Government’s view of Music Education• Department for Education Schools White Paper (2010) states that the

coalition government believes that every child should experience a wide variety of high quality cultural experiences

• Government’s response to the Henley Review of Music Education (February 2011) Music is an enriching and valuable academic subject. Research evidence shows that a quality music education can improve self-confidence, behaviour and social skills, as well as improve academic attainment in areas such as numeracy, literacy and language.

• DCMS / DfE Henley Review of Cultural Education (April 2011) Government recognises the important contribution that our great cultural institutions make to the education and intends to support access to and appreciation of the arts and culture. Public funding should be used primarily to meet the

government priorities of every child having a solid cultural education

National Plan for Music Education

Both Departments will work with Arts Council Englandand key stakeholders to develop a National Plan forMusic Education which will clearly set out theaspiration for music education; the funding availablefor the Spending Review period; the National FundingFormula we will adopt to allocate Department forEducation funding to each area; and the mechanismswe will adopt to distribute that funding and hold

organisations to account for their funding.

Plans for the future - summary

• Two consultative meetings took place in August..• The Government intends to publish the Plan in the Autumn.• The current planning assumption is that Music Education

Hubs will formally start in September 2012 and that funding will be made available to the current providers for the Summer term as a proportion of the funding settlement secured for 2012-13.

• Funding allocations are expected to be announced at the same time as the Plan is published.

National Plan for Music Education• There will be a National Plan for Music Education, together

with ongoing funding;• The role of the National Plan will be to outline a set of

aspirations rather than to provide a blueprint for local delivery;

• As the landscape of Music Education is changing it is important to view the National Plan as the next stage in the journey and not as the final destination;

• First access through schools, Whole class teaching, ideally for a year, minimum of one term

• Every child to have the opportunity to play an instrument AND to sing

National Music Plan

• The will be an appendix within the Plan looking at ICT & Music within schools.

• Music Services will need to form partnerships with schools, other providers and local cultural organisations to be able to deliver the National Plan for Music Education;

• In order to bid for the funding Music Services will need to have firm plans to draw up local agreements/memorandum of understanding/ local hub governance;

• Music Services must be able to articulate the locally agreed offer / targets and how they will be measured;

• Within the bid Music Services will need to be able to articulate the additionally of the partnership (additional funds / more effective use of current funds/ additional services on offer).

Music Education Hubs

– Music Education Hubs will be based on formal partnerships of organisations working strategically to ensure the best possible offer for children in their area

– The Hubs’ provision will support, complement and enhance the experiences the child gains from their music curriculum in school;

– The Hubs will fulfil those functions that the school cannot fulfil alone;

Music Education Hubs– By working in partnership with the schools, the Hubs will

enable the child to experience a coherent music education in and out of school;

– The Hubs will ensure that inequalities in provision across the country are addressed and that every child has the opportunity to learn and instrument and to sing;

– The Hubs will ensure that quality music education does not become the preserve of those children whose families can afford to pay for tuition and ensemble opportunities.

– A call for bids for the new Music Education Hubs will be made alongside the Plan or shortly afterwards and the process is expected to be run by a central fund holder.

Funding for Music Education

• It is likely that funding will be based on Local Authority areas, pupil numbers with weighting for Free School Meals;

• In order to ensure equitability, this grant will be distributed by Local Authority area.

• Bids will need to be for one or more LA areas• DfE grant, Arts Council funds, Youth Music funding, Lottery

funds, Local Authority funds, Schools own funds, Parents, Charities, Business, Individual philanthropy

Music Education Development Officers

• To meet with and advocate for T&W Music with primary music co-coordinators, Gifted and Talented leads, Extended Schools leads, Secondary Heads of Music

• To promote the full range of the T&W Music offer within your cluster – workshops, Music 2 the 4, demos, performance opportunities, early years, music lessons, cultural offer.

• Support transition between KS2 and KS3, such as through Musical Bridges, cross phase music clubs, and attendance at school transition days to signpost and promote the Music Service offer.

• Promote Sing Up school awards, Arts Award and the Arts Council’s Artsmark Award for Schools.

Music Education Development Officers

• Development and delivery of performance opportunities in your cluster.

• Signpost young people to musical pathways and opportunities.

• Instrument and music resource audit within your cluster of schools such as recording studios, musical instruments, music libraries etc

• Attendance at school Parent Evenings and Transition Days to promote the Service and our full offer.

• To ensure T&W Music has a presence on school websites, newsletters, school prospectus’ and school receptions outlining our offer in your cluster.

• Use of ‘cloud’ online storage to share and store files, recordings, reports, and videos.
