2. PROJECT DESCRIPTION

The project is owned and to be developed by Manila Bayshore Property Holdings, Inc. (MBPHI) with Transfer Certificate of Title No. 010-2015003579. The proposed project covers only a parcel of land of about seven thousand three hundred fourteen square meters (7,314.00 sq. m.) lot. As a developer of the proposed development, MBPHI shall be responsible for the conceptualization, design, construction and maintenance of the project.

2.1. PROJECT LOCATION AND AREA

Project site is located at Block 3, South Beach Boulevard, South Beach District, Westside City, Barangay Tambo, Parañaque City, Metro Manila. The table below shows the boundaries of the project which is accessible by any vehicle.

Accessibility

The project site will be very accessible to both private and public transport users due to its being located near major roads in the area including Roxas Blvd., Macapagal Blvd., NAIA Road and ASEANA Ave. There are, however, no formal public transport routes (e.g., jeepneys and buses) directly serving the set yet (public transport is along Roxas Blvd. and NAIA Road). Local public transport modes including

paratransit such as tricycles and pedicabs (non-motorized tricycles) are not expected to be serving the area, which is a new development. Trips generated by the proposed development will be mainly local. That is, it is reasonable to assume that it will not attract regional trips unlike malls or other major commercial developments (i.e., the projects are residential buildings and a hotel).

It is expected that most trips will mainly utilize private transportation. However, if good public transport services and infrastructure (e.g., bus or light rail) are provided then public transport may have a larger share of trips. Waling and cycling can be viable for short trips around the Westside area where there will be entertainment attractions.

Meanwhile, taxis or shared-service vehicles (e.g., Uber, Grab) are now easily available and are expected to provide more individualized services. It is also expected that there will be UV Express services to the area. See Figure 1 for the vicinity map of the project.

Impact Areas

Delineation of areas are based on the degree/ nature of the potential environmental impacts brought about by the proposed project. Environmental impacts are generally classified as primary and secondary impacts.

Primary impact areas are those that are affected directly by the proposed action (i.e. related to construction & operation of the facility) and areas directly affected in terms of traffic congestion, noise, air and drainage lines. Primary Impact Zone consists of the area within the property itself, areas directly vulnerable to potential geological phenomenon that may be caused by the project and areas along the main river system that will be the receiver of water discharges.

Secondary impacts are indirect or induced changes brought by the project. Typically, these include the associated investments and change patterns in social and economic activities in the neighboring areas likely to be stimulated or induced by the proposed action. This impact zone consists of the areas which can be benefited by the employment opportunities, and tributaries of the river system which can be indirectly affected by pollution brought by the construction of the project.

In this study, the project area is considered as the direct impact/ primary impact area. The project itself will be affected directly by the potential impacts caused by its construction and operation. While indirect impact/ secondary areas are the adjacent properties. The project site is bounded by vacant lot.

The location of the primary and secondary impact areas for the proposed Grand Westside Hotel project as identified above can be seen at the vicinity map with Primary and Secondary Impact Area coverage in Figure 3.

2.2. PROJECT RATIONALE

The need of tourists and business travelers for a residence which offers ultimate comfort and welcoming amenities has driven the project proponent to come up with this significant project. It offers a variety of living quarters in its rich architectural milieu – from a choice of flexible unit sizes and types to impressive building designs and facades. The project also offers attractive amenities and security. With is strategic location near the domestic and international airports, it will become an appealing choice for business travelers, families and international guests seeking for a place close to airport.

The general objectives of the project, among others are to provide employment during the construction and operational phases and to contribute to the economic growth of the area.

2.3. PROJECT COMPONENTS LIST

The proposed 8 Thomson Drive project will be built on a land area of about seven thousand three hundred fourteen square meters (7,314.00 sq. m.) lot. This will consist of three (3) towers of fifteen (15) – storey residential condominium with roof deck having four (4) common floors from ground up to 5 th floor. The building footprint area of the project is six thousand one hundred four and 94/100 square meters (6,104.94 sq. m.).

Commercial area is located at ground floor and will cater of about twenty-one (21) retail units. Parking floors is from 2nd floor up to 3rd floor for a total of two hundred sixty-eight (268) parking slots. While the amenity area is on 5th floor level. The three (3) residential towers of 15 levels will start from 5/F to 20/F w/o 13/F. The total number of residential units will be one thousand ninety-six (1,096).

The total development area including parking and open/ site development area will be eighty-three thousand nine hundred seventeen and 64/100 square meters (83,917.64 sq. m)

The proposed project is designed for a more private and comfortable living condition with landscaped area and other recreational amenities. The proposed development will have the required fire safety utilities in modern hotel such as automatic fire sprinkler system, smoke and heat detector system, water supply and drainage system, electrical and lighting system, mechanical ventilation and elevator system, telecom and cable TV system, among others.

Abandonment Phase – Concerns the lifespan of the project or the demolition of the building after a certain number of years. After the construction of the building, abandonment is not foreseen for this type of project except for the abandonment of the temporary facilities used during construction. The General Contractor will free the site from construction debris and temporary structures such as bunk houses, stockrooms, toilets, etc. Instead of assigning a perpetual service life, a 50-year life span of the buildings are being considered. This assumes that the future association will operate and redevelop the property after its full depreciation and deterioration of the building utilities.

Shifting of trust in business may affect the future of the project. However, the facility may be able to adopt new focus of business agenda. Thus, the facility has many options to make it usable for any type of business opportunities.

2.5. PROJECT COST AND DURATION

Based on the proposed construction plan of the project, it is tentatively scheduled to commence by November 2019 and expected to be completed within five (5) years and six (6) months as its development period. All necessary regulatory requirements with respect to construction activities will be complied faithfully by the proponent.

The construction of its amenities and facilities have an estimated cost of One Billion Two Hundred Fifty-Eight Million Seven Hundred Sixty-Four Thousand Six Hundred Pesos (Php1,258,764,600.00).
