The National Wheelchair Basketball Association (NWBA), the governing body for the men's, women's, junior's, and collegiate wheelchair basketball. seeks an experienced vlsiOO8lY leader to be its Executive Director. P1i111alY duties consist of developing and directing the operation of the National OffIce and ifs staff. overseeing the budgetary and development process including fundraising and foundation development, providing counsel to the elected Executive Committee, and representing the NWBA both nationally and internationally.

Qualifications include leadership and management skills, sports marketing and sports management experience, 501-C-3 foundation and organlzatJon development experience, and proof of successful fundraising and financial development experience, grant writing experience, event planning recon:f, and knowledge of and with the sport of wheelchair basketball.

Interested candidates should possess a college degree and a minimum of

Hall of Fame Members Honored

On October 28th 1999, NWBA Founder, Timothy J. Nugent was honored In Washington D. C. by the Henry B. Betts Foundation. Tim received his award at a reception at the library of Congress. The award is funded by Prince Charitable Trusts and is bestowed upon a living Individual who has made outstanding contributions to the quality of life for people with physical disabilities. The award is named for Henry B. Betts MD former President and CEO of the Rehabilitation Institute of Chicago (RIC). In addition to his founding the NWBA and organizing the first ever National Tourney, nm championed the rights of the disabled at the University of Illinois giving returning Wood War II Veterans a chance to further their education upon their release from the rrilitary. He was directly resrxmsJble for designing accessible facilities at the U of I Campus In Galesburg, IL & Implementing accessible transportation at the Champaign-Urbana Campus. Tim served the NWBA as it's first Commissioner for 25 years, and continues to attend every NWBT and

Junius Kellogg

Former Pan-American Jets & Brooidyn Whlrlaway Coach Junius Kellogg was honored on December 5th 1999 with a basketball toumament named in his honor. The First Junius Kellogg Tourney was held at Fordham University in NYC. The event was organized by Cecil Watkins, President of the NYC Pro-Am league & NWBA Vice

President Joe lucari. Juni coached the Pan-Am Jets to a National Championship In 1959 & was Head Coach of the 1964 Gold Medal Paralympic Basketball Team. He is most noted for his honesty & Integrity in bring the Mscandals· of college basKetball to a head in the earty 50's when he refused to take a bribe to shave points In an NCAA game. Junius was a star player with Manhattan College in NY. He later went 0f1 to play with the famed "Harlem Globetrotters" and was injured in a car accident in Arkansas. The Kellogg Tourney featured six top ranked High Schools from the NYC Public School & catholic School Athletic Associations. Pan-Am Jets' Hall of Fame members Saul Welger, Percy Mabee & Julius Jiacoppo as well as EWBC Conference Commissioner Ed Waluk & NWBA 2nd VP Joe LucerllN8f9 on hand to present awards to outstanding players In this tournament. Funds raised from this event will be used to set up a Junius Kellogg Scholarship Program.

The appeal of AI Campos was reviewed on Thursday, Dec. 9, 1999 by the Executive Committee. It was determined by a majority vote that AI may play with the Long Beach Flying Wheels for the 1 ws..2000 season. The decision was reached primarily due to the fact that the Casa Colina Rolling Bears do not practice regularly in Pomona, but only 50% of the time. 11999-2000 RULE CHANGES

Hopefully all team reps have received and READ the 1999-2000 Rules and Case Book. The NWBA did not have any changes but the NCAA did which affects our organization. Please note those changes which are listed below and SHARE IT with your TEAM and OFFICIALS:

Rules , .... and 1-5: A home team not having a visible, contlnuous, 2-1nch wide mid-<:ourt division line that extends the entire width of the court and a visible oontinuous 2-1nch wide center-circie line will be charged with an administrative technical foul at the start of the game. Commluloner Roger Davis, Sr. has ruled that sinca wheelchair basketball clubl are not In control of their courts' markings that this rul. shall not be enforced for tha remainder of the .... on.

Rule 1-22: to enable officials to see the coaching-box line more clearly, a 3 ft. long line shall be extended out onto the playing floor, similar to the old -hash marks-. All rules regarding coaching -box enforcement remain the same. CommlMloner Roger Davis, Sr. has ruled that .Ince wheelchair basketball clubs are not in control of their courts markings that thl. rule shall not b. enforced for the remainder of the current se8l0n.

Rule 3-5 Uniform numbers -1 and 2-were made legal.

Rule 5-11: Length of mini-tim&-OUt has changed from 20 sec .. to 30 sec. to coincide the media mini tim&-OUt length.

Rule 7-5-k: This rule, known as the -held-ba,ll rule was rescinded after one season of use. All held-ball situations will return to being adjudicated by the alternating possession arrow under the same rules used In 1997-1998 and

CLASSIFICATION PROCEDURE

All claulflcatlons must be perfonned by certified NWBA Classifiers. Each players' application fonm must be completed and accompanied by the MANUAL MUSCLE TEST lonm. This examination and the MMT fonm are to ill! DONE ON ALL players, regardless of their class detenmination. In addition, the ORIGINAL Classification papers MUST be signed by all the officials listed at the bottom of the fonm and forwarded to the NWBA Commissioners Office.

Coplu of the fonm should be retained by the Conference Commissioners for a reference when reviewing rosters and game reports .

INCOMPLETE OR UNSIGNED FORMS WILL BE RETURNED and the player in question will be considered UNCLASSIFIED until such time as the tonms are completed and returned to the National Office.

Thirteen women's teams are registered with the NWBA for the 1999-2000 season. Joining the women's division this year is the Var1ety Village Rolling Rebels, a team formed by former U of I player Tracey Feryuson, who 'Nill be returning to Canada as she graduates In December. Many new faces appear on the 'NOmen's rosters as well as faces of the past retuming to the game. An Influx of juniors on the rosters points to a positive sign for the future of women's wheelchair basketball In the US. Virtually every roster Includes at least one player In their teens. The follawoing teams are members of the NW8A 'MlfTIeIl'S division for the 1999-2000 Season.
