PGA Message Set Process Overview
February 25, 2014
• The PGA Message Set is the harmonized set of data representing over 120+ forms required by 30+ PGAs during the cargo importation and exportation process.
• The data is collected from Trade by CBP via a Single Window on behalf of all PGAs and dispersed to each per their legal jurisdiction and ownership
• PGA Message Set data can be submitted by Trade on ACE Entry Summaries (Certified for release);and ACE Cargo Release (Simplified Entries)
• Over the course of the past several months, PGAs have worked with Trade to define the data set (i.e. forms) that need to be submitted when certain cargo (HTS Codes) is imported into the country
• Operational pilots are initially being conducted with EPA, FSIS and APHIS
• CBP is at Increment 5 out of 12 Increments in its formal Agile development approach to implement ACE Cargo Release
PGA Message Set Background
• AE and SE submissions with PGA data allowed; including within single step filing
• Over 90 rules with detailed spec validations and rules that ensure early detection of erroneous data.
• All rules, with unique ID numbers are available to Trade on CBP.GOV to ensure compliance (PGA Business Rule Document)
• Single unified Accept/Reject back to trade regarding PGA data and its parent submission (AX, SX)
• Ability to provide the status of the Entry and PGA data submission in a single response back to the trade in ACE Cargo Release (SO)
• Support for Header level data (P00) to reduce data redundancy
Summary of New Features
• Ability to enforce HTS Flagging only for Pilot participants. • Send PGA data and evaluation results to other PGA systems in
real time
• Electronically receive PGA Hold Requests, Holds, Docs Required requests, etc. in real time
• Real time GUI level view with PGA Hold coordination capability for CBP officer.
• Single Step filing: Certify an ACE Cargo Release from an ACE Entry Summary with PGA data within the Air, Ocean and Rail environments
• Ability to submit Lacey Act data via the PGA data message for ACE
transactions (to be deployed into production by Q4 2014)

Trade – CBP – PGA Interaction Diagram
• CBP is automating the entire workflow between CBP APTL Agriculture specialists and their USDA counterparts.
• Should result in significant cost savings in data processing; Inspection Scheduling and Food Wastage
• PPQ280 findings module deployed nationwide and data being transmitted to USDA APHIS in near real time
• 309 (Pest Identification Request) to USDA; and EAN (Emergency Action Notice) to Trade are scheduled for deployment later this year
• In talks with CBP Policy and Legal to see if EAN interaction with Trade can be automated via CATAIR or DIS.
Support for Agriculture Programs
• Versatile PGA Data Filter leveraged to automatically generate ACE Cargo Release (i.e. Simplified Entries) from AEs
• Updated AE Spec published to require additional data
• Every 10 record should have the 40th position (Certified for Release) set to ‘A’ instead of ‘Y’
• Updates to SE portion can be done independently of AE
• IOR and Consignee can continue to be filed by ID
• All other Entities require Name and Address for usage in Cargo Release
