The Stern Report indicated that society should now be spending between 1-2% of GDP on responding to climate change in order to avoid far larger costs in the future.

GEP Said The NI186 Delivery Plan and work around NI188 are

showing how difficult it is to secure the resources necessary at a local level to contribute to the national response.

Addressing this gap will be a key challenge for GP in terms of establishing more secure and long term resourcing streams able to support the carbon reduction and climate change adaptation activity that is required now and in the future.
