Following an environmental soil sam-pling at the end of 2018, which identified higher than federally acceptable levels of lead at the soil surface, the National Capital Commission (NCC) had to close a portion of Kingsview park to the public and prepare for remediation and cap-ping.

Over the summer, they completed the design work and tendering to proceed with the project. Their objectives are to safely restore the park, while minimizing the impact on existing trees, much like what was completed in Stanley Park.

Going forward

Remediation, cleaning and soil capping work has started, with completion sche-

duled for late November. Following this work, they will proceed with landscaping and seeding. They will remove the cur-rent fence and replace it with a lands-cape fence to protect the restored areas. The NCC anticipates that the project will be completed by late spring 2020.

Remediation process

Some areas will be capped and other areas, primarily those near the pathways, will be excavated using a hydro-vac technique, and then capped. This tech-nique focuses the soil removal and limits dust exposure. Disposal of the contami-nated soil will be completed according to specific procedures that meet the appli-cable provincial laws.

Three mature trees that are now dead will be removed, and 40 of the 150th an-niversary maple trees will be replaced. Following the feedback received during a meeting with residents, they will incor-porate the suggested relocation of a few of those trees into the design.

Further, to address concerns about sa-fety and visibility while the work is being undertaken, especially along the shore-line pathway, they will examine the possi-bility of adding solar-powered LED lights at the site. They will also add signage at both ends of the pathway indicating the ongoing work and options for a detour route. (Continued on page 2)

Maintenance

The maintenance of Kingsview Park — and other NCC Rideau River shoreline properties from Highway 417 to Sussex Drive — is the responsibility of the City of Ottawa. They have followed up with City maintenance staff and confirmed that the light bulb replacement, on North Ri-ver Road, will be completed by the end of the month. This light bulb issue was raised during a public meeting held at

the Centre Francophone at 270 Marier Street on September 23rd, 2019.

In the future, for any questions regarding general maintenance at Kingsview Park, you can communicate directly with the City of Ottawa via its 3-1-1 line, or contact the NCC’s Contact Centre at info@ncc-ccn.ca, and their staff will ensure that ap-propriate action is taken.

Originaire du Nord de l’Ontario, Véro-nique Sylvain habite à Vanier, où elle a complété une maîtrise portant sur les représentations du Nord dans la poésie franco-ontarienne. SOS Vanier has been supporting several local businesses in their appeal of the City of Ottawa’s decision to make official plan and zoning changes that would allow a 350 bed men-only mega shelter on a traditional main street at 333 Montreal Road. Due to changes in provincial legislation the official plan change was to be heard by the OMB this fall and the zoning changes were to be heard by LPAT at a later date. The pro-vince has now made allowances for these two separate ap-peals to be heard at the same time. All of the parties agree that this makes sense and have agreed to consolidate the hearings and reschedule a new hearing for January 13 - 17, January 20 - 24 and January 27 - 31, 2020.

This change does not negatively impact our position.

The Salvation Army can’t begin developing the 333 Montreal Road property until a decision is made after the January hea-ring.

The hearing scheduled for October and November 2019 has now been canceled.

You can’t say it isn’t an interesting electoral campaign. Where Justin Trudeau comes out of the closet – the CLOTHES closet that is – as Harry Belafonte (Blackface), Alad-din (Brownface). So what’s next? Why not as …Peter Pan? Pinocchio?

Bad joke: you could say Justin was just plain jealous of Jagmeet Singh’s yellow, red, blue turbans and wanted to get even! For all the brouhaha from opposi-tion parties, the costuming gambit seems NOT to have hurt the PM’s poll numbers; in fact in an odd twist, following his multiple Mea Culpas, it could prove to be an eventual as-set. If we are to judge by the folks in Québec who just yawned over it. (Media there put the Céline Dion concert on their front page, the Tru-deau Blackface on page 23!). Many saw it as Halloween in Ot-tawa. Hey, I too have resorted to costuming as a children’s entertai-ner, calling myself “Ye Olde Wan-derin’ Minstrel” (Medieval garb or coonskin hat and buckskin jacket à la Daniel Boone/Davy Crocket). Heck I even once put on an Algon-quin headdress, playing banjo as “Chief Turkey Legs”! Would I do it today? I blush eleven shades of scarlet to say “Mais non. Autres temps, autres moeurs”. This whole costuming episode begs the question of who our politicians purport to be. More than some of us who also wear masks (variously the Boss, Mom, Lawyer, Teacher masks) politicians are daily going to the Costume Ball. The mere fact of their honorific titles as “Member of Parliament”– or the “Right Honou-rable Minister of Poop and Scoop” – obliges them to get into “role” on the political stage.

Should we then be so shocked to see them morph into illusionists, fast-change artists, fabulists and poker-faced liars?

Mercy me, give them a little slack. After all they do the hard, often dirty work of governing, because frankly, we are too democratically distant and wussies to do it ourselves. The world’s wit, Will Shakespeare said it best eons ago: “All the world’s a stage, and all the men and women merely players”. Soon we will get a chance to de-cide how they did in auditioning for our favours. Play the game of their fateful fame. Vote.

a tribute to Modern Day Seniors“Aging is not “lost youth” but a new stage of opportunity and strength” (Betty Friedman)

I was honoured to be the guest speaker at this year’s annual celebration of Se-niors’ Day at the Patro d’Ottawa. Gran-dparenting was the theme and since I have six grandchildren and involved in their everyday lives, I was happy to ac-cept the invitation. Today’s seniors are enjoying their retirement years. They are resilient, independent and engaged at several levels, including grandparen-ting.

“A grandparent is a little bit parent, a little bit teacher and a little bit best friend.” I enjoy the grandparent-grand-child interaction because it’s always a learning and teaching experience. My

grandchildren have given me back my youth and they are a source of pride and sheer enjoyment. For example, this morning after breakfast my little Jessie wanted to play hide and seek. I agreed to one game and Atold her she wasn’t allowed to hide downstairs. After the usual countdown, I started looking for her but I just couldn’t find her. She got tired of waiting and told me she was hi-ding in my office. All I could see was a tiny piece of sock. She was so well hid-den behind my rocking loveseat that I hadn’t noticed her. Later that day, my daughter called to say Nathan’s Frisbee practice had been cancelled because of the rain; would I pick him up at scho-ol? I promised I would leave in five or six minutes. I took Nathan home, along with his friend.

Being with young children and teena-gers is one of the best ways to age well. Active seniors live longer, healthier lives. Susan Bosak in her book “How to Build the Grandma Connection” reminds us that grandparents who remain ac-tive and involved have less memory and health problems. Today’s seniors know how to take care of their health and have access to community ser-vices such as “The Council on Aging” and other organizations who guide them in their wellness quest. I’m not a specialist but I will share some pointers with you:1)Move! Go for walks; enjoy the ou-tdoors. Subscribe to a yoga class. Play games with your grandchildren. 2) Gar-den. 3) Take good care of your arteries and your heart. Monitor your blood pressure and enjoy a bit of dark choco-

late which contains magnesium and is good for your heart.4) Eat real butter which contains good cholesterol. 5) Eat a variety of fruits and vegetables which contain antioxidants and Omega 3 foods. 6) Think young. Entertain positive thoughts. Enjoy na-ture’s gifts such as a beautiful sunset, the sweet song of birds, the colours of the rainbow. Enjoy fine music. Sing and dance, alone, with a partner, in a group or with your grandchildren.7) Laugh a lot. Laughter stimulates your immune system, dispels depres-sive thoughts, calms angry feelings, diminishes sadness, reduces stress, reduces blood pressure, soothes pain and reinforces the bonds of your rela-tionships with others.

You are never too old! Enjoy life!

60e Paroisse St-SébastienLa paroisse Saint-Sébastien fut fondée le 9 juillet 1959. L’esprit du curé fonda-teur, M. l’abbé Raoul Dumoulin, de la paroisse Saint-Sébastien, était assuré-ment présent lors de la messe du jubilé de diamant, le 21 septembre dernier. Un banquet présidé par le prêtre-curé actuel de la paroisse, M. Jean-Pierre Fredette (photo en UNE), a suivi la cé-rémonie.

Il s’agit d’une paroisse relativement jeune. De nombreux prêtres qui ont tra-vaillé au fil des ans à la faire rayonner et bien vivante ont célébré la messe en compagnie de l’archevêque  d’Ottawa, Mgr Terrence Prendergast.

La chorale paroissiale était bien en voix.

Abbé Raoul Dumoulin

Joseph Alphonse Éphrem Raoul Du-moulin est né le 31 décembre 1909 dans le petit village de Calumet, dans le com-té d’Argenteuil au Québec. Sa famille

déménagera éventuellement à Hull et plus tard (1926) la vocation de Raoul pour la prêtrise se développe lorsqu’il fréquente le Petit séminaire d’Ottawa. Cette institution se situait alors sur la rue Rideau, au coin de la rue Charlotte, et elle était affiliée à l’Université d’Ottawa. Il va poursuivre sa formation au Grand séminaire d’Ottawa.

Premier et première

Peu après la fondation officielle de la paroisse, soit le 26 juillet 1959, l’abbé Dumoulin a baptisé un premier enfant : Joseph Sébastien Serge Barbe.

Le 1er août 1959, la première liturgie des défunts est célébrée. La petite Carole Smith, de la rue Hardy, âgée de quatre ans et demi a été victime d’une noyade.

Le 11 avril 1960, Robert Lacasse épouse Angèle Drouin de Saint-Sébastien.

Église

La conception et l’orientation de l’église auront un effet secondaire que nous trouvons fort heureux aujourd’hui. Les grandes fenêtres à gauche et à droite du maître-autel, situées du côté du soleil couchant, causent un problème certain aux nombreuses personnes qui viennent se rassembler pour l’eucha-ristie dominicale anticipée du samedi après-midi à 16 h.

En effet, à cette heure du jour, le soleil frappe de plein fouet de ce côté, ce qui s’avère des plus désagréable à supporter.

L’abbé Dumoulin va faire installer des vitraux et des verrières diverses qui vont embellir à coup sûr son église et favori-ser le recueillement général au lieu de développer le plissement des yeux des paroissiens.

En 2017, j’ai été la première femme à être élue députée dans Ottawa — Vanier. Je suis née à l’Hôpital Montfort, j’ai travaillé et élevé mes trois enfants dans la circonscription. En tant que députée, je suis particulièrement fière de ce que j’ai accompli jusqu’à présent pour nos résidents. Si je suis réélue, je veux continuer à rendre la vie plus abordable pour les résidents, à protéger notre environne-ment et à aider nos entreprises locales à croître. Notre plate-forme présente un plan concret pour faire progresser notre économie, créer de bons emplois pour la classe moyenne et assurer la protection de notre environnement et de notre planète pour nos enfants et nos petits-enfants.

Stéphanie Mercier NPD / NDP

J’ai toujours été motivée de créer une juste société: faire du bénévolat avec le site d’injection supervisée Overdose Prevention Ottawa et participer à des programmes en faveur des jeunes dé-favorisés de Vanier. Cette année, j’ai collaboré avec les communautés au-tochtones du Nunavut pour contribuer à la conservation des ressources na-turelles face aux changements clima-tiques. Je me présente maintenant au NPD pour lutter pour le changement qu’Ottawa-Vanier mérite. En tant qu’infirmière à Montfort, j’ai vu plusieurs patients quitter l’hôpital sans pouvoir remplir leurs prescriptions. Beaucoup de nos voisins sont main-tenant obligés de choisir entre leurs médicaments, de la nourriture ou un toit sur leur tête. Je suis fière d’appuyer les plans du NPD visant à rendre la vie plus abordable: des soins de santé de la tête.

I’ve always been driven to create a more just society: volunteering with Overdose Prevention Ottawa’s supervised injec-tion site, and programs benefiting un-derprivileged youth in Vanier. This year, I worked with Indigenous communities in Nunavut to help conserve natural re-sources in the face of climate change. La 50e Assemblée annuelle de l’As-sociation des communautés franco-phones d’Ottawa (ACFO Ottawa) nous aura permis de constater, le 18 sep-tembre dernier, que les finances se portent de mieux en mieux.

En effet, l’excédent des produits sur les charges se situe à 11 192 $. Il y a eu une augmentation marquée au niveau de la vente d’articles promotionnels. Disons que les décisions du gouvernement Ford, en début de mandat, ne sont sans doute pas étrangères à cette situation.

« Lorsque l’on pense à 2018-2019, on ne peut passer sous silence tout le mouvement entourant #LaRésistance. Le 15 novembre 2018, le gouvernement de Doug Ford annonce la dissolution du Commissariat aux services en français de l’Ontario et revient sur sa décision de soutenir financièrement le projet de la création de l’Université de l’Ontario français. Nous avons joué un rôle pré-pondérant lors de la manifestation du 1er décembre 2018 qui a rassemblé plus de 5 000 personnes », a expliqué Soukaina Boutiyeb, présidente de l’AC-FO Ottawa 2017-2019.

« Malgré la crise linguistique que nous avons vécue, l’ACFO Ottawa est en pleine croissance et prend de plus en plus d’ampleur. Les capacités de l’or-ganisme augmentent, que cesoit les ressources financières ou humaines. Une plus grande équipe nous permet d’être plus présents dans la commu-nauté et d’offrir plus de services aux francophones et francophiles de la ré-gion », a expliqué Ajà Besler, directrice générale de l’ACFO Ottawa.

Activités

Voici une liste non exhaustive d’activi-tés qui se sont déroulées : lever de dra-peau à l’Hôtel de Ville, célébration au Centre Pauline-Charron, Prix Bernard Grandmaître, ligue de ballon-chas-seur entièrement francophone, l’ACFO Ottawa siège sur plusieurs tables de concertation, des nouveaux partena-riats avec Nos Muralités phase 2, Mai-son de la francophonie d’Ottawa, Mai-son Marie-Louise, Collège La Cité, le Centre d’excellence artistique de l’On-tario, le CÉPEO, le Club de gymnas-tique Les Sittelles, le Cinéma Bytown et M9Médias.

3e aGa de l’aPFFo

La 3e AGA de l’Association du patrimoine familial francophone de l’Ontario (APF-FO) s’est tenue, le 28 août 2019 dans les locaux du Muséoparc de Vanier. Tout s’est bien déroulé sous la présidence éclairée de M. Denis Vaillancourt.

L’incontournable présidente fondatrice Francine Gougeon était bien contente d’annoncer que l’APFFO comptait près de 190 membres.

Michel Prévost faisait remarquer qu’elle avait bien raison d’être heureuse de compter autant de membres. « La So-ciété de généalogie de l’Outaouais existe depuis 27 ans. Cet organisme compte presque autant de membres que l’APFFO. J’en profite pour la féliciter pour son excellent recrutement », a sou-ligné Michel Prévost.

Une conférencière invitée, Mme Nancy Mbatika, est venue présenter  : L’impor-tance du lègue de votre histoire de vie à votre famille.

Il est possible de devenir membre de l’APFFO en déboursant 20 $ pour les adultes et 10 $ pour les étudiants.

L’APFFO prévoit préparer une trousse

Flying Start for bytown royals

The Bytown Royals have gotten off to a flying start to the 2019-20 NCJHL regu-lar season, kicking off the new campaign with a stellar 4-1 record, vaulting them to the top of the East Division standings.

Though the teams start on the ice has been impressive to say the least, in the eyes of head coach Sylvain Gervais, the real victory is in the impact on the com-munity and strong local ties to the roots of Vanier.

The Royals have carefully crafted a team that can compete on the ice, but also a team that can make the Vanier community proud to call their own.

“It’s very important for us to focus on our community,” Gervais said before the Royals edged out a victory over Ga-tineau-Hull Volant. “We had a couple people that came in last week and said they didn’t know we had a team, but they came to watch and liked the pro-duct and the atmosphere. Most kids are from Ottawa so it’s easier for mom, dad

and grandpa to come out and support. It’s like one big family.”

Following a season that saw the Royals sit at around the .500 mark before get-ting knocked out of the playoffs by the eventual champions, the Vankleek Hill Cougars, the passage of time has al-lowed for chemistry to be built and for improvement to be had as the Royals start taking additional steps in the right direction, not only as a hockey team but more importantly, as people.

“It’s mostly focusing on them as people,” Gervais stated with a chuckle. “It’s junior C hockey and it’s for people who are pas-sionate and want to continue playing the sport competitively, it’s not beer league.”

“For us, it’s more important to create a good sense of camaraderie and friendships. We got a couple of players that work in a skate shops around Vanier, so we’re trying to build up people that want to be here, that want to work here and want to be a part of this community.”

The Royals will hope their hot start can continue well beyond the month of Oc-tober as the team looks to cement them-selves as contenders for this season.
