Naval Mobile Construction Battal- ion (NMCB) 11 was selected as the recipient of the Rear Admiral Eugene J. Peltier Award for fiscal year 2012, Jan. 31. The announcement came in a message from Commander, Naval Facilities Engineering Command Rear Adm. Katherine L. Gregory. Units selected for this prestigious award are recognized leaders in the Naval Construction Force in safety, overall performance, readi- ness, construction accomplish- ments, equipment management, logistics programs, retention, and training. NMCB 11 completed an eight- month United States Central Com- mand deployment in Afghanistan during 2012 in which the battalion set the stage for the surge draw- down of U.S. and coalition forces and eventual transfer of mission to the Afghan forces. The Peltier award is named for a legendary and distinguished Civil Engineer Corps and Seabee leader. Commissioned into the Navy in 1940, Peltier was ap- pointed Chief of the Bureau of Yards and Docks, and Chief of Civil Engineers of the Navy in 1957 where he served until 1962. Peltier died Feb. 13, 2004 at the age of 93 and was interred in Ar- lington National Cemetery in Ar- lington, Va. include: Family Care Plans, InLoco Parentis Powers of Attor-ney, Guardianship, and Adop-tion. FAMILY CARE PLANSSingle parent service mem-

bers, dual-military coupleswith dependants, or thosewho have a legal custodyarrangement with a non-spouse are required to have aFamily Care Plan per OP-NAVINST 1740.4D andDODINST 1342.19. A familycare plan includes formNAVPERS 1740/6 signed byboth the service member(s)and the party, who is to carefor the child(ren).Family Care Plans are not

legal documents. The personnamed to care for the childrencannot enroll the children inschool, make medical deci-sions, and if a custody dispute

arose, in a court of law. This isonly an administrative tool themilitary uses to ensure thatservice members have all theirducks in a row in order tomaintain worldwide assignabil-ity. It is a military requirementthat can be changed at yourelection, but it has no legal ef-fect. IN LOCO PARENTIS POWER

OF ATTORNEYA Power of Attorney (POA) is

a legal document authorizingsomeone else to do somethingthat previously only you wereable to do; however, there isno legal obligation for anythird party (school, hospital,etc.) to accept it. If a thirdparty does accept it, the docu-ment assures them that theywill not be sued.An in loco parentis POA can

be used to authorize someoneelse to make decisions for thebenefit of your children. ThesePOAs expire after a specifiedperiod of time. They are prac-tical because they are fairlyeasy and quick to create. Mostlegal offices can draft one upon a walk-in basis. If you needsomeone to be able to makedecisions for the benefit ofyour children for you for ashort period of time, an InLoco Parentis POA may be theway to go. These types of POAs cannot

be used to enroll a child inDEERS . Also, some schools

may not accept it; for this rea-son, it would be wise to firstdetermine whether the schoolhas its own forms/POA theywould like you to fill out. ; GUARDIANSHIPIf you need someone to take

care of your child for a year ormore, you should seriouslyconsider guardianship. Aguardian is a court-appointedindividual, who accepts re-sponsibility for the care of achild. Obtaining a guardiandoes not cut off the biologicalparent’s rights. A guardian-ship requires court interven-tion which means that apetition needs to be filed atfamily court. Some jurisdic-tions allow pro se (without anattorney)filings, but it is al-ways encouraged to hire onein order to ensure theguardianship is done correctly. After the petition is filed, a

court investigator may inter-view the petitioner, the child,and the biological parents tomake a recommendation.After giving an opportunity forall parties to speak, and con-sidering the best interest’s ofthe child, the court will grantor deny the request. Normally,all parties are consenting, butguardianship can also beawarded in cases of abandon-ment or neglect. While the bi-ological parents are still legallyresponsible for financially sup-porting their children, often

the guardian shoulders this re-sponsibility. The guardian canexpect court oversight untilthe guardianship expires,when the child turns 18, orwhen the judge says it’s nolonger necessary. Third partiesare more likely to accept proofof guardianship over an InLoco Parentis POA.ADOPTIONAdoption requires termina-

tion of the biological parent’srights. This is also court or-dered, so it requires sometime and money. Unlike a guardianship, it lasts

forever. The child is treatedas if they were biological. Allparental rights or responsibili-ties are transferred to theadopting parent. Again, if youare thinking of adoption, youshould utilize an attorney toensure everything goes cor-rectly.As parents, we need to be

educated on these issues sothat we can make the best de-cisions for our children. Please visit

Construction is underway for anew, state-of-the-art NavalBranch Health Clinic (NBHC) onboard Naval Construction Battal-ion Center (NCBC) Gulfport.Work began on the $20 million,

30,000 square foot, two-storyfacility in fall 2012, and will re-place the existing clinic, origi-nally built in 1969. Work isscheduled for completion latesummer or early fall 2014. Inaddition to a 152 percent in-crease in size, the new clinic willalso include 216 parking spaces.Also included in the structuraldesign is the potential for a fu-ture drive through pharmacy.Lt. Cmdr. Joe Mastrangelo,

NBHC Gulfport officer-in-charge,said the new clinic will not offernew services, but will make ob-taining the existing servicesmore efficient by consolidatingall medical services offered onthe base under one roof.“There really is no difference

from what we are currently of-fering. What it does is consoli-date the services that we haveall over the base now, includingbehavioral health, mentalhealth, FOCUS, battalion medicalassets and physical therapy,”said Mastrangelo. “It right sizesto modern technology and mod-ern equipment … and also im-

proves the patient flow and ad-jacencies.”Mastrangelo said consolidating

services will not only benefit pa-tients, but the staff andproviders serving them.“It [consolidation] makes pa-

tient care much more efficient.It’s a one-stop shop for folks, soit facilitates a smoother flow forthe patient, and for the staff intreating the patients,” said Mas-trangelo.According to Lt. Paul Benoit,

health facilities planning andproject officer for Naval MedicalMedicine East Detachment Gulf-coast, Miss., the project is apartnership between many engi-neering entities working to-gether to bring a modernmedical facility to the people ofGulfport.“The partnering efforts with

sources, indoor environmentalquality, innovation and designprocesses and regional prioritycredits, which include stormwater design, thermal comfortand on-site renewable energy.Mastrangelo said he feels a

new clinic is long overdue atGulfport and that he and hisstaff are happy to get a new fa-cility, but also hopes that peopleclose to the clinic will consider itfor their healthcare needs.

“We are all very excited to getinto a new clinic, a new homefor the Gulfport Branch HealthClinic Team. Our staff is growinghere, and it will allow us to bemore efficient in the way thatwe do business here,” said Mas-trangelo. “I hope that people forwhatever reason in the past hadbeen enrolled to Keesler that arecloser to the clinic here wouldconsider giving us the opportu-nity to provide the care.”

CAMP KRUTKE, Afghanistan -Task Force Anchor Seabeesfrom Naval Mobile Construc-tion Battalion (NMCB) 133 con-tinue preparations for theSpring physical fitness assess-ment (PFA) by staying inshape. Devoting time for exercise

before or after the work dayas well as an option duringlunch, the Seabees participatein Camp Leatherneck Morale,Welfare and Recreation activi-ties and command based func-tions.Echo Company’s Wolf Pack is

a group of Seabees who runup to 10 miles, three times aweek at 4:30 a.m. The pack isled by Master Chief Construc-tionman Clinton George whoclaims there’s nothing betterthan an early morning run tostart the day off and that run-ning is one of the best activi-ties most people can do toimprove their physical health.Another group workout tak-

ing place on the Seabee campis a challenging CrossFit led byChief Equipment OperatorChris Brown, the battalion'sPFA coordinator. CrossFit is a fun, difficult,

and electrifying hardcore work-out which combines a wide va-riety of functional movementsinto a timed or scored work-out. These workouts includesprinting, flipping tires, weightlifting, box jumping, air squatsand many more. “It makes you feel good to

do something that is so exten-

sive and overwhelming andthen look back at it and say, Ijust did that,” said Brown. “Ifeel that we as Seabees shouldbe actively engaged in stayingphysically fit.”Chief Utilitiesman Laroy

Brisco heads the Insanityworkout aboard Camp Krutke. Insanity is a 60-day strenu-

ous, stamina training exercisewhich works all parts of thebody through core strengthsas well as intense cardio train-ing with longer, higher-inten-sity intervals and relativelyshort rests.

“I want to make Seabeesuse the drawstring in their PTgear,” said Brisco, who startedthe workout program to keepthe command in shape. “Thisis what I do.” In addition to these sched-

uled activities, NMCB 133Seabees also take part insporting activities such as vol-leyball tournaments, footballwith fellow Marines, basketballand even dodgeball. NMCB 133 is currently de-

ployed to the Fifth Fleet areaof responsibility in support ofengineering operations forcoalition forces, the AfghanNational Army and the localpopulation.

Students from the SureStart program at W.T. Samp-son Elementary School inNaval Station GuantanamoBay, Cuba were able to per-form at their first outsidemusic concert, Feb. 7 thanksto a stage constructed anddonated by Seabees fromNaval Mobile ConstructionBattalion (NMCB) 27.The stage project was part

of the vision of Wanda Robin-son-Caton, a Sure Startteacher, and some dedicatedparents to construct a musiccenter for the children. "The students like playing

the class instruments, but itcan become very loud insidethe classroom," explainedRobinson-Caton.

Robinson-Caton communi-cated her ideas to theSeabees on base, who weremore than willing to helpmake the vision a reality. The Seabees refined the

A recent policy change allows Sailors with a PTS "Intends toSeparate" status to participate in the upcoming March 2013 ex-amination. Naval Administrative Message (NAVADMIN) 023/13, released

Feb. 8, provides updated guidance for the Cycle 219/March2013 Navy-wide enlisted examinations for Active Duty, ActiveReserve, Full Time Support and Canvasser Recruiter advance-ment.For the September 2012 advancement cycle 216, Active Duty

Sailors who had an "Intends to Separate" Perform to Serve(PTS) status were ineligible for the Navy-wide advancement ex-amination. NAVADMIN 023/13 explains that changes in reten-tion behavior, and the Navy's shifting posture from downsizingto stabilizing, have enabled candidates in a PTS "Intends toSeparate" status to be eligible for advancement.Sailors who have received final PTS denial (Denied Final - Ac-

tive) on their December PTS application remain ineligible to par-ticipate in the March examination.Another important change announced in NAVADMIN 023/13

concerns security clearance requirements for advancement. Afavorable investigation adjudication issued by the Department ofthe Navy Central Adjudication Facility (DONCAF) remains as arequirement. However, the updated policy now allows a Sailorto take the advancement exam with an interim clearance issuedby the unit commanding officer while awaiting formal adjudica-tion from DONCAF. That interim clearance must be granted priorto the first day of the month of the regularly scheduled exami-nation date."The intent of this change is to minimize adverse impact to ad-

vancement opportunity for those Sailors who have properly ap-plied for a security clearance and are awaiting a finaldetermination," said Enlisted Plans and Policy Branch HeadCmdr. Renee Squier. "However, every effort should be taken bythe command and the individual to receive final determinationson all Sailors requiring a security clearance as soon as possible."For certain ratings listed in the Cycle 219 NAVADMIN 342/12,

the steps Sailors should taketo verify their awards are ac-curately reflected in the NavyDepartment Awards Web Serv-ice (NDAWS) and their OMPF.All personal awards, Navy andMarine Corps AchievementMedal and higher, should beshowing in a service member'srecord."In the past, award citations

or certificates received directlyfrom the member for theOMPF were not accepted,since they were required to bemailed from the command au-thorized to enter the award

into NDAWS," said Jim Giger,head of Records ManagementPolicy Branch (PERS-313),Navy Personnel Command(NPC). "Sailors will now beable to send in copies of theirown award citations or certifi-cates for their OMPF if theaward is accurately reflected inNDAWS."Before a Sailor requests a

missing award citation or cer-tificate be added to theirOMPF, they should verify theaward is recorded in NDAWSby visiting the U.S. NavyAwards website athttps://awards.navy.mil andlaunching the "PersonalAwards Query." If a Sailor's award is

To resolvethis conflict, a Sailor must con-tact their command's NDAWScoordinator, since only NDAWScoordinators can enter ap-proved awards into theNDAWS database. The NDAWS coordinator will

need an original copy of theaward citation/certificate and,if available, a copy of the or-ders from the service or jointapproval authorities. Once andaward is entered and reflectedin the database, the NDAWS

coordinator will then submitthe award citation or certifi-cate to NPC for entry into theservice member's OMPF.Awarding authorities must

submit a completed OPNAVForm 1650/3 and award cita-tions or certificates to theirNDAWS coordinator for entryinto NDAWS. A list of NDAWScoordinators is available on theU.S. Navy Awards website."It is important that only au-
