SGBs Data Sheets

This section contains data sheets on each of the SGBs that have expressed an interest in being part of the NPCS. Following the initial expressions of interest, sportscotland consulted with each of the SGBs concerned, to develop a clear understanding of any gaps they have in their facilities networks and to establish the extent to which they would use the NPCS.

As a result of this work, sports which have identified a strategic need for performance facilities in key geographic areas have been highlighted with a primary need at the NPCS. Other sports which could take advantage of using the core facilities but do not have this primary need at performance level have been highlighted as a secondary users in the table below.

The information in the attached sheets should be used for guidance only and may change during the bid process. Further details of their facility requirement, usage and location preferences can be obtained from either the SGBs or sportscotland.

It would be unrealistic for us to expect that all of the facility requirements identified by SGBs could be delivered through the NPCS. While our focus will be on ensuring the core facilities are delivered, we do want potential bidders to take cognisance of the geographical gaps identified by these SGBs when they are developing their bids.

Equally, there may be justification for bidders including facilities for other sports where these can be justified in terms of their national, regional or local fit.

Bidders are encouraged to discuss their proposals with sportscotland as early as possible to ensure there is a clear understanding of what would be considered part of the NPCS and those elements that would be considered complementary.

Summary

Excellent existing athletics provision in the West (eg Scotstoun / Kilmarnock / Emirates Arena) mean a west based NPCS would not be suitable for the sport as it would serve to draw users away from existing facilities and centres.

Scottishathletics has a preference for a location in the East (accessible M8 / A720) recognising the NPCS as a possible opportunity to address the ongoing issue of a replacement for Meadowbank Stadium. They are clear they would move their home to the NPCS and would like the national centre to include one of only a few 400m indoor tracks in the world.

The alternative Endurance Centre (gathering interest given likely indoor 400m capital cost) might be better suited in the Stirling area – using the natural environment as a basis.

The proposed indoor 400m track would be an international asset, the business case to warrant such a facility is unclear. Failing this, the athletics requirement at the NPCS would be considerably less and concentrate on one of a series of regional Throwing Centres, with the potential to explore an Endurance Centre (with Triathlon, cycling etc) utilising natural resources (venue) and state of the art equipment (water based treadmill, AlterG machines etc.

Summary

basketballscotland currently has a number of facility partnerships with key facilities throughout Scotland. The partnerships include priority booking agreements and reduced rates for repeat bookings. Each of the venues we use has different merits, although The Peak in Stirling is the most commonly used for competition & training, due to it’s central location, size, seating & equipment, as well as the agreed rate of booking.

Use of the National Performance Centre would enable us to be more targeted in our approach to facility usage. International & National Competitions & Training (primarily April – August) would be the main focus, although partnership with a club may provide a new home venue throughout the domestic season and help raise the standard of the National League competition venues.

Our performance athlete support structure is currently under review, with the dual goal of supporting key athletes for GB representation at 2016 and beyond, as well as supporting Scottish teams for strong performances at 2018. A central location for training, support service provision and home-based International competition would support this aim, as has been proven with other centralised programmes around strong performance facilities. basketballscotland are well positioned to take advantage of the benefits offered by the NPC, in a performance setting.

We look forward to developments in the NPC and to establishing a strong partnership between the facility and the governing body of this growing sport; both in terms of participation and performance.

Summary

Tennis Scotland currently has a National Competition Centre at Craiglockhart, Edinburgh and a National Tennis Academy at Stirling University. It has confirmed that it would like to see the National Tennis Academy enhanced as part of the NPCS, however this is dependant on the NPCS being located alongside. The enhancement would provide among other things an increase in court capacity with a different mix of indoor and outdoor surfaces to aide player development. Tennis would make use of the other facilities and services to be delivered in the NPCS.

In terms of other priorities, Tennis Scotland has identified gaps in its regional indoor performance infrastructure in the following locations: Inverness, Tayside or Fife and the central belt. It is also supportive of a regional facility being delivered through the NPCS if its location aligns with these known gaps.

Summary

The SVA is, in principle, committed to creating the home of Scottish Volleyball at the NPCS and recognise the importance in moving its administration accommodation to the same location as its performance base.

‘The opportunity to house the NGB management directly alongside the work of performers, coaches and officials and brings cohesion and dynamism to the work of a sport. A greater understanding of everyone’s role promotes stronger working relationships and a more inclusive sporting environment. We have seen a real demand and growth in the sport following the 2012 Olympics and their own Strategic Plan 2013-2017 sets out a vision which matches the spirit of the NPCS’s.

SVA fundamentally feel being part of the national centre would facilitate the development of players and coaches to deliver world class performance.

National Performance Centre for Sport

Outline Specifications 1. Indoor 3G Training Pitch

The following information is based on the construction of an indoor training facility with a full size 3G synthetic grass pitch. An option to incorporate an indoor multi-purpose training area within this building should be given consideration, although this will be dependant on location and the related demand for such a facility.

Spectator seating for c1,000 should be allowed for in the proposals, although this is subject to ongoing discussion, and may result in a reduction rather than an increase. The design should allow for clear unimpeded views for spectators over the pitch area.

1,1 Specific Requirements for the Pitch

The playing surface must be constructed in ‘3G’ synthetic grass and have dimensions of 105 x 68m. There must be a minimum 3m safety margin around the perimeter of the pitch, taking the overall carpet up to dimensions of 111 x 74m. The installation shall comply with the FIFA 2 Star performance standard.

There must be a clear minimum floor to ceiling height of 20m over the centre of the pitch, reducing to a minimum of 15m at the eaves, or the side of the pitch, as appropriate. Whilst the pitch will be used principally for football training, other sports will use the surface if considered suitable.

1.2 Specific Requirements for the Multi-Purpose Area

3 or 6-lane synthetic surfaced sprint straight (with areas for jumping and throwing if required). The track should be constructed fully in accordance with the IAAF Track and Field Facilities Manual and comply with all relevant British Standards.

2. Natural Grass Pitches

Externally, a minimum of four natural grass training pitches must be provided if not currently available on site. An outline specification for these pitches is set out below:

2.1 One pitch must be a ‘Hampden’ type pitch. The pitch will have dimensions 105 x 68m, with floodlighting and irrigation, and constructed to an equivalent but not identical quality to the pitch at the National Stadium. There must be a minimum 3m safety margin around the perimeter of the pitch. This pitch will be used exclusively by the Scottish FA and will not be available for use by others.

2.2 One match pitch with dimensions 100 x 60m, with floodlighting and irrigation, and constructed to a high quality. A safety margin of 3m around the perimeter of each pitch must also be incorporated in the design, with ideally a larger area to allow for rotation and recovery of areas

2.4 Two goalkeeping areas of 60x40m should be provided with suitable irrigation and constructed to a high quality.

3. 9 or 12-Court Sports Hall

The following information is based on the construction of a 9 and 12-court sports hall including bleacher seating for c500 spectators.

3.1 Outline Specification for 9-Court Sports Hall

The internal dimensions of the sports hall will be 52m long x 28m wide with a clear uninterrupted height over the principle playing area of 9.1m. The hall will be capable of being subdivided by nets along its length into three modules of 4 courts, or into one module of 3 courts and one module of 6 courts.

Lighting of the sports hall will deliver uniform levels of illumination across the hall, good colour rendering and avoid glare. The luminance level will not be less than 750lux but will be capable of providing different levels of lighting within the hall if it is divided or used for lower standard of play. A maximum of 1500Lux level will be required for Volleyball use. Playing surfaces in the sports hall must conform to A sprung or semi-sprung sports floor will typically be specified. Court markings will be specified following consultation with SGBs at preferred bidder stage.

3.2 Outline Specification for 12-Court Sports Hall

The internal dimensions of the sports hall will be 54m long x 33m wide with a clear uninterrupted height over the principle playing area of 9.1m. The hall will be capable of being subdivided by nets along its length into three modules of 4 courts and subdivided across its width into two modules of 6 courts and also one module of 9 courts and one module of 3 courts. Lighting of the sports hall will deliver uniform levels of illumination across the hall, good colour rendering and avoid glare. The luminance level will not be less than 750lux but will be capable of providing different levels of lighting within the hall if it is divided or used for lower standard of play. A maximum of 1500Lux level will be required for Volleyball use. Playing surfaces in the sports hall must conform to A sprung or semi-sprung sports floor will typically be specified. Court markings will be specified following consultation with SGBs at preferred bidder stage.

4. Beach Volleyball Hall

The internal dimensions of the sports hall will be 28m long x 20m wide with a clear uninterrupted height over the principle playing area of 7m minimum.

Lighting of the sports hall will deliver uniform levels of illumination across the hall, good colour rendering and avoid glare. The luminance level will not be less than 750lux but will be

capable of providing different levels of lighting within the hall if it is used for lower standard of play. A maximum of 1500Lux level will be required for Volleyball Use. Playing surface should be sand and meet the specification of the FIVB official Beach Volleyball rules. No spectator seating is required.

5. Squash Courts

A bank of 3 glass backed squash courts will have internal dimensions of 9.75m x 6.4m and a clear height of a minimum 5.64m above playing surface. Each dividing wall should be moveable at allow doubles play or the 3 courts to open into a single multi-purpose space.

Lighting of the squash courts will deliver uniform levels of illumination across the court, good colour rendering and avoid glare. The luminance level will not be less than 300lux with 500lux as the recommended standard. For glass backed courts it is important that the lighting levels outside the back of the court are the same level.

The playing surface should be matt finish in natural wood and/or a single colour. All finishes shall have a minimum reflectance value of 50% and all colours shall be of the same reflectance value + or - 10%. No spectator seating is required.

6. Fitness Suite

The dimensions and number of stations within the Fitness Suite is open to bidders to determine with us at the appropriate stage, but 100 stations is the minimum. The specification of the space and the equipment must suit a number of key users from the high performance athletes to open membership.

A degree of privacy, through separation, should be looked at when the high performance squads are using the facility at the same time as other users.

State of the art equipment, including water treadmills and AlterG machines are being considered, although this specialised equipment should be located in a separate but adjacent suite with the physiotherapy and hydrotherapy facilities.

7. Office Space

Currently there is a potential requirement for over 60 full time members of SGB staff to be located at the NPCS. The final number and specific requirements will be determined at the preferred bidder stage, but there is a desire to have all staff in the same location, although due to the numbers this may have to be on more than one level. The design of the office accommodation should address the benefits of the cross fertilisation of SGB knowledge.

The office accommodation should be a mix of demountable cellular accommodation and open plan areas. Shared conference and meeting rooms and “drop-in” work spaces should be provided.

Staff welfare and break-out spaces are needed and all spaces must be accessible to all.
