Malaysia today has achieved acommendable global statureamong nations of the world. Our

success today would not have been possible

without the sacrifices and commitmentsof our forefathers in charting our nationaldevelopment path. As Malaysian citizens, wecan be truly proud of the quality of life thatwe have in our wonderful country, while wecontinue in our pursuit to make Malaysia afirst class developed nation.

At the same time, the world community collectivelyis facing two of the world’s most pressing issues,namely climate change and energy security. Wecan no longer ignore these issues but must nowcollectively and effectively address them together.In facing up to these challenges, new approachesare critical and it is for this reason that I decidedto escalate Green Technology to the mainstreamministerial portfolio when I announced my Cabineton the 9th April 2009, and introduced the Ministryof Energy, Green Technology and Water.

Green Technology has a strategic role which spansbeyond achieving energy autonomy and mitigatingclimate change, I envisage Green Technology to be

one of the emerging drivers of economic growthfor our country. Green Technology will facilitate the

development of knowledge society, which wouldencourage us to embrace a sustainable and betterway of living. The new Ministry of Energy, GreenTechnology and Water has a paramount task ofimplementing my aspirations of Green Technologyand I am very proud to launch the National GreenTechnology Policy which would guide us in our

 journey towards a greener Malaysia.

I wish to take this opportunity to urge all Malaysiansto embrace Green Technology and lend yourfullest commitment to the implementation of theNational Green Technology Policy. The Malaysian

Government will continuously give its unlimitedcommitment towards Green Technology. It ismy dream that one day we can live in a clean,healthy and high quality environment, wherecities, townships and communities are built onthe fundamentals of Green Technology. I envisionthat we shall have many green communitiesin Malaysia and I call this, our Vision of GreenMalaysia. The road to our future sustainability maybe challenging. However, unity and commitmentunder the spirit of 1-Malaysia will drive ussuccessfully to our target destiny.

n behalf of the Ministry of Energy, GreenTechnology and Water, I take greatpleasure to record our appreciation to the

Prime Minister, Y.A.B. Dato’ Sri Mohd. Najib binTun Haji Abdul Razak for having the foresightto create this Ministry in its current form uponforming the national Cabinet in April 2009. Thistransition gives due cognisance to the importanceof adopting Green Technology in our daily lifeto preserve our precious home, Planet Earth.

The National Green Technology Policy has beendeveloped with intense thought and cooperationwith all stakeholders from all segments of society.It is the culmination of efforts from a number ofworkshops to dene the scope of the endeavour

and formulate thoughts for the prospective longterm achievements for the nation in a businessfriendly environment.

The launch of the Green Technology Policytoday signals the way forward to a sustainableenvironment in a coherent and integratedmanner to ensure a brighter world for our future

generations, and to create the rightbusiness culture for continued economicgrowth of the nation.

Once again I take this opportunity tothank Y.A.B. the Prime Minister forhis support and guidance towards theformulation of the Green TechnologyPolicy and to thank all the stakeholderswho have contributed to its successfulconclusion. It is my fervent hope that theGreen Technology Policy will help ournation to stride towards a better qualityof life and economic development forour citizens and our future generation.

Technology is an invention ortools that would improve thelives of human kind. The term

‘technology’ has a Greek originof “technologia”. The inventions,developments and uses of technologyhave progressed tremendously overthe last century, starting from theindustrial revolution in the 18thcentury. However, the excessiveexploitation of our natural resourcesthrough these technologies, have ledto the production of unwanted by-products such as waste and pollution.Consequently, we are now facingbigger challenges in nding solutionsto overcome the problem of depletingnatural resources, climate change,energy supply, and food security.

Today, the world is more circumspect.Green Technology application is seenas one of the sensible solutions whichare being adopted by many countriesaround the world to address theissues of energy and environmentsimultaneously. Green Technology is atechnology that allows us to progressmore rapidly but at the same timeminimizes the negative impact to the

environment. However, the world needsto nd more efcient and effective waysto adopt Green Technology againstother technologies which have beenwidely used and though cheaper, notnecessarily benevolent.

As a rapidly developing nation,Malaysia is not excluded fromthe challenges. Malaysia, too hasinitiated strategies to minimize thenegative environmental impacts inthe energy supply chain. In 1979,the National Energy Policy wasformulated to ensure adequacy,security and cost-effectiveness ofenergy supply, as well as to promotethe efcient utilization of energy.This was further emphasized in theNinth Malaysia Plan where efforts inthe utilization of renewable energy(RE) resources and efcient use ofenergy were further promoted.

The establishment of the Ministryof Energy, Green Technology andWater reects Malaysia’s seriousness

in driving the message that ‘cleanand green’ is the way forwardtowards creating an economy that isbased on sustainable solutions. TheNational Green Technology Policywill provide guidance and will createnew opportunities for businesses andindustries to bring a positive impactto our economic growth. It will alsobe the basis for all Malaysians to enjoy

an improved quality of life, in linewith the national policies, includingthe National Outline Perspective Plan,where the growth objectives for thenation will continue to be balancedwith environmental consideration.
