This report of the activities of Civil Air Patrol during its 39th year wasprepared in accordance with the requirements of Public Law 476. CivilAir Patrol was created on 1 December 1941 as an emergency measure tomake civil aviation aircraft and pilots available to the national defenseeffort
Following its wartime service, Civil Air Patrol was chartered by theU.S. Congress on 1July 1946under Public Law 476, codified at36 U.S.C.201-208. Then on 26 May 1948 Congress passed Public Law 557, codifiedat 10 U.S.C. 9441, which granted Civil Air Patrol status as the officialauxiliary of the Air Force and authorized the Secretary of the Air Forceto provide certain limited support to the fulfillment of its objectives.During 1980, Civil Air Patrol's long record of achievement and service
to the nation was further recognized by the Congress through amend-ment of 10 U.S.C. 9441, commonly called the CAP Supply Bill. The new1egislation authorized reimbursement of maintenance expenses as wellas fuel, lubricants and communications on Ail ' Force authorized searchand rescue, training and testing mis ions, The legislation clearly definedthe status of Civil Air Patrol as a federal instrumentality while servingon Air Force requested missions.This report highlights a few of the many instances of CAP members
assisting people indistress, CAP's work in developing aerospace educa-tion classroom materials, and its initiative in developing and conductingleadership programs for both its cadet and senior members.We are proud of the capable and dedicated CAP volunteers and their
achievements during 1980. We are also grateful for the continued under-standing and support of Congress and the moral and material supportgiven by the United States Air Force; both of which have been funda-mental to CAP's success. •
It is a privilege to present this report of Civil Air Patrol activitiesduring the past calendar year.

EMERGENCY SERVICES
The overall objective of the Civil Ail' Patrol Emergen-cy Services program is to save lives and relieve humansuffering while safeguarding the lives of CAP personnelproviding the service. CAP Emergency Services includes
search and rescue in support ofthe Aerospace Rescue andRecovery Service and civil defense and disaster reliefoperations in support of local, state, and national emer-gency services organizations. CAP cooperates with localcivil officials and rescue organizations in search and res-cue operations and has a mutual support relationshipwith the American National Red 0'1:'058, Salvation Al·myand other humanitarian organizations in conducting di~-aster relief operations ..SEARCH AND RESCUEThe U.S. Air Force is assigned responsibility by the
National Search and Rescue Plan for coordinating searchoperations in the inland region ( ; } f the United States, anddischarges its responsibility through the Military Ail·lift
Command's Aerospace Rescue and Recovery Services(ARRS) operation of the rur Force Rescue CoordinationCenter (AFRCe) which provides federal resources uponrequest. As the civilian au.~iliat:yof the Air Force, CAP isthe primary resource available to ARRS/AFRCC in ful-filling this responsibility.
During 1980, CAP participated in 1,.175 search rnissions, flew 14,424 hours, and was credited with locatln649 search objectives and saving 115 lives, Compared t1979, CAP participated in 175 more missions and locate
150 more search objectives, but flew 3,916 fewer hoursThe favorable comparison is attributed to CAP's abilitto use the newer SAR aids and tools and reduce missiotime. According to Air Force Rescue Coordination Center data, the emergency locator transmitter (ELT) ha-eentinued to be the best aid searchers have, and the beshope for a timely rescue of survivors of air crashes. ThInterim Track Analysis Program (ITAP) hasalso provento be an extremely reliable too] in those instances wher1t was u~able. The ITAP is an FAA innovation and waconceived with the help of the California Wjng. Thiprogram was designed to assist search planners in locaing lost aircraft by recalling eompu ter-generated recordsof radar signals, The retrieval of stored radar data at th

LOSTGIRL
Alaska. A fourteen year-old girl became cold and left adog sled group 15miles north ofKotzebue to return aloneto camp on foot . .. hut never arrived. She was located byCAP aircraft 20 miles north of Kotzebue suffering.fromhypothermia and frostbite.
ST. HELENS
Washington. The Washington CAP wing provided disas-ter assistance support to the Skamania, Lewis and CowlitzCounty sheriffs in the aftermath of the eruption of Mt.St. Helens and was credited with saving one life.
ELTCRASH
olorado. The Air Force Rescue Coordination Centernotified Colorado CAP that an Emergency Locator Trans-mitter (ELT) signal had been reported in the area ofPagosa Springs, Colorado. Colorado CAP aircraft usedirection finding equipment to locate an ELT signal com-ng from a crashed Beech K37 aircraft approximately 45iles SSW of Taos, New Mexico. Four survivors of therash were recovered by the MAST (Military Assistanceo Safety and Traffic) unit at Fort Carson and taken tothe Parkview Hospital at Pueblo, New Mexico.
A.Jl1BULANCE ACCIDENT
Nevada. A Cessna Skymaster disappeared from the radarscope shortly after departure from Reno InternationalAirport. The plane was operating as an air ambulance totransport an 18-day-old baby to San Francisco for heart
surgery. The crew consisted of the pilot, a pediatricdoctor, and tw o nurses. At the request of the WashoeCounty Sheriff, Nevada CAP assisted in the search. ADepartment of Forestry helicopter located the crashedaircraft at the 8,400 feet level on the northeast side ofMt. Rose. An Army National Guard helicopter was usedto airlift paramedic and other rescue personnel to a safelanding zone a half-mile down-slope from the crash site.The pilot and doctor were removed from the wreckageand ledded to the landing zone and airlifted to the WashoeMedical Center. The nurses were trapped in the rear ofthe fuselage and an air chisel and axe were used to freethem. The four victims were treated for frostbite,hypothermia, and broken legs. The baby did 110t survivethe crash. Feur saves were credited to the combinedefforts of Nevada CAP and the Washoe County Sheriff.

Florida. After hearing a distress call from a lost pilot, a
Florida CAP aircrew used a direction finder to locate thetroubled aircraft in the vicinity of Sanibel Island. Thedisoriented student pilot wa escorted to the Naples,Florida Airport for a safe landing with only 30 minutes offuel remaining.

BLIZZARD RESCUE
Colorado. Following heavy snows, the Sheriff of Garfiel
County, Colorado, requested assistance for people strande
in the flat top wilderness area of the county. Colorad
CAP provided airborne communications relay suppor
during the mission which resulted in 42 persons bein
rescued by helicopters from Fort Carson and a loc
television station,
ELT Manlier. Jim Carpenter of the Nevada Wing shows the location of
Emergency Locator Transmitter (ELT) receiver monitor statlons which
wi ll automl ically moni tor 80 percent Ofthe state's area on a 24-hour basis
when completed. The system designed by Carpenter and Don Hillister

ELTFTND
Alaska. 'fhe Alaska Civil Ail' Patrol assisted Alaska State
Troopers in searching for an overdue light aircraft 'with
one person all board. Because other leads were not avail-
able, three days were spent in searching the primary
flight path of the missing aircraft. On the fourth day ofthe search, an ELT 011 the lost aircraft began transmitting.
A CAP aircrew tracked the ELT signal and located the
crashed aircraft approximately 145 miles northwest of
Anchorage. A ski equipped State Trooper aircraft landed
and picked up the pilot who was suffering from severe
frostbite.
CALIFORNIA CR.4SH
California. While California CAP was responding to a
reported ELT signal in the Sacramento area, a Cessna
172 was reported as having disappeared from the racial'
screen in the area. The plane which was enroute from
Elko, Nevada, to Sacramento wa located by California
CAP. The pilot (husband) wa dead and wife injured. The
survivor was recovered by a Navy helicopter,
LOSTcmLD
Oklahoma. At the request of the county sheriff, Okla-
boma CAP searched for a four y€al'-old boy reported
missing by his parents. The child was located in goodcondition two miles northeast of Guymon, Oklahoma,
WATER CRASH
Alaska. A light aircraft was enroute from Barrow to
Kotzebue, Alaska, with six persons on board when radar
and radid contact with the aircraft was lost. An Alaska
CAP aircraft located the downed aircraft three miles
offshore from Kotzebue, in Hotham Inlet, Six survivors
were in the water in a small raft. Two survivors suffering
from back injuries were recovered by helicopter and the
other four were rescued by a civilian boat. All six were
taken to the Kotzebue Medical Clinic and treated for
exposure and minor injuries.
MEDICAL EY.4CUATTON
Wisconsin. At the request of medical authoritie ,Wisconsin CAP light aircraft evacuated an 18 month-old
infant, suffering from Meningitis, from Eagle River
Wisconsin, to Milwaukee Childrens Hospital.
LOST HUNTER
AJaska. Upon arrival at a hunter's camp at a prearranged
time for pick-up, an air taxi pilot reported that the si
was uninhabited and appeared to have been so for severa
days, A search was initiated using two Alaska CAP aircraf
The lost hunter was potted in a remote area where
aircraft was unable to land. An HH-3 helicopter of ti
7lst Aerospace Rescue and Recovery Service recoveredthe man who had been without food and shelter for fidays.
I'tlISSING HIKERS
Washington. Two hikers, ages 28 and 10,were .reported
a day overdue with weather conditions of light snow anrain. Washington CAP aircraft located the survivorsgood condition and they were recovered by an army hel
copter from Fort Lewis and delivered to the main searc
base.
•OVERDUE HIKERS
Oregon. Three persons were reported overdue in returning
from a hiking trip. Oregon CAP assisted the OregoOffice of Emergency Services in conducting a search an
located the hikers at Wah tum Lake, Eagle Trail, in goophysical condi tion. Oregon CAP returned the hikers tothe
automobiles.
Simulated Rescue. The South Carolina Wing conducted a full sca
exercise to test ns search and rescue capabil ity. The simulated operatio
was based on the scenario of an aircraft being reported missing wh
enroute from Myrtle Beach., SC to Ashville, NC. The mlssion, which wa
conducted at Union, SCwith 150 CAP members participating, was termed
success by Air Force observers.

NIGHT CRASIl
Alaska, A light aircraft with husband and wife aboardwas reported missing. A CAP aircraft from the ClearCAP Squadron located the crashed Stinson aircraft 210miles north of Anchorage. The plane had crashed at nightinextremely poor visibility. The pilot was suffering froma broken hip and head injuries and the passenger sustainedfractured ribs. They were recovered by a HH-3 helicop-ter of the 7lst Aerospace Rescue and Recovery ervicefrom Eilson AFB and taken to Fairbanks InternationalAirport and from there to Memorial Hospital by civilianambulance.
DE,1TH v~tLLErHIKERCalifornia. TIle National Park Service at the DeathValley National Monument requested GAP assistance insearching for a USMCPFC who was overdue in.retnmingfrom a hiking trip inDeath Valley. His survival equipmenthad consisted of a sleeping bag and one quart of water. ACAP light aircraft was used to locate the hiker in thevicinity of Badlands, Death Valley and to direct a groundposse to his location. The SUl'ViVOl- was airlifted to ahospital inLas Vegas.
MISSING PERSON
Minnesota. A 71 year-old woman w as reported missingfrom the Pine River Nursing Home. A Minnesota CAPaircraft sighted the individual and radioed tbe location tothe Cass County Sheriff who recovered and returned herin good physical condition to the nursing horne.
nUSSING HELICOPTER
Utah. A Bell helicopter with three persons on boardenroute from. Moab to Lizardrock, Utah, was reportedoverdue and became the objective of an aerial search withfOID ' Utah GAP aircraft participating. A Utah CAP aircraftequipped with direction finder tracked an ELT signal andlocated the distressed helicopter and directed a civilianhelicopter to the scene. The three survivors were recoveredin good physical condition and delivered to Moab.
AIR RACE CRASH
California, Nevada. A light aircraft with two personsboard was reported missing on a round robin air race frBullhead City, Arizona. California and Nevada CAP athe U,S. Army National Guard conducted a search tresulted in location of the aircraft .....reckage approximate12 miles northeast of the G affs, C alifornia V OR . A grouvehicle was used to recover 011e survivor and oneceased. The survivor was the pilot who suffered tbroken legs and burns. One save was credited jointlyparticipating SAR agencies.
TlVOSAVED
Minnesota. A light aircraft with two people 011 hoawas reported missing on a flight from Hibbing. Minneta to White Bear, Minnesota. Minnesota CAP locatthe crashed aircraft neal' Big Sandy Lake, MinnesotAnother CAP aircraft located the two survivors in gocondition approximately 1 5 miles northwest of the downaircraft. A belicopter from KSKP radio stationMinneapolis/St. Paul picked up the survivors and deliverthem to a hospital in Brainerd, Minnesota.
THIRTEEN SAVED
Oregon. A. January winter storm in the vicinityofPortlancOregon left numerous people stranded in the pathflood waters and campers trapped by rising water. Ogon CAP assisted state and county agencies in the searcand rescue operation by evacuating stranded victimfrom their homes to temporary shelter inPortland. Ogon CAP was credited with 13 saves by the county emegency services agency.
EMERGENCY MEDEVAC
Alaska. A medic at Sparravohn AFS notified the fligsurgeon at Eiemdorf AFB that a RCA employee wsevere back prolems needed to be evacuated to Anchoage for treatment. An Anchorage CAP search aircrawas used to transport the patient from SparravohnElemdorf APE.

NASA ELT DATA COLLECTION PROJECTThe CivilAirPatrol was requested the by Goddard Space
Flight Center of National Aeronautics and Space Admin-istration (NASA) L O support a limited-period data col-lection project concerning the performance of emergencylocator transmitters CELTs). First generation ELTs haveproven to be unreliable. and more statistical informationis needed by the Goddard Space Flight Center personnelto improve the next generation ELT.The Civil Air Patrol is assisting inthe program because
they perform the majority of the ELT search missionscoordinated by the Air Force Rescue Coordination Cen-tel'. The overall pw'pose ofthis data collection program isto reduce suffering and loss of life in aircraft accidents.The secondary goal is to reduce the present high falseELT activation rate (about 9 %) which wastes valuablesearch and rescue resources,
Direction Finder. Members of the Texas Wing Lubbock Composite
Squadron assemble a direction finder on a squadron vehicle. The device
was designed and constructed by squadron member Art Gentry and will
be used to augment the airborne capability of the squadron 10 Irack
Emergency Locator Transmitler (ELT) signals.
DISASTER RELIEF
Civil Air Patrol provides disaster relief support to civilauthorities on a local, state and national level. Local andstate support is contingent upon agreements with thosegovernments, National-level support is by agreementwith humanitarian organizations such as American Na-tional Red Cross and Salvation Army or by agreementwith federal agencies,

When CAP performs relief activity under agreementwith a federal agency as authorized by PL-557, it isconsidered a federalresource as the auxiliary of the U.S.Air Force. To involve CAP as a federal resource is notauthorized except when elisa ters are beyond the capabili-ties of the resources available to civil authorities.U.S, Military forces may provide support to civil au-
thorities in relieving the suffering of victims of flood.storms, fires, earthquakes, and other catastrephies. Underthe Department of Defense. the Department of the Armyacts as executive agent for all military support in actualor threatened major disasters and has primary responsi-bility for military support,The Air Force Reserve (AFRES) is assigned overall
responsibility for Air Force participation in natural dis-aster relief operations. Each numbered Air Force (Re-serve) authorizes and coordinates employment of theCAP within its respective geographical area and coordi-nates all Ail' Force disa tel' relief activity vvith the Re-gion CONUS Army. Every CAP wing has enterd into anagreement 'with its respective numbered Air Force (Re-serve) to make CAP personnel and resources availablewhen required for relief activity.During 1980, CAP participated il l 14 natural disaster
missions in 11 states, with more than 863 CAP membermandays, supported by light aircraft, emergel1cy vehi-cles, radio networks, and emergency power generators.

Rushmore Composite Squadron and the U nited Blood Services of Rapid
City. the squadron ison 24-hour call 10provide emergency airl ift 01blood.

Dedicated Communicator. Lt. Col. George Reed of the CAP Indiana
Wing operates the al ternate net control stat ion for the Great lakes Region
from a wheelchair, Although Col. Reed has been a victim 01 muscular
dystrophy for 40 years, he has been an active CAP communicator for the

COMMUNICATIONS
Civil Air Patrol operates a national system of radio
networks that enables communications throughout thecontinental United States, Hawaii, Alaska. and PuertoRico. Activation of the ystem commences with the Na-tional Headquarters' tation that conducts a daily netwith stations in each of the eight CAF regions. Theregion stations then participate in network broadcastsinvolving stations in each of their assigned wings. Wingstations conduct networks within their state that pro-vide contact with the lowest echelon and can be monitoredby individual CAP members. This relay system enablescommunication between the National Headquarters andeven the most remote locations.Additionally, there are special networks organized for
specific purposes. The varied frequencies on HF, VHF
and citizens radio service permit many networks to oper-ate simultaneously without interference, and il l an emer-gency the CAP networks can be interfaced into an effec-tive, cohesive communications system.

MlLITARY TRAINING ROUTE SURVEYSThe Civil Ail' Patrol is helping to assure the safety of
Air Force crew members participating in practice mis-sions by helping survey military low-level training routesfor hazards and environmental factor. The Federal Avi-ation Administration (FAA) has established military train-ing routes (MTRs) to allow military pilots to practicelow-level bombing and reconnaissance missions. Theseroutes provide the most realistic yet safest missionswith the least possible environmental impact.
To assure the continued safety of these routes, theFAA requires aerial visual surveys of all routes for ob-structions or other hazards. The surveys must be flownbelow 1,000 feet above ground level, once clown the cen-ter and once along each side. Strategic Air Command(SAC) has in the past usecl more expensiv commerciallight aircraft. and pilots to carry AC personnel to per-form these surveys. Now, where possible, SAC unitshave turned to Civil Air Patrol to:fly the routes. DuringCY 1980, CAP assisted in the survey of23 routes, savingSAC over $15,000. Future plans call for CAP to performat least 12annual surveys for SAC and possibly more forother military, commands.

THE CADET PROGRAMI
I
The Civil Ail' Patrol Cadet Program is designed todevelop and motivate young people to leadership andresponsible citizenship through an interest in aviation.The program is open to U. S. citizens and persons lawfully
admitted for permanent residence to the United Statesand its territories and posse sions who are 13through 17years of .age , or have satisfactorily completed the sixthgrade. Upon reaching age 18, cadets may choose to eitherbecome senior member or to continue in the cadet pro-gram until their 21st birthday.Individual cadets are provided opportunities to devel-
op their leadership skills in an aerospace oriented envi-ronment under the guidance of adult CAP leaders andwith the advice and assistance o r Ail' Force liaison per-sonnel. Cadets are permitted to progress at their ownpace through a structured program of aerospace educa-tion, leadership training, physical fitness and moral lead-ership.
Upon completion of each achievement in the struc-tured program, cadets earn increased cadet rank, deco-rations, awards, eligibility for national special activities,and an opportunity for scholarships and grants. The vari-ous phases of the structured program which allow bothindividuals and group involvement are interspersed withorientation flights. encampments, and a variety of'otherspecial activities and incentives designed to rewardachievement and motivate continued progression in theprogram.
INTERNATIONAL AIR CADET EXCHANGE (lACE)The [ACE program was conceived in 1946 by the Ai
Cadet League of Canada and the Air Training Corps oGreat Britain and was first conducted in 1947 with th
assistance of the Royal Air Force and the Royal CanadianAil ' Force. Civi l Air Patrol entered the exchange in 194with the assistance of the U.S. Air Force. The programha grown over the years, having involved some 41 countries at one time 01' another.
From its origin the purpose of the IA E bas been tpromote international understanding, goodwill and friendship among young people having a c orrrm on interest iaviation. To this end, the annual, nineteen-day exchangeof cadets is conducted by Civil Air Patrol and organizations such as national aero clubs and national all' forcacademies. Participating organizations in each countrysponsor and provide visiting cadets with sightseeing tripstours of aerospace industries and museums, visits t
airports and Air Force installations, orientation and training flights in gliders and powered aircraft, and vi its ihost families' homes.In the 1980 program, 179 CAP cadets and 29 senio
member escorts were exchanged with the 14 other lACEmember nations and six countries in the East Asia/Pacifiarea. Annual exchanges with these latter, nonmembercountries are arranged and conducted bilaterally by CivAir Patrol under similar rules and format and in conjunction with the regular lACE program.

Scholarship Program, provided $25,500 to 51 of its mem-bers Lasupplement their college or vocational-technicalschool education. Scholarships and grants are given forstudy in engineering, education. humanities, theologv,
and science. Recipients range from young persons inter-ested in learning to be aircraft mechanics to those pursuingadvanced degees U 1 aeronautical engineering or aerospacemedicine. In addition to the national scholarship pro-gram. many scholarships and grants are provided by localand state level "AP units.CADET EN ANIPMENTSA prerequisite for earning the General Billy Mitchell
Award is that a cadet attend a CAP encampment. eitherat a U.S. Air Force 01'DOD installation or at a communi-ty. state or national facilitv arranged al the local level.Attainment of the Mitchell Award is. the firsl majorbenchmark of the Cadet Program. It qualifies cadets forparticipation in more advanced special activities and au-
tomatically qualifies them for the grade of Airman Firstlass (E-3) should they choo e to enlist in the Air Force.Most importantly, however, is the impact of encampment

AEROSPACE EDUCATION WORKSHOPSCivil Air Patrol's most important contribution to aer-
ospace education continues to be its support of teachertraining through aerospace education workshops. Thepurpose 'of the workshop program is to provide attendees
with a basic knowledge and interest in aerospace whichwill be included in their teaching upon return to theclassroom or school system,In cooperation with colleges and universities, and indi-
vidual school systems, Civil Air Patrl supported 209graduate-level workshops in 46 states, Puerto Rico andthe District of Columbia ill 1980. Approximately 7,000
educators attended these projects,Civil Air Patrol provides advice, assistance, and sup-
port In developing curriculum according to the require-ments of the host institution. Air Force support is au-thorized in the form of Air Force reserve personnel onactive duty tOUl'S who serve as liaison and instructionalresources to the workshop director. In some cases, Air
Force airlift is provided for workshop participants tovisit an aerospace facility as part of the curriculum,

AEROSPACE EDUCATIONAL MATERIALSFALCON FORCE. The Civil Air Patrol Falcon Force
test program was completed during the final quarter ofCY-1979. The results were evaluated and a report waspresented to the CAP National Executive Committee inMarch 1980. Approval was received to proceed into full
production ofFaleon Force materials for sale during schoolyear 1980-81,
The Falcon Force kit was conceived and developed by apanel of experienced aerospace education teachers over aperiod of two years. The purpose of Falcon Force is two-fold -
(1) to provide a flexible and motivational learning tothrough which the dynamics of aerospace can be bettepresented to youngsters, and(2) to provide a self-contained kit to the teachers whic
will allow them to include aerospace topics in their clasrooms .regardless of their personal a viation/space bacgroUllds.

The Falcon Force test program involved a 3-monttest in 140 elementary schools across the nation. Thtest program was conducted on a volunteer basis usinteachers with no prior training in use of the Falcn Fortematerials. Care was taken to ensure that a balancegeographical, demographic, socioeconomic and grade levwas present in the test schools, These test schools werlocated in 36 of the 50 tates.Following the 3-month test program, evaluations wer
sent to the test schools. Of the 140 schools beginning thproject, 17 dropped out during the test, 24 did not return the evaluation form, and 4 returned the form tolate to be included in the figures, The test results wer
compiled on 95 test schools.

AEROSPACE: THE CHALLENGE. The high schoolaerospace education textbook, "Aerospace: The Challenge,"has been well received by both Air Force Junior ROTCand by school systems throughout the nation. Duringthe first year of publication, 31,000 were sold and a sec-ond printing of 26,000 was procured. Sixteen thousandcopies of the second printing have been sold.LEARNING PACKETS. CAP has continued devel-
opment of its single concept learning packets fOI' use inupper elementary/junior high schools. These packets con-sist of four to six large posters, multidisciplinary studentactivity cards, and a teacher's manual. Dilling 1980. twopackets entitled "Aerial Applications' and "Dr. RobedH. Goddard" were added to our inventory.NEW INSTRUCTIONAL ITEMS. Two new educational
materials were developed during 1980 for use in schoolsand by the United States Air Force. The first is numberone in a series entitled "Meet yOUI' United States A irForce," This series will deal with the history and mis-sion(s) of each major USAF command and separate oper-ating agency. The first packet deals with the AerospaceRescue and Recovery Service an d consists of three wallposters depicting the history. mission an d future of ARRS.The other new instructional item is a large wall chart
, entitled 'Chronology of Aerospace Events." The chartconsists of three time lines depicting the major aero-
space events during the past 5,500 years, As a singlesource reference on the history of aviation and spaceevents, it should be a valuable resource to schools andaerospace education workshops.

NAT10NAL CONGRESS ON AEROSPACE EDUCATIONThe 1980 National Congress on Aerospace Education
was held at the COUlt of Flags Hotel, Orlando, Florida2 7 -2 9 March, 1980. The Congress was the most successfuever with more than 700 educators attending. Air Force MSgt Wayne L. Fisk was a popular guest at the annual Civll Air Patrol National Board Meeting in Louisville. Wayne is a former cadet
member 01 the Alaska Wing KetchIkan CAP Squadron and was the wing's outstanding cadet in 1961,1962, and 1963. He was captain of the local
drill team and visiSed Great Britain on the International Air Cadet Exchange. Wayne earned an appointment to the Air Force Academy, but chose not
to accept because of the serious illness of his mother. He enlisted in the Air Force in 1966 and became ;; 1 pararescueman.
Wayne earned the Si lver Star as a member of the assaul t force on the Son Tay prison In North Vietnam in 1970 and another in the act ion against
the Khmer Rouge off the CambodJan Coast during the successful S. S. Mayaquez rescue mission. In addition to his five tours of duty and 450
combat missions inSoutheast Asia, Wayne also served as a primary member of the Apollo B,9, and 1a u .s . Air Force Recovery Teams in Bermuda.

I SENIOR MEMBER TRAINING
The three missions of Civil Air Patrol attract a diversegroup of members with varied education and skill levelsthat make a strong and standardized training program abasic necessity, Not only must members be trained towork with cadet and aerospace personnel. and in the
specialties required for the more glamorous search andrescue mission, they must also be trained to do theroutine day-to-day jobs in areas such as personnel, ad-ministration, logistics, finance, etc., which are funda-mental to any successful organization.The Division of Senior Training at National Headquar-
ters implement training needs and develops programs inrelation to the demonstrated and expressed desires ofCAP members to fulfill the purposes and accomplish themissions of Civil Air Patrol. The division staff works withCAP members in the field at all unit levels to developcurricula for courses to be conducted by CAP personnel.The CAP senior training program is organized into fivelevels.
Kutztown School. Cadets Greg.ory Weidenfeld of Lakewood, New Jer-
sey, and Bethany Foster of Whitehall. Pennsylvania, are coached by
Captain Donald Knutz during practice session in radio room at the North-
east Region Communications School at Kutztown, Pennsylvania, The
week-long school was attended by 43 cadets from 1.1CAP wings.
LEVEL I - CAP ORIENTATION COURSEThe Level I CAP orientation COlU'Se is a 4-hour slide/tape
presentation which introduces new members to the uniqueaspects 'of Civil 'Air Patrol. It is during this course thatnew members gain a knowledge of the purposes, mis-sions, and programs of CAP on which to base decisionsregarding which mission they wish to help accomplish andwhich job function they may desire to adopt. This courseprovides basic instruction in such areas as the historyand organization of CAP career development programsand activities and CAP customs, courtesies and properwear of the CAP uniform.

Members also learnhandle certain CAP-unique leadership and counsellinsituations, and receive instruction on planning unit meings and activities. Perhaps as important as the statecourse objective is the opportunity for members frothe same geographical areas to get to know each othewhich often results inmore cooperation between unitsdeveloping and conducting activities.In addition, senior members study a CAP Officer Cour

LEVEL IV - SENIOR COMMAND AND STAFFMembers at this level are expected to represent CAP
in their communities with presentations before local civicclubs church .groups, and governmental agencies, Theyalso must attend the ten-day National Staff College(NSC) conducted annually at Gunter Air Force Stationand Maxwell AFB, Alabama. This course provides ad-vanced leadership/management training for wing and re-gion command and staff personnel who have completed aregion staff college, Italso provides development experi-ences required to operate complex CAP programs. NSC makes extensive use of the facilities and faculties ofthe USAF Ah' University's Professional Military Educa-tion schools, Both graduate and undergraduate academiccredit are available for completion of the course.LEVEL V - USAF SENIOR SCHOOLThe academic accomplishment required in Level V is
completion of Air University's Air War College AssociateProgram. The training provides an insight into Air Forcepolicy desired of senior leaders in CAP. 'SPECIALIZED MISSION TRAINING
• National Search And Rescue (SAR) Schoo 1. The Na-tional SAR School is a one-week course designed to en-hance the professionalism of SAR mission coordinators.The school is conducted by the USAF and USCG atGovernors Island, New York, In 1980, an additional schoolwas conducted at the Naval Support ActivitY, Seattle,Washington.• Extension Course Institute (ECD. EClis the.corre-
spondence school of the Air Force and is open to CAPmembers without charge. ECl courses in general mili-tary training and specialized fields such as communica-tions are especially beneficial to GAP members. Currently
under development are CAP-unjque courses to augmenttraining in the Level II specialties,• Mission Coordinator Course. These are 2-day courses
conducted by the Air Force Aerospace Rescue and Re-covery Service at locations throughout the country toprovide mission coordinator training to persons involvedin the inland search and rescue missions.• Mission Training Exercises. Each CAP wing con-
ducts emergency services training and upgrading pro-grams throughout the year to improve both the skills ofindividual members and the effectiveness of the organi-zation as a team. Also, each wing annually undergoesdisaster relief and search and rescue test exercises underthe scrutiny of Air Force evaluators, The purpose of
these tests is to determine the effectiveness of CAPwing training programs and wing capability to respondand satisfactorily execute any mission it may be calledupon to perform. A valuable side benefit of test exercisesis training gained through the opportunity provided topractice mission skills under realistic conditions,• Communication Schools. The CAP Northeast Re-
gion conducts an annual communications school atKutztown State College, Kutztown. Pennsylvania. TheGreat Lakes Region also conducts a communications school

at Micbigan State University, Lansing, Michigan. Bothof these schools are open to senior and cadet members.The specialized training in communications techniquesan d procedures is designed to expand interest an d qualifyattendees for GAP Communications Officer positions,• CAP Flight Clinics. CAP encourages flight safety by
providing financial assistance to pilots attending aqualifying flight clinic sponsored by the CAP, the FAA,the Aircraft Owner's and Pilot's Association, or any otherflight safety organization. These clinics must include groundinstruction in several essential subjects such as flymg
safety, FAA regulations, emergency procedures, flightplanning, and aviation weather, Flight clinic paJ.~icipantsare also required to demonstrate safe aircraft operationto an FAA certified :flight instructor or a qualified CAPcheck pilot. During CY 1980, over 50 CAP :flight clinicswere held and were attended by over 800 CAP pilots,• Air Force Survival Continuation Training. Air Force
Regulations allow individual Air Force units to use theCivil Air Patrol in support of local programs. The 4950thTest Wing at Wright-Patterson AFB Ohio, is using theOhio Wing CAP to help provide continuation survivaltraining to base airerew members. Using techniques es-tablished at formal survival schools, Wright-Pattersonsurvival instructors are using the Ohio CAP planes, pi-
lots and portable 2-way radios to teach aircraft vectoringprocedures to "victims" of downed aircraft, The ground-based personnel issue vectoring instructions and otherinformation to the aircraft based on the direction of theaircraft sound, distinguishing characteristics of the area,and, if possible, the known geographical location of theground site. The ground party also uses various signalingdevices available to aircrew members to communicatetheir location and needs to airborne personnel. The aircraftand pilot provide instant feedback to the ground P81tyon the effectiveness of their efforts. This actual experi-ence, rather than standard textbook training, has givenA ir Force personnel invaluable firsthand experience in
guiding and communicating with a search aircraft should

The dedicated civilian clergy who make up the nearly1,OOO-membervolunteer Civil Ail' Patrol chaplaincy con-tribute many hours of their time in providing a profes-sional, ecumenical ministry to approximately G O . U O O cadetand senior members. They represent all major religiousdenominations. In addition to performing a specializedand vital role as personal counselor/chaplain Laeach CAP
member, as well as participating in search and rescuemissions, encampments, and memorial and patriotic ob-servances, one of the most crucial areas of ministry forthese CAP chaplains is conducting the moral leadershipprogram for the Civil Air Patrol cadets.The ultimate goal of the moral leader hip program is to
equip America's youth. ami, hopefully. future leaders,with a deep sensitivity and strong commitment to moral,spiritual, and patriotic values. To this end, a new editionof the "Values for Living" pamphlet is published in acontinuing series each year fol' use in the moral leader-ship sessions. These pamphlets contain topics relevantto today's problems and offer guidance to individuals inselecting a good set of values for daily living. During thisactivity. the CAP chaplain does not deliver the tradi-tional lecture-style sermon, butrather leads the entiregroup of cadets to become involved i l1 raising moral lR -

LEGISLATION IN SUPPORT OF CAPSection 9441, Title 10, USC popularly known as the
CAP Supply Bill, was originally passed on 26 May 1948..The act was amended on 27 May 1954, and again on 8
September 1980. The statute did the following things:
a, It established the Civil Air Patrol as an officialauxiliary of the Ail' Force and further clarified it f01' tbe

This included the freeuse of utilities.(3) The statute also authorized reimbursement for POL
used on Air Force directed missions including unit capa-bility testing missions and training missions. The stat-ute set up the regional structure of CAP and provided forliaisnn officers at national, regional, and state levels. Itauthorized the detail of any civilian or military memberto any unit of AP to assist in the CAP Ll'a11ing pro-gram.(4) Itauthorized the payment of aircraft maintenance
expense relating 1 .0 operational mis. ions, unit capabili-ty testing missions, and training missions,(5) In time of war or nationalernergeriey, authorization

Congressman Commander. CAP Colonel Lester L. Wolff was named
Senior Member of the Year at the 26-27 September 1980 National Board
Meeting in Louisville. Wolff IS a Congressman from New York's Sixth
District and Command.er 01 the CAP Congressional Group. As a long-
standing member and supporter of Civil Air Patrol, Mr. Wolff was a
primary force In passage of the Wolff-Stratton Amendment to the De-
partment 0 1 Defense Authorization Act of 1981 Which auinonzes addi-
!ional support lor the individual CAP members in carrying out the basic
missions of Civil Air Patrol.
CAP SUPPLY DEPOTCAP operates a supply depot at Amarillo. Texas, to
obtain. store, and ship aircraft parts lo individual wings.Tranaportation and handling charges are paid by the
users of this service. Spare parts are provided Ior liU5CAP corporate-owned aircraft. consisting 0 1 ' 45 different
makes and models. Parts for the DOD excess and CAP-
acquired, civilian-type aircraft are usually unavailable
from other sources. Excess DOD aircraft spare p~l.1t~arenot provided to CAP members for use on privately owned
aircraft, but the depot does sell vendor-acquired spares1 .0 individual CAP members for use on their own aircraft.
OCCUPANCY OF DOD FA 'ILITIES
The use of Department uf Defense (DOm facilities
gives some financial relief to Civil Ail" Patrol units. C ....\P
units ocenpy approximately 312,000 square feel of DOD
building and office space at lO:llocations. This accommo-dates less than 15 percent of the Civil Air Patrol units
that require better facilities. The reduction in the nUl11 -
bel' of DOD facilities even further limits the availability
ofsuch facilities for CAP use.
Top Officials. The Deputy Assistant Secretary of Defense lor Reserve
Affairs Harold W. Chase, lef t; and Gaorqe M. McWill iams, Deputy Assis-
tant ,Se.cretary of the Air Force For Reserve Affairs were interested
participants in the CAP National Board Meeting in Louisvllle on 26-27
September 1980.
Annual Report. The 19BO Civil Air Patrol Annual Report to Congress
was delivered to the office of each member of Congress by cadet mem-
bers of the CAP National Capital Wing. Many congressmen were able to
meet with Ihe cadets and receive the reporl as did SenatOr Jennings
Randolph of Wesl Virginia. The report Is required by Public Law 476, the
statute under which the CAP was chartered as a benevolent, non-profit
corporation.
DOD EXCESS PROPE RTYCivil Air Patrol is authorized bv Public Law 557 to
acquire equipment and supplies that are excess to theneeds of the DOD. Property acquired during U)~U includ-ed aircraft. vehicles, communications equipment. uffieeequipment, and other property with an estimated value
of $5,664,30C:l.57. Restoration of aircraft and vehicles to a
safe operating condition and modification of aircraft to
meet FAA airworthiness standards require the expeudi-ture of the limited funds of the Civil Ail' Patrol Corpora-
tion. DOD agencies identified 37 excess aircraft for trans-fer to CAP during 1980 as compared to 41 in 1979.

AMERICAN RED CROSS. '1'he American Red Cross
is assigned respouaibility by the Federal Disaster Act of
1970 to assist persons in need as a result of' disasteremergencies while Civil Air Patrol has an emergency
services mission to assist the A i l ' Force in f u l f i l H n 1 2 . ' itsresponsibilities for natural disaster relief' operations. Be-
cause of these common commitments, the 1:>\'0 organiza-
tions have developed a close working relationship that isformalized by a mutual support agreement extending to
local Red Cross chapters and CAP squadrons.
FEDERAL AVIA'l'ION ADMiNISTRATION. TheFAA, NASA, and CAP are cosponsors of the annualNational Congress on Aerospace Education and the }l'AAis a strong supporter of other CAP aerospace education
efforts, The FAA Orientation Course ('01' CAP cadets is
conducted annually at Will Rogers World Airport.in Okla-
horna City and FAA sponsored 'flight clinics conducted
throughout the country are well attended by CAP pi-
lots.

programs, but most of their service is with CAP pro
grams at the grass roots level where their only compen
