INTRODUCTION

All India Council for Technical Education (AICTE) was established by an Act of Parliament in 1987 with a view to promote proper planning and co-ordinated development of technical education system throughout the country. AICTE helps promotion of qualitative improvements in technical education in relation to the planned quantitative growth and regulates proper maintenance of norms and standards and matters connected therewith. The technical education covers programmes of education, research, training in Engineering & Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts and other related areas in Engineering & Technology. As a part of its functions, AICTE provides financial assistance to promote research and development in technical institutions and to enhance industry Institute Interaction under various schemes like Industry Institute Partnership Cells (IIPC), Entrepreneurship and Management Development (EMD), National Facilities in Engineering and Technology with Industrial Collaboration (NAFETIC) and Nationally Coordinated Projects (NCP) in the field of Engineering & Technology through the Bureau of Research & Institutional Development. To ensure effective implementation of these programmes, the Council has set up a high powered Board of Industry Institute Interaction (BOIII) comprising eminent scientists, engineers, academicians, industrialists and technologists. Guidelines for applying under the scheme of NCP are given in this brochure.

Preamble

The MHRD/AICTE has provided the basic infra-structural facility for Education Technology in its Thrust Area Programme for the last twelve years. In 1996 AICTE initiated Nationally Coordinated Project scheme and funded various projects under this scheme in different institutions for carrying out research in various areas of technical education, which contribute directly to the society at large. These are carried out at National Level Institutions in coordination with other institutions located in different parts of the country for execution of the work.

All India Council for Technical Education supports two categories of Nationally Coordinated Projects for Technical Education.

I catering to important issues of national importance

II catering to technical education development.

AICTE provides funds upto Rs. 30-40 lakhs for projects catering to issues of National Importance and upto Rs. 5-10 lakhs for projects catering to technical education development.

Nationally Coordinated Project Scheme

Nationally Coordinated Project Scheme aims to plan, co-ordinate and execute integrated R&D programmes, involving collaboration between several institutions, industry user organizations at National Level for societal Development Programmes.

More specifically, the research ventures that may be considered within Nationally Coordinated Project Scheme include the following:

1. The research should be carried out at National level institution in coordination with participating institutions having proven track record and sufficient expertise in the proposed area.

2. The lead institution must choose a person of eminence having relevant knowledge and expertise in the proposed area of research as the chief coordinator of the project.

3. The project should have the financial participation from the participating industry (if any) to the extent possible.

AICTE invites project proposals for grant under the NCP Scheme from the NIT's , IIT’s, IIM's and Institutions of excellence as the mentor institution in collaboration with other participating institutions viz: AICTE approved - Technical Institutions, University Department, Government Institutions, Grant-in-aid institutions, Accredited Self financing institutions throughout the country.

The selected projects under NCP are considered in two phases. In the first - phase a one-time seed grant not exceeding Rs. 50,000/- is sanctioned for preparation of Detailed Project Report.

Of the seed grant, AICTE shall initially release Rs. 40,000/-. All activity for preparing the Detailed Project Report for NCP including interaction with the participating industry/ industries, letters of intent/ the MOU/protocol signed with them etc, should be completed within 3 months of the receipt of the first installment and reported to AICTE. The remaining installment up to a maximum of Rs. 10,000/- shall be reimbursed on submission of Utilization Certificate, Statement of Expenditure and the Detailed Project Report. In the event of non-submission of DPR within the stipulated time frame, the sanctioned AICTE seed grant must be refunded back to AICTE. The DPRs shall be reviewed by the duly constituted Subject Expert committee for further release of grant. The existing NCP in the technical Institutes/ University, if any, may also be strengthened or updated under this scheme.

AICTE provides funds upto Rs. 30-40 lakhs for projects catering to issues of National Importance and upto Rs. 5-10 lakhs for projects catering to Technical Education Development.
