Feed-in Tariff-Allowance: Runway to Renewable Energy Dependence
Consistent with the Energy Reform Agenda (ERA) crafted by the Department of
Energy (DOE) which is anchored on the overall goals of ensuring energy security, achieving
optimal energy pricing and developing a sustainable energy system, the government tapped
the participation of private entities/investors in accelerating the development and use of
potential renewable energy resources. This was made possible through the passage of the
Renewable Energy Act of 2008 (Republic Act 9513) and development of policies needed in
the implementation of the Feed-In-Tariff System provided under the said law.
Under Section 7 of the RE Act, a fixed tariff mechanism for electricity produced from
wind, solar, ocean, run-of-river hydro and biomass was mandated to incentivize renewable
energy technology investors/developers. The Energy Regulatory Commission in consultation
with the National Renewable Energy Board created under Section 27 of the said Act
formulated and promulgated Feed-in Tariff systems rules and policies which serve as guide
for the industry players and RE Developer in the implementation of the FIT System.
Following are the relevant resolutions issued by ERC, among others:
1. ERC Resolution No. 16, Series of 2010 dated July 12, 2010 - Resolution Adopting the
Feed-In-Tariff Rules
2. ERC Resolution No. 10, Series of 12 dated July 27, 2012- Resolution Approving the
Feed-In-Tariff Rates
3. ERC Resolution No. 15, Series of 2012 dated November 19, 2012 – Resolution
Adopting the Position of the Commission on the Published Issues Paper on April 2,
2012 and the Corresponding Amendments to the Feed-In Tariff Rules. This Resolution
served as the legal basis for TransCo’s assignment as FIT-All Administrator.
4. Resolution No. 24, Series of 2013 dated December 13, 2013 – A Resolution Adopting
the Guidelines on the Collection of the Feed-In-Tariff Allowance (FIT-All) and The
Disbursement of the FIT-All Fund
5. Resolution No. 18, Series of 2014 dated November 3, 2014 - A Resolution Approving
the Templates for the Renewable Energy Payment Agreement (REPA) and the
Renewable Energy Supply Agreement (RESA)
6. Resolution No. 14, Series of 2015 dated October 6, 2015 – Resolution Adopting the
Wind Power (Wind-FIT2) Rate
7. Resolution No. 6, Series of 2015 dated March 27, 2015 – Resolution Adopting the New
Solar Feed-In Tariff (FIT) Rate.

Accomplishments
A. Sources of Funds
a. FIT-All Collection by Collection Agents from On-
grid Users
Consistent with the FIT-All Guidelines, the
approved FIT-All rate of Php0.0406/kWh for 2015
continued to be implemented in early 2016 until a
new rate had been approved. On February 16,
2016, the ERC issued a Provisional Authority to
implement the FIT-All Rate of Php0.1240/kWh
effective upon the receipt of the order by TransCo.
TransCo received the order on March 22, 2016 and
the new rate was implemented beginning the April
2016 billing. This rate prevails to date.
Summarized below is the FIT-All collection for
CY 2016 and 1st Quarter of 2017:
TransCo has continuously exerted efforts to
communicate with the FIT-All Collection Agents
to remind them of their obligations as Collection
Agents and to advise on matters concerning the
FIT-All.
We are pleased to report that out of 142 Collection
Agents, 139 (98%) thereof has remitted the FIT-
All collection as of March 31, 2017. The
remittances are supported by a Monthly FIT-All
Receivable, Collection and Remittance Report.
However, the following electric cooperatives have
no report, no remittance and remain unresponsive
to date:
1. Abra Electric Cooperative, Inc. (ABRECO);
2. Lanao Del Sur Electric Cooperative, Inc.
(LASURECO); and
3. Maguindanao Electric Cooperative, Inc.
(MAGELCO).
b. Actual Cost Recovery Revenue (ACRR)
Collection/Market Proceeds from the Philippine
Electricity Market Corporation (PEMC) and/or
Host DU.
The table below shows the collection of ACRR
from PEMC/Host DU for CY 2016 and 1st
Quarter of 2017:
We wish to highlight that TransCo observed the
following Effective Cost Recovery Rate (P/kWh)
for BY2016 and as of First Quarter 2017, as
compared to the Forecast Cost Recovery Rate
(FCRR) under the FIT-All Guidelines of 36-
Months Average Load Weighted Average Price
(LWAP) of WESM that is to be used in FIT-All
determination.

B. Payment to FIT-Eligible RE Developers
For the period January 2016 until March 2017, the total
payments of FIT Revenue made to FIT-eligible RE
Developers amounted to Php 13,405Mn. This accounts for
only 62.13% of the total outstanding payables of Php
21,578Mn as shown in the table below:
On a monthly basis, TransCo received the following
demands for payment of FIT Differential from FIT-eligible
RE Developers.
It is worthy to note that the prevailing FIT-All rate
of P0.1240/kWh only gave the FIT-All Fund
around Php700Mn to Php750Mn per month. Thus,
it is not surprising that it was in deficit and that FIT
Differential payables were addressed fully only
after seven months. If there will be no upward
adjustment of the FIT-All rate soon, the delay
could increase even further.
TransCo as the FIT-All Fund Administrator
already paid Php128.33Mn in Late Payment
Interest as of March 31, 2017. In addition to the
actual disbursement, TransCo estimates that the
accrued interest that remains unpaid/unbilled
amounts to Php80.113Mn as of March 31, 2017.
C. RE Payment Agreement (REPA)
As of March 31, 2017, a total of 50 REPAs have
been issued and signed by TransCo and RE
Developers as follows:
D. FIT-All Rate Application for CY 2017
TransCo filed before the ERC the application
for approval of the Feed-In Tariff Allowance
for 2017 on December 01, 2016 at the level of
PhP0.2291/kWh. The same shall undergo
public hearings before being resolved by the
ERC.

Feed-in Tariff System
The Feed-in Tariff system is a scheme that involves the obligation on the part of electric
power industry participants to source electricity from RE generation at a guaranteed fixed
price applicable for a given period of time, which shall in no case be less than (12) years, to
be determined by the ERC.
Purpose: This system shall be adopted to accelerate the development of emerging RE
Resources through a fixed tariff mechanism.
Mandate: A FIT system shall be mandated for wind, solar, ocean, run-of-river hydropower,
and biomass energy resources.
Guidelines Governing the FIT System:
1. Priority connections to the grid for electricity generated from emerging RE Resources
such as wind, solar, ocean, run-of-river, hydropower, and biomass power plants
within the territory of the Philippines;
2. The priority purchase, transmission of, and payment for such electricity by grid
system operators;
3. Determination of the fixed tariff to be paid for electricity produced from each type of
emerging RE Resources and the mandated number of years for the application of such
tariff, which shall in no case be less thatn twelve (12) years;
4. Application of the FIT to the emerging RE Resources to be used in compliance with
the Renewable Portfolio Standards (RPS). Only electricity produced from wind, solar,
ocean, run-of-river, hydropower, and biomass power plants covered under the RPS,
shall enjoy the FIT; and
5. Other rules and mechanisms that are deemed appropriate and necessary by the ERC,
in consultation with the NREB, for the full implementation of the FIT System.

The Commission on Audit (COA) audited the financial transactions of the National Transmission Corporation on March 2017 for the year ending December 31, 2016. Accordingly, the FIT-All transactions were part of the examination. Based on the COA report, no findings or material misstatements were noted on the Financial Statements of the FIT-All Fund.

1. GENERAL INFORMATION
The National Transmission Corporation in its capacity as FIT-All Fund
Administrator was tasked with the establishment, management/administration
and disbursement/settlement (thru the Trustee Bank) of the FIT-All Fund under
ERC Resolution No. 15, Series of 2012 issued on 19 November 2012 by Energy
Regulatory Commission pursuant to Republic Act (R.A.) No. 9513, otherwise
known as the Renewable Act of 2008 ("RE Law").
The TransCo Board of Directors under TransCo Board Resolution No. TC 2014-
013 dated May 28, 2014 approved the assumption by TransCo of the role of
FIT-All Fund Administration.
Department of Finance confirmed in its letter dated June 30, 2014 signed by
Secretary Cesar V. Purisima the designation of LBP as the Trustee Bank of the
FIT-All Fund. Consequently, a Trust Agreement between National Transmission
Corporation and LBP was signed on March 2, 2015.
The FIT-All Fund Administration’s office is located at at 3/F, National
Transmission Corporation Main Bldg., Quezon Ave. corner BIR Road, Diliman,
Quezon City.
The accompanying financial statements of FIT-All Fund Administration for the
year Ended December 31, 2015 were authorized for issue by the OIC of
TransCo on January 17, 2017.
2. SIGNIFICANT ACCOUNTING POLICIES
Basis of preparation of financial statements
The accompanying financial statements were prepared on the historical cost
basis and in conformity with accounting principles generally accepted in the
Philippines. The preparation of financial statements in conformity with
generally accepted accounting principles in the Philippines requires the use of
estimates and assumptions that affect the reported amounts of assets and
liabilities and disclosure of contingent assets and liabilities at the date of
financial statements and the reported amounts of revenues and expenses
during the reporting period. These, estimates are based on management's
best knowledge of current events and actions; actual results may ultimately
differ from those estimates.
The accompanying financial statements are presented in Philippine peso, the
functional currency of the Company. All values represent absolute amounts
except when otherwise indicated.
Statement of Compliance
The FIT-All Fund Financial Statements have been prepared in compliance with
Philippine Financial Reporting Standards (PFRS), Philippine Accounting
Standards (PAS), and interpretations issued by the International Financial
Reporting Interpretation Committee (IFRIC).
Financial assets and liabilities
Financial Reporting Standards in the Philippines require certain financial assets
and liabilities to be carried at fair value, which requires use of extensive
accounting estimates and judgments. The amounts of changes in fair value
would differ if different valuation methodology were utilized while significant
components of fair value measurement were determined using verifiable
objective evidence (i.e., foreign exchange rates, interest rates and volatility
rates). Any changes in fair value of such financial assets and liabilities would
affect directly the statements of income and changes in equity.

Interest on Deposits are the interest earned by the FIT-All Fund LBP Trust
Accounts.
9. OTHER INCOME –INTEREST (PAST DUE)
Other Income-Interest (Past Due) refers to the interest charges by PEMC
against late remittances of market proceeds by Distribution Utilities. PEMC
remits the corresponding share of FIT-eligible RE Plants to the interest
collection to TransCo as the FIT-All Fund Administrator. This amount is
added to the FIT-All Fund.
10. OTHER TAXES
Other taxes are the taxes withheld by LBP for the interest earned by the FIT-
All Fund LBP-Trust Accounts.

Financial Highlights
For CY 2016, TransCo as FIT-All Fund Administrator received FIT Revenue
billings from FIT-Eligible RE Developers amounting to Php14,787.04Mn. Of
this, TransCo paid 67.85% given the level of available funds. The 32.15%
remains outstanding as of December 31, 2016.
TransCo recorded FIT-All Receivable amounting to
Php7,022.72Mn for CY2016. Correspondingly, it
has collected Php6,610.96Mn. A portion of the
collection amounting to Php26.82Mn was not
supported by kWh reports or was part of advance
remittance by Collection Agents, hence reflected in
the books as Payables-Others. TransCo observed a
93.75% FIT-All collection efficiency.
As of December 31, 2016, TransCo has
recorded CRR Receivable amounting to
Php3,694.13Mn. The sum of Php3,654.43 was
collected, yielding a CRR collection efficiency
of 98.93%.
