2010 Census Changes
• New Urbanized Areas (UZAs) were created, or existing UZAs expanded
• Many Rural Operators transitioned to Urban Areas and now report directly
• FTA still collects Rural Data from these systems, and includes them in the apportionment

Urban Reporters & Rural Data
• Every Urban Reporter must divide their VRM data among all geographies served
• Rules for Rural Reporting– Service starting and ending in a rural
area must be attributed to rural areas– Service using 5311 operating assistance
must be attributed to rural areas

Changes from New NTD System
• States may authorize a subrecipient to input data directly into the State’s NTD report
• New system will integrate validation checks– States will no longer be required to use
Word documents to manage validation– Issues will fire within the reporting
system

Common Issues
• Data Entry– Missing digits, too many digits, skipped
fields
• Operating Expenses– Not limited to §5311 reimbursement.
Agencies should report the full cost of general public transit
