First and foremost, I would like to thank the several club members who have helped me out with meals, grocery shopping, trips to the doctor and telephone calls over the last month. It is no fun to be restricted to the house and be unable to drive, especially when even standing is painful. You cannot possibly know how much I have appreciated the help. I am not healed just yet, but things are moving along and I am looking forward to the time I can reclaim freedom and mobility. In the past month I have had several contacts from people who are either interested in ham radio, or are interested in having hams help out with a project. Most recently I have had an e-mail from a scout leader who is interested in having the club assist in the Jamboree on the Air, an annual scout event which gets some scouts on the radio and has the po- tential of raising interest in ham radio among individ- ual scouts. I have invited her to attend a meeting soon and make a presentation and invitation and I hope she will do so sooner rather than later. This month we will consider the draft by-laws which have been prepared by the By-Laws Committee. The draft is published in this newsletter. According to the constitution the consideration of the by-laws is the primary business of the meeting. I am certain that there will be discussion and amendments editorial as well as substantive. If there are substantive changes, or if there is need to provide additional pro- visions to clarify the by-laws we may need to make the changes in draft and reconsider the entire body at a future meeting. In addition to by-laws we will also need to organize for the County Fair which is later this month. The President’s Corner Thankfully August has thus far been cooler than July! It will give all of us a break when the electric bills come at the end of the month if the weather stays in the 70s and 80s rather than the 90s and 100s and it certainly makes going outside more comfortable. First and foremost, I would like to thank the several club members who have helped me out with meals, grocery shopping, trips to the doctor and telephone calls over the last month. It is no fun to be restricted to the house and be unable to drive, especially when even standing is painful. You cannot possibly know how much I have appreciated the help. Club By-laws - committee appointed, target is to pre-sent draft to members within 2 months.

Field Day – Charles Oswalt chairman, J Hammond co-chair – Very successful. Site was outstanding. Some discussion on getting more participation and improving antenna arrangements, appointment of a “band manager” for next year to maximize antenna usage and band assignment suggested.

Robert Wittman - Health Department thanked MO-CARS on behalf of the Health Department and MO-CARS thanked the Health Dept. for the use of the trailer and its amenities.

“Thank you” letters to be written to Moore County Commissioners and Mayor, Village of Pinehurst.

Robert Wittman mentioned that Field Day info and pictures from field day may be going into the county newsletter.

Bill Morrine, ARRL NC Section Manager attended. A full set of field day photos were sent to him thanks to J Hammond and photographers extraordinaire Kylie Oswalt. The photographs are also posted on the website.

New Business –

County Fair in August – Chuck will be chairman. Please plan to attend, food is good, 4H club needs our support of their peanut sales, camaraderie is exceptional, music questionable , 4:30-7pm each day.

Pinehurst Triathlon – coming soon; first Saturday in October, no details yet

ARES/SET – Lionel suggested exercise to discuss and practice message handling; one Saturday in Oc-tober or November, at Health Department for train-ing with practice to follow. Mark W. brought up the possibility of learning about digital message handling as was done in the Colorado fires. Lionel said we will have training in the future in digital messaging.

ARES – recommendation made that ARES be added to the MOCARS monthly meeting agenda.

Repeater - There has been a problem with someone kerchunking the repeater. Raymond gave directions on how to properly test the repeater and reminded everyone to give their call sign when “keying” the repeater per FCC requirements. Instructions are on the club website on how to test your radio.

By-Laws of the

Moore County Amateur Radio Society (MOCARS)

Adopted this ___ day of _______, 2012 in accordance with Article XII, Section 2 of the Constitution of the Moore County Amateur Radio Society (MOCARS). These By-Laws shall be in force until amended or repealed in accordance with the provisions in the Constitution or contained herein.

Statement from the By-Laws Committee The Committee feels that the By-Laws should be a living document. They will never be a finished work as this committee cannot foresee changes in the future that will be necessary. We give this body of work to the membership and look forward to watching it grow.

ARTICLE I – MEMBERSHIP Section 1 - Term of Membership – The term for all memberships (family, full and associate) shall run from January 1 until December 31 of each year. Renewal shall start at the regular membership meeting in November. Any member who has not paid their dues by March 1 shall not enjoy any privilege of membership until their annual dues are paid. Section 2 - ARRL Club Commission Program - MOCARS shall participate in the ARRL Club Commission Program or other revenue sharing program for new ARRL members (ormembers who have lapsed for two or more years) who pay their dues through MOCARS. Section 3 - New ARRL & Club Members- In the case of a member who has never been a member of MOCARS or a member of ARRL, the percentage ARRL allows the club to keep as part of the Club Commission program shall be considered full payment of the member’s annual dues. This ap-plies to new members and members who have let their ARRL membership lapse two or more years. Section 4 - ARRL membership Renewal- Members are encourage to renew their ARRL member-ship through the club in order to participate in a small commission for the club. Commissions under this program shall not be applied towards the MOCARS membership dues. ARTICLE II – DUES Section 1 - Annual Dues - Each year at the regular October meeting, the Board shall present a resolution to set the dues for each category of membership (full, associate and family). Section 2 - Pro-Rating of dues- Any new member (except members who participate in the Club Commission Program) who pays their dues after March 31 shall have their dues pro-rated according to the following schedule:

April 1 – June 30: amount due is 75% of the annual dues. July 1 – September 30: amount due is 50% of the annual dues.

October – December 31: amount due is 25 % of the annual dues. Section 4 – Transition from Associate to full membership - If an associate member shall be-come a licensed Amateur radio operator during the membership year, he shall be granted the full membership without payment of other dues for the balance of the year in which he receives his amateur radio license.

Section 5 – Cancellation of FCC License- If a full member shall have his amateur radio license canceled for just cause, the MOCARS membership shall be canceled effective on the date of the license grant cancellation. No refund of membership dues shall be made. If the former member shall have his license reinstated or a new amateur radio license grant issued prior to the end of the mem-bership period, his/her MOCARS membership shall recommence on the date of the license grant through the end of the membership year. ARTICLE III – MEETINGS Section 1 – Regular Meetings- Regular MOCARS meetings shall be held on the third Thursday of each calendar month except December at a location to be secured by the Board of Directors. The Board or a majority of the general membership may temporarily change the date for the meeting. All regularly scheduled meetings shall be published in the newsletter and on the website. Section 2 – Quorum to transact Club Business- Twenty five percent (25%) of the dues paid full members shall be required to be in attendance at a meeting to conduct club business. A member may send a signed and dated absentee ballot with another member. For the purpose of quorum, an absentee ballot shall be counted as a member being present. Section 3 - Special Meetings – A special meeting may be set by a majority vote of the membership at a regular meeting in which a quorum to conduct business is present or called by a majority of the board. Members should be notified by the same method they receive the newsletter. ARTICLE IV – OFFICERS – As stated in the Constitution, the officers shall be President, Vice-President, Treasurer and Secretary. While an officer may only hold one elected office, there is no limit on officers serving in appointed capacities. Section 1 – Duties of Officers: President & Vice President – Duties are assigned in the Constitution. The club may assign further duties by a simple majority vote of the club membership or the Board. Secretary – In addition to the duties assigned in the Constitution the Secretary shall transmit a copy of the minutes from each meeting to the Board, the newsletter editor, and web-master. Treasurer- In addition to the duties assigned in the Constitution, the treasurer shall: Maintain a checking account at a financial institution (FDIC Approved) located in Moore County, NC. The following should have signature authority on the checking account: President, Vice Presi-dent, Treasurer, and Secretary. Prepare a monthly report of income and expenses. Prepare for presentation at the November regular meeting a list of standing expenses (equipment and liability insurance, etc) that will come due in the next calendar year. The list of standing ex-penses shall be presented, and upon approval by the general membership, the treasurer shall have the authority, pending funds available, to pay such items without the need to get further authoriza-tion. Once paid, the expenditure shall be reported at the next general membership meeting.

status.

Maintain a list of club property (owned or leased to the club) and who is in physical possession of such property. This list should include make, model, serial number, and ownership as appropriate. This list should be updated each year at the club’s annual field day in June. A report of the status of all club property should be made at the August regular meeting. A copy of the report should be pro-vided to the President, Vice President and the Club ARES Liaison. Section 2 – Terms of Office and Election – Terms of Office- Unless to fill a vacancy, officers shall take office on January 1 following their elec-tion. If an officer has not been elected by January 1, they will take office at the first of the month fol-lowing their election. Officers elected to fill a vacancy take office immediately. Officers serve until their successors take office. Election of Officers: At the October regular meeting, the floor shall be opened for nominations for each office. Any vot-ing member of MOCARS, after consulting with the potential candidate, may nominate any eligible member for office. The Secretary shall record the name of each member nominated for each office. The names of each candidate shall appear in the newsletter before the November meeting. A quorum for the election will be 50% plus one of the full voting members. Members present in-cludes those physically present along with any who have sent a signed, dated, and properly com-pleted absentee ballot. The election shall occur by secret ballot with the member writing his/her choice for each office, with absentee ballots being counted in the same manner as the ballots completed at the meeting. If only one officer is nominated for each office, the club may elect the slate by a vote for unanimous election. In the event of a tie, the names of the candidate in a tie breaker shall be published in the newsletter and that race shall be continued to the next regular meeting. If a tie occurs at the second election, the election shall be called by tossing a coin. Section 3 – Non Moore County Resident Representative - As of January 1 each year, if six members of the Society reside at an address outside the corporate limits of Moore County, the non-resident members may, at their will, meet to elect a representative to the Board. The method and procedure for election is at the discretion of the non-resident members. When elected, the non-resident members who participated in the election shall sign and transmit a notice of election to the Secretary who shall credential the elected as a member of the board. Article V – STANDING COMMITTEES/CHAIRPERSON The President shall appoint the following committee chairpersons. If an asterisk (*) appears after the title, the President shall appoint the chairperson and a full committee. Otherwise, the committee chairperson may, at his or her discretion, solicit members to serve on the committee. The Presi-

Article VII – Amendment In keeping with the opening statement that the By-Laws are a living document, we establish this clarification for the amendment procedure as defined in the Constitution. Amendments creating a new article shall be considered passing a new By-Law and require a simple majority vote of the Members present at a meeting noticed for the purposes of passing a new By-Law. Amendments changing or deleting an article shall be considered amending the By-Laws and require a two-thirds vote of the paid full members. Procedures for considering and adopting by-laws are contained in Article XII of the club’s constitution. That article reads as follows:

Article XII - Amendments Section 1. Constitution

1. This Constitution may be amended by a two-thirds vote of the total membership.

2. Proposals for amendments shall be submitted in writing and posted in the Club Newsletter with an explanation of

the change and the date of the vote.

3. The votes will take place at a regular business meeting and will be considered priority business.

If a member cannot be present at the meeting, a signed and dated absentee ballot may be presented to any member of the Board before the meeting. Section 2. By-Laws

1. The president shall appoint a By-Laws committee each year to maintain a body of By-Laws to govern the day-to-day

operations of the Club.

2. Initial By-Laws will require approval by a majority of members present. Subsequent changes to By-Laws will require

the same voting procedures as those to amend the constitution. The votes will take place at a regular business

meeting and will be considered priority business.

Meetings are held in the meeting room of the Moore County Health Department on the third Thursday of each

month (except December) at 7:00PM. Meetings usually last about an hour. Licensed Amateur Radio Opera-

tors and those interested in HAM radio are invited to join. Annual dues are $20 for an individual or $25 for a

family membership. If you are interested in joining the club and ARRL at the same time, call Charles at 947-

2707 first as there may be a special deal.
