– Majority of funding authority is received in 3rd quarter (Apr-Jun) of FY
– Higher contract burn rates due to congressional plus-ups to address compliance and DERP responses on PFAS on active and BRAC installations
– Longer than anticipated pre-award time frames on major contract actions
