Overview 

The DoD Information Security Program Manual (DoDM 5200.1) provides guidance on classification and control markings for documents and other types of electronic media; however, it doesn’t specifically reference with examples on how these requirements should be applied to e‐learning content.  This document is intended to clarify and standardize application of material markings for content hosted on the Naval Education and Training (NETC)/Navy e‐Learning (NeL) Learning Management System (LMS) within the unclassified and classified network environments (i.e., Non‐classified Internet Protocol Router Network [NIPRNET] and Secure Internet Protocol Router Network [SIPRNET]), respectively.  The guidance provided is supplemental to DoDM 5200.1 and the Information Protection Policy for NETC Learning Management System in Multiple Networks and Application Environments Instruction (NETC 5510.1C).    

Contracting Considerations 

As stated in DoDM 5200.01:  When CUI is provided to or generated by DoD contractors, the controls and protective measures to be applied shall be described in the pertinent contract documents (e.g., contract clause; statement of work; or DD Form 254, “Department of Defense Contract Security Classification Specification”).  Solicitations and contracts shall use a non‐disclosure of information clause that prohibits release of unclassified information to the public without approval of the contracting activity (e.g., clause 252.204‐7000 of the Defense Federal Acquisition Regulation Supplement (Reference [i]).  The clause shall also be made applicable to subcontractors.   Reference:  DoD Information Security Program Manual 5200.01 Vol. 1‐4.; DoD Information Security Program: CUI DoDM 5200.01–Vol2, February 24, 2012, Enclosure 3, Section 1.e  NeL LMS Requirement Synopsis:  Controls and protective measures to be applied shall be clearly communicated to all parties involved and included in the contract statement of work verbiage prior to a sponsor’s solicitation of a contractor (e.g., Request for Proposal [RFQ]) or content development kickoff meeting that involves exposure to classified or CUI such as FOUO content. 

Classification Marking Requirements 

Navy e‐Learning content, when launched from the LMS, is to have markings similar to that of a multi‐page document.  Each lesson within an e‐learning course (content package), even if launched separately, is similar to chapters / sections within a larger document.  The first page of first lesson in a course, typically an introduction, will be the “Title page” and must adhere to the requirements as referenced in this guidance.  Additionally, individual pages, portions, etc., which are contained throughout other lessons in course shall be marked specifically with adherence to policy as described in the following sections.  Reference items included in the course, such as .pdf files, shall follow guidance already clearly described in DoDM 5200.1.

The following tables describe marking requirements for common scenarios encountered when creating content to be hosted on NeL LMS environments and are followed by figures to provide visual examples.  The left column in each table depicts hosting scenarios and associated figure numbers.  The right column in each table includes pertinent guidance extracted from DoDM 5200.1 followed by bolded text that states how it’s to be interpreted and applied to NeL content.  This marking guidance shall be adhered to for all content hosted on LMS.  

Table 1:  Requirements for Unclassified Content on Unclassified Network

Table 2: Marking For Official Use Only (FOUO) Course on Unclassified Network   

IF  THENCourse will be hosted on unclassified network and DOES contain Controlled Unclassified Information (CUI) material requiring dissemination control.   NOTE: The most prevalent CUI marking encountered within NeL context is ‘For Official Use Only’ (FOUO)as such; references and examples within this guidance utilize that to identify CUI dissemination control markings. Other forms of CUI such as Law Enforcement Sensitive (LES), Unclassified Nuclear Information (DoD UNCI), No Foreign (NOFORN),  exist and follow similar marking requirements, however specific instructions for each can be found within DoD Information Security Program: Marking of Classified Information DoDM5200.01‐Vol 4, February 24, 2012, Enclosure 3 Section 2‐7  See Figure 1, 2 and 2a   

Course Title page shall have distribution statement containing the following information; Authorized audience, Reason for restriction, Identity of the CDO (Controlling DoD Office), Date of Publication.  (See Attachment 1) Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 23.a_Figure 24  

Documents shall be marked “FOR OFFICIAL USE ONLY” at the bottom of the outside of the front cover (if there is one), the title page, the first page, and the outside of the back cover (if there is one). Optionally, for consistency with classified systems, the document may be marked “UNCLASSIFIED//FOR OFFICIAL USE ONLY.”  Internal pages of the document that contain FOUO information shall be marked “FOR OFFICIAL USE ONLY” at the bottom. Optionally, for consistency with classified systems, internal pages may be marked “UNCLASSIFIED//FOR OFFICIAL USE ONLY” or “UNCLASSIFIED//FOUO”; in such case internal pages shall be marked at both the top and bottom. Subjects, titles, and each section, part, paragraph, or

IF  THENCourse will be hosted on classified network and contains Secret/Classified, For Official Use Only, and Unclassified content.   See Figure 5‐5a                                    

The highest level of classified information contained in a document shall appear in a way that will distinguish it clearly from the informational text and shall be conspicuous enough to alert anyone handling the document that it is classified. Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 2.b 

 

All classified documents shall bear the information identified in this section; however, in exceptional cases specific information required by this section may be excluded if it reveals additional classified information. The information is to be shown using these marking elements: banner lines; portion marks; Component, office of origin, and date of origin; and classification authority block (OCA or derivative). Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 3.a‐f  

Every classified document shall show on the first page, title page, or front cover (hereafter referred to as “the face of the document”), the originating DoD Component and office and the date of the document’s origin. This information shall be clear enough to allow someone receiving the document to contact the preparing office if issues or questions about the classification arise. If not otherwise evident, the DoD Component and office of origin shall be identified and follow name and position on the ‘‘Classified By:’’ line. Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 7  

The classification authority block shall appear on the face of each classified U.S. document, except as provided in subparagraph 8.a.(3) of this section, and shall indicate the authority for the classification determination and the duration of classification (i.e., declassification and downgrading instructions). The authority for the classification determination may be either original or derivative. Reference:  DoD Information Security Program: Marking of Classified

 The banner line on an interior page shall specify either the highest level of classification of information on that page or “UNCLASSIFIED” if there is no classified information on the page, along with the applicable control markings, or alternatively, all interior pages of the document may be marked with the overall classification of the document and any applicable control markings. Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 5 c (1) 

 

       Every portion (e.g., subject, title, paragraphs, sections, tabs, attachments, classified signature blocks, bullets, tables and pictures) in every classified document shall be marked to show the highest level of classification that it contains. When deciding whether a subportion is to be treated as a portion and separately marked, the criterion shall be whether the marking is necessary to avoid over‐classification of any of the information or to eliminate doubt about the information’s classification level. If there are different levels of classification among a portion and any of its subportions, then all subportions shall be treated as individual portions and marked separately. Reference:  DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 6 a

be simultaneously classified and FOUO.  Therefore, classified documents containing FOUO information cannot bear an overall document marking of FOUO. However, portions or pages of a classified document that contain only FOUO information will be marked in a manner that identifies the FOUO content.  Reference:  DoDM 5200.01–V4, February 24, 2012, Enclosure 3 Section 2.9.b.2.a   

NeL LMS Requirement Synopsis:  The Content Title and/or Introduction Page will have header and footer identifying course as SECRET, as well as containing a classification authority block. Internal pages will be marked at the highest classification of information on the given page. All portions (e.g., subject, title, paragraphs, sections, tabs, attachments, classified signature blocks, bullets, tables and pictures) shall be marked to show the highest level of classification that it contains. Ensure all FOUO information is portion marked as well.  Portion marks will be placed before the text. The overall course classification remains “Secret” as well as the classification of content pages containing both Secret and FOUO content. A page with only unclassified and FOUO content shall be marked as “Unclassified/For Official Use Only” in banners at top and bottom.  Ensure banner markings are conspicuously placed, centered when possible, of adequate font size, utilizing contrasting colors to ensure maximum visibility.

Table 6:  Marking of Electronic Media within Course Content  

IF  THENContent contains electronic media files such as photographs, audio files, imbedded video, visual aids, etc.

Electronic media files such as video, audio, images, or slides shall carry the overall classification and classification authority block, unless the addition of such information would render them inoperable. In such cases, another procedure or method shall be used to ensure recipients are aware of the classification status of the information and the declassification instructions.  Reference: DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 17 c.6 

 When classified information is contained in computer or other electronic media, audiovisual media, chart and maps, or other media (including hardware, equipment, and facilities) not commonly thought of as documents, the requirement remains to identify as clearly as possible the information that requires protection, the level of protection required and its duration. The main concern is that holders and users of the material are clearly notified of the presence of classified information. Reference: DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 18 a 

 Mark DVDs, video tapes, motion picture films, and web videos with their classification and any control markings at the beginning and end of the presentation. Place an audible statement of overall classification and dissemination control requirements at the beginning and end of sound recordings.   Reference: DoD Information Security Program: Marking of Classified Information DoDM 5200.01‐Vol2, Change 2, 03 March 2013, Enclosure 3, Section 18 c.3.d,e 

 Charts, graphs, photographs, illustrations, figures, drawings, and similar portions within classified documents must be marked to show their classification. The classification shall be based on the information contained in or revealed by the item. The portion marking shall be placed immediately preceding the chart, graph, etc., or within the item and shall be large enough to ensure viewers easily recognize it. Captions or titles of these portions must also be marked, as for text, and will indicate the classification of the caption or title, not of the portion (e.g., chart or graph) itself. The portion marking may be placed within the

NeL LMS Requirement Synopsis:  All classified or Controlled Unclassified Information such as For Official Use Only (FOUO) media files, must be marked in compliance with DoD 5200.01 Vol2. Audio, video and visual aids require specific markings to safeguard the information.
