Introduction

Afghanistan has been naturally vulnerable to disasters on

account of its unique geo-climatic condition. Floods, droughts, earthquakes, avalanches, landslides and locust attacks are regular natural phenomena in Afghanistan.

In addition to natural hazards other man made disasters are :

Internal Conflicts , mass repatriation and huge displacement

Explosions Mine and Unexploded ordinance

The purpose is to provide guiding document in order to ensure that Rapid Emergency Response activities are implemented in an efficient and timely manner, within the first 72 hours of a shock or disaster 72 hours is in ideal situation. In complex situation triggered by insecurity or weather condition it should not exceed one week.

The representative of the affected community (Community Leader) directly informs either the nearest district administration office, or any government official, then informs the Provincial Governor or his Deputy. Alternatively the Leader/Shora informs the Provincial Authority directly if it is the fastest and the most effective route. The Provincial Governor informs the main government departments and the members of the assisting community that are represented in, and have responsibility for, the affected province

PDMC which is comprised of government officials from the key ministries and the ‘assisting community’, to carry out an initial assessment on the extent of the damage and to identify needs for immediate relief.

Under the guidance of Chairperson of PDMC, rapid assessment team comprised of ANDMA and line ministries sub departments, ARCS, UN/NGOs, UN representative) to be sent to the field for damage assessment.

Discusses the assessment report with the PDMC and determines the magnitude of the disaster, level of response needed and who has the capacity to provide relief assistance.

Disseminate the assessment report to all relevant humanitarian partners.

District level response: when the disaster can be managed by the district administrator through the mobilization of community level resources using existing traditional coping mechanisms, including resources of other partners, such as UN/NGOs, in the affected districts.

The district team provides regular situation reports to the provincial governor. The Provincial and National authorities are on alert in case they need to provide assistance.

Provincial level response: from the assessment report, the capacity and level of response is determined by the PDMC in consultation with ANDMA and where necessary, the other key ministries. Provincial Humanitarian Teams (HPTs) are an important part at this level including other NGO emergency response mechanisms (ERM) and the Afghanistan Red Crescent Society supported by its volunteer network.

ANDMA organized emergency NDMAC meeting chaired by HE Second Vice president if the scope of disaster is high and can not be responded by PDMC provincial level

Mobilize national level sources, line ministries, international partners, government emergency fund, food/non food items, search and rescue teams, and disseminate appeal when needed

Officially, reporting on emergency operations is carried out by the

provincial branch of ANDMA on behalf of the PDMC, with or without further support in information dissemination from the NDMC. EOC ANDMA HQ is

functioning 24 hrs

Security and accessibility in remote disaster prone areas Unpredictable and limited financial resources High level of vulnerability Poor early warning system Poor seismic detection instruments Poor communication system Insufficient of trained and motivated human resources in

DM field in the country generally and ANDMA in particular. Insufficient equipment for search and rescue Lack of, and poor enforcement of Building Code Few/ limited donors interested to support on DRM
