Mission StatementThe Mission statement of the National Computer Board is to

promote the accelerated diffusion of Information Technology in

every socio-economic sphere of Mauritius in line with the national

goals and policies.

In achieving its mission, the National Computer Board is committed

to continuous improvement and teamwork in the pursuit of

providing quality ser vices.

Government is according high priority to thedevelopment of the Information and Communication Technology (ICT) sectorto transform the country into a Cyber Island. The ICT sector will not onlyevolve as the fifth pillar of growth but will also revamp traditional sectors .By cutting across all sectors, information technology will enhance productivityand quality, and improve competitiveness. Thus, the ICT sector will enableMauritius to plug fully into the net economy and help this part of the worldto be a full participant in the digital economy.

The NCB is fully involved in the Ministerial Committee, chaired bythe Prime Minister, and three ministerial task forces under the ICT MinisterialCommittee to look into the development of cyber city and business parks, e-government and e-education and training respectively.

The E-government Task Force has entrusted the task of setting upand managing the Government Online Centre to the National ComputerBoard. The Government Online Centre will provide the necessary infrastructurefor connecting the entire government ministries and departments in anintranet and will also provide a common web portal for the citizens andbusinesses to access government services.

The National Computer Board works closely with the Board ofInvestment in devising means and synergies for promoting Mauritius as aCyber Island and attracting foreign investors to conduct business in the ICT

create new opportunities and jobs, improve productivity, access tobetter health and education, facilitate information sharing andknowledge creation, and increase the transparency, accountabilityand effectiveness of government, business and non-profit organisations- all contributing to an enablingenvironment for development.

Success in e-business will only be guaranteed if accompanied by anew entrepreneurial culture to translate innovative ideas into new productsand businesses. In this respect the NCB is setting up an Incubator Centre tofacilitate the development of start-ups in Mauritius.

The National Computer Board has been instrumental in the elaborationand establishment of the appropriate regulatory framework, which will stimulategrowth of the ICT industry. An Electronic Transaction Act has already been putin place to promote e-business and e-commerce. The NCB was activelyinvolved in the preparation of the ICT Act 2002 that makes provision for thesetting up of an ICT Authority to regulate the ICT sector. The NCB is activelyinvolved in the preparation of separate legislations for data protection andcyber crimes and computer misuse to be introduced by the Government. Thestrengthening of the regulatory framework will undoubtedly boost trustwithin our institutions and also promote investments from both local andoverseas investors.

The Sine Qua Non condition for the sustained and rapid expansionof ICT across the different sectors of the economy is the availability of a welleducated and fully IT literate nation..The NCB has lived to its mission ofpromoting the accelerated diffusion of IT across various socio economicspheres of the country. It has encouraged relevant authorities to provide fiscalincentives and soft loans as instruments to make computers more affordableand accessible to both businesses and individuals. The annual IT exhibition, Infotechwhich has witnessed a constant growth over the last five years both in number ofexhibitors and visitors is an illustration of a growing interest in this area.

In addition, the IT Coach project has assisted the NCB to promotethe ICT culture in remote areas of the country. Since November 2000, the NCBhas provided over 10,500 people with awareness courses in ICT and Internet.

The NCB is being re-organised to attract and retain talents, so asto be more responsive and proactive

Information and communication technology(ICT) is bringing people together, it isimproving the competitiveness of firms and

it is generating new products and services. The ICTrevolution is having a profound effect on the knowledgeprocess and the economy in particular. The new economywhich is driven by ICT offers new opportunities to createwealth and raise the standard of living of the people. TheGovernment has the ambition to seize these opportunitiesto develop Mauritius into a Cyber Island and make ICTindustry the fifth pillar of the economy.The development of the ICT industry willhence create new job opportunities.

The National Computer Board has continued to play thestrategic role of facilitator and enabler to propel Mauritius into thedigital world and to enable it to reap the benefit of ICT. NCBinitiated numerous projects to promote ICT culture, to help inthe development of the ICT industry and to implement e-government projects .

To bridge the digital divide between the information-havesand the have-nots and to make the country ICT literate, the CyberCaravans operated by the NCB have initiated/trained more than10,500 persons across some 150 places around the island. We arehappy to note that the services offered by the Cyber Caravans arevery well received by the public since we are regularly called uponby various or ganizations to run awareness and training sessions allover the island. Moreover, it has proved to be an effective way ofpromoting ICT literacy at the community level.

To further promote ICT culture in schools , the School ITCompetition has become a regular feature each year and it has

created a lot of interest among the students. The competition, whichis primarily a website design competition, aims at promoting theuse of Internet as an instrument of education.

The NCB has continued to organize and participate innumerous events with the aim of creating greater awareness andwidespread diffusion of information and communication technology.The ICT Week, held from 6 to 11 November 2000, considered theimpact of the Internet, e-commerce and emerging information andcommunication technology on the different economic sectors. Theactivities held during the Internet Fiesta that was organised from 2to 4 March 2001 were ver y successful in demonstrating the impactof the Internet on different aspect of our daily life .

With the aim of providing the government, the industryand other stakeholders with up-to-date information on the ICTstatus in Mauritius , the NCB regularly conducts surveys to assess thepenetration of ICT in the various economic sectors and the public atlarge. During this financial year, the NCB conducted an IT HouseholdSurvey, an ICT Usage Survey, an IT Manpower Spot Sur vey and aSurvey on the Status of ICT in Rodrigues .

To promote the development of the ICT sector, the NCB hasprovided advisory services to a number of organisations to supportthem in their ICT projects.

As par t of the e-government project, the NCB has beengiven the responsibility to set-up and manage the GovernmentOnline Centre (GOC). The GOC will host the government por tal,which will be an internet-based website that will aggregate allgovernment information and ser vices in a single place. It will be theprimary website that citizens and businesses will visit to accessgovernment ser vices and carry out transactions online . The primaryobjective of the government portal is to provide citizens with asimple, secure and fast way of accessing government services online.The GOC will house state of the art computer and networkinginfrastructure including web, e-mail and application ser vers withappropriate security features at a central location to support theelectronic delivery of government services .

The government web sites hosted by the NCB presentlyconsist of all the ministries, departments and some 48 parastatalorganisations . To provide the organisations with the facility to directlyupdate their web sites from a remote terminal, the NCB implementedthe web publisher feature . At the same time training was alsoprovided in web development and web publisher to the staff of theorganisations. Numerous government forms are now accessible onlineon the government web sites.

As par t of the government online project, the NCB hasimplemented an Internet-based e-mail service for senior officers of

the civil service. This service is presently available to some 2000officers. The NCB also worked on the review of the existing ITsecurity standards in the Civil Ser vice and made recommendationsfor the adoption of the ISO/IEC 17799 standard.

To further strengthen the human resource capacity a neworganisation structure has been introduced to enable the NCB tobetter meet the challenges ahead. The new organisation structurecomprises three major divisions with focused responsibilities in thearea of planning, research & development, business development &promotion, and finance & administration. This new structure willenable the NCB to attract and retain talents, be more responsiveand be proactive to address the changing challenges and opportunitiesof the new economy.

THE NCB was established under the National Computer BoardAct 1988 proclaimed on the 22nd December 1988. It is administered by aBoard of Directors.

The objects of the Board are:• To foster the development and growth of information technology,

information systems and computer related services in Mauritius;• To advise the Government on the formulation of national policies with

respect to the promotion, development and control of informationtechnology and its applications;

• To assist in the framing of appropriate national education, trainingand research plans in the field of information technology in order tobuild the necessary expertise base for consolidating the informationtechnology industr y in Mauritius;

• To ensure data protection and security by:

(i) recommending legislative proposals;(ii) overviewing any regime of data protection or security

established by law;(iii) monitoring compliance with the Code of Practice;(iv) conducting a regular review and revision of the Code of Practice;(v) in relation to personal data, receiving, and advising on, complaints

of any unlawful or wrongful act and requests for inspection thereof or amendment thereto.

Board of DiretorsFor the year 2000-2001 the Board was chaired by Mr. S . Baguant,

Director, Information Systems, Air Mauritius Ltd up to October 2000. MrS. Munbodh was appointed Chairman as from December 2000. The Boardconsisted of ten members representing various ministries and the privatesector. During the year 2000-2001 the Board met on 12 occasions.

Sub-committees of the boardThere are five sub-committees reporting to the board.

Finance Sub-CommitteeThe objectives of the Finance sub-committee are to prepare the budget

and to monitor its implementation, to ensure that expenditures are made incompliance with established policy and procedures, and to advise on mattershaving major financial implications on the organisation.

The Finance sub-committee was set up in December 1999, and ischaired by Mr. K. Seebundhun, Board member and Senior Financial and ManagementAnalyst at the Ministry of Finance and consists of Mr J. M. Mownah, the ExecutiveDirector, the Secretary to the Board, and the Accounts Clerk of the NCB. Mr J.M.Mownah was replaced by Mrs V. P. Sanassee in April 2001.

The sub-committee has held four meetings during the year 2000-2001.

Staff sub-committeeThe objectives of the staff sub-committee are to make recommendations

and to provide guidance to the Board in matters concerning the conditions ofservice of the staff and to ensure that established procedures and policy arefollowed. It also undertakes all recruitment exercises.

The staff sub-committee is chaired by Mr. K. Malleck, Board memberand consists of Mr. K. Mohee, Executive Director, Mrs. Y. Moorghen, Boardmember, Mr V. Purbhoo, Board member, Mrs J. Sooben, Board member, Mr G.Gunesh, Co-opted member. Mr G. Gunesh was replaced by Mr V. Gondeea inFebruary 2001.

The staff committee held eight meetings during the year 2000-2001.

Procurement sub-committeeThe objective of the Procurement sub-committee is to ensure that

all procurements performed by the NCB are done in a transparent and fairmanner and in accordance with established policy and procedures. As such,the procurement sub-committee vets all procurement documents preparedby the staff, evaluates proposals and makes appropriate recommendationsto the Board.

The Procurement sub-committee is chaired by Mr. S. C. Daby -Board member and consists of Mr K. Mohee - Executive Director, Mr J. M.Mownah (replaced by Mrs V. P. Sanassee in April 2001) – Board member,Mrs Y. Moorghen – Board member, Mrs J. Sooben – Board member and MrsV. Auroomoogaputten (Secretary to the Board).

The Procurement sub-committee has so far held ten meetings toconsider submissions

Technical sub-committeeThe Technical sub-committee is chaired by Mr. V. Gondeea -

Board member and consists of Mr K. Mohee - Executive Director, Mr K.Malleck – Board member, Mr V. Purbhoo – Board member. Two meetingswere held during the year 2000-2001.

Infotech sub-committeeThe objectives of the Infotech sub-committee are to plan and

monitor the organisation of Infotech. This includes making recommendationsto the Board for the location to host the event, the marketing of theevent, the planning of conferences, and the mechanism for the registrationof participants.

The sub-committee was chaired by Mr K. Malleck (Board member,NCB), and consisted of Mr. Kemraz Mohee (Executive Director, NCB), Mr.Ranoo P. Hunma (Marketing Manager, Happy World Marketing Ltd), Mr.Michael Descombes (Marketing Manager, Ireland Blyth Ltd.), Mr. ArvindranathRosunee (IT Manager, University of Mauritius).

>> IT Culture> Promotion

IT CoachThe IT Coach Project aims at spreading IT Culture by making IT facilitiesavailable to the most isolated areas of Mauritius. Presently the NationalComputer Board is operating two IT Coaches. The IT Coaches are equippedwith 9 and 10 PC’s respectively and can accommodate between 9 to 18persons per training session. Two IT Animators are present on board theIT Coach to provide training. Training include awareness courses on basiccomputing, Internet, word-processing and e-mail. The IT Coaches havevisited about 80 centres and more than 6,500 persons have benefitedfrom the services provided during the year 2000-2001. The centresinclude Social Welfare Centres, Community Centres, Village Halls , MunicipalCouncils, Youth Centres, Primary and Secondary Schools. (see annexe II)

The IT Coach has also participated in events organised by the NCBsuch as Infotech 2000, ICT Summit, Careers Convention, and Fête de l’Internet

World Telecom DayEach year on the 17th of May the International Telecommunication Unioncelebrates World Telecommunication Day to commemorate its founding inParis in 1865. This year the theme for the event was “Internet, challenges,opportunities and prospects”. ITU Members are invited to celebrate thisyear’s Wor ld Telecommunication Day by organizing national programmesthat would address:

• how can the Internet support development activities, what canbe done to foster its development• how to promote its use in all segments of society• how can it facilitate the delivery of basic services, such as health andeducation• are the legislative and regulatory frameworks adequate tofoster an equitable diffusion of the Internet countrywide• how can obstacles that are impeding its diffusion and usage beremoved while addressing the challenges that it poses to existinginstitutions.

The National Board (NCB) organized several activities tocommemorate the event. The main objective of the activites organised by NCBwere to promote the use of the Internet in the Mauritian society.

The IT Coach facility was therefore used from the 14th to 25th Mayto initiate the general public to the opportunities that the Internet offers.

The NCB also developed a website for the event, with the mainobjective of providing information about Internet in Mauritius and eventsbeing organised by other institutions on the occasion of the WorldTelecommunications Day.

In addition, the NCB was requested by other institutions toparticipate in their events on the occasion of the World TelecommunicationsDay. These institutions are Ministry of Women’s Right, Child Development &Family Welfare and University of Mauritius.

Thus, the NCB in collaboration with the Ministry of Women’s Right,Child Development & Family Welfare and Telecom Plus Ltd organised a half-day seminar on the occasion of the World Telecommunications Day on the17th of May 2001. The NCB made a presentation on the Benefits of theInternet to Entrepreneurs. There were around 300 women entrepreneurswho attended the seminar.

The NCB also participated in the seminar organised by the Universityof Mauritius on the occasion of the World Telecommunication Day on 31 May2001. The NCB made a presentation on E-government.

World Environment DayThe National Computer Board participated in the World Environment Dayorganised by the Ministry of Environment.The IT Coach facility was used to initiate the general public on Environmentalissues from the 1st to 8th June 2001. A website was designed which includedlinks to environmental websites and to interactive quiz on the environment.Reservations for the IT Coach can be made by contacting the NationalComputer Board on 210 5520. IT CompetitionAt the National Computer Board, we believe that every one, especially theyoung, should be able to exploit the full potential of Information Technology.In this context, the National Computer Board regularly organises ITCompetitions with the aim of promoting IT in schools. The IT Competition2000 was a website design competition with the objective of promotingthe use of Internet as an instrument of education among students insecondary schools. The theme of the competition was “the evolution ofInternet and E-Commerce”. 19 teams participated in the competition. Thewinner of the competition was the Queen Elizabeth College and therunners up were the Islamic Cultural College and the St Joseph College.The project of the winners are available at the IT Competition 2000website at http://ncb.intnet.mu

The theme for the IT Competition 2001 is “To promote Mauritiusas a Cyber Island”.89 teams from 36 secondary schools have registered toparticipate in the competition.

Fete De L’InternetFete De L’Internet is a worldwide event with its main objective todemocratise access to the Internet and promote awareness about theevolution and opportunities offered by the Internet. The event is similarin nature to the Fete de la musique and the main target audience isthe general public. The event was first organised by France in 1998 andbecame a wor ldwide event in 2000. In France, different initiatives are

proposed by organisations, with a common objective to illustrate theimpact of Internet on different aspect of life in general. It is also theoccasion for organisations to announce future innovative projects thatwill further promote the development of the Internet. All the initiativesproposed by different organisations are co-ordinated by L’AssociationDe La Fete De L’Internet in France.

It is the first time that the event was organised here inMauritius under the aegis of the NCB. The event took place on the 2nd ,3rd and 4th March 2001. The NCB setup a web site providing informationabout all activities being organised to mark the event. Other organisationsthat contributed to the organisation of this event were Telecom PlusLtd, French Embassy Centre D’Information De Formation D’Orientation

et Documentation (CIFOD) and the University of Mauritius .

The activities that were organised by NCB to promote awarenessabout the Internet are as follows: -

1. Internet Training. The IT Coach visited several district councils andmunicipalities to initiate the general public to the opportunitiesthat Internet offers . The coach was at the following locations. (seeannexe II)

2. A Half Day Seminar organized by the NCB on Future Trends ofInternet on 2nd March 2001. Telecom Plus Ltd, UPS and Universityof Mauritius made presentation on the new opportunities thatInternet offers to the business community.

3. Presentation on the Evolution of the Internet was made by theNCB at the Royal College Port-Louis , Queen Elizabeth College andQuartier Militaire SSS.

Conferences & SeminarsThe National Computer Board organised and participated in numerousconferences, exhibitions and seminars with the aim of creating greaterawareness and the widespread diffusion of Information and CommunicationTechnologies.

ICT Summit – November 2000The National Computer Board participated in the ICT Summit organisedby the Ministry of Information Technology and Telecommunications . Astand was set up at the Octave Wiehé Auditorium, Réduit and the ITCoach service was made available on that occasion.

Careers Convention – December 2000The National Computer Board also participated in the Careers Conventionorganised by the Ministry of Education and Scientific Research at FranceBoyer de la Giroday State Secondary School, Plaine Maignen and atLoreto Covent, Mahébourg. The IT Coach was used to present the differentcareers posibilities in multimedia at both schools.

Salon de la Formation – September 2000The National Computer Board participated in the “Salon de La Formation” organisedby the IVTB. This training fair was held at Le Forum, Forest Side, Curepipe.

ICT Week - Infotech 2000 Exhibition &ConferencesThe National Computer Board organised the ICT Week from 6-11 November2000 to create better awareness about the importance and implicationsof ICT development and how Mauritius can benefit from this. The RightHon. Sir Anerood Jugnauth, Prime Minister delivered the keynote addressat the opening of the ICT Week on the 6th November 2000. The first threedays of the ICT Week (6-8 November 2000) consisted of half-day workshopson the impact of the Internet, e-commerce and emerging technologies inthe government, education, services and health sectors. The main objectiveof the workshops was to provide an oppor tunity for professionals in

various sectors to share their experience and to raise their awarenessabout current issues being considered at regional and international levels.

Infotech 2000 was part of the ICT Week and took place onThursday 9th to Saturday 11th November 2000 at the International ExhibitionCentre, FOM Ltd, Mer Rouge , Port Louis and was inaugurated by Hon.Pradeep Jeeha, Minister of Information Technology and Telecommunicationson 6th November 2000. Infotech 2000 was at its seventh edition and wasvisited by over 20,000 visitors. A record number of 53 companies participatedin Infotech 2000 and 30 conferences were scheduled. The theme for theseventh edition of Infotech was Step into the Net Society, which infers tothe emergence of the global village with the rapid development ofInternet and e-commerce.

Reports & SurveysMauritius Information and Communications Technology (ICT) Profile

IT Household Survey 2000The National Computer Board conducted an IT Household Survey inOctober 2000 which consisted of a sample of 2,000 households in theIsland of Mauritius. The aim of the survey was to assess the scope andusage of information technology in Mauritian households.The main objectives of the IT household survey 2000 were to:• measure computer ownership of Mauritian households• assess the usage of computers by Mauritian households and individuals;• measure internet access by Mauritian households and individuals;

• assess the scope of internet access by Mauritian households andindividuals; and• measure the scope and extent of e-commerce related activities byMauritian households and individuals having Internet access.

IT Manpower Spot Survey - April 2001The E-education & Training Task Force chaired by Hon. Steve Obeegadoo,Minister of Education & Scientific Research had setup three sub committees,

one of which is the Demand for IT Professionals and is chaired by MrG. Wong So, Director, Ministry of Economic Development, Financial Services andCorporate Affairs. This subcommittee had requested the National ComputerBoard to update the 1998 figures for IT professionals by carrying out asurvey. The survey would help to assess the number of IT Professionalscurrently working in Mauritius and their main profiles.A sample of 80 companies, which is representative of large IT suppliers and heavy ITusers in different economic sectors, was obtained from the survey conducted in 1998.

ICT Usage Survey 2001The ICT Usage Survey 2001 is currently being conducted by the NCB. Theaim of the survey is to assess the scope and extent of the use of ICT inkey economic sectors in the Island of Mauritius.The main objectives of the survey are to: -• measure the computerisation level by sector• measure the ICT spending by sector• assess the ICT infrastructure by sector• assess the extent of e-commerce adoption by sector

Status of ICT in RodriguesThe Cybercity and Business Parks taskforce chaired by the HonourablePaul Berenger, Deputy Prime Minister and Minister of Finance hadmandated the National Computer Board (NCB) to carry out a preliminarystudy on the present status of ICT in Rodrigues.A team comprising of staff from NCB, Central Informatics Bureau, Ministryof Telecommunications and Information Technology and the Ministry ofIndustry, Commerce and International Trade interviewed organizations inthe public and private sector in Rodrigues on the 8-9 March 2001. Theinformation obtained from the interviews were the main inputs for theassessment of the level of ICT development.

ICT Facts & FiguresThe NCB compiles the following ICT Facts and Figures on a regular basis:• Foreign IT Professionals• IT Vacancies• Internet• Internet Hosts

IT Company DirectoryThe National Computer Board compiled a Directory of IT companiesoperating in Mauritius that is published on the NCB website. The ITCompany Directory is a database containing some 168 entries to dateand consisting of the company details together with their core competencies.The IT Company Directory is updated through online applications formsavailable on the NCB website

ConsultancyThe National Computer Board has been providing advice and consultancyservices ranging from high level guidance in new project feasibility studiesto tender evaluations for a number of institutions. One of the major projectsundertaken was the consultancy service for the setting up of a Cyber Caféat the Municipal Council of Quatre-Bornes which is presently operational.The National Computer Board also provided consultancy services for thesetting up of Cyber Cafés at the Municipal Councils of Curepipe and Vacoas/Phoenix which are currently operational.The NCB also provided consultancy services for the evaluation of tender forthe acquisition of computer systems for the Mauritius Offshore BusinessActivities Authority.The National Computer Board is also represented in the ComputerisationProject of the National Library Committee and Board of Investment.

ICT Incubator CentreIn the Internet Economy, it is the ability to create wealth from intellectualand social capital and reduce time to market that are critical to the survivalof the company in the early stages. Business incubators help start-ups toovercome this barrier and launch their business quickly by providing themwith a variety of services that will enable them to achieve success.

The Incubator Centre will provide an ideal environment for youngstart-ups and new tecnopreneurs to nurture ideas and develop them intoproductive businesses. The Incubator Centre will also fulfil the need forincubating young entrepreneurs, new start-up companies and fledgling companiesthat need nurturing and mentoring. These are the people with the abilitybut not the means to realise their potential. Entrepreneurs and smallbusinesses may have potentially good ideas but lack the proper frameworkto support them to successfully commercialise these ideas. The IncubatorCentre will help translate these ideas into marketable products, applicationsand services via appropriate package of infrastructure and financial suppor t.

In May 2001, Dr U Dalrup from GFE Germany, undertook apreliminary study on the feasibility of setting up an Incubator Centre for theICT sector at the request of the National Computer Board.

Subsequently, it was announced in the Budget Speech 2001/2 that:"In our drive to make of Mauritius a Cyber Island, we are not ignoring theneed to promote Mauritian entrepreneurship. Our young people are endowedwith talent and potential for innovative ideas in ICT. They need to beprovided with the necessary support and facilities. The National ComputerBoard will set up an ICT incubator to promote start-ups."

The National Computer Board has started to work on therecommendations in Dr U Dalrup’s report to elaborate a project proposal forthe setting up of an ICT Incubator Centre to promote start-ups.

Standards & PracticesThis project has been initiated following an NCB Board decision toinvestigate standards and best practices in the Government in the fieldsof IT Security, System Development and Project Management

The objectives of the IT Security Sub Committee were to reviewthe existing security standards and to make recommendations for theadoption of a suitable standard for the Government. The ISO/IEC 17799was the standard that met all the criteria of the Sub Committee and wasthus recommended. The recommendations were then submitted to theTask Force on E-Government. At its meeting held on 6th August 2001 theTask Force requested that a Committee be set up to work out animplementation plan.The Project Management Sub Committee has made recommendations toadopt the PRINCE methodology for the Civil Service. The recommendationswere submitted to the Task Force on E-Government in July 2001.

The System Development Sub-Committee made recommendationson the system development standard.

Government OnlineThe traditional way of government doing business has been up to nowfocused on letters, faxes, telephones and face-to-face interaction. The partners ofGovernment are businesses, citizens and government itself.E-government encompasses the electronic delivery of quality services tothe citizens and the business community while at the same time facilitatinginter- and intra- governmental exchange of information in an effectiveand efficient manner.E-government will transform the way in which public services are organisedand delivered through:• A single entry point for citizens to access government information

and services online;• Commitment to serving the citizen by providing easy and multi-

channel access to interact with government;• Provision of coherent and relevant information and services that will

enrich the citizen experience and interaction with government;• Par tnership between public and private sector; and• Trustworthy environment, where citizens can conduct secure transactions

in confidence.

VisionThe vision of Government focuses effective and efficient delivery ofservices 24 hours a day, 7 days a week, to the business communityand the public at large electronically.Government has set a target that by 2005, its services will be deliveredelectronically. Achieving its goal involves using modern technology tools to modernisegovernment and thereby creating the necessary infrastructure for an e-government.

Objectives of E-governmentThe objectives of e-government are to:• Bring government closer to the people through personal computers,

kiosks, telephones and others.• When, where and how – users will decide when, where from and how

to interact with government e.g. from home, at work or on the move• Provide round the clock service – 24 hours a day, 7 days a week;• Bring about modernised public services - Create a "joined-up

government" through which public sector institutions will communicateand work more effectively and efficiently;

• Create a digital community – A digital community can foster personalinvolvement in government by providing people with easier access toinformation and other resources.

An e-government task force chaired by the Minister of InformationTechnology and Telecommunications was setup by the Ministerial Committeechaired by the Prime Minister in October 2000 to drive the implementationof e-government. The NCB has been given the responsibility to setup the

Government Online Centre (GOC).The Government Online Centre (GOC) will be crucial in achieving

the E-Government vision to enable citizens and business to interact withgovernment electronically. The GOC will host the government portal, whichis an internet-based website that aggregates all government informationand services in one place . It will be the primary website that citizens andbusinesses will go to access government ser vices and carry out transactionsonline. The primary objective of the government portal is to provide citizenswith a simple, secure and fast way of accessing government services online.

The GOC will house state of the art computer and networkinginfrastructure including web, e-mail, and application servers with appropriatesecurity features at a central location to support the electronic deliveryof government services .

The Government on the Internet ProjectThe Government on the Inter net currently comprises of onlineinformation on all the 26 Ministries, and 48 departments, parastatalsbodies. Online information on the aims , objectives and services abouteach and every ministries, is accessible . These web sites are maintainedand hosted by the NCB and provide the following facilities , servicesand up-to-date information:

• Downloadable Government Forms• Weekly Cabinet Decisions and PQs• Weather data of Mauritius• Government Publications• Legislations• Economic Indicators

In May 2001, the NCB launched the Government of Mauritiusweb portal, which currently stands as a common gateway to allministries amongst several other features.

The NCB provided it with a unique and direct web site

address: http://www.gov.mu, and in the same line , the NCB madeprovision for all ministries to have a personalised identity, withaddresses of the type http://ministry.gov.mu. Technically speaking,addresses abiding by the proposed format renders access to therespective web sites easier due to uniqueness and convenience. AnnexIII is a list of the new web site addresses of the Ministries of theGovernment of Mauritius:

Moreover, the NCB redesign these websites as and whenrequired in order to ensure a dynamic nature of those sites, whichaccording to research has proved to be one of the factors thatimproves on the number of site visits . These Government web sitesare quite popular in Mauritius , since they are ranked in the top 10most visited Mauritian sites in the wor ld.

TrainingIn view of giving more independency to ministries for the updatesof their web sites, the NCB also provides training in web developmentand web publisher for staff of the ministries .

Online FormsFollowing a decision of the E-Government Task Force, chaired by theMinister of Telecommunications and Information Technology, a new feature,downloadable forms have been added to Government web sites. TheseGovernment forms available mostly in PDF format, are accessible roundthe clock and saves the citizen a trip to the ministry or department tocollect the form. In addition, the Government forms from seven ministriesare currently available in PDF format for download as per in Annex IV.

E-Mail for the Civil ServiceThe National Computer Board has implemented an email service forsenior officers of the civil service as a means of improving informationflows and communication among Ministries and Departments and is oncurrently being used by some 900 officers. The email can be accessed atthe address : http://mail.gov.mu

The e-mail system is web-based and therefore can be accessedfrom any computer connected to the Internet.

IT Skill Development Scheme& Industrial Attachments

The trainees enrolled on the IT Skill Development Schemeparticipated in the IT Coach project where they have been involved in thedevelopment of training program and some of them have been IT animatorsin this project. They were also involved on the different NCB projects.

Ms Bibi Shenaz Yasminah Gunny, Ms Qamar Jahan Esmael and MsMadina Begum Jauhangeer worked on the ICT survey and the creation andupdating of the NCB ICT outlook website.

Jayprakash Heeralaul and Ms Achna Devi Seessa were involved inthe development of web pages for the different ministries and departments.

Mr Vinaye Armoogum and Ms Madina Begum Jauhangeer workedon the design and updates of the NCB IT security website

Mr Imteaz Bucktowar and Mr Soorendrana Namoa were involvedon computer system supports.

Mr Brian Yves Fok Yew Min worked on the compilation ofinformation related to the E-Commerce project.

TraineeshipMiss Anushka Sookhee, Miss Aadilah Mungly and Miss Manisha Nobutsingjoined the National Computer Board on the 4th June 2001 to undergo atwo month full-time training programme. They worked on the designing ofonline forms and the redesign of several web site for the Ministries . Theyalso contributed in the ICT Survey. Under the IT Coach project they haveinitiated the general public on computer and Internet in the differentSocial Welfare Centres and Schools.

Mr. Gitesh Soowambur and Mr. Mardaymootoo Sunassee werefirst introduced with the design and development of websites usingMicrosoft FrontPage. They then participated in the design, developmentand updating of the Government Email Services website. They alsoparticipated in the writing up of the user manual for the governmentemail services . They formed part of the team who worked on the initialphase of the NCB Intranet development project.

This represents a donation by SIL valued at Rs 1,000,000. This amount has been credited to a Deferred Revenue Account from which Rs 200,000is deducted each year to account for depreciation at the rate of 20% p.a.

6. a. Deferred Grant from Government

Grant from Government for capital expenditure is credited to a deferred grant account and released to the Income and Expenditure Account onan annual basis over the useful life of the related assets. An amount of Rs 832,195 equivalent to the annual use of assets purchased from capitalgrant has also been released to the Income and Expenditure account for the financial year 2000 / 2001.

b. Grant from Government of Mauritius

During the year 2000-2001, Rs 10,350,000 was received as grant from the Government of Mauritius . Rs 8,725,804 has been credited to the Incomeand Expenditure Account for Recurrent Expenditure and Rs 1,624,196 has been credited to the Deferred Revenue Account. This amount representsfixed assets purchased from the grant during the year.

7. Staff Pension Fund

A contribution of 15% is paid to SICOM Ltd on the emoluments of the employees of the Board since 1st May 1990.The balance of the Fund at30.6.2001 stood at Rs 2,852,609.98.
