What is ACCP?

•ASNT Central Certification Program (ACCP) is the America version of a 3rd Party central certification program

•Created to meet the needs of Industry where & when 3rd party certification is required; i.e. ISO

Why was ACCP Developed

•Establish standard levels of competency by independent 3rd party when industry needs it

•Meet or exceed international requirements (ISO-9712) by using Guide 21 adoption (modified)

•Currently under revision to be fully compliant with ISO-9712 requirements (Identical adoption)

ACCP Key Elements

•Performance based certification program designed to improve or assure NDT reliability.•Contains written & hands-on performance

demonstration exams•Provides consistency in testing performance

requirements when/where employer based programs may not.

•Psychometrics principals applied to assure integrity and objective measurement of skills and knowledge (statistical evaluation)…even to the practical exams

ACCP Key Sector Elements•General Industry (GI)• Intended for personnel working to multiple industry codes,

standards & specification for general construction needs•Pressure Equipment (PE)• Originally intended to address the needs of the Power

Generation and Petro Chemical industries (Vessels & Piping)• Designed for those work to ANSI/ASME B&PV Code, B31.1 &

B31.3 codes, etc.•Others may include…• Petro-Chemical (PC), Aerospace (AS), Construction Services

(CS) or structural….newest one will be Oil & Gas (OG)

•Some key changes coming• Portion of practical exam (analysis) may be done with pictures• RT, MT, PT and VT will use pictures for the “analysis portion”• Hands on practical will still require detection of “critical flaws” in a minimum #

of samples.• Essentially a 2 part practical exam which allows for psychometric assessment;

hands on portion and analysis portion.

• Combination exam options forthcoming• UT practical exam could be covered / accepted for API, ISO, Oil & Gas sector, etc.• API requires 4 samples, ISO 3 samples and current ACCP 2 samples• Offers candidates an ACCP bolt on with their Industry performance based

exams; API-QUTE? CGSB? EPRI? Others…

ACCP Key Elements•Web-based written examinations at Pearson Vue. • Professional computer based testing centers throughout the world.• May also be at AEC’s and future testing centers options constantly

under review and will be considered to meet industry, owner/user, service providers needs, etc.

•Authorized Exam Centers (AEC’s)• To be in key locations throughout the world for practical exams• ASNT will also introduce “AEP” or Authorized Exam Proctors; allowing

for easy global distribution of the examinations. Note: special ASNT course & credential for approved Level III’s; i.e CMC delegates, etc.

Moving Forward• ASNT has multiple commitments to personnel certification that are

sprinkled throughout the Strategic Plan

• ASNT had established a CfE in Columbus; anticipate restructuring in early 2019.

• Although ASNT’s TC-1A remains the most cost effective approach for industry, central certification is becoming more prevalent throughout the world. Although until regulatory bodies mandate it will be a slow progression in the USA.

•We are looking for MRA’s between our ACCP program and other equivalent programs throughout the world; current MRA with Japan.

•Multiple Certification Schemes (Sectors) rarely benefit industry! However, we acknowledge that industry will be the driving force.• ASNT/CGSB/PCN/CSWIP• EPRI• ASME/API/AWS; current fast track with Oil & Gas owner/user group!• Others

•ASNT is committed to doing “whatever it takes” to assure excellence in Certification & Credentialling; we have incredible resources (funding, staff & volunteers).

Bonus Discussion – if time •ASNT Level IV (the concept for a new credential)

Criteria

1. Must have a minimum of 15 (should this be 20) years of

certification as ASNT Level III or ACCP Level III

a. Must have a minimum of 5 years of “hands on”; i.e.

ACCP or employer based practical examinations in the

required minimum methods, per item #2

2. Must have a current ASNT Level III in a minimum of 4

methods of which 2 must be for surface and 2 must be for

sub-surface evaluation techniques; i.e. (MT, PT, RT, UT or VT,

MT, ET, UT)

3. Must have well established experience in a minimum of 3

industry categories as follows but not limited to:

a. Oil & Gas

b. Aerospace

c. Power & Utility

d. Automotive

e. Rail

f. Manufacturing & Fabrication

Application / Process

1. Application must be completed detailing the requirements and

prompting for documents required to satisfy compliance

2. Application should include application fees for additional

requirements; i.e. practical exams, if needed.

Review and Acceptance

1. ISC shall review application for completion and initial acceptance of

meeting the requirements for consideration to certification

2. An advisory board of 4 people, typically members of CMC*, shall be

assembled to review the application and interview candidates

a. The formal review (interview) is a key element in assessing the

candidates credentials, knowledge, experience, etc.

A checklist may be prepared to provide continuity and consistency in the evaluation process. *ideally the panel will be previous recipients or Level IV personnel however until 4

people are qualified or awarded Level IV status CMC members with a minimum of certification in 5 methods would be used and should include the ISC CTO.
