Who we are
The National Youth Service is a youth development service institution, established by the National Youth Service Act 2005, (Act No. 6 of 2005).
What we do
The National Youth Service (NYS) is involved in: • YouthRecruitmentfromallregionsandconstituenciesinNamibia; • Youthdevelopmentthroughactivelyinvolvingyouthinnationaldevelopmentefforts andactivities; • Encouragingyouthvoluntarism; • Facilitatingyouthcontributiontosocio-economicdevelopmentandpovertyalleviation; • Creatingopportunitiesforskillsdevelopmentandcareerpathfortheyouth,and • Contributiontonationalfoodsecuritythroughfoodproduction.
MissionTo deliver relevant national services and offer recognized skills training and personaldevelopmentprogrammestotheyouththroughattainingtherequisiteinstitutionalcapacitywhileengaginginincomegeneratingventuresinlinewithnationaldevelopmentgoals.

Message from the Commissioner
TheyouthconstitutethemajorityoftheNamibianpopulation.Consequently,itisthisgroupofthepopulationthatfacesmanysocialandeconomicchallengessuchahighrateofschoolfailure and unemployment.
Upon consideration of those challenges, the Namibian Government found it necessaryto establish institutions thatcanaddress theplightof theyouth inorder tomake themproductive citizens that will contribute to the social and economic development of thecountry.AmongtheseinstitutionsistheNationalYouthService(NYS).
TheconstitutingActoftheNationalYouthServiceprovidesforthefollowingobjectives:
a) Serveasameetingpointforyouthfromvarioussocialandculturalbackgroundssoasto enabletheyouthtosharecommonexperiencesandtoencouragenotionsofequalityb) Providetheyouthwithopportunitiesforfurtherstudiesandtrainingsoastoenhance their opportunities of employmentc) Contributetothesocio-economicdevelopmentofNamibiaandthealleviationofpoverty in the countryd) Provideopportunitiesfortheyouthtotakepartinnationaldevelopmentonvoluntary basise) Encouragepatriotism,asenseofnationhoodandcommitmenttoNamibia’s development
Inmeeting these objectives, NYS offers, among others, a freethreephasetrainingprogrammetotherecruitedyouth.
As per its mandate, the National Youth Service profoundly acknowledgesandappreciates,thatyoungpeopleareacrucialsegmentofoursociety,thatyoungpeoplearethebasis for future development, both as catalysts and beneficiaries.Theyoutharethereforeurgedtomakeuseof theopportunitygiven to them to realize theirdreamsthroughtheservicesofNYS.

WhentheNationalYouthServiceshapesitsyouthprogrammes,furtherguidanceisdrawnfromother national policies too, particularly Vision 2030 and the National Youth Policy. Vision 2030, whichisthenationallong-termsocio-economicdevelopmentpolicysetsandenvisagesamongothers,thefollowingtargetsforyouthdevelopment:
• Youthprovidedwithdiverseopportunitiesforeducationandtraining • Namibiahasapoolofeducated,skilled,motivated,confidentand responsible youth • Namibia has an empowered youth with an opportunity to play an activeroleinshapingabettersociety
Two thousand four hundred and twelve (2412) youth has been recruited in the National Youth Servicesince2008.TheService,withtestedleadership,strivestoreachgreaterheightsandbecometheyouthorganizationofchoiceinNamibia.

NYS Three Phases Training Programme
Inanefforttoachieveitsmandate,theNationalYouthServiceoffersaFREEthreephasestrainingprogrammetotheNamibianYouth.
NYS has been establishing a number of training centres country-wide, in order tomeet the infrastructural demand on mandate delivery. The first Centre established isRietfontein, situated in the Otjozondjupa region, between Otavi and Grootfontein. TheCentre is currently undergoing major infrastructural development in terms of youth andtraining officers’ accommodation, trainingworkshops and classrooms. It would be thebiggestVocationalTrainingCentre inOtjozondjuparegion. DuetoahighdemandbytheyouthtojoinNYS,youthtrainingcentreswouldbeopenedinallthirteenregionsofNamibia,ofwhichsuchtwocentreshavealreadybeenestablishedandoperationalandOndangwa,andHentiesbayinOshanaandErongoregionsrespectively.Otherregionalcentresareintheprocessofbeingestablishedwithinthenextfiveyears.

Thethreephasetrainingprogrammeisasfollows:
1. Phase One: Civic Training
Thisphaseoftrainingisofferedforaminimumperiodofthreemonthsandisaimedat:
• Upliftingthegenerallevelofdisciplineamongrecruits• Inculcateasenseofpatriotismamongthetrainees• Developtheyouthintoindividuals,withgoodphysicalandmentalendurance,exemplary moralandethicalcharacter,andintegrity
2. Phase Two: National Voluntary Service
TheNationalVoluntaryServiceisofferedforaminimumperiodofsixmonths.It isduringthisphaseoftrainingthatrecruitsarepostedtoserveonvariousprojectsthatareofnationalimportance around the country.
ThepursuitofthistrainingphasehasnecessitatedNYStoengageandenterintoagreementswithvariousstakeholdersandauthoritiesatlocalandnationallevels.Atnationallevels,the

MinistriesofFisheriesandMarineResources;LabourandSocialWelfare;Agriculture,WaterandForestry;HealthandSocialServices;LandsandResettlement,havebeensomeofthestakeholdersengaging in thisprogramme. For theMinistryofHealthandSocialServicesin particular, as NYS continue to deploy recruits to hospitals and medical centres around thecountrytocarryoutnon-nursingservicessuchaspackingmedicineinthepharmacies,cleaningandpottering. Many communities in the rural areas continue to suffer from lack of road infrastructure.In response to requests from regional Councils country-wide, NYS recruitssuccessfullycompleted thede-bushingofan80kmroadbetweenEengondhi-OlukupaandOnkumbula, in Okankolo Constituency, Oshikoto region and 29km road at AnamulengeConstituency,OmusatiregionandhaveworkedonafeederroadembankmentatOshikukuConstituency,Omusatiregion.TheServicerecruitshaveequallyparticipated inanumberof national voluntary servicesundertakes including continuousparticipation in agriculturalproductionatvariousNYSagriculturalprojects.

3. Phase Three: Skills Training
ThisisthelastphaseoftheNationalYouthServicethreephasestrainingprogramme,andrecruitsaregiventheopportunitytocommencewithskillstraininginoneofthefollowingfieldsuptovocationaltraininglevelthree(L3).
√ Hospitalityandfoodbeverage √ Plumbingandpipefitting √ MetalFabrication √ JoineryandCabinetMaking √ Bricklayingandplastering √ HairdressingandCosmetology √ Automotive mechanics √ OfficeAdministration Supplementary SubjectsRegardlessofthetradespursuedbytheyouth,alltraineesarecompelledtoundertakethesesubjectsinordertoupgradetheirproficiencyingeneralnumeracyandliteracywithaviewtocopingwithchosentradesandfuturecareerpaths.Theseare:

Theaveragedurationofthecoursesistwo(2)years,withamaximumofsix(6)monthsonindustrial(job)attachment.Thecurrentcurriculum,exceptHairdressingandCosmetologycourse,offeredbyNYSaretobeaccreditedbytheNamibiaTrainingAuthority(NTA)
InordertosupplementtheNYSinternaltrainingcapacity,NYShasenrolledanumberofitsrecruitsinvocationaltraininginstitutionscountrywideandintheSADCregions.AnumberofthesetraineeshavealreadygraduatedandhavesecuredemploymentwithinstitutionsthatrequiretheirskillssuchasMinistryofHealthandSocialServices(nurses),MinistryofDefence(basicengineering)andvariousprivateandpublictransportoperators(heavydutydrivers).
Entry Requirements i) Namibiancitizenii) Atleast16yearsofageandnotolderthan35yearsofageiii) FormalSchoolCertificationforTechnicalTradeswithrequiredpoints,theyouthentering theServiceshouldnotbecompelledtobeinpossessionofformalschoolcertificate, howeverexceptionshouldbemadeforspecificprogrammesoftheServicethatrequire youth to achieve a certain level of educationiv) Submithim/herselfwillinglyforamedicaltest,excludingHIV/AIDSv) Hasundergoneapregnancytest,incaseoffemaleapplicantsvi) Hasnoconvictionofanyoffencementionedinscheduleone(1)oftheCriminalProceduresAct,ActNo.51of1977.amongothers:rape,fraud,murder,robbery,housebreaking,andtreason.Sedition,kidnapping,culpablehomicide,bestiality,publicviolence,indecentassault,sodomy,assault-whenadangerouswoundisinflicted,forgeryoralteringaforgeddocument,offencesrelatingtocoinage,escapingfromlawfulcustody,receivingstolenpropertyknowinglyithasbeenstolen,andanyconspiracy,incitementorattemptto commit any offence referred to in this schedule
How to applyUpon call for enlistment by NYS, interested youth should collect the NYS application formsandapply from theirConstituencyoffices, forwhich theymusthave resided in thejurisdictionofthatspecificConstituencyforaperiodofnotlessthantwelve(12)monthspriortotherecruitment.TheService,togetherwithitsstakeholders,processestheapplicationsincludingenlistmentoftherecruits.

Agriculture ProductionAgricultureisoneoftheareasthatcontributetotheGDPofNamibia.InorderfortheNationalYouthServicetobeselfsustaining,theorganisationisinvolvedincropproduction(mahangu,whiteandyellowmaize,sunflowerseedsandvegetables)andlivestockfarmingatitsfarmsand centres, as follows:
