In 1724, Mughal viceroy Asif Jah I declared his sovereignty and created his own dynasty, known as the Nizams of Hyderabad. The Nizam's dominions became a princely state during the British Raj, and remained so for 150 years, with the city serving as its capital. After India gained independence, the Nizam declared his intention to remain independent rather than become part of the Indian Union. The Hyderabad State Congress, with the support of the Indian National Congress and the Communist Party of India, began agitating against Nizam VII in 1948. On 17 September that year, the Indian Army took control of Hyderabad State after an invasion codenamed Operation Polo. With the defeat of his forces, Nizam VII capitulated to the Indian Union by signing an Instrument of Accession, which made him the Rajpramukh (Princely Governor) of the state until 31 October 1956.The Constitution of India, which became effective on 26 January 1950, made Hyderabad State one of the states of India, with Hyderabad city continuing to be the capital. On 30 July 2013 the government of India declared that part of Andhra Pradesh would be split off to form a new Telangana state, and that Hyderabad city would be the capital city and part of Telangana, while the city would also remain the capital of Andhra Pradesh for no more than ten years. On 3 October 2013 the Union Cabinet approved the proposal, and in February 2014 both houses of Parliament passed the Telangana Bill. With the final assent of the President of India in June 2014, Telangana state was formed.one of the oldest continuously inhabited places in the world.

Homage During the year under report, we have lost Former President APJ Abdul Kalam, renowned sarangi player Ustad Sabri Khan, Veteran Bollywood actor Saeed Jaffrey, Veteran Kannada writer and former vice-chancellor of Kannada University, Dr M M Kalburgi, Bengali writer Suchitra Bhattacharya, Legendary cartoonist R K Laxman and Aruna Shanbaug after being in a coma for 42 years following assault. Untimely sad demise of few of our colleagues during the year has also put us into deep grief. I request the house to pay homage to the departed souls by observing two minutes silence. Economy India has emerged as the fastest growing major economy in the world as per the Central Statistics Organisation (CSO) and International Monetary Fund (IMF). According to the Economic Survey 2015-16, the Indian economy will continue to grow more than 7 per cent in 2016-17. The improvement in India’s economic fundamentals has accelerated in the year 2015 with the combined impact of strong government reforms, RBI's inflation focus supported by benign global commodity prices. Note: The Quarterly Employment Survey of the Labour Bureau on 8 employment intensive industries – textiles, garments, jewellery, IT, leather, handlooms, metals and automobiles showed that employment generated in these sectors was only 1.35 lakh in 2015, compared to 4.9 lakh in 2014 and 12.5 lakh in 2009. Till the third week of March, 2016, 8.4 Crore people applied for jobs under MNREGS, showing the extent of rural employment. Jobless growth is a cause of serious concern, and can only be met by stepping up public investment in agriculture, infrastructure development, development of labour intensive industries, small scale enterprise, agro processing industries etc. Focused programmes for vocational and skill development for the youth will equip them for the diverse jobs which will open up. Political Scenario On the foreign policy front there have been some gains and some misses; while India has now become a member of the MTCR, entry to NSG has not happened. The Government has reached out to the super-powers and quite diplomacy might

see some gains in future. While attempts are being made to create new relations with global powers like the USA, India must not forego her trusted traditional allies and friends like Russia or, Iran. The rise of fundamentalist forces like ISIS in the Middle-East with sympathy in our neighbourhood poses its own challenges. The country has to remain united against mischievous attempts to exploit imagined or deliberately created differences within its citizens on the grounds of food habits, religion, race or caste. The first and last identity of every citizen of this country is that we all are Indians, and our first and last allegiance is to our motherland.

General Insurance Industry

Disinvestment and listing of Companies Hon’ble Finance Minister during the Budget session of Parliament made a case for listing of Public Sector General Insurance Companies and GIC RE, stating that allowing public shareholding in the government owned companies is to ensure higher transparency and accountability. It should be noted that ever since 1971, when 107 private General Insurance Companies were nationalized and the Government formed General Insurance Corporation of India with its four subsidiaries, the Public Sector General Insurers are extending efficient and transparent services to the people of this country with all dedication and devotion. Soon after forming the GIC of India and its four subsidiaries, the Government had invested Rs.19.50 Crore as Capital. Since then, all the 4 PSGI Companies are paying huge dividends to the Government out of their profits earned in the business and have never reached out to the Government for any further capital infusion. Further, by developing the business, the 4 PSGI Companies could create a huge investment base of Rs.114320 Crore as on 31.03.2015. The Reserves and Surplus of the four companies are Rs.227617 Crore as on 31.03.2015. The dividend paid to the Government for the year 2014-15 was Rs.664.53 Crore. During the year 1999, Government allowed private companies to carry on insurance business by enacting IRDA Bill in the Parliament. This was also effectively faced by the 4 PSGI Companies and the public sector insurers could retain 55% of the market share against their tough competition, even today. This was possible only because of the various activities undertaken by the organizations in the industry.

At the time of amendments proposed to General Insurance Business Nationalisation Act (GIBNA) in the Parliament, the Government had made a mention that “Companies may raise their capital for increasing their business in rural and social sectors and to meet solvency margins”. But the fact remains different and we are all aware that our 4 Public Sector General Insurance Companies have expanded general insurance business to the remotest corners of the country for so long, to serve the people, with a network of 8,120 offices as on 31.03.2015, out of which 1,455 offices were opened in tier 4, 5 and 6 cities, where no private insurance company has opened a single office. Even for the Government’s pet scheme of Pradhana Mantri Suraksha Bima Yogana, 90% of the policies were done by our 4 Companies only.

Thus, the actions of the Government will definitely hamper the economy and interest of the policy holders. Their actions are seemingly aimed at helping the private companies, at the cost of the Nation’s economy.

Note: NICOA and allied officers associations under the banner of CONFED, has now struck a broader unity with all Unions / Associations under the banner of Joint Forum. Industrial Action has been started in respective Regional Centers against Disinvestment and other issues.

Too much reliance on investment (family silver) to mitigate the operational losses will reduce the profitability of the investment assets in long run and adversely affect the Company. Considering the alarming state of affairs, the following course of action needs to be initiated:

Note: Meeting Held with Sri G. Srinivasan, Chairman, GIPSA at Mumbai on 20/07/2016 - CONFED expressed its concern and urged more steps from GIPSA to avoid price war among GIPSA companies. Also urged to set up inter company Co-ordination Council at Regional levels also. No-poaching guidelines for property Sum Insured less than 50 Crores and Health premium less than 50 lacs to be re-introduced. Checks at system levels to be introduced to prevent un healthy underwriting practices.

Chairman assured to discuss the issue with other three CMDs also. Simultaneously he advised that all four companies should price their products / renewals adequately and expressed his concern that why all four companies are not doing so.

Merger: Merger of the 4 PSGI Companies to create one Single Monolith, in the line of LIC. Not only will the Monolith be able to take on the Competition, but avoid issues like poaching, and simultaneously serve the interests of the Aam-Admi and the country better, the way they have been serving since nationalisation. NICOA and other CONFED Units are on the same page on this issue, and in the future the issue would be taken up with all the gravitas it deserves.

Joining of Permanent CMD It is great pleasure for NICians that after lapse of two years Shri K Sanath Kumar has joined our Company on 22-02-2016 as permanent CMD. NICOA has welcomed Hon’ble CMD to the Company. The meeting was held with CMD on 27.4.2016 to discuss various pending issues. NICOA Central Committee had taken the following issues with CMD in the meeting:

1. Deviation and shortcomings in last year TMP. 2. Revision of TMP policy in regards to the Lady officers’ as per circular issued by MOF. 3. Clearance of Pending requests transfers. 4. Transfer of Medical and two years retirement cases. 5. Implementation of NPS.

6. Problems in rollout of EASI. 7. Structured meeting with CMD.

We are hoping that joining of new permanent CMD will provide immense change in our Company, with a more humane HR practice and focused growth. Wage Revision As all of you are aware that NICOA had struggled for a better Wage Revision package. For nearly 42 months, we have striven together, and achieved a decent wage revision. Now everybody has received the arrears. This was possible due to continuous support from you all and struggle of NICOA for betterment of all. Implementation of Education Loan

We take pride to inform that the Board of Company has approved a scheme of education advance to all confirmed employees effective from 1.4.2016, maximum of Rs.10 Lakh for each child. This was possible due to continuous follow up by NICOA. We are also committed for early acceptance of other pending Non-Core benefits by GIPSA. National Pension System We shared the pain of new members on the NPS issue. We at NICOA took it up with utmost sincerity and determination. For long, movement on the issue was very slow, and at times it tested your patience; as it did ours'.

But we at NICOA, remained steadfast in our belief that gross injustice has been done, and we will close this issue. We persisted, and kept on our efforts since the time of last Wage Revision.

NICOA opted for the path of dialogue and persuasion; and not opt for legal action, as we knew that legal action would be futile (and that was also proved true). Ultimately, as you all know our constant dialogue on NPS, whether with Corporate Management or with GIPSA or with Ministry worked.

We thank you all, for reposing your faith in NICOA and standing with us steadfastly in closing the NPS issue, through continuous dialogue and persuasion.

GIPSA has reversed their earlier order and all who have joined our company wef 1 Jan 2004 and upto 31st Mar 2010 are included in 95 Pension scheme.

Our corporate management has now started issuing PRAN to all employees who comes under NPS. Company started depositing money in PRAN of all employees from April 2016.

Note: 95 % of users have created PRAN accounts, 5% still remain. Deductions for the months of April-May-June have been transferred to PRAN account/PF/Pension as applicable. Amounts have been identified since 2004 for transfer to PF/PRAN for employees in HO; once this has been done, the exercise would be repeated throughout the country. The matter of transferring investment yield of our company as interest for the amount deducted (prior to April 2016) was decided earlier and it will be credited to individuals PRAN/PF/Pension.

Another Option for Pension About 35% employees in PSGI Companies and 15% in LIC are desperately waiting for another option. In case of Banks the second option was given in 2010 whereas in our case it was given in 1997. The second option was basically the extension of the first option as a number of officers could not opt due to short duration of the window.

All the 4 Public Sector General Insurance Companies including NIC has done actuarial valuation of pension, and kept provisions accordingly. Providing another option for Pension, would not cause a financial burden to any organization.

Note: You are aware; the New Pension Scheme (NPS) does not provide any guaranteed pension. It depends upon the earnings of the fund. NPS is a costly scheme with fewer benefits. Hence, we demand that the officers and employees recruited after 01.04.2010 should also be covered under the Old Pension Scheme, 1995.

NICOA and allied officers associations under the banner of CONFED, has now struck a broader unity with all Unions / Associations under the banner of Joint Forum. Industrial Action has been started in respective Regional Centers and unless the Unions/Associations see any improvement, intimation of Strike Action has also been given for 02-09-2016.

The issues demanded by the Associations/Unions for immediate resolution are Another Option for Pension (including for NPS batches), Stopping Disinvestment of Profitable Public Sector Insurers, and Stopping Introduction of Bio-metrics.

Communication These days we are experiencing changes in Communication system and trying to use each available way to communicate and update our members be it email, messaging, social media etc. The NICOA Website is now being managed by a new Team and the updated website has become more users friendly. During the entire period, the present executive committee tried to keep every member informed of our developments that took place from time to time concerning our industry and company. Some of the problems faced by the officers in general as well as in particular were discussed and suggestions by our members were also taken care off. Transfers & Promotional Postings We have continuously pursued with the management for expediting request transfers of those officers who have already completed more than 3 years. We have also taken up request transfers cases which need immediate relief from Corporate Management; and in 2015 most of the pending request transfers have happened.

We are hopeful for early resolution of pending cases, along with promotion postings and tmp.

TMP as a process is ongoing, and there is need of TMP in some format to ensure manning of offices. But transfer for transfers’ sake as observed in last year’s postings of Scale-V officers on promotion, does not serve the organizational purpose. Monetary benefits in case of Promotion are miniscule and posting an officer from extreme North to extreme South, or from extreme South to extreme East de-motivates otherwise performing officers.

The main grouses regarding TMP or extreme postings are because of “no uniform treatment”, “inordinate delay in return transfers”, “delay in return transfers for Officers retiring within 2 years”, “medical cases of both listed and non-listed diseases”, “Posting of lady officers”, “unavailability of accommodation”, “admission to schools in the middle of the session”.

There is huge scope for improvement, with respect to TMP, namely the following:

Manpower planning for all offices, based on some objective criteria like business growth, volume of documentation, number of MACT cases etc.

Cadre strength norms to be decided for each station.

Clearances of all return transfers on a quarterly basis. Automated return on completion of 3 years, without asking for approval of sending/receiving ROs’

TMP once a year, well before starting of academic session at schools, with all Transfer order published in the month of February. In such cases where officers are working in Accounts dept, or as In-charges in O/O they may be relieved after submission of final account of their respective offices.

TMP, not to be clubbed with Promotion Exercise

Time-bound TMP, with discussions with NICOA on % of transfers

Automated return of officers due for retirement within 2 years

A permanent panel to be in place for Medical cases, with time-bound clearances; relook into the 9 disease exclusion clause; to take into account newer and debilitating ailments

Company owned accommodation for transferred Officers, as this will reduce outgo on rent. Additionally, property is an asset.

Education facility for children of such officers with tie-up with schools like those under Kendriya Vidyalaya Sangathan

Deficit area list to be published for both TMP Exercise as well as Promotion Exercise

Some form of incentives like protection of HRA/CCA or any other that to be implemented for transfer to rural area/deficit area

Last year there has been inordinate delay in release of Promotion Postings, along with TMP orders. Orders which should be effected in April (to take care of start of session in schools for children of transferred employees) are completed in the month of November.

On the subject of TMP and Promotion Postings of Officers in the cadre of Scale-I to Scale-III, the following resolution of NICOA Central Committee was raised with Corporate Management, with regular follow-up:

Transfer of Officers completed 9 years in single location in a phased manner to ensure continuity of operations.

No Transfer on promotion in Normal Channel unless completed the 9 year cut-off

To effect Transfer of only such officers in Fast Track channel, who have completed NPP

Lesser tenure on TMP for women employees Or, No transfer of Lady Officers, only shifting within station from one office to another. In case of single office in any location, such lady officer may be shifted to nearby office.

In case of transfer, 3 options to be provided. NICOA would revert with such options.

A person who has joined as In-Charge of an Operating Office, and is not under TMP, should be retained on promotion in the same office irrespective of the premium income of that particular office.

Officers not under TMP should not be shifted out, irrespective of the cadre.

A follow up meeting with CMD has also happened on 04-08-2016 on pending request transfers and promotion postings. As assured to us, we expect that there will be a more humane approach to all the issues and transfers/postings will not aim to harass officers. We also expect softer postings of lady officers, as discussed.

However, in case there are inconvenient transfers like last year and, if any IR condition thus develops, the onus will be on the Corporate Management.

HBL It is heartening to note that after repeated follow-up, HBL Limits are being revised; reflecting ground reality better. However, the scheme in itself is faulty, and though large loan amounts are being theoretically increased, the increase in loan would be availed only by few because of mortgage requirements (the type of LIC Policies that are allowed to be mortgaged, would result in an employee paying similar amounts for both Loan and Insurance premium). Process of house building loan should be made easier, term insurance should be taken as mortgage, resolving anomalies in the scheme relating to transfer of loan from banks, availing of 2nd loan (each Company if following different practice). The matter has been raised with GIPSA, and will be followed up in due course. PLIS (Pending) NICOA had already ventilated the views / suggestions in HO Board Room on 2nd July, 2010 and out rightly reject the proposal of PLIS payment to selective employees. Disallowing Incentive to 75% to 80% of total employees of the

Organization, the Company Authorities will remove a basic sense of belongingness among the employees. NICOA feels that the essential responsibility of the Authorities is to improve understanding on the links and interdependence among the Departments and continuous breeding of interactive role played directly or indirectly by those Departments. If the authorities are less caring about the importance of integration/sense of oneness, then the future strength of the organization will be at a stake. NICOA also recalls the concept of Sri P K Seth, the Advisor of BPR of this Organization and HR Professor of IIM-Kolkata, who propounded the essentiality of paying Incentive to all employees in this Company. Examples are there that some PSUs are paying more than RS 10000/- as Incentive per month almost to everyone even accumulating huge loss or at the mercy of the proposed bail-out package! Can we expect that our Ministry will be generous enough to change the fiscal parameter of a minimum of Rs 200 Crores PAT or 150% Solvency Margin or pay ability of 3% of PAT or 5% of Wage Bill at least for two successive years in case it cannot reach benchmark for temporary setback e.g. Adverse Tariff/Catastrophic Loss, a temporary guard against the inherent nature of the General Insurance Business? Instead of numerous performing parameters for Group Score or Individual Score, only Critical Parameters like Overall Premium Growth, Incurred Claim Ratio, and Operating Profit/Reduction of Operating Loss may take care to simplify the payment modalities. During Pay- Revision discussion in 2004-05 at GIPSA, the Department wise comparative operating profit position vis-a-vis Department wise Policy-Holders Investment Income were considered as a benchmark for Incentive Payment to everyone. Of late the Companies are rolling on PLIS payment in identified are to limited individuals. We have also seen that in the last two years Chairman of all the companies already availed substantial incentive benefit as directed by the Govt. The trickle down effects of such benefits should also reach all the employees working under them. At the very minimum, all employees should be provided a percentage of the profit to encourage the whole hearted participations of the employees in this fantastic growth of NIC.

Check-off exercise is on our door steps. In the Last Check-off we had experienced mixed taste due to the reasons best known to everyone. But the situation has changed now and seeing our democratic and transparent way of working, members from other association, even those who left us in the last check off are willing to join us. We hope all of our members and our new executive will leave no stone unturned to strengthen NICOA further.

We demand Recognition to Association with a status of Sole Bargaining Agent on Check-off Basis (NICOA IS SOLE CHECKED OFF FOR THE THIRD TIME SINCE IMPLEMENTATION) and appoint representative as a Director in the Board of the Company. Note: Meeting Held with Sri G. Srinivasan, Chairman, GIPSA at Mumbai on 20/07/2016 - Chairman assured that , he will discuss the matter in Governing Board Meeting , for repealing Section2.2 and 2.3 of Check off amendments and starting collection of subscription from the salary but, CONFED units on their part, will initiate process of with drawl of court case. CONFED have shown their willingness to give consent for withdrawing of case to enable GIPSA to consider repealing of clause 2.2 and 2.3. Chairman was told that while legally withdrawing of case would be a time taking process, GIPSA is requested to consider Confed’s demand and consider consent letter for withdrawing of case.

Estate & Establishment: All applicants for Company flat should be allotted on First come first serve basis. To bring complete transparency in the system periodic list of vacant flats and list of applicants should be published on NIC Intranet site, and applications for the same should also be made web-based. It has been observed that in many regional centers, there are vacant flats whereas employees are being asked to take up lease accommodation. The practice should be discouraged. In the current state, junior officers have to run from pillar to post, to meet all the paraphernalia of either getting leased accommodation or company owned

accommodation. It is heartening to note that the Company has started working in this direction. In view of the increasing number of officers due to regular recruitments every year more company flats should be purchased to meet the growing demand. Builders with proper technical and commercial credentials can be empanelled through open tender and whenever new properties are being built, NIC can have a first right of refusal of ownership. It’s a fact, that property valuations increase every year, and judicious investment in property can help NIC build a huge asset-base like Life Insurance Corporation of India. As more and more officers are being transferred across the state in the TMP exercise, proper arrangement for their staying like more flats or guest house should be done in urgent basis. Transparency in Selection of BMs & DMs We have demanded that appointment of BMs and DMs should be more transparent. Company has issued circular recently with fixed guide lines regarding marketing assignment so more and more deserving officer can be given marketing portfolio. While this is a welcome move, there is considerable agitation amongst specialist officers who are being rightfully deprived of the chance. Neither are, all such officers being provided with alternate facilities like Non-practicing allowances. The matter is of genuine concern, and will be taken up at all levels and GIPSA for recourse. Organizational Activities Zonal meetings, AGM of units, formation of new unit i.e VIZAG & HUBLI, Executive body meetings have been organized throughout the year. It is heartening to note that units of the organization are becoming more vibrant with more and more members coming ahead to share responsibility. Executive body meeting etc Implementation of IT & EASI After a long delay, EASI is in the process of full-fledged rollout. As on date, approx. 200 across the country are running of EASI. There are major flaws in the EASI, which were brought to the notice of our new CMD and he has also assured us to get the same rectified before launching the same on PAN India basis. The next phase of rollout is from 3rd week of August, 2016; and NICOA expects that

solution will be further tuned to ensure faster underwriting and claims settlement. No customer should return empty-handed because of system issues. By and large we have been able to ensure equitable and justified treatment to most members but in some cases our efforts could not be fruitful.
