Some Background Information about NCDOT
• NCDOT is responsible for 6 modes of transportation:- Aviation (74 publicly-owned airports)
- Bicycle and Pedestrian
- Ferries – 2nd largest system in US (behind Washington)
- Highways – Maintains 80,000 miles of highways (2nd only to Texas)
- Public Transportation
- Rail
• We have an Annual Budget of approx. $4.1 B (federal dollars account for 25% of total budget)
• And our Key Partners include:- 19 Metropolitan Planning Organizations (MPOs)
- 19 Rural Planning Organizations (RPOs)
- 14 Field Offices (Divisions)

Strategic Transportation Investments (STI)
• The NCDOT is responsible for implementing and managing a systematic, data driven prioritization process for all modes of transportation that drives NCDOT’s 10 Year Work Program. - This Prioritization process was initiated by Executive Order in 2009 and
became law in 2012.
• This represented a major departure from the past way of doing business- The new process is collaborative, requiring input from both internal
and external partners
- Increases the use of technology to display project information
- Solicits input on needs and rankings
- The Prioritization process occurs every 2

Strategic Transportation Investments (STI) History
• The first Prioritization process (“P1.0”), completed in February 2010
• P2.0, completed in January 2012, continued to mature the process through the development and implementation of a persistent database to store and source project information in SAP.
• Enter P3.0 (2014)- Improved on current automated processes for efficiency and ease of access
- Implemented a map based approach for the submittal, analysis, and publication of the State’s transportation priorities

• Improved ease of use of creating, modifying, scoring, ranking, and viewing projects for SPOT and partners.
• Enhanced automation and flexibility for creating and modifying scoring criteria without requiring IT assistance.
• Provided a map-based, spatial view of project data.
• Provided a “framework” and foundation to facilitate future access of project data by DOT field personnel via mobile technology.

• SPOT On!ine is the software implementation of the NCDOT STI- Map the projects and perform geo-processing- View projects with geospatial information- Score projects based on quantitative data determined by the
legislation. - Scored projects are then submitted to Transportation
Improvement Program for funding determination.

Prioritization Improvement
• Much of the process continues to be manual and cumbersome, with the following business problems: - Amount of manual effort required during a short timeframe was
significant resulting in a limited number of projects that could be accessed.
- Lack of ability for Partners to evaluate projects before submittal.
- Prioritized project data was not visible to the Public in an understandable format.
- Timely data availability.
- Field personnel did not have the latest data and project information.
