GAO Report - “Information Technology Management: Government-wide Strategic Planning, Performance Measurement, and Investment Management Can Be Improved,” (GAO 04-49): NSF response included describing our– IT strategic management processes – Implementation of the information security program plan required by

FISMA – Process for assigning roles and responsibilities for achieving its IT goals – Performance measures related to our controls to prevent software piracy – Mechanisms for benchmarking the agency’s IT management processes– IT investment guide that includes:

• a description of the relationship between the IT investment management process, and the agency’s other organizational plans and processes

CIOAG CharterCIOAG Charter

Purpose • To advise on NSF’s IT vision and strategy in light of organizational goals and oversee NSF’s Information Technology (IT) investments and groups toward those ends

Goals and Objectives

• To establish and communicate the IT vision and strategy for NSF and its stakeholders including the general public and scientific community

• To provide yearly and long-term IT investment plans• To propose, review and analyze proposed and existing IT projects on a

quarterly basis especially as they pertain to President’s Management Agenda

• To ensure that IT projects meet all management, Enterprise Architecture and implementation requirements through the oversight of the CIOAG sub-teams

• To recommend IT projects in accordance with governance tenets and overall IT vision

• To monitor the progress and effectiveness of IT projects• Ensure that Scientific community needs are considered and appropriate

feedback loops are established for IT projects

Desired Outcomes

• Alignment of technology investments with organizational goals• Increase likelihood of executing against approved IT project Plans• An effective technology investment process• Establish additional technology investment controls consistent with

directives from OMB and GAO

Government-wide Grants Initiatives

• Grants.gov– Allows applicants for Federal grants to find and apply for grants opportunities

online through a common web site– 100% of funding opportunities posted to Grants.gov Find by end of FY06– 75% of funding opportunities (97 program announcements and programs) posted

to Grants.gov Apply by end of FY06– For 8 of the 97 funding opportunities, applicants must apply using Grants.gov

(exceptions are made for collaborative proposals) by end of FY06

• Grants Management Line of Business (GMLOB)– Intended to improve customer access and efficiency of submission process,

improve efficiency of reporting procedures, integrate with financial management processes, and optimize post-award and closeout actions

– Eight "Declarations of Intent" were submitted by potential GMLOB consortia leads: DoED, HHS (ACF), HHS (NIH), DHS, HUD, DOJ, NEH, NSF

– The GMLOB Consortia Recommendation Committee recommended that the following agencies be named consortia leads at this time with additional consortia leads named at a future time: DoED, HHS (ACF), DoJ, NEH

– Decisions and directions are anticipated via the FY07 OMB Pass-back– NSF intends to develop the business case to be a grants management service

provider, as well as pursue opportunities to pilot cross-servicing functionality
