying the corre-sponding radio network parameters minimum RSCP threshold and minimum fdd threshold offset.

Parameter minimum RSCP threshold defines a minimum received signal code power (RSCP) threshold for cell re-selection from GSM to WCDMA RAN cell. This parameter prevents the dual-mode UE (Rel. 5 onwards) from entering a WCDMA RAN cell that has a measured RSCP value which is too weak.

Parameter minimum fdd threshold offset sets some dB's negative offset to minimum Ec/No value defined with parameter minimum fdd threshold for newer dual-mode UE (Rel. 5 onwards). This parameter makes sufficient quality (Ec/No) WCDMA RAN coverage look larger for the newer dual-mode UE that set a minimum threshold also for RSCP in their cell re-selection algorithm from GSM to WCDMA RAN. The older dual-mode UE still use the minimum Ec/No threshold defined with minimum fdd threshold parameter. When minimum fdd threshold offset parameter is used, it is possible to set parameter minimum fdd threshold so that continuous cell re-selection between GSM and WCDMA RAN for the older dual-mode UE can be avoided, while the newer dual-mode UE can be served near the borders of the WCDMA RAN cell.

4 Activating WCDMA Neighbour Cell Reporting EnhancementPurposeThe dual-mode UE from Rel. 5 onwards (and optionally Rel. 99 and Rel. 4) do not report WCDMA cell measurement results to BSC from the cells that have a measured CPICH RSCP (received signal code power) level which is too weak according to parameter FDD_REPORTING_THRESHOLD_2. When the BSC does not receive measurement reports from the weak WCDMA cells, it neither triggers inter-system handovers (ISHO) nor inter-system network-controlled cell re-selections (IS-NCCR) to these cells where communication between the UE and WCDMA RAN could fail because of poor uplink quality.

The application software WCDMA Neighbour Cell Reporting Enhancement adds support for the parameter FDD_REPORTING_THRESHOLD_2 in BSC. When the appli-cation software is active, it is possible to define a value for the parameter by modifying the corresponding radio network parameter fdd reporting threshold 2. The FDD_REPORTING_THRESHOLD_2 parameter is broadcast within SI2quater message on BCCH and within MEASUREMENT INFORMATION message on SACCH. When ISNCCR is active, the FDD_REPORTING_THRESHOLD_2 is also sent within PACKET MEASUREMENT ORDER message on PACCH.

5 Activating Mobile Specific Channel Release MessagePurposeWhen the Mobile Specific Channel Release Message is in use, the strongest WCDMA cells are indicated to dual-mode user equipment (Rel. 6 onwards) in the CHANNEL RELEASE message. When a call is terminated in a GSM cell, the UE is directed straight to a WCDMA cell.

Steps

4 Change the Mobile Specific Channel Release Message feature state to 'ON' (W7M).ZW7M:FEA=594:ON;

5 Set up a call and release it.

6 To verify the activation, check the CHANNEL RELEASE message.When a call made by a dual-mode UE is terminated, and there is a neigbour UTRAN FDD cell, check that IE 'cell selection indicator after release of all TCH and SDCCH' is included in the CHANNEL RELEASE message.
