4. Prior Service (PS) personnel who completed Army Basic Combat Training (BCT),U.S. Marine Corps Basic Training, U.S. Air Force (USAF) Special Operations Forcestraining, USAF Security Forces training, or U.S. Navy Special Operations Forcestraining and have exceeded a five-year break in service are required by reference 1a toattend standard Army BCT. This policy establishes minimum guidelines whenrequesting an exception to policy to waive this requirement. Final approval authority towaive this requirement is withheld to Army G-1 (DAPE-MPA).

5. For the purposes of this policy, entry into the IRR starts a break in service, andall time spent in the IRR counts toward a period of break in service if the Soldier isnever activated in any capacity. If activated while in the IRR, the break in service beginsafter Release from Active Duty from the last activated period. Further, for the purposesof this policy, service in an active component or the SELRES, or activated periods whilein the IRR, are considered service.

6. PS applicants who request an exception to policy (ETP) to attend basic training willdo so after enlistment. Assign these Soldiers to the recruit sustainment program fortracking purposes until ETP is granted or Soldier is shipped, completes BCT and isBattle Hand off (RSP Gold Phase) to their unit of assignment.

7. MEPS Guidance Counselor (GC) will:

a. Brief each PS applicant of the minimum enlistment period of three years if theyrequire an ETP or BCT.

b. Schedule for standard basic training at the maximum allowable time of 365 days.

c. Ensure the following statement is entered in the “Free Form Remarks” section ofDD Form 1966, explained to applicant, and initialed for acknowledgement: "I am applying for an exception to policy after enlistment regarding the requirement to attend Army Basic Combat Training. If I fail to obtain an approved exception, I will be ordered to complete Army Basic Combat Training or be discharged without board action or appeal."

8. Recruiting and Retention Battalion will:

a. Attach Soldier to RSP site for tracking purposes until battle hand off to unit.

b. Administer the Occupational Physical Assessment Test (OPAT).

c. Conduct the standard Army Physical Fitness Test/Army Combat Fitness Test(based on current regulation and policy).

9. Recruiting and Retention Battalion Operations NCO will initiate the exception to policyby assembling all of the Soldier’s documents listed below and submitting with HRRForm 801 to NGB ROB via e-mail: [email protected].

a. THRU Memorandum from the Recruiting Battalion Commander (see exampleenclosure attached). Ensure you show justification regarding the ETP reason.

b. DD Form 2808.

c. DD from 214/215 or NGB Form 22.

d. OPAT scorecard.

e. DA Form 705 with DA Form 5500/01, if applicable; or ACFT scorecard (based oncurrent regulation and policy).

f. USMEPCOM 6803ADP.

10. Applicants granted an exception from DAPE-MPA are not required to ship to trainingwill have basic training cancelled as outlined in reference 1h. These applicants will bereleased from RSP and begin drilling with the unit of assignment.

11. Soldiers denied an exception to policy will attend basic combat training or processedfor discharged.

12. This policy remains in effect until officially rescinded. The doctrine cell willimplement into the Accession Options Criteria within two years.

SUBJECT: Army Directive 2019-31 (Integration or Refresher Training for Prior Service Personnel)

1. References. Applicable references are in enclosure 1.

2. This directive establishes policy on integration and refresher training for prior service (PS) personnel who want to enter the U.S. Army. The policy clarifies and synchronizes PS personnel retraining requirements in Army Regulation (AR) 350-1 (Army Training and Leader Development) and AR 601-210 (Regular Army and Reserve Components Enlistment Program).

3. This directive applies to the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve. This directive does not apply to retiree recalls.

4. Title 10, United States Code, section 671 (10 U.S.C. § 671) requires a minimum of 12 weeks of basic training, or equivalent, before a member of the Military Service may be deployed overseas.

5. PS personnel entering the Army, except those who have completed Army Basic Combat Training, U.S. Marine Corps Basic Training, U.S. Air Force or U.S. Navy Special Operations Forces training, or U.S. Air Force Security Forces training, will be required to attend one of these three courses to satisfy 1 O U.S.C. § 671:

• Prior Service-Army Integration Course (PS-AIC),

• Basic Combat Training (BCT), or

• One Station Unit Training (OSUT).

6. PS personnel attending either PS-AIC or BCT will attend a follow-on military occupational specialty (MOS) training or request credit to meet the 12-week basic training 10 U.S.C. § 671 requires. PS personnel may be awarded up to 6 weeks of equivalent or constructive credit for MOS training based on training received or time served during previous service. PS personnel may submit requests for credit to the Army Director of Training pursuant to AR 350-1, paragraph 3-20b. The Commander, U.S. Army Training and Doctrine Command or Chief, National Guard Bureau will ensure PS-AIC or BCT recruits attend a follow-on MOS qualification course or receive additional credit.

7. PS personnel excepted in paragraph 5 and with less than a 5-year break in service who have completed Army BCT, Marine Corps Basic Training, Air Force or Navy Special Operations Forces training, or Air Force Security Forces training are exempt from attending PS-AIC, BCT, or OSUT. However, if these PS personnel have more than a 5-year break in service, they will be required to attend a Prior Service Refresher Course (PSRC) as established by the Commander, Training and Doctrine Command. The PSRC is authorized to be conducted at Regular Army or reserve component locations. PSRC waivers must be submitted to the Army Director of Training, Office of the Army Deputy Chief of Staff (DCS), G-3/5/7. Some PS personnel, regardless of break in service, may require follow-on MOS training. As indicated in paragraph 6, equivalent or constructive credit may be awarded.

8. Details about the integration or refresher training are in enclosure 2, definitions are in enclosure 3, and a matrix of integration training for all PS personnel is in enclosure 4.

9. The DCS, G-1 is the proponent for the provisions of this directive that affect enlistment eligibility criteria and the processing of PS personnel into the Army. The DCS, G-3/5/7 is the proponent for the provisions of this directive that affect PS personnel training. They will incorporate the provisions of this directive into AR 601-210 and AR 350-1, respectively within 2 years of the date of this directive.

10. This directive is effective 1 October 2019 and is rescinded upon publication of the revised regulations.

POLICY FOR INTEGRATION OR REFRESHER TRAINING FOR PRIOR SERVICE SOLDIERS

The following guidance applies to prior service (PS) personnel attending integration or refresher training:

Categories of Prior Service Personnel

1. PS personnel, including those in the Individual Ready Reserve (IRR), who enter the Regular Army or Selected Reserve (SELRES) of the Army National Guard and U.S. Army Reserve are not required to attend Prior Service-Army Integration Course (PS-AIC) or the Prior Service Refresher Course (PSRC) if they have less than a 5-year break in service and:

• have completed Army or U.S. Marine Corps basic training, or

• have completed training for U.S. Air Force or U.S. Navy Special Operations Forces, or U.S. Air Force Security Forces.

Although PS-AIC or PSRC is not required, some PS personnel may be required to attend military occupational specialty (MOS) training before their first unit of assignment.

2. PS personnel from the Air Force, Navy, and U.S. Coast Guard entering the Regular Army, Army National Guard, or Army Reserve will attend PS-AIC, Basic Combat Training (BCT), or One Station Unit Training (OSUT), depending on course availability, regardless of the length of their break in service if they:

• have not completed Army or Marine Corps basic training; or

• did not complete training for U.S. Air Force or U.S. Navy Special Operations Forces, or U.S. Air Force Security Forces.

If PS-AIC, BCT, or OSUl is required, PS personnel may be required to attend MOS training before their first unit of assignment.

3. PS personnel (including those in the IRR) who enter the Regular Army or SELRES will attend PSRC if they:

• have more than a 5-year break in service; and

• have completed U.S. Army or U.S. Marine Corps basic training; or

• completed training for U.S. Air Force or U.S. Navy Special Operations Forces; or U.S. Air.Force Security Forces.

General Information

The policy in this directive supersedes references to initial entry training for PS personnel in AR 350-1, paragraph 3-28, and AR 601-210, paragraphs 3-18b and 5-16b.

The Deputy Chief of Staff, G-1 (Military Personnel) will update AR 601-210 to incorporate this policy and will refer commands to AR 350-1 for training policy. The Deputy Chief of Staff G-3/5/7 (G-37/TR) will update AR 350-1 to incorporate the training provisions of this directive.

All components will review the funding requirements associated with sending PS personnel to either PS-AIC or PSRC and submit unfunded requirements to the Army Budget Office during the midyear review.

DEFINITIONS

Prior Service Personnel

Any applicant with 1 or more days in any component of a Military Service has had prior military service. However, for the purpose of this directive, PS applies to an applicant who has official military records that show he or she attended and successfully completed basic training in one of the U.S. Armed Forces. Any applicant who has not successfully completed basic training must attend the Army's BCT course or OSUT.

Break in Service

A break in service begins when a Soldier is separated from an active component or its reserve components and, after separation, that Soldier no longer participates in Active Service (active component or SELRES; or activated to serve in any capacity while in the IRR). This definition and the following examples apply only to individuals who have completed U.S. Army or U.S. Marine Corps basic training, or completed training for U.S. Air Force or U.S. Navy Special Operations Forces, or U.S. Air Force Security Forces. Here are examples of when a break in service starts:

a. If the applicant separates from active duty and does not enter the SELRES, the applicant's break in service starts the day after separation from active duty.

b. If the applicant separates from the SELRES, the applicant's break in service starts the day after separation.

c. If the applicant separates from Active Service (active component or SELRES) and transfers to the IRR, the applicant's break in service starts on the date of entry into the IRR.

d. If the applicant is serving in the IRR and has not been ordered to active duty in any capacity, the applicant's break in service starts on the date of entry into the IRR.

e. If the applicant is serving in the IRR and has been ordered to active duty in any capacity, the applicant's break in service starts on the date after the last Release From Active Duty from activation and return to the IRR.

Note: For the purposes of this policy, entry into the IRR starts a break in service, and all time spent in the IRR counts toward a period of break in service if the Soldier is never activated in any capacity. If activated while in the IRR, the break in service begins after Release From Active Duty from the last activated period. Further, for the purposes of this policy, service in an active component or the SELRES, or activated periods while in the IRR, are considered service.
