Please accept this letter as a formal expression of the interest of Road Safety and Transportation Solutions (RSTS), Inc. in conjunction with a subcontractor, Illinois Institute of Technology (IIT), in undertaking the NCHRP Synthesis 20-05/Topic 45-03: Current Practices to Set a DBE Goal on Design Build Projects.
Design-build is a contractor project delivery method that combines design and construction phases into one agreement. The design and build phases are bundled and delivered by a single entity. It is a cost-efficient contracting method typically used for complex and large projects. It has been used in construction projects for many years but it’s relatively new in transportation industry.
In response to a Request for Proposal (RFP), the submitter is required to identify major participants and key personnel. The RFP usually sets forth a Disadvantage Business Enterprise (DBE) goal which can be sometimes separated for design and construction parts. The DBE goal calculation and monitoring are complicated for the design-build contracts because of limited data evidence in DBE involvements for the rational shares of design and construction portions. In reality, usually the design firm is not able to monitor the DBE involvement in construction portion as shown in the chart below.

The research team proposes to review, analyze, and synthesize the difficulties that state Departments of Transportation (DOTs) face to set DBE goal and monitor compliance on design-build projects. First, the existing literature will be reviewed and a survey of the state DBE Liaisons will be conducted. Next, the research team will document design-build projects and identify the best practices DOTs are using to set the DBE goal and performance measures in design and construction phases. Particular attention will be given to the legal issues that state DOT DBE programs may face in setting and compliance monitoring practices. Then, information on creating, interpreting or enforcing Part 26 on design-build projects will be provided. Further, The research team will assess how private public partnership (3P) projects are documented and comply with Part 26, and if there are similarities on issues of compliance as with design-build projects.
Over the last five years, the research team leaders have served as Principal Investigator (PI) and Co-PI for over two million dollars of research studies on projects funded by state transportation agencies and the private sector. Here are a few highlights of our qualification in leading the proposed project:

We provide engineering services in all areas of civil engineering design, construction, planning and management of infrastructure. We have consistently completed our projects, large and small, in both a timely and cost efficient manner while building strong relationships with our clients. RSTS is a Qualified DBE RSTS is certified as a DBE consulting firm in the states of North Carolina and Georgia and we are pre-approved by NCDOT and GDOT to provide traffic related design and construction services. Copies of our DBE certifications are enclosed.

Administering stakeholder surveys For most of the projects led by RSTS/IIT, extensive agency and user surveys were administered using questionnaires filled online or through telephone interviews using structured questions. The agency participants were well represented by transportation agencies at state and local levels. In particular, some of the agency surveys also targeted multiple offices within the same transportation agency. This rich experience will ensure the RSTS/IIT research group to find the right contacts for design-build practices in state transportation agencies in the United States and provinces in Canada for survey participation needed for executing the proposed research tasks.
NCHRP Project Experiences The RSTS/IIT research team was a team member for NCHRP project 08-71: Methodology for Estimating Life Expectancies of Highway Assets (NCHRP report 713, Volume 2). In addition, team members served on the panel of NCHRP Panel 17-62: Improved Prediction Models for Crash Types and Crash Severities, and are currently serving on the panel of NCHRP project 07-21: Asset Management Guidance for Traffic Control Devices, Barriers, and Lighting. I am the Chair of the ASCE T&DI Security Subcommittee, and have been recently appointed as the secretary of the Street & Highway Operations Committee. This will allow me to lead the RSTS/IIT research group interacting with NCHRP project panel effectively to complete the project and submit quality deliverables in a timely manner.

Dr. Reza Jafari currently serves as President of the Road Safety and Transportation
Solutions, Inc. Reza holds a diploma in transportation modeling from Massachusetts
Institute of Technology in Cambridge, MA, a PhD degree from North Carolina State
University in Raleigh, NC, and a Master’s of Science degree from Northeastern University
in Boston, MA, in Civil/ Transportation Engineering. Reza is a registered Professional

1. Signal Timing Optimization for Large-Scale Urban Networks under Dynamic Traffic
(PI, $400,000, 10/01/2012- 9/30/2014)
Project Description: This study aims to develop a new methodology for systemwide signal timing
optimization to achieve the lowest level of intersection delays in a dense urban street network. The
proposed systemwide signal timing optimization is carried out by adjusting green, yellow, and red splits
for all signalized intersections in the network according to the traffic dynamics associated with
individual intersections in AM peak, PM peak, and the rest of the day periods without changing the
cycle length and signal coordination to achieve the lowest level of vehicle and pedestrian delays per
cycle over a 24-hour period. Specifically, this project will propose an advanced, integrated decision
support framework that contains a basic traffic flow model to handle vehicle delays only, and an
enhanced model to simultaneously deal with vehicle and pedestrian delays, respectively. Both models
will be integrated into the Chicago TRANSIMS toolbox that was developed to conduct regional traffic
assignments on a second-by-second basis. The augmented Chicago TRANSIMS toolbox will be applied
to the Chicago Central Business District street network for systemwide signal timing optimization for
model validation and refinements.
2. Galvin Mobility Initiative: Innovative Methods for Accelerated Construction of Underground
Intersections and Systemwide Signal Timing Optimization to Mitigate Urban Traffic Congestion
(PI, $358,088, 02/01/2012- 1/31/2014)
Project Description: Due to the scarcity of land in urban areas, adding extra travel lanes to the existing
highways for congestion mitigation are not possible any more. Building underground intersections
within the existing right-of-way have been increasingly thought of as an option to radically relieve
congestion. In addition, optimizing traffic signals from network perspective could facilitate the use of
existing network-wide roadway capacity most effectively. The proposed research will: 1) establish
criteria to identify innovative methods for accelerated construction of underground intersections; 2)
evaluate structure type, configuration, and geometry, as well as material properties; 3) design
perspective underground intersections; 4) develop effective construction methods; 5) develop a new
method for systemwide traffic signal timing optimization; and 6) provide technical recommendations.
3. Evaluating and Prioritizing Major Capital Investment Projects Proposed by the Illinois State Toll
Highway Authority
(PI, $150,000, 02/01/2012- 12/31/2012)
Project Description: This project aims to conduct the following research tasks for the six capital
investment projects totaling 17 billion U.S. dollars: 1) executing Chicago TRANSIMS model to assess
the reassigned traffic by individually and collectively implementing the candidate projects; 2)
performing project evaluation using life-cycle cost analysis methods; 3) optimizing project
implementation; and 4) providing recommendations and technical support.
4-9. Galvin Mobility Initiative: Multiple Research Projects
(Senior Analyst of Reason Foundation’s Joint Project Team and PI of IIT Group, 07/01/2010-
12/31/2013)
Project Description: The China mobility project is a program of the Galvin Mobility Initiative to end
congestion at Reason Foundation, an initiative established under the auspices of former Motorola
Chairman and CEO Robert W. Galvin in early 2005. The Foundation’s investigation into the causes of
traffic congestion, the role of mobility in promoting economic development, and cures for the negative
effects of congestion on urban economies has led its analysts looked internationally for examples of
creative solutions. China was quickly identified as an innovative “early adopter” of key reforms,
including the use of private capital to finance key infrastructure and the use of road pricing to create
dedicated revenue streams for new facilities. IIT will provide overall technical support for the China
Mobility Project and, in particular, develop a multimodal transportation planning framework for
Chongqing Municipality in southwest China.
10. Expansion of the IIT PRETRANS Program
(PI, $50,000, 07/01/2010- 12/31/2011)
Project Description: IIT is the institutional resource partner of the Purdue-based U.S. DOT-sponsored
U.S. Region V University Transportation Center (http://www.purdue.edu/dp/nextrans/). This grant aims
to further strengthen the current IIT PRETRANS Program to involve a large number of undergraduate
and high school students with multicultural and women background in transportation research that will
influence their understanding of engineering fields and career choices.
11. Transportation Modeling of the Regional Effects of Evacuations in the Chicago Metropolitan Area
(Subcontractor, $100,000, 10/15/2009- 07/31/2010)
Project Description: This project aims to development of a regional emergency evacuation modeling
tool for the Chicago Metropolitan Area that can be utilized by emergency responders to pre-plan
evacuation strategies and compare different response strategies with each other using the current
Chicago TRANSIMS model. The IIT research team will: 1) prepare evacuation route selection
strategies for the Chicago metropolitan area under emergency circumstances; and 2) develop a
methodology for pedestrian destination demand forecasting in support of emergency transportation
management planning.
12. Multicommodity Flows and Algorithmic Graph Theory in Sustainable Transportation Decision-
Making
(PI, $25,000, 01/01/2010- 12/31/2010)
Project Description: This research proposes to develop and apply new multicommodity minimum cost
network models and solution algorithms for prioritizing economically feasible transportation
investment alternatives aimed to achieve minimized network-level total cost that is normally time
dependent to support sustainable transportation by ensuring its economic (lowest total cost to the
transportation agencies and users), social (highest traffic mobility and safety), and environmental
(minimum vehicle emissions) goals.
13. Development and Application of the TRANSIMS Toolbox for Transportation Operations Management
in and around Chicago Central Area
(PI, $413,187 for Phase I, 11/19/2009- 05/18/2011; and $519,542 for Phases II and III, 05/19/ 2011-
05/18/2013)
Project Description: This project aims to achieve the significant goal of "mainstreaming" TRANSIMS
toolbox (software and algorithm) into high fidelity large-scale microsimulation modeling tools of the
Chicago Metropolitan Agency for Planning for transportation planning, Chicago Department of
Transportation for normal traffic operations and incident management, and the Chicago Office of
Emergency Management and Communications for pre-disaster evacuation planning/emergency
management. This research will: 1) update and calibrate the current Chicago TRANSIMS model that
covers over 10,000 square miles of auto, transit, and pedestrian walking network details (the world’s
largest and most complex TRANSIMS model under development); 2) develop effective transportation
management plans for The I-290/Congress Expressway reconstruction with significant traffic diversion
to the Chicago Central Area arterials; 3) interface and integrate the updated Chicago TRANSIMS
model with Chicago Traffic Management Center’s Advanced Traffic Management System/ Incident
Management Subsystem; and 4) provide TRANSIMS training nationwide.
14. Rapid Replacement/Construction of Bridges
(Co-PI with P.S. Sriraj of the University of Illinois at Chicago, $117,000, 06/01/2009- 06/30/2011)
Project Description: The research will develop innovative methods for accelerated replacement or
construction of highway and railway bridges, specifically focusing on two research tasks: 1) develop a
bridge replacement/ construction decision-making framework to determine the required level of rapidity
in response, appropriate design/construction alternatives, and cost/benefit characteristics of selected
processes; and 2) develop an innovative system for accelerated bridge design/construction.
15. Methodology for Estimating Life Expectancies of Highway Assets
(Subcontractor, $10,000, 01/01/2009- 06/30/2011)
Project Description: The research will develop a methodology for determining the life expectancies of
major types of highway system assets - pavements, bridges and culverts, road signs, and traffic signals,
with the ultimate view of using these life expectancies in life-cycle cost analyses and thus for
management decision making; demonstrating the methodology’s use for all highway asset types; and
preparing a guidebook that can be used by state and local transportation agencies and other agencies.
16. Safety Impacts of Highway Shoulder Attributes in Illinois
(PI, $140,000, 01/01/2008- 09/30/2010)
Project Description: This study aims to quantify the extent to which the presence/absence and width of
paved shoulders contribute to vehicle crashes by severity and type; assess the safety effectiveness of
shoulder paving; identify, map, locate, and define the potential for safety improvements for individual
highway segments; and rank and prioritize highway segments with high potential for safety
improvements for rural two-lane and multilane highways in Illinois in the most cost-effective manner.

right-of-way have been increasingly thought of as an option to radically relieve congestion. The
research findings/products included 1) establishing criteria to identify innovative methods for
accelerated construction of overpass structures; 2) evaluating highway overpass type, configuration, and
geometry, as well as material properties; 3) designing and analyzing perspective overpasses for
prototype method study; determine the connection, assembly, and prefabrication of overpass
components, and assess machinery needed; 4) conducting preliminary life-cycle cost analyses of
selected overpasses; and 5) providing technical recommendations and support to promote method
implementation throughout the United States.
19. A Methodology for Integrating Roadway Safety Hardware Asset Management into the Overall
Highway Asset Management System
(PI, $79,244, 03/01/2007- 06/30/2008)
Project Description: The project developed a new methodology to refine the following aspects of
managing roadway safety hardware assets including signs, signals, lighting, pavement markings, and
guardrails: 1) inventory process, data collection, goals and performance measures, and needs
assessment of updating roadway safety hardware assets; 2) life-cycle cost analysis of acquiring,
maintaining, rehabilitating, and replacing roadway safety hardware assets; and 3) integrating roadway
safety hardware asset management into the overall highway asset management system to achieve most
cost-effective resource allocation decisions.
20. Tradeoff Analysis Methodology for Asset Management
(PI, $71,750, 01/01/2007- 12/31/2008)
Project Description: This research developed an analytical tool for better identification, evaluation, and
investment decision-making for managing Indiana State maintained transportation assets such as
pavements, bridges, traffic control devices, Intelligent Transportation Systems (ITS), and multimodal
facilities. Analysis was completed on the trade-offs associated with different approaches for extension
of service life for a particular transportation asset and Indiana’s policy goals of transportation system
preservation, safety, mobility, and economic development with explicit consideration of risk.
21. Highway Work Zone Safety Audit Guidelines Development and Training
(Co-PI, $1,032,618, 09/15/2006- 09/15/2010)
Project Description: This project aims to develop the national highway work zone safety audit (WZSA)
guidelines and provide training towards the improvement of highway work zone safety, with emphases
on the following tasks: 1) national highway work zone safety audit guidelines development; 2) case
studies for the implementation of work zone safety audit guidelines; and 3) highway work zone safety
audit guidelines training.
22. Crash Data Analysis and Engineering Solutions for Local Agencies in Illinois
(PI, $50,000, 07/01/2006- 06/30/2008)
Project Description: This project evaluated other State’s safety service programs for local agencies so
as to provide recommendations on the requirements to establish a successful Illinois program where the
locals could access more effectively a means to identify high severe crash sites, identify solutions to
reduce the severity of the crashes, and utilize available safety funds to reduce injuries and fatalities.
23. Optimal Investment Decision-Making for Highway Transportation Asset Management under Risk and
Uncertainty
(PI, $87,104, 07/01/2006- 02/29/2008)
Project Description: This study addressed two research items: 1) project-level life-cycle benefit/cost
analysis under certainty, risk and uncertainty that ensure consistency of analysis results for projects
associated with physical assets and system operations; and 2) tradeoff analysis to examine the effects of
spatial and temporal tradeoff scenarios on project selection results.
24. 2006, 2007, 2008, and 2009 IIT Pre-College Transportation (PRETRANS) Program
(PI, $5,250/Year, 03/15- 09/30 in Each Year)
Project Description: The IIT PRETRANS Program is comprised of two-phases. The first phase is
arranged in Spring semester. In this phase, three high schools involved with the IIT TORCH Program
were identified to participate in the IIT PRETRANS Program. Each school selected 30 to 40
multicultural and/or woman juniors for participation. In the second phase, six to ten high school
students were selected from the first-phase students to work one-on-one with the CAEE Department
faculty and undergraduate and graduate students to attend a one- to two-week summer internship. The
interns entertained daily video introductions to the civil engineering/transportation engineering
profession, received civil/transportation engineering equipment and software training, and made field
trips such as the Dan Ryan Expressway Reconstruction Project, the O’Hare Modernization Project,
Trump Tower, and Chicago Deep Tunnel. The program has provided an example of involving
undergraduate and high school students with multicultural and women background in transportation
research, which would influence their understanding of engineering fields and career choices.

i) Safety Impacts of Intersection Red-Light Enforcement, Traffic Signal Modernization, and Other
Improvements in City of Chicago
(PI, In-Kind Support, 06/01/2009- 06/30/2011)
Project Description: This study addresses the following: 1) establish the characteristics of roadway
geometrics, traffic, and crashes of the 286 high crash intersections in Chicago; 2) calibrate intersection
safety performance functions using data on the high crash intersections for period 2001-2008,
considering work already completed at IIT in 2006 using a smaller dataset for period 2001-2003; and
3) use the Empirical Bayesian approach to perform before-after comparison of vehicle crashes on
intersections involved with i) installation of red-light cameras only, ii) modernization of traffic signals
only, and iii) both red-light camera installation and signal modernization.
iii) Urban Intersection Safety Enhancement Study for City of Chicago

Project Description: This study investigated the following: 1) a localized vehicle crash prediction model
using geographically weighted regression techniques; 2) a method to develop intersection safety
enhancement countermeasures and project evaluation; and 3) a system optimization model for project
