The Nebraska Department of Roads (NDOR) is seeking an experienced consultant team to provide environmental services to be completed in accordance with the NDOR and Federal Highway Administration’s (FHWA) April 2015 Programmatic Categorical Exclusion Agreement. SRF Consulting Group has once again teamed with The 106 Group and Thiele Geotech to assist SRF in providing historic properties surveys and hazardous materials assessments for this important program. This team has successfully met the needs of NDOR in implementing the require-ments of the National Environmental Policy Act (NEPA) and associated requirements for federal-aid projects. We look forward to continuing to provide you with the high level of experience you have come to expect from SRF.

• SRF Consulting Group, Inc. – With a regional office in Omaha, Nebraska, SRF has been prequalified for NDOR environmental work since 2012. Our professionals have worked on 19 Categorical Exclusions for NDOR and have attended several training opportunities provided by NDOR over the past year, including the Programmatic Categorical Exclusion Agreement Training in September 2015, as well as wetland and threatened and endangered species review refresher courses in April 2015. SRF is pre-certified for Standard Work Category 101A NEPA Studies and has extensive experience preparing NEPA documents and providing environmental services for all types of highway improvement projects, ranging from complex, multi-state river crossing projects to pavement rehabilitation projects.

• 106 Group Ltd. – The 106 Group has proven experience dealing with federal and state cultural resources and environmental regu-lations, including Section 106 and 110 of the National Historic Preservation Act (NHPA) and NEPA. Over the last two decades, the 106 Group has conducted hundreds of cultural resources investigations and documentation in support of, or as mitigation for, a wide range of development and planning projects. Project Staff

SRF Project Managers & Principal NEPA AuthorsSRF’s NEPA Project Managers/Principal Authors are experienced in all documents discussed in the RFP. Beth Bartz and Brett Danner each have more than 10 years of experience with the preparation of environmental documents and have managed the preparation of docu-ments for straight-forward intersection reconstruction projects as well as one of the most complex and controversial projects in the nation. These project managers are supported by a team of writers and tech-nical staff well-versed in the preparation of environmental documents. Our staff have either Bachelors, and, in many cases, Masters degrees in the field of environmental science, planning, engineering, or a closely related field, or a Master of Science or Arts degree in addition to at least 10 years of experience in NEPA document preparation.

Our team is listed in the organizational chart. Detailed resumes are provided in the Supportive Material section. This team has been pre-certified for Standard Work Category 101A NEPA Studies.

Our staff produce environmental documents requiring minimal revi-sions, contain quality authorship and resource reviews, and meet project schedules. We have completed a National Highway Institute (NHI) on the Introduction to NEPA and the Transportation Decision-Making Process Course (NHI-142052). Most of our staff has com-pleted additional NHI/FHWA NEPA courses addressing specialty areas. In addition, SRF conducts ongoing in-house training to keep all staff informed of the latest guidance and methodologies relating to the preparation of environmental documentation. Furthermore, SRF has adopted quality management protocols to ensure that anal-ysis and documentation are produced to the highest standards with minimal need for further revisions.

Supporting SubconsultantsSRF has found that it is most efficient and economical to subcon-tract for two types of analysis requested in this proposal: Cultural Resources and Contamination Studies. We are pleased to include The 106 Group Ltd. and Thiele Geotech, Inc. to provide this analysis for assigned projects. Additional information regarding these firms can be found on each firm’s 498 form.

Project UnderstandingNDOR and FHWA-Nebraska Division approved a new Programmatic Categorical Exclusion Agreement in April 2015. The purpose and goal of the Programmatic Agreement is to increase flexibility, streamline the environmental process, and reduce paperwork while maintaining appropriate consideration of projects’ impacts on the human and nat-ural environment. In conjunction with the Programmatic Agreement, NDOR is introducing new guidance and forms for documenting the NEPA process for state and local federal-aid projects, including the new NE-CE Application and related forms. The NE-CE Application has been developed to be a readily accessible, online tool that helps to create efficiencies in the environmental review process.

SRF has completed a wide range of NEPA reviews for state DOTs and local units of government throughout the upper Midwest, including numerous Categorical Exclusion documents for NDOR under our current on-call agreement as well as numerous Cat Ex documents for other agencies. This experience also extends to Section 4(f) evaluations (including Section 4(f) de minimis determinations); Section 6(f) docu-mentation and process guidance; Section 7 and Section 106 coordi-nation; wetland delineation and permitting; and hazardous materials review coordination. Our strong knowledge of the fundamental NEPA requirements, as well as individual agency procedures, has allowed us to provide documentation for a wide range of DOT and local agency needs, adapting easily to the specific standards of that particular state.

SRF’s Environmental ServicesSRF’s environmental planners and scientists provide services for local, state, and federal environmental review requirements. We approach each project with respect for the social and environmental resources that may be affected, a high level of technical expertise, and a thor-ough understanding of the intent and detail of applicable regulations and agency procedures. SRF has worked extensively with many municipal, county, state, and federal agencies for more than 50 years and has been completing environmental services for the past 25 years. We have prepared a variety of NEPA envi-ronmental documents ranging from categorical exclusions to EISs for many different agencies.

Our environmental experts have considerable knowledge in each of the subject areas, conducting analysis that is acceptable to the over-sight agency and presenting solid conclusions accepted by clients, municipalities, regulatory agencies, and the public. Our analysis and documentation has supported many public projects in controversial situations and has upheld agency decisions in the courts when con-flicts were irresolvable.

CE Determination Form/Re-evaluations or Supplements/Section 4(f) Determinations

CE Determination FormNDOR is transitioning documentation for all Class II NEPA actions to the new NE-CE “All Level Form,” or “Smart Form.” Projects that are assigned to SRF under our current contract with NDOR are progressing through this transition process. The Smart-Form, unique to the NDOR environmental review process, is a fully-interactive, on-line platform for completing CE documents. We have access to Google Chrome web browser, which is necessary to complete the NE-CE Smart Form. We are excited about the opportunity to use this powerful new tool to assist NDOR in fulfilling its requirements for carrying out the NEPA review and documentation process.

As individual reviews are completed by NDOR Professionally Qualified Staff (PQS) (e.g., Section 106 forms, Section 404 memo, threatened and endangered species memo, environmental justice, etc.), SRF staff will prepare the appropriate sections under the NE-CE Smart Form headings.

An initial key step in completing the CE Smart Form is identifying the appropriate activity for each project, documenting that the proposed action qualifies as a CE under 23 CFR 771.117. This step, along with the thresholds identified in the 2015 Programmatic Agreement, will ultimately determine the CE Level and responsibilities for CE approv-als (NDOR or FHWA). Our extensive experience in preparing NEPA documents, along with SRF’s adopted quality management protocols, ensure that analyses and documentation are produced to the highest standards with minimal need future revisions. SRF will provide the CE documentation in either paper format or electronic format as directed by NDOR for review and approval.

Re-evaluations or Supplements to Existing CE DocumentsNEPA re-evaluations or supplements are prepared in response to project changes, as projects progress through major federal approvals, or when a previous review has exceeded its shelf life. Documentation of a re-evaluation can take on one of several forms, including a memorandum to the project file, the NDOR re-evaluation form, or the NE-CE Smart Form. SRF will work with NDOR and FHWA to determine the appropriate re-evaluation methodology and docu-mentation approach for each assigned project.

Section 4(f) DeterminationsSRF has prepared a wide range of Section 4(f) determinations where “use” of parks, trails, wildlife refuges or cultural resources has required such a determination under the Transportation Act of 1966. This experience ranges from documenting temporary Section 4(f) occupancies to completing individual Section 4(f) evaluations. More and more often, the de minimis determination process is being employed to address Section 4(f) requirements, where appropriate. Indeed, SRF staff are currently documenting the Section 4(f) de mini-mis process for two projects involving three separate 4(f) resources.

The NDOR Section 4(f) Initial Assessment Form was developed as an initial assessment tool to identify potential Section 4(f) involvement on a project. In order to properly address cultural resources, the initial assessment form should be completed in conjunction with Section 106 determinations and findings by NDOR PQS. SRF will work with NDOR to prepare the initial assessment form for each assigned project. Where there is a Section 4(f) “use,” SRF will assist NDOR in completing the appropriate Section 4(f) review process.

Wetland Delineation/Determinations, & Permitting (to be Completed in Accordance with the 1987 Army Corps of Engineers Wetlands Delineation Manual and Appropriate Regional Supplements)SRF’s wetland scientists and biologists have extensive experience in completing transportation and infrastructure focused wetland work, biological surveys and documentation. Our projects range from assisting with small rural roadway improvements to large interstate highway projects.

During the 2013 and 2014 field seasons, SRF completed a dozen wetland delineations for NDOR projects covering more than 80 miles of roadway. This work involved delineat-ing and documenting more than 230 wetlands and 40 other water resources.

SRF provides professional wetland delineations based on the 1987 Army Corps of Engineers Wetlands Delineation Manual and appro-priate Regional Supplements, Sections 401 and 404 of the Clean Water Act, and other local government requirements. SRF uses sub-meter accurate Trimble GeoXH and Geo7X GPS units to record wetland boundary and sample point locations and a Panasonic ToughPad tablet to record wetland determination data sheets. SRF’s wetland evaluation services include hydrologic analysis, water qual-ity evaluation, biological surveys, wetland functional assessments, and floristic quality assessment. SRF has also evaluated avoidance or mitigation measures and designed mitigation for hundreds of projects throughout the Upper Midwest.

Threatened & Endangered Species ReviewsSRF’s biologists have extensive experience in identifying potential habitat for threatened and endangered species as well as potential avoidance or mitigation solutions. SRF staff participated in the 2013 and 2015 NDOR Biological Evaluation Process Training and have completed 15 threatened and endangered species reviews for NDOR projects to date. SRF staff have also prepared nine Individual Project Level Evaluation (IPLE) docu-ments for various species, including American Burying Beetle, Whooping Crane, and Salt Creek Tiger Beetle. Resources used to complete threat-ened and endangered species reviews include the following:

Noise Studies (to be Completed in Accordance with NDOR’s Noise Analysis & Abatement Policy)

SRF provides comprehensive traffic noise impact studies and mitigation design services to ensure compliance with federal and state noise regulations. SRF uses an integrating sound level meter to collect field measurements of existing conditions, consistent with FHWA requirements. We’ve completed Traffic Noise Model (TNM) training (HMMH, Inc. TNM Training Course, 2006) and have extensive experience using TNM version 2.5 and Stamina to assess potential traffic noise impacts and evaluate mitigation measures. Over the past three years, SRF staff have completed more than 20 traffic noise studies, including public involvement activities related to proposed noise abatement measures.

Air Quality StudiesSRF provides air quality analysis to evaluate impacts in accordance with state and federal guidelines and project characteristics. Each project is reviewed to determine if air quality modeling is necessary in consultation with agency staff. We use the most current modeling software available to assess air quality for no build and build con-ditions including CAL3QHC (intersection-level analysis), CALINE-3 (roadway segments), and Mobile Vehicle Emissions Simulator (MOVES) as appropriate. SRF’s air quality staff completed MOVES training with MnDOT in 2011 and 2014, and recently completed a quantitative analysis of Mobile Source Air Toxics using MOVES for MnDOT’s I-94 auxiliary lane project in downtown St. Paul.

Wetland & Stream Mitigation Design & MonitoringSRF’s environmental staff also has extensive experience in wetland mitigation monitoring. Nicole Zappetillo’s previous experience includes annual wetland mitigation monitoring and tracking credit withdrawals for numerous wetland mitigation sites across the state of North Dakota while employed by the North Dakota Department of Transportation (NDDOT) as an environmental scientist. In addition, SRF has extensive experience in stream restoration, stabilization and mitigation design and monitoring. Stream restoration and sta-bilization requires a blend of technical skills, modeling expertise, and a broad understanding of soil, plant, and water interaction to recreate what was created originally in nature. SRF’s staff of expe-rienced scientists, civil and biosystems engineers, and hydrologists have both the skills and understanding to address these issues and to design stable, long lasting solutions.

Hazardous Materials ReviewsTG conducts site assessments for contaminated industrial and com-mercial facilities, develops and designs remedial strategies to clean contaminated soil and ground water, and provides environmental drilling services throughout the Midwest. TG has extensive experi-ence completing Phase I environmental site assessments, including hazardous materials reviews for NDOR. TG recently completed 13 hazardous materials reviews for various projects throughout Nebraska as part of our current on-call services contract with NDOR.

Historic Properties Survey and Evaluation (Section 106)The 106 Group will perform historic property and archaeological reviews, evaluations of National Register eligibility, and determina-tions of effect in consultation with appropriate parties in accordance with state and federal guidelines.

Other Related Environmental ServicesAs needed, SRF will assess impacts and address regulatory and pro-cedural requirements addressing LAWCON funded parks, prime and unique farmland, the Wild and Scenic Rivers Act, floodplain permit-ting, stormwater treatment/water quality concerns and socio-eco-nomic studies. When impacts are identified, SRF can assist in environmental justice determinations as well as cumulative impact analyses. SRF is well-versed in a variety of public involvement techniques, both on-line or face-to-face, to address environmental justice requirements as well as other project development needs.

Comparable Projects & Services

Experience with NDORSRF has been assigned 19 projects under our current NEPA On-Call contract with NDOR.

To date, we have completed three CEs and Programmatic CEs (PCEs). Other projects are in the process of being transferred to the new CE forms and are nearing completion. In addition, we have completed the wetland delineations (see sample figure below), wetland permit-ting, Biological Assessments, and Hazardous Materials Reviews.

SRF staff is very familiar with NDOR environmental review proce-dures and requirements through our current On-Call contract with NDOR as well as attendance at recent NDOR training courses. Brett Danner and Nicole Zappetillo recently attended the Programmatic Agreement /CE training in September 2015. Brett and Nicole attended NDOR Biological Evaluation Process training in 2013. Nicole also attended the NDOR Wetlands training in spring 2013 and the NDOR Biological Evaluation and Wetlands training update in spring 2015.

Stephanie has seven years of experience in environmental and community planning. Over the past 30 years, Bill Troe has helped public and private clients address their multimodal transportation needs by blending a broad range of technical skills with an understanding of the importance of public engagement. His work experience covers a broad range of project areas including regional long-range multimodal transportation planning, statewide and regional transit needs assessments, arterial corridor and subarea studies, travel demand forecasting. Bill is a principal with SRF Consulting Group and is responsible for leading transit planning projects throughout the country.

Beth has more than 28 years of planning experience, including land use planning, environmental documentation preparation, urban design and cultural resource planning. Her environmental experience includes preparing Environmental Impact Statements, Environmental Assessments, and Environmental Assessment Worksheets. His projects have included hydraulics design on design build projects, roadway drainage plan sets, bridge design, channel and bridge protection design, flood mitigation design, drainage master plan production, Environmental Assessments, NPDES treatment design, and SWPPP design.

Erin is an experienced engineer who specializes in drainage and water resources engineering and design. She has excellent design, hydrologic and hydraulic modeling, communication, and project management skills. She recently completed preliminary and final design and hydrologic and hydraulic analysis of the stormwater management system for the Cayuga Bridge that included several infiltration and filtration basins to provide water quality treatment. Erin developed XPSWMM model for the project corridor and coordinated the design with the Capitol Region Watershed District to ensure permit requirements are met. Erin also completed hydraulic analysis for 8 bridges for MoDOT’s Safe & Sound Bridge Improvement Program.

David leads SRF’s Water Resources Group, providing review and oversight with more than 30 years of experience in engineering and water resources planning. He excels at developing innovative stormwater treatment solutions for both rural and urban projects. PHASE I ENVIRONMENTAL SITE ASSESSMENTS TG and its environmental staff have conducted hundreds of environmental assessments throughout the Midwestern United States. These projects have included office, retail, manufacturing and industrial facilities and were performed for various types if clients. Our Phase I Environmental Site Assessments are prepared in accordance with the new American Society of Testing Materials (ASTM) All Appropriate Inquiry Standard E 1527-13 fulfilling inquiry requirements of the innocent landowner defense established under CERCLA. This defense as established under the Superfund Amendment and Reauthorization Act (SARA) in 1986 encouraged many to conduct environmental investigations prior to taking ownership of real estate. To fulfill inquiry requirements as stipulated under SARA, several steps must be completed and include, but not necessarily limited to, the following:

Records Review - The records review attempts to help identify recognized environmental conditions by examining available topographic or geologic maps, aerial photographs, public records that are properly filed regarding permits, spills, underground storage tanks (UST’s), landfills, and hazardous substance/waste sites, and other government records.

Site Reconnaissance - The site reconnaissance is a visual investigation of the property and surrounding area. This walkover of the property includes the entire site, accessible areas in the interiors of the buildings and adjacent public thoroughfares. Special attention is given with regards to evidence of below ground tanks, distressed vegetation, signs or evidence of hazardous substances/wastes or petroleum products, waste or rubble, or any evidence of illegal disposal/storage practices.

Interviews - If possible and if authorized by the client, interviews with the owners/occupants of the property are conducted in an attempt to obtain information about the past uses of the site. In addition, appropriate government officials may be interviewed in an attempt to identify recognized environmental conditions that may be associated with the site or surrounding area.

Written Report - A written report documenting the analysis, opinions, and conclusions of the investigation is prepared which characterizes the recognized environmental condition of the property or potential environmental concerns of surrounding properties.

PHASE II ENVIRONMENTAL SITE ASSESSMENTS Information accumulated during the completion of a Phase I Environmental Site Assessment often times indicates that the potential for chemical contamination from either on-site or nearby activities is high. Generally, a Phase II Environmental Site Assessment is conducted to qualitatively and quantitatively identify if chemical contamination is present, and if so, at what concentrations and areal extent. Soil and/or ground water samples are collected at areas on-site that have the greatest potential of being contaminated and then submitted to the laboratory for analysis. This intrusive phase of the project is enhanced because TG maintains its own drilling fleet fully outfitted for environmental drilling. Because we do maintain our own drilling fleet, it allows us to prioritize and dictate the drilling schedule to meet various time constraints. After receipt of the laboratory results, a comprehensive report is generated that outlines a summary of the work performed, the results of the soil and ground water testing, the extent of contamination (if any), potential regulatory response, and the environmental risk associated with the identified contamination. Remediation options are prepared and discussed at length with regards to long-term liability, health and safety risks, and projected costs to afford the client to make an informed decision regarding property acquisition or remedial actions.

UNDERGROUND STORAGE TANK PROJECTS TG has extensive experience in the assessment and remediation of releases from underground storage tanks (UST’s). TG has completed UST projects throughout the Midwestern United States and has intimate knowledge of the various State and Federal programs regulating the storage of hazardous materials in below grade tanks. In addition to the technical expertise that TG offers, TG provides assistance to the owner/operator in cost recovery issues. Many States offer various forms of reimbursement funds to provide partial financial offset for costs incurred during assessment and/or remediation of spills occurring from UST’s. Detailed cost accounting and investigative techniques that minimize expenditures help to assure that the owner operator will receive maximum benefits under these reimbursement plans.
