Office of Small Business Utilization (OSBU)
Mission: The GSA OSBU has nationwide
responsibility for GSA’s small business programs,
and is the chief advocate for small and
disadvantaged businesses. We promote increased
access to GSA’s nationwide procurement
opportunities, and engage in activities that make it
possible for the small business community to meet
key contracting experts and to receive counseling on
the federal procurement process.
GSA OSBU Overview
In accordance with the Small Business Act as amended by Public Law 95-
507, the Office of Small & Disadvantaged Business Utilization was
established to:
– Advocate, within each Federal Executive Agency, for the maximum
practicable use of all designated small business categories within the
Federal Acquisition process.
– Ensure inclusion of small businesses as sources for goods and
services in federal acquisitions as prime contractors and
subcontractors.
– Manage the small business utilization programs for our respective
organization.

Delivery, Indefinite Quantity (IDIQ) contracts for similar commercial products andservice offerings.
• GSA commercial schedules are a convenient, effective option for both buyers andsellers to sell and obtain products and services. (Federal Strategic Sourcing(FSS) Initiatives)
• Special Item Numbers (SINs) detail schedule solutions, are categorized based ongovernment mandates, industry evolution, and buying trends.
• Five (5) year IDIQ contract - three (3) five-year options (up to 20-year contract).Negotiated contract based upon: Fair and reasonable pricing, Financialresponsibility, and Past performance and relevant experience.
• Agencies have the ability to establish term contracts, known as Blanket PurchaseAgreements (BPA), for recurring needs.
• Small business set asides - what is the rule of two?✓ The “Rule of Two” simply means if the procurement officer can find at least

Information Technology
• IT Schedule 70 offers agencies innovative solutions for information
technology needs. Schedule 70 is a commercial contract to acquire IT
solutions. FAR -- Part 12 Acquisition of Commercial Items.
• Special Item Numbers (SINs) detail IT70 solutions and are categorized based
on government mandates, industry evolution, and buying trends.
FAR 51 & IT70 Utilization
FAR -- Part 51 - Use of Government Sources by Contractors:• 51.101 -- Policy. (a) If it is in the Government’s interest, and if supplies or services required in
the performance of a Government contract are available from Government supply sources,contracting officers may authorize contractors to use these sources in performing –
• (1) Government cost-reimbursement contracts;• (2) Other types of negotiated contracts when the agency determines that a substantial
dollar portion of the contractor’s contracts are of a Government cost-reimbursementnature; or
• (3) A contract under 41 U.S.C. chapter 85, Committee for Purchase from People WhoAre Blind or Severely Disabled, (See (i), (ii), and Subpart 8.7).
• (b) Contractors with fixed-price Government contracts that require protection of securityclassified information may acquire security equipment through GSA sources (see 41CFR 101-26.507).
• (c) Contracting officers shall authorize contractors purchasing supply items forGovernment use that are available from the Committee for Purchase from People WhoAre Blind or Severely Disabled (see Subpart 8.7) to purchase such items from theDefense Logistics Agency (DLA), the General Services Administration (GSA), and theDepartment of Veterans Affairs (VA) if they are available from these agencies throughtheir distribution facilities. Mandatory supplies that are not available from DLA/GSA/VAshall be ordered through the appropriate central nonprofit agency (see 52.208-9(c)).

FedRAMP & the Cloud. What is it?
• The Federal Risk and Authorization Management Program (FedRAMP) is an assessment andauthorization process which U.S. federal agencies have been directed by the Office ofManagement and Budget to use to ensure security is in place when accessing cloudcomputing products and services. FedRAMP is described as “a risk management program”,and companies are authorized at the following impact levels: High; Moderate; and Low.
• Under this program, authorized FedRAMP cloud service providers (CSP) can provide servicesfor US government agencies. Participating vendors sell a variety of hosting services such as:Software as a Service (SaaS), Infrastructure as a Service (IaaS), etc.

• For companies to obtainthis certification they mustgo through a “Third PartyAssessment Organizations(3PAO)” perform thesecurity assessments ofcloud solutions.
• Agencies determine whatlevel is appropriate basedon agency policy and NISTguidance.
Order Level Materials

• Why OLMs are needed.✓ Cumbersome for the ordering activity to add non-Schedule supplies or services to a
