General Objective of the REDD+ Strategy

Promote multi-sectoral  integrated  interventions to reduce carbon emissions associated with land use and  land cover changes  through adherence to  the principles of  sustainable management of natural  and  man-made  terrestrial  ecosystems contributing  to  global  efforts  in  mitigating  and adapting  to  climate  change  and  sustainable development

Zambezia Integrated Landscape Management Program

Maintenance of high-value biodiversity within the Gilé National Reserve (large patch of undisturbed Miombo), the Primeiras e Segundas Marine Area, including threatened 

mangroves

Climate resilience improved. Mozambique is 

extremely vulnerable to climate variability and change. Zambézia was affected by deadly floods in 

January 2015. 

Increased employment (cashew processing plant) and additional income for producers (fair trade cashew and 

sesame)

2. The Star: Integrated Rural Development Program

Objective:• Contribute to the

consolidation of National Unity, Peace, and Sovereingnty through inclusive and sustainable development , that generates income in rural areas

2.1. More Knowledge

Objective: Increase productivity;

Action: Create mechanisms and structures for capacity building and support to local production;

Goals:• Training 1000 development agents in 10 districts • Training 151 district administrators,• Provision of 2 grants for technology transfer in agribu-

siness and renewable resources.

2.2 Energy farm

Objective: Create energy autonomy and provide

conditions for local industry

Action: Generate energy at local level with focus on

renewable energy sources, including biomass energy;

Goal: Increase energy generation in 194 MW, to reach

35 districts.

2.3 Living Water

Objective: Invest in quality of life, promotion of the human

capital, and diversification of economic activities;

Action: Water purification systems (small scale, simple

technology and easy to fix locally);

Goal: Provide potable water to 3.5 million people in 53 districts.

Objective: Improve accessibility to rural areas and link local

productors to markets;

Action: Build and maintain tertiaty and local roads in rural areas;

Goal: Build 500Km of new roads to link production sites to markets,

and maintainance of 1500Km of tertiary and local roads in 96

districts.

Objective: Boost social and economic life in the district;

Action: Establish Bank agencies in districts without finacial

services coverage;

Goal: Establish Bank Agencies in 59 districts and reach 3 million

people with financial services.

Conditions for Success• Bridge the gap between Policies and Practice• Improve inter-institutional Coordination at national and provincial level

• Capacity building and training for Government staff• Secure financing to invest at scale in interventions for reducing emissions, payment for results and for strengthen the government capacity to deliver the strategy

• Monitoring, reporting and verification to enable payment to those who contribute to reducing emissions through adoption of sustainable land use practices
