Tony didn’t expect to become a foster parent.

But when his sister became unable to care for

his niece and two nephews, he knew he couldn’t

watch them go into the care of the State

Understanding the burden to provide financially

as a single foster parent, Tony’s child welfare

caseworker submitted his story through an online

platform called CarePortal. Churches in the

CarePortal network near Tony received an email

with a request to help meet a specific need.

One church said “yes”.

“The church paid a bill for the credit card that

I was taking care of the kids with —buying

groceries, buying clothes, and also paying bills

with. They paid $500 dollars on that credit card.

Now some people might not think that’s a lot, but

it was such a blessing to me. It gave me hope.”

Watch more of Tony’s story at: careportal.org/tony

Every single day, stories like Tony’s come through CarePortal.

The needs are not glamorous and the stories will not make front-page news, but to the

children and families in crisis receiving help from their neighbors, child welfare employees

experiencing whole communities supporting their work, and churches stepping up as

champions for vulnerable children and families in their own backyards,

the impact is transformational.

There is power in every church doing a little.

“CarePortal is an inspiring and durable partner, mobilizing communities of faith, uplifting and

supporting vulnerable children and families, and transforming child welfare from an agency

responsibility to a collective call to action.”

EXECUTIVE SUMMARYFamilies are in crisis. In our nation, 4 million children are touched by

the foster care system. In those same communities, 40 million adults

regularly attend church. Imagine the impact if those believers were

empowered to help children in crisis in their own backyards.

CarePortal is an innovative online platform that allows child welfare

workers to submit a need that churches can respond to in real time.

God is moving. Hundreds of churches are already serving thousands of

children in ten states.

“I think the CarePortal is the perfect opportunity

to be the church as described in Acts.”

You can help mobilize thousands of churches and catalyze the movement to care for kids. We invite you to be a part of a

core group of Angel Investors. Right now, there is an opportunity for exponential growth. By investing in the launch of new

markets across the nation, you will help meet the real-time needs of thousands of children within the next two years.

As an Angel Investor, you would contribute toward the $1.8 million needed to onboard 3,000 new churches and impact

50,000 children and families in crisis by the end of 2018.

We are in awe of the transformation that has already taken place, and our vision for the future is God-sized. Children in need

DEFINING THE PROBLEMIn many countries around the world, including

our own, the family—the foundational building

block of every society—is in a state of free fall.

Fatherlessness, the damaging condition created

by men unwilling or unable to parent the children

they produce, is the leading culprit. In America,

we watch as divorce, social programs financially

penalizing couples who marry, and the erosion of

family values also contribute significantly to the

breakdown of the nuclear unit.

“The State can never be a substitute for

families. The government is not supposed

to be a long-term solution to the needs of

children and families.”

Audrey Deckinga

National Child Welfare Consultant

Pure Religion: Care for orphans and widows

in their distress.

James 1:27

God has called His bride, the local Church,

to be the primary avenue to care for the

most vulnerable.

Government is commissioned to protect the most vulnerable.

The Church is called to provide for them.

There are approximately 4,000,000 children in the United States child welfare system.

400,000 of those children are in foster care.

As a society, we have largely outsourced the care of our most vulnerable children to state agencies.

With decades of data now available, many sincere, dedicated child welfare workers are the first to say,

“Government doesn’t make good family.” The current system of care is neither sufficient nor sustainable.

Government oversight needs to be supported by widespread community involvement.

Until communities step into this void of care, at-risk children will continue to pay the price.

CarePortal National Expansion Prospectus | p5

THE SOLUTION

By mobilizing the CarePortal network, you provide a fast, effective and scalable way for child welfare

workers to partner with local church leaders to address the needs of hurting children and families in

their own communities. Because this model supports government efforts, CarePortal is viewed as a

complementary service, rather than competition. Most importantly, your investment moves the local

church off the sidelines and back into the center of meeting the needs of at-risk children and families.

As an Angel Investor, you play a crucial role in facilitating these relationships and unleashing a

technology positioned by God to change child welfare in our nation. You can impact thousands

of children in crisis in the next year—and for generations to come—by helping launch new

markets and catalyze the movement to care for kids.

“This type of connection between faith-based organizations and government is vital to

restoring balance between protection and charity.”

““I am writing to request help in obtaining a twin bed and mattress for a child in foster care.

This amazing 15-year-old girl has struggled with significant health and disability concerns

all her life. She was recently released from a rehabilitation hospital and placed in a home

where she, at last, can thrive and receive all the care she needs. As often happens, this

foster home is comprised of individuals with loving hearts who opened up their home in the

middle of the night to take in a child in need but were missing just one or two things.”

HOW CAREPORTAL WORKSWhile most identify CarePortal with software capability, the key to the ministry circuit is the

people using the tool. See Appendix B for more about Ministry Infrastructure.

The State’s child welfare workers vet needs of local families in crisis. They then enter the

specifics into CarePortal, which uses technology to make local churches who have opted into

the system aware. Here’s an example of an actual need that was recently placed in the system.

Next, the local churches invite members of

their congregations to help. When someone

in the local church responds, the system

connects that individual directly with the child

welfare worker.

After the need is met, the request is closed in

the system by the worker and the entire church

community is made aware.

Sound simple?

It is. And it works.

Kayla summed up what this connection meant to her in a “thank you” note

that expresses a deep need in every heart: “You felt I was worth it.”

“CarePortal helps tear down that wall . . . so that you know how to enter into

someone’s world and meet a tangible need. And that’s what we’re called to do.”

Kayla grew up in the foster care system. Soon after she aged out at 18,

she had a daughter who was also placed in the care of the State. With

fresh determination, Kayla diligently began taking steps to be able to

care for her baby.

Family in Need

CarePortal

The child welfare worker submitted Kayla’s story and request for a baby

bed through CarePortal. Churches in the CarePortal network located

near Kayla received an email.

Local Churches

Patrick and Jennifer Johnson, a couple signed up to receive CarePortal

requests through their church, read Kayla’s story. They said “yes” to

meeting the need.

Family Helped

While delivering the crib to Kayla’s apartment, just a few miles from

their home, Patrick and Jennifer looked around and asked if she

needed anything else. She did. And she needed more than furniture.

They stepped into the world of this young mom and her baby . . .

and every life involved changed in a beautiful way.

Child Welfare Worker

Kayla’s case manager saw she was working two jobs and sincerely

desired to be a good mom. The only thing that stood in the way of

Kayla bringing her baby home was a crib.

You can help more families in crisis stay

together, provide stability for children in the

foster care system, and reunite parents with

their children.

Additional markets across the nation are

preparing to launch. California, Tennessee

and Florida are next in line. By the end of 2018,

CarePortal could be active in 25 states with

more than 4,000 Activated Churches. That

means more than 100 children PER DAY will

receive the blessing of a local church stepping

up to meet their critical needs in real time.

EXPANSION STRATEGYHow will this explosive growth occur?

Your investment expands the CarePortal network

through two proven expansion strategies:

Organic [Corporate] Model

In many states, CarePortal expands organically by launching new

markets in places where our network already has connections. Under

this model, our team gradually finds key people to fill state and regional

leadership roles and activate the network. [See Appendix B]

Although this process can require significant effort, the organic model is

essential and exciting because it means there is likely no ministry currently

working to connect the church and state to meet the needs of vulnerable

children in their communities. CarePortal has been effectively activated in

Kansas, Missouri, Texas and Arizona under this model.

Implementing Partner [Franchise] Model

The real potential for exponential growth rests in the franchise model.

Organizations with the same mission — to mobilize the church to care

for children and families in crisis — already have boots on the ground

throughout our nation. CarePortal offers a simple and scalable vehicle to

connect a pre-existing local ministry with more churches, opening the door

for them to serve their communities and fulfill their mission more effectively

as a CarePortal Implementing Partner. [See Appendix E]

“We had been working with churches in our community for a long time, helping them get engaged

with foster care. We found that we were really good at getting them started — engaging the issue,

talking about the issue, starting ministries around the issue, and even coming in and helping

them in crisis. But we had no tool to create ongoing positive interactions with our ministry and

the Church, and the Church and the state. CarePortal has come in as that roadway that’s allowed

everybody in the space of child welfare, especially in Oklahoma, to connect.”

Chris Campbell

111 Project Executive Director & CarePortal Oklahoma State Director

See Appendix F for both models, CarePortal leadership looks for three key

conditions before launching: feet, favor and funding.

in need throughout our nation. You open doors

that few people can open, and then local

communities keep those doors open.

Your investment will be used in conjunction

with local incubation funding to catalyze the

movement to care for kids in communities

from Los Angeles, California to Miami, Florida.

APPENDIX A About The Global Orphan Project

Who are we?

The Global Orphan Project (GO Project or GO) is a global community

committed to caring for local children and families in crisis — from Kansas

City to Kampala. Founded in 2003 by Mike and Beth Fox, GO Project is

headquartered in Missouri and partners with local churches throughout

the U.S., Haiti, East Africa and India.

What do we do?

We partner with local leaders and “adopting” churches who care for

orphaned and vulnerable children. We also launch businesses and

support schools to help strengthen families in crisis.

Watch “Global Vision. Local Care.” and

APPENDIX C The Spectrum of Needs

Historically, churches have been viewed as a potential pool of fostering and adopting families.

Although foster care and adoption are significant needs, they are just two out of hundreds of

ways for individuals to be involved with the needs of the children and families touched by the

child welfare system.

Everything that CarePortal churches do can be found somewhere on this grid.

The Grid | Areas of Impact

Tier 1 represents physical investments (cash, goods or services) by CarePortal churches to stabilize

the environments for children and their caregivers. In some instances, provision of specific needs

prevents children from being removed from the home. In other cases, physical investments allow

certain individuals to participate as foster or adoptive parents, to keep their relative children in their

care, or to provide assistance to youth aging out of the foster care system.

Tier 2 needs represent relational opportunities for CarePortal Churches to mobilize and strengthen

families or support youth. These relational opportunities can come in the form of programs,

mentoring/tutoring, or simply helping with normal life tasks as a friend or community support

(babysitting, helping with transportation, etc.).

Tier 3 needs represent those needs requiring CarePortal Churches to mobilize individuals to

welcome strangers into their homes. This includes partnering with preventative initiatives like

Safe Families, developing resources for youth in PPC (Protective Homes), or working alongside

organizations that license foster families and homes.

APPENDIX D CarePortal Funding Model

1 Region | 50 Churches | $60K per year

Local stakeholders (Corporate Model) or Implementing Partners (Franchise Model) are required

to raise half the amount of incubation funding for the first year of operation prior to launch. As

an Angel Investor, you help provide the additional $30K (National Incubation Funding) needed

to catalyze the movement in these new markets. By year 3, local churches provide 100% of

sustaining funding by giving an average of $100 per month, ensuring that the Church is the

center of child welfare.

CarePortal does not accept contract funding from government or child placing agencies, so the

ministry is able to serve the Church unencumbered.

APPENDIX E Implementing Partner

CarePortal provides a process and a supporting technology platform to local ministries to assist

them in their efforts to care for local children and families in crisis. This allows Implementing

Partners to easily connect local churches with needs identified by child welfare workers.

What do Implementing Partners do?

Implementing partners continue to build and maintain local relationships with churches and

with child welfare partner agencies — their people and their ministry name continue to be the

local face of the effort. They are asked to recruit additional church partners and to train all on

how to use CarePortal to present children’s needs to those who will help to meet them.
