TERMINAL REPORT

I. INTRODUCTION

Background of the Project and Official Arrangements

1. In 1972» the National Council for Research of the Democratic Republic of Sudan submitted to the United Nations Development Programme (UNDP) a plan for its assistance in the establishment of a National Documentation Centre for Science and Technology. The plan envisaged a development period of five years involving a budgetary input of LS.634»595 ^>7 the Sudan on staff of 80 members, buildings and equipment. Similarly, the plan anticipated international assistance of a total value of $ 4451000 towards (1) services of five experts for periods ranging from one to three years, (2) fellowships for five senior staff members for six to twelve months and (3) supply of reprographic equipment. The UNDP had reservations concerning the initial scale of the plan, but in February 1975 approved a one—year project.

2. In this context, it may be mentioned that Unesco had previously provided, under its Participation Programme, the services of two consultants: Mr. P.M. Sewell in 1960+ and Mr. J.S. Parker in 1972.++ While the suggestions of Sewell were related to the development of libraries in general, Parker recommended the establishment of a complete system of libraries and documentation centres, training and development of all infrastructures needed for a comprehensive library development plan. Parker's plan was for a period of 10 years from 1973 to 1983, involving an estimated capital expenditure of LS.8,594»000 and,recurrent expenditure of LS.3»189,000 as in 1983» Of this, the expenditure suggested for Scientific and Technical Information (National Documentation Centre) on capital and recurrent (in 1983) was LS.104,000 and LS.535»000 respectively. These recommendations remained in the background until the proposals for development of the National Documentation Centre for Science and Technology were taken up by UNDP in 1974» though on a reduced scale as stated before.

3. The initial project document was signed in April 1975» with the National Council for Research (NCR) as the Government Cooperating Agency and Unesco as Executing Agency. The UNDP provided a contribution of $ 99,000 to match the Government of Sudan's share of LS.20,652. The documentation specialist and Project Director recruited by Unesco took up his duties in February 1976.

4. The long-range objectives of the project were:

To promote and develop the documentation, translation and scientific information activities in the Sudan and thus to contribute to the overall development efforts of the country.

5» The immediate objectives were:

To help establish a National Documentation Centre in order to promote and coordinate scientific information services in the country; its main tasks will he:

— to collect and retain scientific and technical documents available from abroad which are required in the country;

— to become a national depository (Data Bank) for reports of the scientific work of the nation, both published and unpublished;

— to help disseminate scientific information of value to the scientists and technologists through provision of indexing—abstracting services, and for this purpose to undertake literature search and compilation of bibliographies;

— to facilitate scientific information requirements by providing facilities such as translations, photocopies, microfilms, etc.;

— to establish contacts with other national and international organizations engaged in documentation activities for facilitating exchange of information.

6» The objectives of the project remained the same as those in the original plan, although the duration and other inputs to the project were reduced to one fifth of the original proposal.

7» Hence, during the execution of the project, fresh proposals with long-term identified objectives were made to the Government of Sudan, which in turn sought assistance from UNDP for their implementation over a period of two years and bore the expenses for its first year on a 'cost-sharing* basis with UNDP. Thus, the project costs rose to $ 158,031 as per the last project revision, of which the supplementary finance provided by the Government of Sudan amounted to $ 50,000» The project could not, however, be continued after the second year and therefore some of the extended objectives could not be accomplished before the Unesco Expert and the Project Director left the project by the end of May 1978»

II. FINDINGS AND PROJECT IMPLEMENTATION

Scientific and Technical Manpower

8. According to the Economic Survey of 1973 by the National Council for Research, out of a population of just over 16 million, about 10,000 were scientists, engineers and technicians. Of these, 1385 were engaged in R & D activities. The latter figure had gradually increased to exceed 4000, according to the Unesco Statistical Yearbook for 1976.

1970f as the main organ of government machinery for policy making, planning, programming and budgeting in science and technology. The NCR is affiliated, as an autonomous corporate "body, to the office of the President of the Republic. It is governed by a Central Board which is composed of 22 members including those ministers most directly concerned. The President of NCR, who is of ministerial status, chairs the meetings of the Central Board and, together with the General Secretary, runs the affairs of the Council. There are four specialised sub—councils in the fields of Agricultural Research, Economic and Social Research, Medical Research and Scientific and Technological Research. The membership of the sub-councils consists of high—level representatives of government departments, universities and relevant institutions of higher learning and ranges from 25 to 40 persons. They advise the Central Board on the desirability of tackling certain problems and suggest ways and means of carrying out the research projects. The following research units and supporting organizations are under the overall control of NCR.

10. The organizational structure of science and technology policy in the Sudan is shown in Appendix F.

11. The National Council for Research also seeks to supply R & D deficiencies in areas neglected by existing research institutes and universities, through the establishment of its own research institutes. Sometimes, these deficiencies are remedied by improving the facilities of existing research institutes outside their premises, or by contracting multi-disciplinary teams of scientists drawn from existing institutions to meet the specific needs of the country. At present, about 40 major scientific and technical research institutions and several smaller units are attached to ministries and government departments. The University of Khartoum finances research both with funds of its own and with funds provided by NCR for selected topics. Industry-oriented research is undertaken by the Industrial Research and Consultancy Institute.

National Documentation Centre

12. The National Council for Research in the Sudan established a small National Documentation Centre (NDC) in late 1974» As of early 1976» Unesco provided expertise which reorganized the centre on modern lines as an active base for all subsequent documentation activities. The books, less than half of which had been processed, were classified and catalogued according to the Dewey Decimal Classification and Anglo-American Cataloguing Code, and subsequently made available to readers. The reason for the accumulation of this backlog seems to have been

over—punctilious observation of ISBD+rules in getting the catalogue cards typed out, at a time when there was an acute shortage of professional assistants in the Centre»

13« As a first step in developing the Documentation Centre, plans for a separate "building were proposed. The authorities gave their approval to construction of this "building, though on a reduced scale. The library and the reprographic equipment were shifted to the new "building in early 1977 and the activities of the National Documentation Centre started on a self—reliant note. All the reprographic equipment has "been installed and commissioned, some of it after minor repairs, for the general use of library clientele.

Development of Resources

14» The book collection, consisting of over seven thousand volumes, has been strengthened by the addition of carefully selected reference works and other landmark publications, procured through Unesco. Furthermore, a separate Pamphlets Section has been opened where reports (both published and unpublished), reprints, etc. were held in specially-built pamphlet boxes. Similarly, a separate collection of microforms is under development with facilities for microfilm and microfiche reading and printing. A plan for careful selection of publications relevant to the interests of the Council has been established, along with the necessary aids for systematic ordering from established book suppliers. After the strengthening of the books and reports collection in the fields of science and technology, it was estimated that over 70$ of the Council's researchers had sufficient documentation for their immediate needs. As for the remaining 30$» efforts had to be made to procure documentation from other sources, in some cases outside the country.

15. The National Documentation Centre subscribes to 290 periodicals and 44 abstracting and indexing journals on behalf of its library. Of these, over 100 periodical subscriptions were recently renewed in view of the subscription deficiencies displayed by other libraries, according to the Union Catalogue of Periodical Holdings in the Sudan. The Union Catalogue has thus proved a practical tool for coordination in obtaining periodical literature. It should therefore be kept up to date, and should receive the cooperation of the participating libraries.

16. Lack of professional and qualified staff has been a great handicap to some of the activities planned. The situation improved after the appointment of a qualified director in January 1978»

17« Since they had no professional qualifications or appropriate work experience, the staff was given in-service training on various jobs. A Library Manual was prepared for their use in their day-to-day work. Special stationery, forms and model letters were standardized and introduced in the daily routine of the Centre. It is essential that this Manual be kept fully abreast of any change in procedures.

18. In addition, it is necessary that the scientific staff acquire professional qualifications, if they are to carry out their allotted functions satisfactorily. Accordingly, some have been recommended for part-time study in the local

University, and others have "been chosen for study abroad under a phased fellowship scheme*

19» Of the Centre's total staff of 12 members, only one was professionally qualified; all others were ordinary graduates or school leavers. As such, six promising graduates were given in—service training in the various professional areas of work. The other five non-graduates were trained to carry out semi-professional jobs. The reprographic assistant was given the necessary technical training. This in—service training has been evaluated in the light of the instructions contained in the Library Manual and its performance appears to have been very satisfactory. It was also proposed that three science graduates, who were specially recruited for documentation work, should be provided with fellowship assistance for study of documentation science. Furthermore, applications were made for their admission to three British Universities, in anticipation of UNDP financing.

Organization of Services

20. The library services are primarily intended for the use of scientific staff of NCR, its sub-councils and staff working on the projects farmed out by NCR. However, the library rules are so framed that services could be easily extended to any other bona fide research worker in the country on formal application, for library membership. Each member is allowed to take out up to three publications on loan, subject to not more than three consecutive renewals. If NDC is to serve as a national focal point for information, its library should observe as few restrictive practices as possible in dealing with genuine researchers.

21. The Centre's library was equipped to arrange for loans from other libraries; to this end a code for an inter—library—loan system was prepared and circulated among the participating libraries of the Union Catalogue. The Union list of periodicals, and the Union Catalogue of Periodical holdings (which publishes a list of volumes available in different libraries in the Sudan) are expected to facilitate inter—library transactions.

Current Awareness Service

22. As a first step towards a current awareness service to the scientists working on the NCR projects, a weekly 'title service' covering the contents of scientific and technical journals was established in June 1977« The title service was subsequently extended to supply Documentation Notes covering the whole field of national research projects as announced in the Scientific and Technical Potential Survey and other publications of NCR. The articles, selected on the basis of keywords, are posted with full bibliographical details; these details include sources and their availability within the network of libraries of the Union Catalogue. The presentation and arrangement of the articles are kept simple so that the service can be continued without great difficulty.

23« The Library Information Bulletin, containing notices of recent articles on various topics of research and new,accessions to the NDC, is sent directly to investigators working in research organizations. According to the latest Scientific and Technical Potential (STP) Report, it was found that there were in all over 1218 research projects underway in the following sectors of the national

Translation Service

24. A Roster of Translators was organized, listing 31 translators able to translate from Russian, French, Bulgarian, Spanish, etc. into Arabic and/or English. While a rate of five pounds per page has "been fixed for translation, a subsidy of ^>Qffo of the charge has been provided by HCR for any scientific work, even though it is not strictly within the Centre's official function to encourage scientific research in the country. Requests have been made to about a score of national and international translation centres in Europe, Asia and America, for an exchange of completed translations, with the Translation Unit of the HDC. In return, the Unit offers special assistance in translation from Arabic into any Western language. It is hoped that a major translation centre may eventually be established in the region, dealing with the Arabic language, in particular. The Roster of Translators, for which special forms were devised and sent out to scientists nationwide, is still very much in its early stages. It will gather momentum as the documentation service gains recognition and scientists begin to utilize the Centre for translations of articles.

Reprographic Service

25» The reprographic equipment received under the aid afforded the project was installed in an airconditioned room of the library block and the microfilming equipment was put into commission. Rates for photocopying and microfilming services were worked out on a »cost' basis and these services were made available to scientists and researchers at large. However, when photocopies of journal articles could not be located within the country through the Union Catalogue, orders had to be placed with the British Lending Library, Boston Spa, England, using prepaid coupons. The fact that over 50,000 pages have been photocopied so far shows that this is the most popular service supplied by the NDC. Hence proper maintenance of the machines and services is of great importance. The spares and consumables are to be obtained directly from the suppliers abroad against an import licence.

network of Libraries

26. There is no overall co-ordination of library services in the Sudan and no single department is responsible for library development in the country. The existing libraries are not linked in any kind of administrative structure and various branches of library services are functioning in isolation from one another. Until such time as comprehensive legislation is adopted to coordinate the services of the various types of libraries, the best interim policy is to link scientific and technical libraries to form a network.

Union Catalogue

27. Following a survey of the libraries in and around Khartoum and Wad Medini» a network of 29 libraries was formed in support of a national scientific information service. A Union Catalogue of their periodical holdings with details as to their missing and incomplete volumes, supported "by sponsor and classified indexes, was published and distributed to various research organizations and to the participating libraries. Any additions or changes to the holdings are made known to all the participating libraries so as to keep their union catalogues up to date» In the course of this work, technical advice was given to some of the participating libraries on setting up reprographic sections and organizing their book collections as well as their library services.

Depository Library

28. There is no comprehensive library legislation in force in the country. The National Library Development Bill suggested by an earlier Unesco Expert in 1972 has yet to be given serious consideration. In the circumstances, the best option is to amend the present Works Deposit Act appropriately. Hence, suitable action was suggested for the amendment of the Works Deposit Act, 1966» so as to enable the National Documentation Centre to receive a copy of every published work in the country. Similarly, unpublished reports (particularly those of E & D) from government and other organizations have also been requested, preferably by means of a government order. A circular letter has been issued to all concerned, asking for copies of their reports to be sent to NDC. This letter should be followed up vigorously, to ensure that the name of NDC is included in the regular free mailing list of the various publishing agencies in the country. When the free supply of publications, including periodicals, is assured under law, the NDC could also bring out an Abstracting Journal for periodical literature produced in the country.

III. RECOMMENDATIONS

Formation of National Advisory Committee

29» The National Council for Research, as the main organ of science policy and management, would do well to constitute a national advisory body for planning and coordination of scientific and technical information services. The National Advisory Committee should be composed of high-level authorities from the National Council for Research, from ministries dealing with science and technology, the Agricultural Research Corporation and the three Universities in the country. It is suggested that the President of the National Council for Research be the ex-officio Chairman of the Committee. The Committee would provide the country with an information policy, set goals and coordinate different approaches and viewpoints.

30. In the enlistment of the cooperation of various participating libraries and documentation centres in the Advisory Committee, nationwide responsibilities for providing information services in,certain subjects should be devolved on the latter in those areas where their resources are adequate. A National Information System should be a coordinated network of information resources which brings to specific categories of users the information relevant to their needs. The main

objectives of "the National Advisory Committee are to encourage cooperation between existing special libraries and documentation centres, to ensure that their resources are fully utilized and to supplement existing resources, wherever necessary.

The National Documentation Centre

31. The National Documentation Centre, as the executive wing of the National Advisory Committee, should strengthen weak links between institutions, providing guidelines, promote standardization and avoid duplication of costly holdings. The National Documentation Centre should not unilaterally build up extensive collections of its own. Initially, a series of seminars and symposia in different regions should be organized for the local libraries and Documentation Centres, so as to encourage regional and national cooperation among them in their professional activities. In this context, an expert to organize such seminars would probably be needed from outside the country.

Dissemination of Scientific Information

32. The National Documentation Centre should ensure that the country makes full use of the bibliographical services available from learned societies such as the American Chemical Society, Institute of Electrical Engineers, etc. and publishers of professional journals, both for disseminating information about new literature and for retrospective searches of accumulated literature. However, as there is always a time lag between the appearance of new literature and its abstract in any of the secondary services, it is desirable that a locally generated current awareness service be maintained for the scientists working on various national projects. As stated elsewhere, there are in all 1218 research projects in progress at present and these are being served by an organized current information service from the National Documentation Centre. In due course, documentation notes could be combined with an abstracting service, with the help of trained documentalists. Some national services, such as provision of input for the International Nuclear Information System (INIS), the Agricultural Information System (AGEES) etc., could be centred at the National Documentation Centre. These services are at present divided among different organizations in the country. Once the information services are properly mobilized, the National Documentation Centre could service the various data bases like AGEES and INIS in co-operation with the Food and Agricultural Organization (FAO) and the International Atomic Energy Agency (IAEA). Of these, AGRIS should be tackled first, in terms of services to its clientele in the Agricultural Research Council, the Agricultural Research Co-operative (Wad Medini) and various Agriculture Experimentation Stations in the country.

Registry of Current Research

33. Among the various functions expected of a National Documentation or Information system, the collection of data on R & D activities and maintenance of a Current Research Registry is paramount. A register of current research -effectively indexed — is not only an important tool with which to locate individual expertise in specific fields, but also to provide information on the trend of investment in R & D and other data needed for the formulation of general scientific policy. Maintenance of such a register of current research, whether in governmental,

academic or other institutions, also provides an efficient information service on the equipment and technical facilities available in the country. The Register should initially be manual, with the possibility of converting the data to machine—readable form later on, as envisaged by the U1JISIST guidelines on the subject.

Inventory of Information Facilities

34. A thorough inventory of available resources not only reflects the existing situation as a whole but also reveals weak links in the national information network and deficiencies in information resources. In the framework of science information planning, taking stock of existing facilities is of prime importance, since the priority is not to create new information centres but to coordinate existing information institutions. This would aid identification of the needs currently being satisfied and hence would offer a basis for recognizing parameters for creating an improved system design. It would also enable the proposed national advisory body to select suitable information centres and libraries to serve as national resource centres in their particular areas. A useful by—product of the inventory could be a directory of special libraries and information centres. It is suggested that ÏIDC should take prompt action to organize the work on the guidelines suggested by Unesco.

ITational Translation Centre and a Roster of Translators

35« The establishment of a Translation Centre within the framework of the National Documentation Centre would enable the local scientists to overcome the language barrier in scientific communication. The Centre is expected to give notice of and supply translations on a national scale, to operate as a clearing house for regional and international bodies and to obtain, whenever required, an existing translation or a new translation made by an expert translator. It could, also, offer special assistance in translation from Arabic into any Western language and simultaneously build up an effective Referral Bureau, as recommended by CASTARAB+ in 1976 at Tunis.

36. The Translation Centre should also maintain a Roster of Translators with their subject specializations. A large number of scientists with foreign language expertise are working in different organizations, including the University of Khartoum; these scientists are often willing to undertake translation work for reasonable payment. The work that has been initiated in this connection should be continued and the exchange of translations built up.

Regional Documentation Sub-Centres

37. The Sudan being a vast country, there is a need for regional documentation sub-centres in different parts of the country. Prom the preliminary survey made during the project, it would appear that Juba represents a suitable starting point, preferably in collaboration with its newly founded University.

However, fresh, government input as well as foreign or international assistance would be needed to establish such Centres.

Technical and Advisory Services

38. As a national centre for scientific and technical information services in the country, the National Documentation Centre will be called upon to render technical advice on the establishment of new special libraries or documentation centres, for which the necessary expertise has to be built up among its staff. The fellowship and training programme for the staff, as suggested, should enable the senior staff to equip themselves suitably for the rendering of consultancy services to the national authorities, whenever necessary. Therefore, the senior staff should be sent abroad for study and training.

In—Service Training of Personnel

39» As most of the staff in the libraries supporting the National Documentation Centre in its national information service are not qualified professionally, it will be necessary to arrange short training courses for this personnel. The Director of the National Documentation Centre, in cooperation with local senior professionals, should be able to organize such courses. Funds may have to be paid to outside staff for assistance in such programmes.

40» In the early stages, an international expert will be needed to organize and set up a training programme for the special libraries.

Production of Professional Journal

41» The National Documentation Centre should organize an open forum for the publication of professional views, in the form of a journal. Such a journal would also be a vehicle for announcing policy decisions. It is therefore suggested, since cheap and efficient printing facilities are lacking, that a small offset press be acquired to bring out the journal.

Plan for Development of the National Documentation Centre

42. The Plan for Development of the National Documentation Centre over a period of six years was reduced to a minimum level of requirements and submitted to the National Council for Research in December 1976. It was estimated that the plan for development of NDC would involve an additional cost of LS.203,000 (over and above LS.108,000 at the current rate of expenditure) over a period of six years. It is essential that the required budgetary provision should be made, if the Plan is to be carried out on an assured basis. It may be mentioned here that the Six—Year Plan for the development of the National Documentation Centre coin­cides with the national plan for socio-economic development both in timing and in general objectives.

Bibliography of Documents prepared during Project's Lifetime

1. THE LIBRARY MANUAL describes the functions of various Departments of the Library and Documentation Centre to serve as a guide to the staff of the Centre. It was prepared as a part of training programme and reorganization process of the Centre.

2. CODE OF INTER-LIBRARY LOAN SYSTEM was prepared as a guide to conduct mutual transactions between all libraries in general and those participating in the network of NDC in particular on the subject of inter-library loans and union catalogues. The code is found useful among the libraries forming network in support of NDC.

3. THE UNION LIST OP PERIODICALS represents periodicals currently received in the 29 libraries (including those of the University of Khartoum) forming the network to support scientific and technical information services in the country.

4. THE UNION CATALOGUE OP PERIODICAL HOLDINGS describes the holdings which are available in the network of libraries, the missing and the incomplete volumes being shown suitably. It carries a classified and a sponsor index to meet various approaches.

5. THE LIBRARY INFORMATION BULLETIN is brought out as a monthly periodical since March 1977 announcing new accessions to the Library. It is from January 1978, that the Bulletin was reorganized to include Current Awareness to serve various national research projects investigated in the country.
