Question:
Patricia Kelly from the Massachusetts Attorney General office
requested that asset owner (by company) of each project be
included in the LSP Project List.
Answer:
Attachment K requires the LSP Project List to be comparable to the
RSP Project List. The RSP Project List contains a column for
“Primary Equipment Owner”. We interpret this to be “National
Grid” for the RSP Project List. We do not see any issue with
listing the asset company owner of the facility associated with the
project in the LSP Project List. A column that indicates “Asset
Owner by company” will be added to future LSP Project Lists.

LSP Project List similar to the RSP Project List.
Answer:
Attachment K requires the LSP Project List to be comparable to the
RSP Project List. The RSP Project List does include cost
estimates with accuracies that reflect the maturity of the project or
Project Stage. A column that lists the cost estimate with
accuracies and variances that reflect the Project Stage, similar to
the RSP Project List, will be added to future LSP Project Lists.

Question:
Bruce McKinnon of CMEEC asked if the planned load transfer,
associated with listed Union Loop study, from Chartley Pond
Substation to the Proposed Patriot Place Substation, will alleviate
the need to replace the Chartley Pond T1 transformer as shown in
the 2009 LSP Project List.

Answer: As part of the Foxboro area load addition, associated with Patriot Place, the proposed
Patriot Place Substation 40 MVA,115 – 13 kV transformer will accommodate the new
load and load transfers from South Wrentham Substation and Chartley Pond
Substation. The proposed load transfer from Chartley Pond Substation to the
proposed Patriot Place Substation in 2013 is approximately 1 MW.
Presently, Chartley Pond Substation has two 115-23 kV transformers. The T1
transformer has a summer emergency capability of 54.7 MVA and the T2
transformer has a summer emergency capability of 77 MVA. The 2009 summer
peak load on both T1 and T2 was approximately 69.3 MVA. As such, in 2010 it is
proposed that T1 be replaced with a larger transformer size to have similar summer
emergency capability as T2. Furthermore, the planned distribution load transfer in
2013 is associated with area distribution feeder load management, and does not
defer the need to replace transformer T1 with a larger sized transformer in 2010.
