Yakutia(Republic of Sakha) Proposed the Establishment of the Sub-Committee on Sports

My name is Eduard Klimov. I am an advisor to the president of the Republic of Sakha.

The Republic of Sakha joined NEAR(The Association of North East Asia Regional Governments) in

1996. As a delegate of the Republic of Sakha, I participated in the Working-level Workshop held in

Pohang City, South Korea, on May 29 and 30, 2013 .

Working-level Workshop 2013 was to discuss NEARʼs achievements over the past year and its plans

for 2013. Secretary General Kim emphasized the necessity to introduce membership fees for NEARʼs

management, based on the experiences for the past few years. The NEAR Secretariat has made an

effort to extend the global cooperative network in preparation of NEARʼs 25th anniversary (2020) and

vision. For example, NEAR signed an MOU with the Assembly of European Regions in 2012. NEAR

members should be particularly interested in the PIONEAR Youth Internship Project, one of the

services of the NEAR Secretariat.

Meanwhile, as NEAR Secretary General Kim promised to support International Sport Games in

Yakutia during the Workshop and to promote International Sports Games “Children of Asia,” we

delivered a presentation on the International Sport Games “Children of Asia” and the development of

Yakutiaʼs traditional sports.

First, I delivered a presentation on the International Sports Games “Children of Asia” proposed by

President Mikhail Yefimovich Nikolayev of the Republic of Sakha in 1993. The 1st “Children of Asia”

was launched in Yakutsk in 1996 to celebrate the 100th anniversary of the Modern Olympics. The game

is held every 4 years and is sponsored by UNESCO and the International Olympic Committee and

supported by the Russian president and government, the Olympic Council of Asia, and the Olympic

Committee of Russia. A total of 2,131 athletes from 27 countries participated in the 5th International

Sports Games “Children of Asia” in 2012. Participating teams were the Republic of Azerbaijan,

Brunei, Bhutan, Vietnam, Iraq, Iran, India, China, Indonesia, Kuwait, Kazakhstan, Kyrgyzstan, Laos,

Mongolia, Maldives, Nepal, Arab Emirates, Oman, Palestine, Syria, Thailand, Tajikistan, Turkmenistan,

the Far East, Siberia, Moskva, Tatarstan, Republic of Sakha, and the Ural region.

In the 31st Asia Olympic General Assembly on November 8, 2012, the Olympic Council of Asia, the

Olympic Committee of Russia, the Olympic Committee of the Republic of Sakha, and International

Games Committee “Children of Asia” gathered for the general meeting. We decided to hold the

International Sports Games, which had only been held in the Republic of Sakha, by organizing a

committee based on the charter from the 6th games. The head of the committee is located in Yakutsk in

the Republic of Sakha.

The 6th International Sports Games “Children of Asia” will be held in Yakutsk, Mirny city, Neryungri

city in the Republic of Sakha. Preparation of the sports games regulations is underway, and each

country’s representative team must apply to the International Olympic

Committee and an executive organization related to sports. Official

invitations will be sent in early 2014; however, you may submit the

application to relevant organizations in each country.

Second, I delivered a presentation on the traditional sports of the

Republic of Sakha. Traditional sport is created during the everyday life of

the people, and it is affected by nature, geography, industry, and the

character of the people. Traditional sport is significant for globalization

development when an approach with a new concept satisfying a

multiracial society’s need and interest is needed. In this sense, the

Republic of Sakha proposed a traditional sports model. In terms of sports

and culture, the development and preservation of sports heritage accounts

for an important part of the national policy.

Building an international sports center in Yakutia contributed to the

development of the country. Among Yakutia’s traditional sports, Mas-

wrestling and Hapsagai were recognized in FILA. Later, Mas-wrestling

and Hapsagai were conducted in the European Championships

(Lithuania), Asian Championships (India), and Cadet Championships

(Brazil) and Mas-wrestling was conducted in World Championship. The

Mas-wrestling national league was established in 2012, and the

International Mas-wrestling Tournament, which has over 20 countriesʼ

members, will be held. The Republic of Sakha delivered a presentation

regarding traditional sports at the UNESCO headquarters in Paris in

March 2012. As a result, traditional sports were listed by UNESCO (which

has its headquarters in Paris) as one of Sakhaʼs cultural heritages at the

headquarters in Paris in March, 2012.

In fact, traditional sports today contribute to integrating a multiracial

society. International games constitute an important part of the

multinational culture of the Republic of Sakha. All the countries belonging

to NEAR have their own traditional sports. It would be necessary to

provide an opportunity to preserve and promote Northeast Asian sports by

establishing a NEAR Sub-Committee on sports. Because the presentation

of the Republic of Sakha sparked participantsʼ interest, NEAR reviews the

possibility to open a NEAR Sub-Committee on Sports by going through

regular procedures.

NEAR This Month NEAR Activities

The Sub-Committee on Educational & Cultural Exchange was held on August 2-7, in Shimane Prefecture, coordinator of NEAR Sub-Committee on Educational & Cultural Exchange, under the title of the Wing of Exchange in Northeast Asia 2013. The meeting, which is annually held as Sub-Committee on Educational & Cultural Exchange, seeks to build a network to improve mutual understanding and to foster friendship exchanges among the youth of the Northeast Asian regions. The Sub-Committee was attended by 30 people from four countries, including South Korea, China, Japan, and Russia; participants spent a meaningful time strengthening their understandings of each other, improving exchanges with local residents through a variety of programs such as experiencing home-stay and traditional Japanese culture, and discussing the environment and welfare.

The NEAR Working Committee and Sub-Committee on Agriculture will be held in Yeongam, Jeollanam-do Province on September 10-13.

The 9th NEAR Working Committee will include Working-level officials’ meetings to prepare the 2014 NEAR General Assembly and to hear the activity report of the Sub-Committee, and the proposal for better governance of NEAR.

The Sub-Committee on Agriculture, which met for the first time this year, will deliver a presentation on the importance of cooperation for agriculture in Northeast Asia, examples of agricultural cooperation, member agriculture policies, and will discuss future plans under the theme of a safe way to produce crops under Climate Change.

Under the theme of New Strategies for Balanced Development in Northeast Asian region, the 6th NEAR International Forum is to be held from October 30 to November 1. More information on the forum will be posted on the NEAR website and in NEAR NEWS magazine.

The Secretary delegation, led by Director General Kim Dong-sung, visited Harbin to participate in the 24th China Harbin International Economic and Trade Fair held in Heilongjiang Province, a Chinese member of NEAR, on August 14-17. The delegation participated in the opening ceremony on the 14th, visited the fair, and met the vice -governor of Heilongjiang Province on the 15th.

In particular, the Secretary delegation made a visit to the fair while they visited the booths of the NEAR member regions of China, Russia, and South Korea and promoted NEAR asking them to participate in the NEAR activities.

Secretary General Kim participated in the 1st Korean Unification and Economic Forum, held in the Seoul Press Center on July 9. The Forum, hosted by the Northeast Asian Community Studies Institute and sponsored by the South Korean Ministry of Unification, and the Maeil Business Newspaper, was held with the aim to seek a strategy to build the Korean Peninsula Trust Process through a new northern diplomacy and economic cooperation with neighboring countries by focusing on community development and cooperation beyond national boundaries of its neighboring countries. Joo Cheol-gi, the Director for Diplomatic Security of the Blue House, delivered his keynote speech. In addition, there were a variety of programs, including presentations by specialists from home and abroad and discussions assigned to each nation.

Secretary General Kim and the Secretariat staff members visited Youngsan Hamil home, a facility for mother and child protection, which is located in Uljin-gun, Gyeongsangbuk-do Province, and delivered gifts. In

addition, Hwang Eee-joo, a member of Gyeongsangbuk-do Provincial Council, participated in the gift delivery ceremony, encouraged the Secretariat staff members, and had pleasant conversations with them.

which has been annually held since 1990, is national level international

Economic and Trade Fair approved by the Chinese government. The Harbin

Fair is sponsored by the Ministry of Commerce of the People’s Republic of

China, the National Development and Reform Commission, the China Council

for the Promotion of International Trade, the People’s Government of

Heilongjiang Province, the People’s Government of Zhejiang Province, and the

Peopleʼs Government of Harbin Municipality; it is co-sponsored by

governmental departments and trade promotional institutions from more than 10

countries, including the Ministry of Economic Development of the Russian

Federation, the Ministry of Regional Development of the Russian Federation,

and the Association of the Promotion of International Trade of Japan.

Heilongjiang Province- ChinaThe 24th China Harbin International Economic and Trade Fair held in Harbin

The opening ceremony of the 24th China Harbin International Economic and Trade Fair was held in Harbin on June 14, 2013. Vice Minister Wang Chao of the Ministry of Commerce of the People’s Republic of China participated in the opening ceremony and delivered a congratulatory speech. Vice president Qi Xuchun of the Chinese People’s Political Consultative Conference also attended the fair.

The fair, which featured 3,000 international standard booths and an exhibition space of 1,280,000m², was held in the Harbin International Conference Exhibition and Sports Center from June 15–19. The exhibition areas, including for modern agriculture, high technology, new material industry, machine equipment, construction materials, light industry, culture and tourism, regional enterprises, cities, furniture pavilion, and the foreign countries exhibition hall, such as for Hong Kong, Makau , Taiwan, Russia, and Thailand, were separately managed. In addition, three other event

halls, such as the Harbin furniture pavilion, daily supply exhibition hall, and lumber trade exhibition hall, were separately managed. The fair was favorably reviewed, owing to international exhibitions and promotion.

The Korea-China-Japan Diplomacy Camp 2013, which is organized by Ministry of Foreign Affairs of South Korea, held academic and cultural exchange activities in Seoul-Busan-Gyeongju-Suncheon from August 9-11.

This Diplomacy Camp sought to ease tensions among regions in

Northeast Asia and create regional cooperative systems through human and cultural exchanges among the future generations of all three countries.

It included a meeting with regional public officials in charge of international relations and they had NEAR promotion time.

Korea-China-Japan Undergraduates Participated in Diplomacy Camp 2013

NEAR Secretariat General Visited Russian Members (Krasnoyarsk Territory, Republic of Tuva, Primorsky Krai)

The Secretariat delegation, led by Secretary General Kim Jae-hyo, visited the Krasnoyarsk Territory, Republic of Tuva, and Primorsky Krai to promote exchange and cooperation with Russian member regions from August 4–9.

The Krasnoyarsk Territory requested the NEAR Secretariat to actively promote cooperation among member regions through cultural and industrial exchanges . On its part, Republic of Tuva expressed interest in building infrastructure for agriculture, mining development, railway projects, and cultural exchanges. The republic also sought the NEAR Secretariat’s support for establishing a Korean language center.

During its visit to Primorsky Krai, the NEAR Secretariat requested a discussion and cooperation on the various events. When visiting the Consulate General of the Republic of Korea in Vladivostok, the NEAR Secretariat also sought cooperation for the promotion of friendly relations with Primorsky Krai Government.

During the course of this visit, the NEAR Secretariat asked member regions to participate in the NEAR Working Committee, Sub-Committee on Agriculture, and the International Forum held in South Korea. To promote cooperation, the NEAR Secretariat decided to support projects that were of interest to the member regions.

South Korea–China–Japan Opened 2nd Round of Free Trade Talks

From July 30 to August 2, 2013, South Korea, China, and Japan had their second round of trilateral talks on a Free Trade Agreement (FTA) in Shanghai. After South Korea, China, and Japan declared the official start of negotiations to forge a three-way free trade pact when their trade ministers met on the sidelines of a regional summit in Phnom Penh, Cambodia, the first-round talks took place in Seoul in March 2013.

The three-way pact—if South Korea, China, and Japan reach a deal—will create the world’s third largest economic bloc, as the three countries account for 1.52 billion of the global population and 14.3 trillion of the global gross domestic product after NAFTA (18 trillion) and the European Union (EU) (17.5 trillion).

The Asia Dinosaurs Association, which aims to promote dinosaur research through international cooperation, was established on July 12, 2013, and a memorial ceremony was held at Dinosaur Museum in Katsuyama-city, Fukui Prefecture. The Asia Dinosaurs Association is composed of six-country’s dinosaur researchers, including Japan, China, and Thailand. The association designated the museum as

secretariat, and Dong Zhiming was appointed as executive director. The association will strive to share research results and foster young

researchers by hosting an international symposium that allows researchers in the fields of paleontology and geology, and citizens to participate. The first symposium will be held in Fukui Prefecture in March 2014, and following that, biennially in each member country.

“Dialogue with a dinosaur expert—Let’s participate in a dinosaur symposium” was held on July 13 as a memorial event and many elementary, middle, and high school students attended.

Part 1 was the introduction of research information by each country’s dinosaur expert, and Part 2 was a question and answer session regarding dinosaurs.

Henan Province-China“2013 Chinese Culture Going Abroad” Opening a Base Camp in Australia

On June 30, the Australian base camp for the “Chinese Culture Going Abroad” campaign held an opening ceremony at a theater west of Melbourne. The ceremony was hosted by China Chinese Education Funds, supervised by the Foreign and Overseas Chinese Affairs Office of Henan, and funded by Melbourne Chinese School of Australia.

Many locals and representatives participated, including Zianshaotao, the consul of the Chinese Consulate-General in Melbourne, and Zhou Zhongmin, executive of Federated Association of Chinese of the state of Victoria, Australia.

During the ceremony, representatives of China Chinese Education Funds, the Foreign and Overseas Chinese Affairs Office of Henan, and Melbourne Chinese School delivered speeches. Zianshaotao and a member of the camp staff performed the flag ceremony. After the flag ceremony, five speakers from Henan performed Chinese folk dance, Sorimsa martial arts, calligraphy, and poetry reading for the participants and 800 guests, who received each performance warmly.

Ishikawa Prefecture-JapanInternational Forum on Globally Important Agricultural Heritage Systems held in Ishikawa Prefecture

The International Forum on Globally Important Agricultural Heritage Systems was held in the Noto Peninsula, Ishikawa Prefecture, Japan, from May 29 to June 1, 2013.

Globally Important Agricultural Heritage Systems aims to recognize regions where the traditional farming methods used are in harmony with nature and to pass the methods to the next generations. In 2011, Satoyama and Satoumi in Noto, Ishikawa Prefecture, were recognized. Although the forum was dominated by academics in the past, it served as a platform for every government and the United Nations to exchange their knowledge and experience from a political standpoint for the first time. In addition, through memorial symposium and study-visit, Ishikawa Prefecture’s response called Ishikawa Model that Globally Important Agriculture Heritage Systems go beyond the agricultural framework and spread into other industries, such as tourism and manufacturing field, was widely known to home and abroad.

Gwangju Metropolitan City- South KoreaPromotion Committee Founded for Hub City of Asian Culture 2014

The Inaugural Assembly of the Promotion Committee, which is responsible for the Hub City of Asian Culture 2014, was held on July 2, 2013. Twenty-six people participated in the meeting, including Kang Un-tae, mayor of Gwangju Metropolitan City; Jung Dong-chae, former minister of the Ministry of Culture; Lee Kae-young, vice superintendent of education of the Gwangju Office of Education; and No Sung-dae, representative of the cultural foundation. Various other experts participated in the meeting as well. Mayor Kang Un-tae said through the inaugural assembly that if the Hub City of Asian Culture includes pre-events related to the Asian Culture Complex, which is scheduled to open in 2015, and UNIVERSIADE GWANGJU 2015, it would provide an opportunity to enhance the status of the Hub City of Asian Culture.

Anchored on mutual respect for the cultures of all three countries, representatives to the Korea–China–Japan Cultural Ministers Meeting have decided to appoint the Hub City of Asian Culture that will embody the spirit of “understanding East Asia, cultural exchange, and harmony; understanding others’ cultures,” beginning in 2014. Each country will appoint a city in 2014, and in the next three years, three other cities will be appointed: one city in Japan in 2015, one city in Korea in 2016, and one city in China in 2017. The cultural ministers likewise plan to expand and carry out the project throughout Asia by 2018.

Through competition with Busan Metropolitan City, Daegu Metropolitan City, Jeonju, Gyeongju, and Bucheon, Gywangju Metropolitan City was selected as the final Hub City of Asian Culture, proudly representing South Korea. The promotion committee will co-host cultural events in China–Japan culture cities, run annual programs together, and plan Korea–China–Japan exchange events. In the future, this committee will be further developed and then established as the Asia Culture Cities Committee (tentative name) with the appointed cities as members to carry out intended cultural exchanges.

Incheon Metropolitan City- South KoreaThe 4th Asian Indoor and Martial Arts Games Incheon began

The Asian Indoor and Martial Arts Games Incheon 2013, which was held from June 29 to July 6 and united 4.5 billion Asians, marked the end of the eight-day tournament under the motto “Breath of Peace, Future of Asia.”

About 2,470 people, including 1,750 athletes and 720 executives, from 44 Asian countries participated in the Asian Indoor and Martial Arts Games. Sports programs included 12 games, such as billiards, bowling, chess, baduk, e-sports, dance sports, futsal, indoor kabaddi, kickboxing & Muay Thai, Kurash, and 25-meter short-course swimming.

In the overall medal tally, Korea finished second on the medal table by earning 21 gold medals, along with 27 silver and 19 bronze medals. Although it fell short of its 23 gold-medal target, Korea exceeded its goal (below 3rd rank ). China placed first overall by winning 29 gold medals, along with 13 silver medals and 10 bronze, and Vietnam ranked third with 8 gold, 7 silver, and 12 bronze medals.

This event was the first game to combine the Asian Indoor Games and the Asian Martial Arts Games.

Athletes competed in 12 broad and 100 specific sports and a variety programs created fun and impression to audiences from home and abroad who visited the stadium. This year’s Asian Indoor and Martial Arts Games were an important trial run in anticipation of next year’s Incheon Asian Games 2014.

Assistant Minister for the Planning and Coordination of Gangwon-do Province, Ulsan Metropolitan City, and Gyeongsangbuk-do Province met with public officials in charge of maritime and fisheries in order to inaugurate the era of the East Sea Rim in Daegu Metropolitan City. Co-living and development issues regarding the North Pole route and marine tourism were discussed.

Among the cooperation projects proposed by three cities and provinces, the participants decided to cooperate with one another in establishing a development plan in preparation for the commercialization of the North Pole route.

The same development plan will take into account revitalizing summer beaches for tourism, co-developing tourist attractions of the East Sea, and co-developing international passenger terminals around the Hwan-dong Sea area. In addition, city and provincial representatives decided to develop further the East Sea cooperation project and to open opportunities for new growth in the East Sea through strategic networking.

The 27th IUSSP International Population Conference was held at the BEXCO Conference Center in Busan Metropolitan City, South Korea, August 26–31. About 2,500 participants from 141 countries discussed 21 topics regarding population. More than 1,000 scientific papers were

presented in 260 regular sessions, as well as 800 poster sessions.

The conference offered an opportunity for participants to examine low fertility and population aging, discuss population change in Northeast Asia, and systematically review policy measures and established a cooperative system among private, government, and academic fields concerning population policy and joint countermeasures.

only enhance its international brand image but also to strengthen its standing as the Northeast Asia's central trading point of the twenty-first century.

To promote the tourism exchange, Ulsan Metropolitan City’s delegation, led by Park Seong-hwan, vice mayor of the city, will visit Hebei Province, China, on August 30, to participate in an expo, which is held in Shijiazhuang, Hebei Province, China.

Ulsan Metropolitan City will set up promotional booths at the 18th Expo to promote the opening of the Alps Mountain Tourism City Association, which is to be held in October, and to attract visitors interested in mountain tourism. The city will hold a promotion event for itself so that it develops as a world mountain tourism attraction.

To foster cooperation in the tourism exchange, Ulsan signed an MOU with Hebei Province, China, last year. Specifically, they cooperated in announcing mountain tourism opportunities to mountain tourists.

Together, the two cities are actively developing the tourism industry, as the range of mutual cooperation in tourism is wide and the outlook for the market looks good, due to their unique natural environment and historic and cultural resources.

Meanwhile, Ulsan Metropolitan City has adopted a resolution for joint cooperation in mountain tourism with Queenstown in New Zealand, the Engelberg-Titlis tourism bureau of Switzerland, and the Hebei Province of China and has made an effort to expand mountain tourism.

The World Energy Congress Daegu 2013 will be held at the EXCO, Daegu Metropolitan City, from October 13 to October 17, 2013.

Under the theme “Securing Tomorrow’s Energy Today,” the World Energy Congress will welcome some 5,000 government and business leaders and other delegates from more than 100 countries. Participants will have a chance to discuss current issues and new approaches to

the world-leading energy market, based on insight offered by energy experts. In addition, a 22,000 m scale exhibit will provide visitors with a place to share the latest technology related to energy.

* The IUSSP, an international academic forum that is held every four years, brings together experts who specialize in population issues to discuss the population problem and suggest the direction of new policies.

Korea-Russia’s North Pole Route Development Cooperation

A number of different events were held in Vladivostok to celebrate the 153rd anniversary under the slogan “I love Vladivostok.” On July 2, there were a flower-offering ceremony for heroes who saved Vladivostok in the war as Russian traditional events, and contests and an awards ceremony under the theme “my marine city.” Also, there was a large-scale concert in which citizens participated at the central plaza on July 6.

The highlight of the event on July 7 was Vladivostok citizens’ creating a living 707-meter-long image of Russia’s national flag at the city’s Golden Horn Bridge. A total of 26,904 local residents raised up their hands, holding red, blue, and white flags, to create the national flag of Russia and breaking a Guinness World Record in a living national flag image.

The 7th Deeltei Mongol 2013, Mongolian Traditional Costume Festival, held on July 20 was a success. Over 15,000 participants took part in the festival that demonstrated Mongolian tradition to young Mongolian

A Korean delegation, led by Deputy Prime Minister Hyun Oh-seok, and a Russian delegation, headed by the Minister of Russian Far East, Viktor Ishayev, held the 13th meeting of the Korea-Russia Joint Commission on Economic, Scientific, and Technological Cooperation. They reached an agreement on the project to expand into the Far East and develop the North Pole Route.

Russia actively brought up Korean enterprises’ providing agricultural investment support to expand into Far East Markets in order for Korean firms to gain the advantage in the grain market, and promised to actively cooperate with Korean firms in order for Korean enterprises to participate in developing infrastructures for grain distribution to the Far East. .

In addition, both countries agreed to continue to discuss utilizing the North Pole Route and participating in the development of coastal ports in the Far East Asia and North Pole regions.

Further, both Korea and Russia agreed to sign a “Transportation Cooperation” MOU in order to develop distribution infrastructure and promote transportation cooperation, and to promote the “Railway Sector Cooperation MOU” in order to inspire cooperation in the railroad sector and lay a foundation that will support Korean firms in their endeavors to win railroad contracts. Both countries not only decided to continue to cooperate in order to carry out a South Korean–North Korean–Russian joint project, but also discussed promotional measures.

Minister Viktor Ishayev said the government of the Russian Federation, including President Putin, has shown interest in the Asia-Pacific regions and stressed that cooperation with South Korea is Russia’s priority.

Feature Report The Istanbul-Gyeongju World Culture Expo 2013

The Beginning and Ending of the Silk Road, A Bridgehead to Europe, the Middle East, and Africa

Istanbul is the terminus of the Silk Road—the place where ancient Eastern and Western cultures were exchanged—with Asia to the East, Europe to the West, and the Bosporus between them. In addition, Istanbul is a gateway to the Arab World and a center of Islamic culture. Therefore, Istanbul is a bridgehead for the Gyeongsangbuk-do Province’s advance into Europe and the Middle East. This Expo is expected to create important momentum for the Gyeongju World Culture Expo and Korean Culture to secure global cultural competitiveness beyond Asia, to Europe.

Further, both Korea and Turkey are called “blood brothers,” and two cities are a point of both departure and destination of the Silk Road, where ancient Eastern and Western cultures were exchanged. Turkish people played an active part in Central Asia with Goguryeo. During the Korean War (1950–1953), Turkey sent 15,000 soldiers to the peninsula, of which 900 lost their lives. As Turkey large Earthquake in 1999 and World Cup in 2002 have shown, Korean nation’s attention to Turkey is special. Based on the history of the two cities, the event has an important meaning in that it sheds new light on the meaning of the civilizations of Korea and Turkey and tries for a new convergence.

Along with the Expo, Gyeongsangbuk-do Province will launch the “Korea Silk Road Project.” Gyeongju had an important effect on the flow of world

The greatest cultural festival connecting New Silk Road on Earth The Istanbul-Gyeongju World Culture Expo 2013 will be held from August 31 to September 22 in Istanbul, Turkey. Co-hosted by Gyeongju City in the Gyeongsangbuk-do Province of South Korea and Istanbul of Turkey, the Expo, which has the theme “Road, Encounter and Companion”, will include 40 countries from around the world, including Asia, Europe, and the U.S..The event was extended abroad as regional government for the first time in 2006 and successfully held in Cambodia. It was the first Korean cultural event exported to outside of Korea. The Expo will introduce Korean culture to Istanbul, the terminus of the Silk Road.

civilization as a Silk Road destination in the past. The Expo is part of the Silk Road Project with an aspiration to stand as cultural center through Culture Silk Road.

Thirty-nine events in eight areas that show Korea and Turkey’s cultural worth

Thirty-nine specialized programs that present both countries’ cultural excellence in eight areas, including exhibits, performances, media, experience, special events will be shown during the Expo.

Korea has put much work into the Korean Culture Pavilion, which will be decorated so that visitors experience real Korean culture, as well as Korean and Turkish encounter and companion through the Silk Road. Moreover, an exchange of art between Korea and Turkey will take place. A Korean photo exhibition and a Korean cultural heritage exhibition will be prepared.

In the performing arts segment, the non-verbal fantasy performance Flying, which has been exported recently to Singapore where it enjoyed great popularity, and “the Shilla, Land of the Gods”, which depicts the love story of Princess Seondeok, are ready to mesmerize audiences. A B-boying Fusion Performance will also be performed, along with Korean and Turkey Traditional Fashion Shows, Street Parades and Taekwondo Performances.

The exhibition will also feature the Korean Film Festival, the Korea-Turkey Traditional Culture Experience, and the Special Exhibition of Famous Korean Film Directors. Over 40 films will be screened during the festival; in addition, there will be movie star autograph events, allowing people from around the

world to become more familiar with the Korean Wave.As for special events, a number of famous Korean

singers will be seen on the Special K-Pop Stage. Specialties and souvenirs from 30 countries worldwide will be available at the Silk Road Bazaar. The World Folk Culture Festival will parade the beauty of the traditional cultures of around 20 nations in order to promote cultural unity. The provincial and municipal troupes of Gyeongsangbuk-do Province and Gyeongju City will stage their own performances, while exhibition halls will be set up to publicize the province, the city, and Korean companies.

appearance of auditorium. The Korean Culture Pavilion uses Bulguksa as a motive, and the opening

ceremony stage will be decorated with Korean traditional roof tiles.

“The event will mark an important step in the great cultural journey of North Gyeongsang Province and Istanbul,” said Kim Kwan-yong, governor of Gyeongsangbuk-do Province and co-chairman of the organizing committee for the Expo. He continued, “Both governments are dedicated to the success of the international event.” The other cochairman, and mayor of Istanbul, Kadir Topbas, echoed this, saying, “I’m very pleased to hold this event in Turkey, Istanbul, a city where more than 30 million tourists visit every year for its cultural vitality with Gyeongsangbuk-do Province.” He added, “We’ll make great efforts to ensure that it becomes the greatest cultural event in Istanbul.”

The Yinchuan Comprehensive Bonded Area

Planned AreaThe total planned area of the Yinchuan Comprehensive Bonded Area is 8.17 km².

The area approved by State Council of the People’s Republic of China is 4 km², and covers the Yinchuan International Airport Logistics Center to the East, Xiaqiao to the South, National Highway G211 to the west, and Yinchuan International Airport Logistics Center to the North. The construction project is divided into two parts. The building plot for the first construction is 2.08 km²; and 4.17 km² building site will be used for future development of the Yinchuan Comprehensive Bonded Area and additional facilities.

The Significance of Development In building Chinese Inland Pilot Economic Zone, the Yinchuan Comprehensive

Bonded Area will significantly accelerate the opening of Ningxia and Yinchuan to the world, promote export-oriented economic development, and facilitate regional economic growth. This zone, which mainly provides bonded logistics, processing, and services, will be developed to function as a port.

To satisfy the national strategy, which seeks economic and trade cooperation between China and the Arab countries, the bonded area will become a motive power in international economic development, based on the industrial growth of Ningxia and neighboring countries. With bonded logistics in the lead, it will discover bonded processing and services and the functions of a port. Relying on using its unique industrial infrastructures and unique Muslim cultural advantages and developing export processing, high technology, and a higher value-added business toward the Muslim world, Ningxia will soon actualize its national strategy and set the a direction for its industrial development with its distinctive feature.

NEAR Member Tour Ningxia Hui Autonomous Region, China

To deepen economic and trade cooperation between China and the Arab countries, the Ningxia Hui Autonomous Regional Committee of the Communist Party of China and the Peopleʼs Government of Ningxia asked for the establishment of the Yinchuan Comprehensive Bonded Area. By building inland pilot economic zones that are aimed at Arab countries in Middle East Area and other Muslim areas, Ningxia intends to promote China’s foreign intercourse. Further, it seeks to facilitate the economic and social development of Ningxia and to improve Ningxia foreign interactions. The customs service of the Peopleʼs Republic of China started to screen the Yinchuan Comprehensive Bonded Area on July 9, 2012. At the opening ceremony of the 3rd China-Arab States Economic and Trade Forum, Vice Premier Li Kegjang officially approved the establishment of an inland pilot economic zone in the Ningxia Hui autonomous region and the Yinchuan Comprehensive Bonded Area.

The Effort for the GoalShort-term Goal _ it took only 2 months from

the application of the Yinchuan Comprehensive Bonded Area to its approval; thus, the Yinchuan Comprehensive Bonded Area’s approval was the shortest in China. The Ningxia Hui Autonomous Regional Committee of the Communist Party of China, People’s Government of Ningxia Hui, the Yinchuan Regional Committee of the Communist Party of China, and People’s Government of Yinchuan try to complete the construction of the Yinchuan Comprehensive Bonded Area within six months through quick construction and intense efforts, based on building the Bonded Area at a fast pace. They aim to achieve a billion- dollar import and export trade cost by the end of 2014, by establishing a customs service by September 12 2013, and validating the effect within 600 days after operation of customs services

Long-term Goal _ By using human, resources and geographical advantages, the economic growth of a minority group region in western China will be maximized, creating demonstration areas for development in western China. By providing low-cost and highly efficient industries and logistic services, Ningxia and its neighboring regions attract

domestic and foreign industries. Accelerating the industrial restructuring of Ningxia and changing the path of economic development will attract advanced domestic and international manufacturing and modern distribution enterprises, and commercial distribution enterprises and will improve the system. By inducing human, material, informational, and capital inflows for internationalism, the Yinchuan Comprehensive Bonded Area will promote economic cooperation with Middle East and the Muslim world. Its promotion of multinational development in Ningxia’s economy has the objective of building a new structure of inland pilot economic zone and the world’s major comprehensive bonded area.

Construction PlanThe entire investment for construction of the basic

facilities(the first step) is 9.5million yuan. The securing of land has been completed, and the second step is under way. The site for complex and additional facilities is 4.5 km² away, and the professional review for construction and restrictions has been finished. By the end of May 2013, the construction of roads, drains, customs facilities, offices of quarantine, and basic infrastructures was preceding at a fast pace. The way for construction of

an exhibit hall, workplaces, and warehouses is under discussion. The basic plan for extension of the Comprehensive bonded area, Hedong International Airport, and the placement of a railway between Yinchuan and Lingwu has been decided. The theoretical verification for the improved measurement of sewers has been completed, and the repair departments of Ningxia and Lingwu City have worked well.

Investment AttractionThrough having small-scale investment group

activities, which had worked by May 2013, attracting related enterprises, and inducing political investment, in all, 60 projects have been attracted. The first project attracted into the bonded area is over 30 and the total investment is over twelve billion yuan. The project currently covers 12 textile, 1 aviation, 7 warehousing, 4 imported alcohol, and 4 Islam Halal food. There are six multinational projects and enterprises from the U.S., Russia, South Korea, Malaysia, Iran, and France will invest in them. The first rush hour is expected as the Yinchuan Comprehensive Bonded Area opens, while construction is concentrated between June and August in 2013.

Located at the southern-most part on the Korean Peninsula, Jeollanam-do covers an area of 12,269 which accounts for 12.2% of national territory (forest land 57.2, farmland 26.3, others 16.5) and the population is 1,940,000. Its administrative districts are composed of 5 cities, 17 counties and 296 towns and sub-counties.

Since the province is in the temperate zone, Jeollanam-do is famous for pleasant national environment, including unpolluted land, crystal-clear water and fresh air, as well as rich marine resource reserve, such as the rare rias coastline(6109km), muddy tidelands, 2219 islands and bay salt.

Blessed with brilliant cultural heritage and Natural Scenic Beauty In the region where culture and art blossomed for centuries, the unique flavor, taste and

sense of amusement of Korean culture have been passed down from generation to generation under the name of Namdo Culture which is represented by Pansori or dramatic story-singing, Namdo poetry, Namjongmuninhwa.

Jeonnam” and produce safe and quality food has significantly contributed to increasing farmhouse income. Jeonnam is making further efforts to build its quality bay salt into a prestigious brand and preserve the tidelands and clean sea.

Making a Great Leap to Become the Hub of Logistics and Future Industry Jeollanam-do, the center of maritime trade in the ancient Northeast Asia, is the gate way

connecting the Eurasian continent and the Pacific with two international ports (ports of Gwangyang and Mokpo) and Muan International Airport.
