President• As commander-in-chief, the
president has the ability to deploy American troops abroad
• As the chief diplomat, the president makes treaties and executive agreements
U.S. Congress• Congress shares
Constitutional authority with the President in foreign and defense policy
• Declares War, raises and organizes the armed forces, and appropriates funds for national security activities
Federal Court• Challenge the
constitutionality of the president’s and Congress’ actions, but only when necessary.
