COMPETITION PLAYING CONDITIONS 2014/2015  1. GENERAL. Except as varied hereunder, the Laws of Cricket (2000 Code) will apply in all matches. Experimental Laws adopted for the use by NSW Country Cricket Association will also apply. 

2. THE ZONE The Inter‐District Competition shall be conducted in the area from Clarence River to Nambucca River inclusive. 

3. DURATION. Each Match shall be of one day's duration and will consist of one innings per team, each innings is limited to 50, six ball overs. 

4. ALTERATION OF PROGRAM. Matches shall, unless other arrangements have been made as specified, be played on the dates, scheduled in the competition program. Scheduled matches, other than the final, may be played on other than programmed dates, or as day/ night matches, by mutual agreement between the teams involved provided prior approval is obtained from Executive Committee. The scheduled and alternate dates set for the playing of the final may not be altered. 

5. HOURS OF PLAY AND INTERVALS. (a) HOURS. (i) Day Matches Morning Session 10‐00 am to 1‐30 pm Interval 1‐30 pm to 2‐00 pm Afternoon Session 2‐00 pm to 5‐30 pm 

(ii) Day/ Night Matches Day Session 3‐30 pm to 6‐00pm Interval 6‐00 pm to 6‐30 pm Night Session 6‐30 pm to 10‐00 pm 

(b) INTERVAL BETWEEN INNINGS. Where play is interrupted, the Umpire will reduce the length of the interval as follows: Time Lost Interval Up to 1 hour no reduction Between I and 2 hours 20 minute break More than 2 hours 10 minutes break If the team batting first is dismissed before 12.00noon there will be a 10 minute interval for the change of innings and play will continue until 1.30pm when the lunch adjournment shall be taken. If the team batting first is dismissed after 12.00noon, the luncheon adjournment shall be taken immediately. The luncheon adjournment shall be a maximum duration of 40 minutes.

 (c) MUTUAL AGREEMENTS. Nothing contained in Parts 5(a) or 5(b) of this Rule will prevent variation to playing times by mutual agreement between Captains. If no agreement is reached, the provision of this rule must be followed. 

6. LENGTH OF INNINGS. (a) IN AN UN‐INTERRUPTED MATCH. 

(i) Each team shall bat for 50 six ball overs unless all out earlier (ii) If the team fielding first fails to bowl 50 overs by the scheduled time for cessation of the first session, the over in progress shall be completed and the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first. (iii) If the team batting first, is all out and the last wicket falls within two minutes of the scheduled time for the interval, the innings of the team batting second shall be limited to the same number of overs as the innings of the team batting first (the over in which the last wicket falls, to count as a complete over). (iv) If the team batting first is dismissed in less than 50 overs, the team batting second shall be entitled to bat for 50 overs except as provided for in (iii) above. (v) If the team fielding second fails to bowl 50 overs or the number of overs as provided in  Rule 6 (a) (ii), (iii), or (iv) by the scheduled cessation of time, the hours of play shall be extended until the required number of overs has been bowled or a result achieved. 

(b) IN MATCHES WHERE A START IS DELAYED OR WHERE PLAY IS SUSPENDED. (i) The object should be to rearrange the number of overs so both teams have the opportunity of batting for the same number of overs (minimum of 15 Overs each Team). (ii) The calculation of the number of overs to be bowled shall be based on an average of 15 overs per hour, in the total time available for play, within the scheduled hours of play. Note: Where the start of play is delayed for up to 60 minutes (Day Matches), no reduction in the number of overs (50) to be bowled will apply. (iii) If the number of overs of the team batting first is reduced, a fixed time will be specified for the completion of its innings. (iv) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first session, the over in progress shall be completed and the innings of the team batting shall be limited to the same number of overs as the innings of the team batting first. (v) If the team batting first is all out and the last wicket falls at or after the scheduled time for the interval., the innings of the team batting second shall be limited to the same number of overs as the innings of the team first (the over in which the last wicket falls to count as a complete over). (vi) If the team fielding second fails to bowl the reduced number of overs by the scheduled cessation time, the hours of play shall be extended until the required number of overs has been bowled or a result achieved. (vii) If the innings of the team batting second is delayed or interrupted and is not possible for that team to have the opportunity of batting for the same number of overs as the team batting first, the overs to be bowled shall be reduced at the rate of 15 overs per hour, for the time lost. (viii) The team batting second shall not bat for a greater number of overs than the first team unless the later has been all out in less than the agreed overs. (ix) Fractions are to be ignored in all calculations re number of overs.

7. DRINKS ON THE FIELD. Two drink breaks per session are permitted, each 1 hour OR every 17 overs, whichever occurs first. In cases of extreme heat, an extra drinks break may be taken with the agreement of the Umpire. 

ANY PLAYER TAKING DRINKS ON THE FIELD SHALL BE DRESSED IN PROPER CRICKET ATTIRE. Coaching from the boundary is strictly forbidden. However, coaches of U12 and U14 teams may speak to their players during drinks breaks. 

8. LAW 14~ DECLARATIONS. Law 14 will not apply in this competition. The Captain of the batting team may not declare his innings closed at any time during the course of a match. 

9. NUMBER OF OVERS PER BOWLER In a 50 over match, no bowler may bowl more than 10 six‐ball overs in an innings. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one‐fifth of the total overs allowed, except where the total is not divisible by five, one additional over shall be allowed to the maximum number per bowler to make up the balance. E.g., in a 33 over match, three bowlers may bowl a maximum of seven overs and no other bowler may bowl more than six overs. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler.  Such part of an over will count. 

Note: See restrictions imposed in Junior Playing Conditions Rule 25 

10. NO BALLS AND ~ BOWLING ANALYSIS. No balls and wides not scored from shall be added to the relevant bowler's analysis, as they occur, during the course of the innings. 

Note: ‐ An over cannot be classified a "Maiden over" If a no ball or wide occurs during the over. 

11. NO BALL. (a) Law 24.1‐ will apply in this competition except that no bowler may deliver the ball underarm. (b) If the ball passes or would have passed above shoulder height of the batsman standing upright at the crease, either Umpire shall call and signal no ball. A one run penalty shall apply, plus any runs scored from the delivery. (c) Law 42.6 – 8 DANGEROUS AND UNFAIR BOWLING. LAW 42 Parts 6(b), 7, and 8 will be applied in these by‐laws. 

12. WIDE BALL ~ JUDGING A WIDE. (a) Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the Wicket. (b) Any offside or leg side delivery which, in the opinion of the Umpire, does not give the Batsman a reasonable opportunity to score shall be called a wide.  As a guide, a delivery that passes outside the leg stump without any contact with the Striker’s bat or person shall be a wide, unless the ball passes between the Striker and the stumps.  A batsman can prevent a wide, but he can’t create one. (c) Strict Interpretation of the Wides does not apply to Under 12 or 14 Matches. 

13. COVERING THE PITCH.

The Pitch shall be covered in the event of rain during a Match. If covers are not used at the first break they may not subsequently be used. Once covers have been used during a break in play they MUST continue to be used during any subsequent breaks. In the event of disagreement over the interpretation of this Rule, the final decision will rest with the Match Umpire. 

14. FITNESS OF GROUND, WEATHER AND LIGHT. (a) It is solely for the Umpires together to decide whether conditions of ground, weather or light, or exceptional circumstances mean that it would be dangerous or unreasonable for play to continue. Conditions shall not be regarded as either dangerous or unreasonable merely because they are not ideal.  The Umpires will only suspend, or continue to suspend play if there is actual and foreseeable risk to the safety of any player of umpire.   (b) After any suspension of play, the Umpires, unaccompanied by any of the players or officials shall, on their own initiative, carry out an inspection immediately the conditions improve and shall continue to inspect at intervals. Immediately the Umpires decide that play is possible they shall call upon the players to resume the Game. (c) CCNSW Lightning playing conditions: Play shall cease immediately, in the event that a lightning flash is followed by thunder less than 40 seconds later. Play shall not resume until 30 minutes after the last lightning flash. No person may enter the field of play during the period that play is suspended under this ruling. 

15. TIME WASTING. Umpires shall take into account any deliberate slowing down of the tempo by either batsman or fieldsmen where it may be seen to be to the disadvantage of an opposition team.  e.g... In the case of a team fielding second and slowing down the game knowing it might win a shortened match on run rate. 

16. THE RESULT. (a) DETERMINATION OF WINNER. 

(i) A result can be achieved only if both teams have batted for at least 15 overs, unless one team has been all out in less than 15 overs or unless the team batting second scores enough runs to win in less than 15 overs. All matches, in which both teams have not had an opportunity of batting for a minimum of 15 overs, shall be declared "No Result" and points allocated in accordance with the points rating system. (Refer Rule 17 Points). (ii) In matches in which both teams have had an opportunity of batting for the agreed number of overs (i.e. 50 overs each in an uninterrupted match, or a lesser number of overs in an interrupted match), the team scoring the higher number of runs shall be the winner. If the scores are equal, the result shall be a tie (Refer Rule 16 d Tie). 

(b) TARGET SCORE. If the team batting second has not had the opportunity to complete the agreed number of overs, and has neither been all out, nor passed its opponent's score, the result shall be decided as follows:‐ 

(i) The runs scored by the team batting second shall be compared with the runs scored by the team batting first from the equivalent number of completed overs. (ii) If, due to a suspension of play, the number of overs in the innings of the team batting second has to be revised, it's target score shall be the runs scored by the team batting first from the equivalent number of overs. (iii) In a rain interrupted match or a match interrupted through any other cause, it should be noted that the important figure is the target score which, is set by the Umpires when they decide

on the number of overs able to be bowled to the team batting second. The team batting second then has available to it the number nominated by the Umpires in which to achieve the target. The match concludes when the target is reached, or when the nominated number of overs is completed or when the team batting second is dismissed within the nominated number of overs. 

Note:  By‐Law 16b does not apply in Under 12, 14 and 16 Matches (see Rule 25e) 

(c) PRELIMINARY ROUNDS. In the event of teams finishing on equal points, the leading team and/or the right to play in the final will be decided by the most wins in the preliminary rounds or, if still equal, the higher run rate in the preliminary rounds. In a match declared “No Result", run rate is not applicable.  In the event of a team being all out in less than its full quota of overs, the calculation of its average run rate shall be based on a full quota of overs to which it would have been entitled and not on the number of overs in which it was dismissed 

Note: See Special Junior Conditions in Rule 25f. 

(d) FINAL. (i) The Leading team at the completion of the preliminary rounds shall have the right to host the final. (ii) If no result or a draw is achieved in a final on the scheduled day of play, the match shall be replayed on the reserve date as scheduled. If no result or a draw is achieved in the replay, on the reserve date, Joint Winners will be declared. (iii) For the determination of the final, no reference will be made to preliminary round results, wins or run rate. 

17. POINT SCORE Each team shall meet every other team during the season on a basis to be determined at the Annual Meeting and points shall be awarded as follows:‐ POINTS. Win:  7 Loss:  1 Tie:    4 Draw or no result:  3 Forfeit:  0 

18. COLOURED CLOTHING. Coloured clothing and equipment may be worn by the competing Teams in Day/ Night Matches. 

19. APPOINTMENT OF UMPIRES. (a) In First grade Inter District fixtures, umpires will be appointed by the NCCUSA.  Fees for the North Coast Panel Umpires are to be paid by the Associations competing in that match. (b) Each Association shall endeavour to appoint an Official Umpire for each other grade in Inter‐District fixtures.  Official Umpires must be used where available and each Association shall be responsible for their complete fees, including Umpires appointed at their request. Complete fees are to be agreed on at the Annual Meeting each year. Where only one Official Umpire is in attendance he shall Umpire from the bowlers end during the match and a fee agreed on at the Annual Meeting shall be paid. Visiting Umpires fees shall be the responsibility of the visiting Association. In the absence of Official Umpires, persons approved by both Captains may officiate. Official Umpires shall be those holding at least a local Association Umpiring Ticket.

  20. DISPUTES. Any team desiring the Executive Committee to adjudicate on any dispute which may arise in connection with any match shall forward, within five days after such dispute shall have arisen, a clear statement in writing of the matter in dispute, signed by the Team Captain, to the Council Secretary who shall refer it to the Executive Committee. That Executive Committee shall adjudicate on the dispute as soon as practicable and take such action as it deems appropriate. 

21. MATCH RESULT ~ SCORE SHEETS. a) Points will be awarded to a team when verbal or written advice of a result is made to the North Coast Recording Secretary within seven days of the match. Failure to comply within seven days will result in no points awarded to the offending team. b) A completed result sheet must be forwarded to the North Coast Recording Secretary by each team within seven days of the match. Failure to do so will result in a fine of $30.00 against the Team's Association, to a Maximum of $90‐00 per Association. c) The conditions of 21(a) and 21(b) will apply to the Inter‐District competition. The conditions of 21(b) will also apply to Challenge Cup and COTTEN Family Shield matches. d) Any team claiming points due to a forfeit or washed out match must fulfil 21(a). 

22. EXCHANGE OF TEAM SHEETS. Before the toss for innings, each Captain shall nominate his players who may not thereafter be changed without the consent of the opposing Captain. Exchanged team lists shall be handed to one of the match Umpires for his retention. Twelve players may be named in each team, however, only eleven of these players shall be permitted to participate as batsmen, and only eleven shall be permitted to bowl or keep wickets. The team declaration form must indicate which player will not bat and which player will not bowl or keep wickets. The responsibility for verifying team lists rests with the opposing Captains. The right of a team to have substituted a fieldsman in accordance with the Laws of Cricket is not affected. 

23. FIRST ELEVEN MATCHES First Eleven matches shall be played on turf wickets. 

24. SECOND ELEVEN MATCHES a) Where an Association has a First and Second Eleven in the final, all players shall be eligible for either grade. b) Where only the Second Eleven is in the final players must have played at least half of their personal Inter‐District Games in Second grade to be eligible. c) There shall be no limitations to age whether players are chosen for First and Second Eleven matches. d) White shorts may be worn in Second Eleven and Junior matches in place of long creams. 

25. JUNIOR ELEVEN MATCHES Junior matches are to be played under NCCC Inter‐District Rules. a) Players must be Under 16, 14 and 12's years of age in their respective divisions at the 1st of September of that year. 

b) The under 16, 14 and 12's competition is free of such restrictions imposed by By‐Law 24 a) and b).

c) In Under 12’s Inter‐District Matches each bowler is restricted to eight (8) Overs per Match, with a maximum of 8 balls in any one over. 

d) In all Junior Games, players shall be restricted in the number of overs bowled. These restrictions from the National Coaching Council are set out in the table at By‐Law 40. 

Note:  Also see By‐Law 40 for rest periods and breaks. 

e)  The side scoring the greater number of runs shall be the winner. If time is lost in the second innings and the team batting second does not receive equal overs by finishing time the match shall be declared drawn. In the event of a team not receiving the same number of overs as a team batting first, then time may be extended beyond 5.30 PM so long as light and conditions permit. 

f)  For the purpose of ascertaining averages the following system shall be adopted. The batting average of each team shall be obtained by dividing the total number of runs scored by the total number of wickets lost. The batting average against such a team shall be obtained by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by the latter and the team having the highest quotient shall be considered to have the better performance. 

g) Under 12 and 14's Limited Field Placement. When the ball is bowled, no player may stand closer than 10 metres from the striker's wicket on the leg side or in front of point on the off side. (i.e. fielders may stand within 10 metres in the slips position only). 

26. ELIGIBILITY  To be eligible for any Inter‐District final match players must have played at least one Association competition match. To be eligible for Women’s First Eleven finals, they must have played at least one Association game or Inter‐District match during the Inter‐District competition. Players who have played in a First Eleven final are not eligible for a Second Eleven final. 

27. DISTRICT CHAMPIONSHIP ‐ GORDON ROWE SHIELD a) First Eleven points to be multiplied by ten points (10) b) Over 40’s points to be multiplied by  eight poinys (8) c) U/16's points to be multiplied by three (3) d) U/14's points to be multiplied by two (2) e) U/12's points to be multiplied by one (1) 

28. CHALLENGE CUP  The Challenge cup is to be played under existing Inter‐District Rules with the following three exceptions:‐ a) Fifty (50) overs maximum per innings. b) Ten (10) overs per bowler limit. c) Four (4) piece balls shall be used irrespective of playing surface. A challenge must be made in writing to the Council Secretary at least fourteen (14) days prior to the date required. 

29. UNDER 24 MATCHES  U/24 matches shall be played under Inter‐District rules except that selectors have control of game. 

30. NIGHT CRICKET PLAYING CONDITIONS  See separate sheets.

31. GOLDEN OLDIES CHALLENGE CUP a) The Golden Oldies Challenge Cup is to be played under the existing Challenge Cup Rules except that an age limit of over Forty Five (45) years as of 1st October of that season is to be in force. The Golden Oldies Challenge Cup is to be known as the Ray Conner and Neil Martin Shield. b) The NCCC Golden Oldies Carnival is to be played as an Inter‐District Match except that the age limit of over Forty (40) years as of 1st October of that season. The NCCC Golden Oldies is to be known as the Neil Frame Shield. 

32. EMERGENCY RULINGS. The Executive Committee shall have the power to decide all questions out of competition matches not provided for in these rules. 

33. BALLS a) Four piece balls shall be used in First Eleven, Second Eleven and Under 19 Matches, as approved by the NSWCCA irrespective of playing surface, White colour for Day/ Night Matches. Otherwise two piece balls shall be used in all other Inter‐District matches. b) 142g Balls will be used in all Under 12 Inter‐district Matches c) Under 16 Matches played on Turf will be played with a quality 4 piece ball. d) MCC Law 5.2 – approval and control of the ball by umpires ‐ will apply.  Substitute ‘Manager’ for Captain. 

34. TRANSFERS Any player transferring from one Association to another must receive a clearance from his home Association and receive sanction of the Council Executive before taking part in Inter‐District fixtures. 

35. CONCRETE PITCHES In matches played on concrete pitches, a ball that is pitched off the concrete between bowling creases or lands in the middle of the pitch shall be called "No‐Ball". Penalty one (1) run plus whatever runs are scored. 

36. WEATHERMAN. Home Associations shall contact the visiting Associations Weatherman prior to 6:30am on the day of play regarding condition of the ground. 

37. CODE OF CONDUCT    ‐ NSWCCA. a) No person bound by this Code of Conduct shall engage in disorderly or improper conduct or behaviour. b) A person who engages in disorderly or improper conduct or behaviour breaches this Code of Conduct. c) Disorderly or improper conduct or behaviour includes, but is not restricted to, a person: 

(i) Assaulting or attempting to assault, or abusing, either orally or physically, an umpire, player or spectator; (ii) Disputing, as distinct from questioning, an umpire’s decision, or reacting in an obviously provocative manner towards an umpire; (iii) Using crude or abusive language, or hand signals or other gestures; (iv) Engaging in any form of conduct or behaviour detrimental to the spirit of the game or likely to bring the game into disrepute; or

(v) Refusing to supply that person’s name and that person’s address when required by another person who is lodging a report. 

d) The captain of a team shall ensure that the players (including the person acting as 12th man) comply with the Code of Conduct. e) The captain of a team breaches the Code of Conduct if a player in that team engages in continuing disorderly or improper conduct or behaviour. f) Breaches of the Code of Conduct are to be referred to the association/club under which the player reported is registered to play with, and the NCCC is also to be informed. 

37.1 Effect of Penalties Imposed by Judiciary Committees a) No replacement player or substitute is allowed for any player who is suspended or disqualified by a judiciary committee of any of the Associations during the course of a match. b) Any person, other than a person who is an employee of any of the Associations, who has been suspended or fined or otherwise dealt with by a judiciary committee of any of the Associations may, at the discretion of the Judiciary Committee: 

(i) Be prohibited from acting in any administrative position or as an office‐bearer of the person’s club or association or as captain of any team taking part in any match conducted by any of the Associations; and (ii) Not be eligible to act as a delegate member or an office‐bearer of any of the Associations, until the annual general meeting of the relevant Association held after the expiration of such suspension or disqualification or held after the day on which such fine is paid to the relevant Association. 

37.2 Suspended Players a) Any player who has been suspended by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible for selection during the period of the suspension in any team in a competition conducted by any of the Associations or in any team selected by or representing any of the Associations. b) For the purpose of clause 37.2 a), the period of suspension shall be 

(i) The period from the first date until the last date, both dates inclusive, where a time period suspension is imposed; and (ii) Each day of play of a match where a match based suspension is imposed. Where a match is not played due to inclement weather or for any other reason, the original scheduled days of play shall constitute the period of suspension. 

c)  Additionally,  Any player who has been suspended by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible to be appointed or to act as captain of a NSW team or any other team representing any of the Associations until the commencement of the Annual General Meeting of the NCCC held after the expiration of the suspension. d) A player who lodges an appeal against a suspension imposed by a judiciary committee of any of the Associations or by any other properly constituted cricket disciplinary authority at club, association, NSW, ACB or international level will be ineligible for selection in any team in a competition conducted by any of the Associations or in any team selected by or representing any of

the Associations until the decision to suspend the player has been overturned or amended by the appellate body or the period of the suspension has expired.

e)  Furthermore, 

(i) The NCCC shall inform any applicable Selection Committee (male or female), as appropriate, of any suspension of a representative player or prospective representative player as soon as possible after the imposition of such suspension comes to the attention of the NCCC. (ii) For the purposes of clause 37.2 e) (i), a “representative player” means a person who is a party to any NSW Squad or who has represented the ACB, NSW or any of the Associations in any cricket match within a prior period of 12 months. 

38. SCORERS. Each Association shall supply a scorer for each match. 

39. FORFEITS If any Association forfeits an Inter‐district match, (any grade) they MUST then play the next competition match for that grade, at the opposition’s home ground. 

40.  RECOMMENDATIONS from NSWCCA The following bowling restrictions are endorsed by the NCCC: 

Age  Bowling Restriction 5‐8 years  One (1) over per bowler.  Max eight (8) balls per over. 

u10  Two (2) overs max each spell.  Four (4) overs max for day. Max eight (8) balls per over. u11  Three (3) overs max each spell.  Six (6) overs max for day. Max eight (8) balls per over. u12  Four (4) overs max each spell.  Eight (8) overs max for day. Max eight (8) balls per over. u13  Four (4) overs max each spell.  Eight (8) overs max for day. u14  Five (5) overs max each spell.  Ten (10) overs max for day. u15  Five (5) overs max each spell.  Twelve (12) overs max for day. u16  Six (6) overs max each spell.  Fourteen (14) overs max for day. u17  Six (6) overs max each spell.  Sixteen (16) overs max for day. u18  Seven (7) overs max each spell.  Eighteen (18) overs max for day. u19  Eight (8) overs max each spell.  Twenty (20) overs max for day. 

  a)  Minimum Rest Periods. Managers and captains are to ensure that their bowlers, falling into the above age categories, adhere to the minimum rest period instruction that can be found at By‐Law 40b. b)  A pace bowler who has bowled a spell of fewer than the maximum number of overs set out in the table may resume bowling prior to the completion of the minimum rest period as defined in the table, but this will be considered as an extension of the same spell, and the limit of overs in the total spell will still apply. The insufficient break within the spell is therefore disregarded. However, once the minimum rest period has been completed, there is nothing in the recommendations to prevent the bowler from commencing a new spell. 

The minimum rest period between spells for pace bowlers will be at least the same number of overs 

bowled from the same end as the bowlers‟ immediately” concluded spell.

For the purpose of calculating a bowler’s minimum rest period as defined above, any interruption to play due to wet weather or an interval shall contribute in the amount of 1 over for each 3.5 minutes or part thereof.  A scheduled tea interval of 20 minutes shall count as 3 overs from each end, and a scheduled luncheon of 40 minutes shall count as 6 overs from each end.  

NOTE: ‐ Junior spin bowlers may bowl their full maximum quota of overs in one spell provided all the overs are deemed by the umpires to be spin bowling. 

(This does not permit a pace bowler to change to spin bowling after bowling previous overs at pace unless the required break between spells has been observed) 

c)  Maximum Overs (Practice) No medium or fast (pace) Bowler shall be permitted to Bowl more than the number of overs indicated below in a practice session:
