LETTER FROM THE EXECUTIVE DIRECTOR Thank you to everyone who has continued to support the National Association of Police Athletics/Activities League, Inc. (National PAL) in 2017 in making this such an exceptional year for our organization and the youth we serve! Through your support, we were able to expand services across the country and focus on community-oriented policing through key partnerships which have brought unique learning opportunities to our youth. Through this annual report, we hope to share some of the successes that we have had towards our mission of fostering positive environments by building bridges between youth, law enforcement officers, and communities.

National PAL is based on the conviction that young people, if they are reached early enough, can cultivate strong positive attitudes towards law enforcement while also promoting inclusiveness and good citizenship. Now more than ever, it is critical to positively engage our youth and bridge the divide between law enforcement officers and the community.

Research demonstrates that programs like ours can increase social-emotional skill development, positive classroom behavior, school attendance, and high school graduation rates. I am thrilled to know that the programs and opportunities implemented in 2017 will help youth excel in their future. National PAL attracts youth with programs that help guide them into a healthier and more productive lifestyle. These programs focus on preventing juvenile crime and violence by providing structured out of school time initiatives, such as civic, athletic, recreational, mentoring, and educational opportunities and resources to all National PAL member Chapters. National PAL will continue to be the World’s Leader in Engaging Kids, Cops & Community in the coming year.

The growth that National PAL has experienced in 2017 has provided youth with opportunities to thrive in their communities, as well as, increase the awareness around many of the issues they face on a daily basis. We look forward to continuing to expand the reach of National PAL and welcome you to join us as we do so.

BUILDING TRUST AND RELATIONSHIPSBETWEEN YOUTH AND LAW ENFORCEMENT As a membership organization, National PAL provides local Chapters in 46 states plus the District of Columbia, the Virgin Islands, and Nigeria, Africa with resources and opportunities to grow their own programs and enhance the quality of individual programming. A little over 70 years ago, six Chapters on the eastern seaboard joined together to form an association to share ideas and resources and compete in several sports. Today, there are over 300 National PAL Chapters in partnership with law enforcement agencies. PAL programs brings youth under the partnership and positive influence of law enforcement agencies, while also expanding public awareness of the role of a law enforcement officer. Additionally, through our PAL programs, relationships are uniquely cultivated and strengthened between our communities youth and law enforcement.

Studies have shown that if a young person engages with and establishes a rappore with law enforcement officers on the field, in the gym or in the classroom, that youth will likely come to respect the laws that law enforcement officers enforce. Such respect is beneficial to the youth, law enforcement officer, the neighborhood and the larger community. We are having a broad impact, from individuals to all of society. What follows is a collection of the highlights and accomplishments of PALs in 2017.w

NATIONAL PAL DISASTER RELIEFWith winds in excess of 180 mph, Hurricanes Irma and Harvey wreaked havoc in the Caribbean and continental United States in the fall of 2017. In response, PAL Chapters across the country came together to support those PAL Chapters and communities that were impacted in Texas, Florida and Puerto Rico.

LAKELAND PAL

Hurricane Irma left over 1,300 families in Lakeland, Florida and the surrounding communities without power and water. PAL Chapter volunteers from around the country revealed their strength and character while responding to residents’ needs after the devastating hurricane. National PAL teamed up with local Chapters for relief efforts which included board members, youth, staff, and mentors from Lake Wales PAL, Charlotte PAL, Dunn PAL and Winter Haven PAL who all served alongside Lakeland PAL during their community’s time of need.

During the desperate hours after the hurricane, PAL volunteers worked to clean up the community and help get people back on their feet. Lakeland families who were left without power and had their homes destroyed received hot meals and groceries through the coordinated efforts of National PAL and Tim Abram, Executive Director of the Lakeland PAL. Abram shared that National and local PALs were able to lend a hand before FEMA arrived, providing distressed community members some much needed initial relief before government assistance was available.

The PAL team identified community needs and collaborated to clean up and remove debris from houses, libraries, and other community areas. PALs’ ability to come together to support one of their Chapters during its time of greatest need is the kind of service towards others that PALs instill in our youth. “Not only is this a testament to National PAL and their ability to coordinate this outreach effort but it is also a testament to the Lakeland PAL staff and youth and their ability to work together in service of the rest of their community when they themselves were affected by this tragedy,” Abram said.

HOUSTON PAL

Just before Hurricane Irma left its devastating effects throughout the Caribbean and the southeast region of the United States, Hurricane Harvey hit Houston and surrounding areas with massive destruction of its own. National PAL reached out to Lieutenant Chris Baltazar of Houston PAL/Houston Police Department to offer support in the recovery efforts. Due to the large area of impact in Houston, National PAL worked together with Madison Square Garden’s Garden of Dreams Foundation, Houston Police Department, and the City of Houston Parks and Recreation Department to provide a strong response.

National PAL coordinated with Madison Square Garden’s Gardens of Dreams Foundation to pack and ship 26 pallets of goods including food, water, clothing and cleaning supplies. Baltazar worked with the community to secure a location for receiving, storing and distributing these goods to the residents in disaster stricken areas of Houston. Volunteers on the ground in Houston included PAL youth from San Mateo SAL, Seattle PAL, Waterbury PAL, Tamecula PAL and Howell PAL, volunteers and chaperones; Houston Police Department employees; the Police and Clergy Alliance; and staff members from the Parks and Recreation Department.

FULL COURT PRESS-PREP FOR SUCCESSNational Basketball Retired Players Association Events

National PAL partnered with the National Basketball Retired Players Association (NBRPA), Jr. NBA and Leadership Foundations to bring the successful Full Court Press: Prep for Success youth basketball and enrichment program to PAL Chapters in 14 cities across the nation. NBRPA, the only alumni association comprised of former NBA, ABA, Harlem Globetrotters and WNBA players, connected four former NBA and WNBA standouts with over 150 local youth in each city using basketball as the hook to engage youth. The cities involved were:

April 1 – Farmingdale, NJMay 6 – Dallas, TX May 13 – Atlanta, GA June 3 – Richmond, VA June 24 – New York, NY July 11 – San Diego, CA July 15 – Las Vegas, NV

Full Court Press: Prep for Success is a single-day youth basketball and enrichment clinic for underserved boys and girls, ages 8-18. The program is designed to introduce participating youth to positive role models in both basketball and life, with equal time spent on the basketball court, in the classroom and at a mentoring roundtable as part of a robust curriculum. Enrichment classroom periods addressed topics relevant to each community and were taught by community leaders.

Scott Rochelle, President and CEO of National Basketball Retired Players Association, expressed his enthusiasm for the program and collaboration, “NPAL and NBRPA

have come together to provide valuable life skills and basketball opportunities through the Full Court Press: Prep for Success program.” The events provided opportunities to build relationships between law enforcement and young people and were enhanced by their focus on gang prevention, drug awareness, financial literacy, and leadership.

INSPIRATIONAL AWARDEES National PAL seeks to recognize individuals in the PAL network who inspire their colleagues and peers and are steadfast in their service to their communities. Youth of the Year (YOY) is National PAL’s signature effort to acknowledge the growth of a new generation of leaders and raise Chapter members’ awareness of their own leadership abilities. Since its inception, YOY has evolved into a comprehensive leadership recognition program, which begins with Youth of the Month (YOM) recognition and culminates each year with the designation of YOY from among the YOM winners.

Ally M.Chapter: Howell, NJ PALMember Since: 2010

Ally, an 18 year old honor student and hard worker, maintains her grades while working a part-time job

and dedicating her time to many PAL activities. From feeding the homeless every week to planning activities as the President of the Howell Youth Leadership Council; she is a leader amongst leaders. She faces obstacles with optimism and compassion.

PAL has provided opportunities for Ally to find her passion, strengthen her leadership skills, and build positive relationships in her community. She is highly active in her school’s peer leadership program where she spends time with special needs children teaching them about bullying and being active within the school. She is a staple within her community and strives to be the person her peers can turn to for advice or a good laugh.

Benjamin L.Chapter: Howell, NJ PALMember Since: 2012

Benjamin L. has been actively involved in PAL since the eighth grade. His journey with the organization began after the

Jersey Shore’s devastation from Super Storm Sandy. He was given the opportunity to help with the recovery process and volunteered to help those who lost everything they had.

PAL opened Ben’s world to an array of possibilities and experiences and supported his drive to be a leader and make a difference in his community. Throughout the years, he has attended hundreds of amazing PAL events. Ben has enjoyed making a difference in the lives of other youth and helping people in his community and across the United States. Ben currently oversees feeding the homeless at the homeless camp in Howell every Saturday morning, which is his favorite PAL activity.

The importance of volunteers to PAL organizations cannot be overstated. The National PAL Volunteer of the Year award was created to recognize those outstanding volunteers whose selfless and dedicated service to a Chapter and community has made a significant difference and mirrors the commitment to success in our professional staff.

Cathy SmithChapter: Waterbury PALVolunteer Since: 2006

Cathy Smith has volunteered countless hours to further National PAL’s mission to build “Today’s Youth and Tomorrow’s Leaders.” She is a positive role model to Waterbury PAL members and is a shining example of the organization’s efforts to instill a sense of citizenship and civic duty.

She is highly respected in greater Waterbury and throughout Connecticut for her leadership in philanthropic projects that have significantly improved the region’s quality of life and facilitated economic growth. Through her long-term focus on downtown Waterbury redevelopment, she has spearheaded initiatives that have had an important impact on retaining business and attracting new companies to the city.

Cathy is very passionate about the success of the PAL program. She, along with her husband Jim, has been a strong financial supporter of PAL through the Harold Webster Smith Foundation. Additionally, they have donated their time and effort to rejuvenating the local PAL site. Cathy served as the chair for the PAL 10th Anniversary Celebration and was instrumental in helping PAL raise $240,000 for the Educational Greenhouse Project. She has helped at various other PAL events including the Chapter’s annual Holiday Dinner, and PAL Park Project. In addition, Cathy has been instrumental in the support and growth of the PAL culinary arts and education programs.

Cathy Smith’s accomplishments will be helpful to the Waterbury PAL and the City of Waterbury for years to come. Through her selfless efforts, Cathy has changed the direction of many of the lives of the children that she has mentored.

NATIONAL PAL BOXING TOURNAMENTThe National PAL Boxing Championships held its 43rd Annual Tournament in 2017, hosted by Oxnard PAL (California) for the ninth year in a row. As one of the largest and most prestigious amateur boxing competitions in the nation, the tournament drew more than 350 competitors from across the country.

Oxnard PAL prides itself on being part of the boxing community and providing top quality events that best serve their participants. National PAL Boxing Tournament participants have included Olympians, National US Champions, and Professional Champions. For most of its existence, the National PAL Boxing Tournament has been one of the more prestigious tournaments where competitors earn ranking points and bids to the Olympic Trials. PAL boxing is an Olympic-style boxing program for boys and girls ages 8 and up. The program seeks to foster a bond of mutual trust and understanding between police officers and young people by enabling them to interact in a non-confrontational setting.

Terrel Harrison, Community Services Manager for the City of Oxnard, shared the success story of Oxnard PAL’s current boxing Coach, Luis Pena. Pena started coming to PAL as a teenager, participating in the boxing program and competing in local and national shows. When there was an opportunity to work at the PAL centers, he applied immediately even though it would be off-site and not specific to boxing. During his time at the youth center, Luis realized that some of the youth were interested in boxing so he began doing boxing-themed workouts in the center and surrounding park area. His efforts earned him the opportunity to serve as the PAL Mid-City Boxing Head Coach in addition to continuing his program and mentoring the youth in the Southwinds Neighborhood.

There are numerous reasons why NPAL’s boxing programs benefit, not only the individual, but also the community they live in. It promotes self-reliance and accountability and serves as an ideal outlet for the individual who does not participate in team sports. They learn to respect their skills of self-defense and selectively use them in the ring.

PAL CHAPTER PROGRAMMATIC ENGAGEMENTAn obstacle for youth in low-income communities is the time after school when they are often left alone. According to the After School Alliance, 11.3 million children are alone and unsupervised from 3:00 to 6:00 PM. 20% of juvenile violent crimes occur in the four hours between 3 p.m. and 7 p.m. on school days.1 An absence of caring adults during this time put youth at greater risk of delinquency.2 PAL Chapters offer youth a variety of structured programs with representatives from the law enforcement community during these hours. After school involvement in activities and athletics under the supervision of caring adults with access to mentors, coaches, and tutors as provided by local PALs decrease the likelihood that at-risk youth will be involved in delinquent behavior. Programs offered by PAL Chapters across the Nation include:

YOUTH MENTORING SUMMITIn 2017, National PAL was awarded $4 million by the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP), to implement its innovative National PAL Mentoring program with over 100 local PALs in 38 states and the U.S. Virgin Islands.

The National PAL Mentoring Program connects youth and teens ages 8-18 with mentors to engage in structured hands-on educational and social development activities on a weekly basis available through PAL Chapters. The program is geared towards empowering teens to become leaders in their Chapters and community. As a part of the program, over 300 members from 40 Chapters across the nation gathered in August of 2017 for the first National PAL Youth Mentoring Summit. The objective of the summit was to encourage and engage teens serving as peer mentors within the National PAL mentoring grant, offer training on National PAL mentoring curricula, discuss best practices, and provide team building activities. Youth received leadership and career building opportunities as well as experiences to continue building strong, positive relationships between law enforcement and community youth. A session track for adult chaperones was also provided to bolster their involvement in the National PAL Mentoring program. These sessions were both informative and interactive, providing Chapters the opportunities to engage with each other and become well equipped to continue impacting the lives of youth and in the communities they serve.

PLEDGING TO REDUCE DRUG AND ALCOHOL USE THROUGH WINTER SPORTS AT VERNON PAL From never-ever to never-better, Vernon PAL’s Ski/Snowboard Club has been teaching members in 3rd grade through high school to ski and snowboard for over 20 years. In partnership with Mountain Creek Resort, situated in the northwestern corner of New Jersey, PAL members are bused directly from school to the mountain and are met by Vernon PAL volunteer chaperones who are teachers, police officers and parents. The program currently has just over 300 members enrolled and meets weekly at the resort for lessons followed by time to practice skills learned.

Vernon PAL also partners with the ski resort to offer Vernon residents the lowest season pass price available with PAL receiving a percentage of the sales each year. PAL extends the students discount pass to the entire community. In order to earn the pass, students sign a ‘passport’ which is a pledge to not use drugs and alcohol.
