    RULES AND REGULATIONS FOR HOSTEL RESIDENTS (GIRLS) JULY-2019

    1) Introduction

    3) ACCOMMODATION:

    Hostel Accommodation is available to regular students on first-come-first serve basis after the payment of stipulated fees. No students have the right of occupying a room during vacation. But she may be permitted to stay on request; if she is doing any course work/project work /Institute work/Hostel work the same needs to be certified by the concerned faculty and subject to the approval of competent authority.

    Allotment of a Hostel room to any other students other than regular course depends on availability only after all requests from regular students are fulfilled.

    Hostel fees once paid will not be refunded. However, there would be an exception for the refund policy that if the student gets transferred to another NIFT centre or has to repeat the semester due to academic reason then the money would be refunded to the student as per rule.

    4) ROOM ALLOTMENT:

    Admission in the Hostel cannot be claimed as a matter of right.

    Rooms are allotted on first come first serve basis after receiving full payment subject to availability of the room.

    Students who are making payment through RTGS/NEFT will have to send an email to [email protected] /[email protected] / [email protected] informing the detail of transaction such as date of transfer, bank name, utr no., account holder name and student name, failing which NIFT will not be responsible for allotting the room.     Rooms to be allotted will be occupied immediately after an allotment is made.

    The Hostellers shall not be entitled to retain accommodation in the hostel beyond date of closing of semester as per academic calendar.

    No Hostellers is allowed to change her allotted room.

    5) MESS SERVICE:

    Mess & canteen facilities are provided to all the hostellers in the canteen which may be opted on payment basis as per NIFT rules which is to be paid at the time of payment of hostel fee.

    Mess timings:

    Timings Breakfast: 07:30 am to 08:30 am Lunch : 12:00 Noon to 02:00 pm High Tea : 04:00 pm to 05:30 pm

    Dinner : 8:00pm to 10:00 pm Last order for dinner is 09:30 PM

    [Note: In case of sickness, lunch and snacks would be provided in hostel with prior information to Mess Manager by the students]

    6) Room Checking:

    The Hostel Committee/Hostel Warden/or any other officials of NIFT, Shillong along with Lady Guards may at their discretion in the presence of the students living there in any time of the day or night may inspect the hostel room.

    7) Bus Services:

    Bus services are provided to all the hostellers for pickup and drop from Hostel to Campus and vice versa.

    8) Returning to Hostel:

    HOSTEL IN-TIME:

    • All residents will return to the hostel by 09:00 p.m. Hostel gates will be closed by 09:00 p.m. • No students should stay out of the Hostel during the night except with prior permission as

    per rules. • Students are to punch in the Biometric system every time they leave or enter the Hostel.

    Student who does not punch in Bio Metric will be fined as per late Comers rules • Hostel Warden should without fail submit a daily report of the Biometric system to the

    Hostel Committee and CC of the respective department. • In case students are to stay back in the College for reasons related to assignments/extra

    classes, the same shall be intimated by the respective Dept. to the hostel warden with copy to hostel committee.

    • Late comers shall be reviewed every day and major and minor disciplinary actions will be taken as per NIFT, Shillong hostel rules.

    DISCIPLINARY MEASURE AND FINES FOR IN-TIME Offense

    1. First Offense : Warning letters will be issued to student & copy of the same to be forwarded to parents.

    2. Second Offence: Warning letters will be issued to student & copy of the same to be forwarded to parents.

    3. Third Offense: Warning letters will be issued to student & copy of the same to be forwarded to parents.

    4. Any Offense beyond 3rd Warning for late coming shall be treated as major disciplinary offense and apart from informing parents of the student, major disciplinary action shall be initiated which includes expulsion from hostel.

    NIGHT OUTS:

    • Students are required to register the current mobile nos. & correct email IDs of both parents with the Warden and College Administration, and update the same wherever there are any changes.

    • Contact details of Guardians if any should be registered with the Hostel Warden. • The College authorities/Warden will conduct random check in the registered phone nos.

    • Students who wish to go for a night out must inform the Warden a day in advance and submit the Night out form to the College administration duly filled and signed by the respective CC of the department and one hostel committee member preferably the same dept i.e FD for FD Dept, AD for AD dept and MFM from MFM dept. Each night out form has to be accompanied by a print out of the parent’s approval stating the name and number of the person with whom the student will be spending the night out.

    • No resident should stay out of hostel without submission of night out forms and official approval of Warden.

    • To take permission for staying out of hostel, the residents’ parents are to confirm over e-mail/ intimate through writing to the Warden from the registered e-mail Ids a day in advance. The warden may call on the registered phone number of the parents for confirmation of night outs.

    • All night out forms have to be submitted a day in advance for all necessary procedures to be followed. If the forms are not received in advance, then the students will not be eligible for night outs.

    • The night out form shall have an approving signature of the Warden, CC and one of the Hostel Committee members.

    • Approved night outs should be mailed/sent by the Warden to the College Administration for records.

    • Meetings should be held between the Warden and the Hostel Committee members to review on night outs, attendance and any other issues as seen fit.

    • If any resident is found not following the above rules, the same fine as mentioned under HOSTEL IN-TIME will be imposed on them. Repeated offences & violation of hostel rules will result in imposition of expulsion from hostel as per NIFT Academic Manual

    VISITORS (Rules for Visitors & timings):

    Students will provide the name and address of the Local Guardian duly acknowledged by their parents at the time of registration whom they could meet during the hostel specified visiting hours

    i.e. Monday to Friday from 05.00 PM to 07.00 PM and on Saturday & Sunday from 10.00 AM to 07.00 PM.

    In case the Girl wants to go out in any emergent situation, they will have to take prior permission from the warden and enter the relevant information in the register kept in the warden’s office.

    For the security reasons, any outstation travel should start in time so as the students should be able to reach their Hostel by 10:00 pm and no night travel is allowed. Parents are advised to book tickets of their wards accordingly so as the student shall reach the hostel within hostel permissible time. Any late night entry or early morning entry in the hostel shall be discouraged.

    No manual entries will be allowed as the hostel is equipped with Bio-Metric Machine.

    Hostellers will not be allowed to go for night stay or attending any function in the late hours in their local guardians place or to their relatives place etc except with prior night out formal approval as per NIFT, Shillong Hostel Rules.

    DISCIPLINE AND COMPLAINTS:

    • All matters of disciplinary action shall be taken up with hostel committee. • Students are expected to maintain perfect discipline and proper atmosphere. • All kind of shouting, violence, knocking or any other act of movement or behaviour that is

    likely to cause disturbance or annoyance is strictly prohibited. • Dealing with fellow students and other should be very courteous and polite. All quarrels

    and disputes with fellow Hostellers should be avoided. Students should not take law in their hands and should try to settle their entire dispute with the help of the Hostel asst warden only.

    • Teasing, Maltreating or indulging in any sort of bullying to fellow students found to violate the NIFT Shillong Hostel Rules and Regulation would be dealt with as per NIFT Academic Manual and may invite Minor/Major disciplinary proceedings against them, which is warning, fines, suspension or even expulsion from hostel.

    • Visiting in Dining Hall, the common room, and the canteen and outside the hostel campus should always be in proper attire which is modest to avoid unwanted attention.

    • Maltreating and abusing the hostel employees and mess-staff is strictly prohibited. In case of any complaint against them, the report should be made to the Hostel warden.

    • Lights, Fans, and all electrical items must be switched off when not in use. • Hostellers are expected to display acceptable form of behaviour, maintain discipline and

    decorum in the Hostel Complex. • Smoking is not allowed in the Hostel /Campus premises at anytime inside as well as in the

    premises. • Possession, distribution and consumption of alcoholic beverages, prohibited drugs,

    chewable tobacco in the Hostel /campus premises is not allowed. • Parties, Social or political gatherings, agitations in the hostel complex are not permitted

    within hostel premise. • A Hostel Campus should be a place where students can have the best possible conditions

    for studying and adequate rest. As such due consideration must be accorded to other Hostellers at all times. Noise level must be kept low to allow other’s the opportunity to study or sleep in comfort. Television provided in the common room must be switched off or volume turned down after 10.00pm. These rules are intended to ensure a conducive environment for all Hostellers.

    • Hostellers are not allowed to visit another student’s room after 10:30pm. • Ragging is a crime & students found indulging in the act will dealt with as per rules.

    DISCIPLINARY MEASURE AND FINES

    • The above measure will be taken at the discretion of the Hostel Committee Members and through competent authority as prescribed in NIFT Academic Manual.

    FURNITURE AND EQUIPMENT:

    Every Hostellers is provided with a Bed, Study Table, Chair, Soft board, All electric fixtures like tube light,etc. Curtains with Rod, Almirah, .She will be responsible for the items given to her.

    Furniture is not to be removed from one room to another. Every Hostellers has to see that no damages are done to the hostel property/fittings and repair charges for any damaged intentionally or, through negligence) are to be recovered from the concerned student.

    WITHDRAWAL AND REMOVAL FROM THE INSTITUTE HOSTEL.

    After the general allotment, application for withdrawal from the hostel should be countersigned by the father/guardian and submitted to the hostel asst warden with two month prior notice. Such application should be presented after hostel dues have been cleared.

    Even if the Hostellers has actually vacated her room, she will have to pay all the hostel dues and fines standing against her name up to the day she continues to be on the rolls, until her name is formally withdrawn.

    Students who do not clear their dues such as dues of the Hostel, Mess, canteen, fine, etc. by the prescribed date, will not be registered for the subsequent semester until and unless they clear all their dues and get “No Dues Certificate” from the concerned Hostel Warden. In the case of those

    students who are to leave the Institute after completing their degree requirement or otherwise, their results as well as the provisional certificates/degrees will be withheld till No Dues Certificate is produced.

    No Hostellers shall leave the hostel without personally handing over the charge of the room; loss, if any, will be recovered from her.

    Uninformed absence from the hostel premises will be termed under disciplinary action as per rules.

    SECURITY:

    Hostellers are required to carry their ID card at all times in the compound of the hostel complex and produce it on demand by the hostel authorities.

    Hostellers are advised to lock all doors at all times for security reason. Students should use their own lock. One key should be submitted to hostel Asst. warden for security reason/emergency cases.

    The Hostel management is not responsible for any loss of private property. Hostellers are strongly advised to lock all their valuables e.g. mobile phones, laptops, watches, cash, money, ornaments etc. at all times.

    Hostellers are not permitted to change their own room without formal approval.

    Possession, distribution and use of fire-arms, lethal weapons including air gun, contraband drugs, toxic and hazardous material are strictly prohibited in the hostel. Keeping electric appliances such as iron, oven, kettle, stove, mini-fridge, mini-cooler etc. in the room is also prohibited. If any of the above material is found in the room, the same shall be immediately confiscated by the hostel management and shall not be returned in any case to the students to avoid any future usage of the same. Disciplinary actions will be taken, if any of the above items found with any students

    REVISION OF RULES AND REGULATIONS:

    The Hostel authorities reserves the right to revise the rules and regulations from time to time and will keep the Hostellers informed of any changes in the form of notices on the hostel notice boards. Ignorance of rules will not be accepted as an excuse.

Message should be sent only by the registered email and number given at the time of Hostel admission (Father/Mother/LG’s number). No messages would be accepted from any other numbers. Details required student’s name, room no., place of visit and period of stay from (date) to (date). Night out permission should be taken 24-48 hrs before going. Warden will approve night out only after receiving messages from registered numbers. Confirmation calls may be made by NIFT authorities for the same.

    Students will be allowed to leave hostel only after 6.00 am and should return back by 09.00pm. If the student required to leave before 6 am prior permission will be taken by the student from the warden in writing.

    Undertaking

    I shall not possess, use or deal with any kind of intoxication material including alcohol, drugs of any kind like gutka, tobacco, cigarettes, chew gums or any other sedative materials in the hostel premises and surroundings and on being found guilty, the institution may take any disciplinary action(s), including rustication/expulsion, against me.

    I shall not possess, use or abet the use of any kind of weapons including sticks, rods, explosives, firework or any material and on being found guilty, the institution may take any disciplinary action(s), including rustication/expulsion, against me.

    I shall be liable to pay for any damage caused by me to the property of the Institution either alone or jointly with others and face disciplinary action.

    I do not have the tendency, and shall not make any attempt, to commit suicide or abetting or inciting any other person to commit suicide or anything unwarranted and /or prohibited by law or otherwise and shall not give any sort of threats to commit suicide and or being found guilty of the aforesaid action, I myself shall be responsible for any consequences under law and the expulsion/rustication from the institution and any other legal action under the law or land. The management shall not be responsible for the same.

    I shall not ask any money from any student(s), employee(s) for any purpose including donations, contributions/gathering without written approval of the institution.

    I shall not allow any unauthorized person to enter or stay in my room.

    I shall not misuse electricity by using electrical gadget like irons, heaters, audio players, electric kettles, juicers, induction, etc., if found using any of the above, disciplinary action may be taken by the institute.

    If I am absent from the hostel without permission, I am liable for disciplinary action, which may amount to my rustication/expulsion from the hostel/institution also.

    If declared ineligible for appearing in any examination of the institute, on account of shortage of attendance or any other reason whatsoever or if ordered by the institution authorities at any time, I shall vacate the hostel immediately, Readmission to hostel in the forthcoming term/semester may be allowed only at the sole discretion of the Management.

    All type of charges and fees as charged by the Institution are subject to revision from time to time and would be acceptable to me.

    For any unforeseen issues arising, that is not covered by the Undertaking, or in respect of all the matters, not expressly provided herein, the institution may take an appropriate decision that shall be final and binding on me and all other concerned.

    Instructions for new entrants (1st year students) only: 1. All students who are interested to join the NIFT Girls Hostel have to submit the

    demand draft on 23rd July 2019, failing which it will be assumed that you are not

    interested.

    2. Limited seats are available at the NIFT Girls Hostel. Therefore, accommodation will be given on first come first serve basis

    3. Fee paid by demand draft must be in favour of “NIFT Shillong”, payable at Shillong. The

    name of the student, department and semester must be mentioned on the reverse side of

    the DD.

    4. Once all the seats at the hostel are occupied, the remaining students will have to make their

    own arrangement outside the NIFT Girls Hostel. Few hostels will be listed with telephone

    numbers whereby students will get an option to select their place of stay.

    5. Students who will not be staying at NIFT Girls Hostel but wish to avail the bus facility will

    be allowed only after payment of the bus fee amounting to Rs. 16,500/- per semester to

    NIFT.

    Important Instructions to all students:

    1. Students need to obtain the challan from the accounts dept and deposit the fee directly

    in the Union Bank of India, Police Bazar, GS Road, Shillong as per the account details

    mentioned above.

    2. No fee payment will be accepted by cash/cheque or in installments.

    3. Students will be allotted a room only after payment of hostel fee ,and on production of

    payment receipt received from the Accounts department to the Hostel Warden.

    4. Please note under no circumstance, request for extension of date for remitting the fee

    will be entertained.

    5. Fess once paid will not be refunded except the Security Deposit (refundable).

    6. Bus fee/mess fee charges may subject to change.

    7. Allotment of rooms will be done on first come first serve basis, i.e. whoever make the

    payment will be allotted the accommodation first.

    8. The students who join the girls’ hostel late will have to pay full hostel fee.

    9. If the student is not a hosteller but wants to avail hostel facility on temporary basis, then

    she will pay the hostel fee on monthly basis @ Rs. 7,500/- per month subject to

    availability of rooms at the Girls Hostel.

    10. Food will be provided as follows:

    Breakfast & Dinner will be provided at the Hostel from 07:30 AM to 08:30 AM

    during hostel days and only lunch will be provided at the Campus from 12:00

    noon to 02:00 PM

    During holidays, all meals will be provided at the Girls Hostel as per the timing

    mentioned in the Hostel Rules and Regulations.

    11. The hostel accommodation of the student is available only for the semester period and

    all hostellers are required to vacate their rooms along with their belongings during the

    summer break. For hostel facility withdrawal, 2 (Two) months prior notice is required

    from students willing to opt out of the Girls Hostel along with a consent letter from their

    parents & approved by hostel committee failing which two months hostel fee will be

    payable.

    DECLARATION

    I hereby affirm that the statement made and information furnished by me in

    the Hostel Application Form is true and correct , further I undertake , if admitted, abide by

    the NIFT Hostel Resident Rules. Final decision for grant of admission to the hostel will be

    bound to me as decided by Competent Authority of NIFT.

    I clearly understand that allotment of rooms to students and mode of

    occupancy is not a matter of right. I clearly understand NIFT will make all efforts to

    provide emergency medical care but the Institute can’t be held responsible for any

    eventuality. I clearly understand that I am responsible for seeking Medical/Clinical advice

    for all my ailments, disease, infection from campus doctor or outside and take necessary

    care and take medicines/treatment. I clearly understand that I have seen & read NIFT

    hostel Resident Rules and any in case of non-compliance by me, the institute has right to

    expel me from the Hostel without any notice in writing. NIFT will not be responsible for

    any illegal and unauthorized activity attempted by student.
