General- WAPDA/PEPCO- Structure & Roles

Pakistan Water and Power Development Authority (WAPDA)

WAPDA was formed in 1958. The major responsibilities of WAPDA were; – Meet electricity demand of the country (except area of Karachi) by

installing new power plants, transmission lines and distribution system.

– Develop hydro storage project ( dams) for meeting irrigation and demand of the country and install hydro plants at dams locations.

WAPDA consisted of two segments : Power Wing: For meeting electricity demand and responsible for generation, transmission and distribution. Water Wing : For developing hydro projects for irrigation requirements.

PAKISTAN POWER SECTOR: BACKGROUND

1. The GoP approved Pakistan Power Sector Strategic Plan for

restructuring and reform in 1992, according to which, the power wing of

WAPDA was structured into four (4) Generation Companies (GENCOs),

one (1) National Transmission and Dispatch Company (NTDC) and nine

(9) Distribution Companies (DISCOs).

2. PEPCO was established in 1998 as an independent entity with mandate

to restructure Pakistan Power Sector, corporatise & commercialize the

restructured entities, and to bring about reforms thru introduction of

competition, enhancement of efficiencies and best financial and prudent

utility practices.

3. PEPCO initiated the restructuring and reform process in 1998 with

limited initial success. The reform process was considerably slowed

down beyond 2001 when PEPCO was reduced to a Division in WAPDA.

4. The GoP reactivated the mandate of PEPCO in October 2007 to bridge

the increasing demand supply gap and to reduce the resulting load

shedding in the country. 6

National Transmission & Despatch Company (NTDC) Limited was incorporated on 6th November, 1998 and commenced commercial operation on 24th December, 1998. It was organized to take over all the properties, rights and assets, obligations and liabilities of 220 KV and 500KV Grid Stations and Transmission Lines/Network owned by Pakistan Water and Power Development Authority (WAPDA). .
