Funded by private donations, it will be located on the National Mall just steps away from the Lincoln Memorial and Vietnam Veterans Memorial Wall. The memorial is intended to educate visitors about the history of the conflicts, illustrate the historical significance of the 34-nation coalition that united to liberate Kuwait, and honor those Americans who sacrificed their lives in the war. It is hoped that those who view the monument will leave with an enduring memory of the significance and accomplishments of both operations. The design team is approaching the project collaboratively to better integrate the narrative framework, storytelling, art and landscape. The final design will require approval from the National Park Service, National Capital Planning Commission and the U.S. Commission of Fine Arts.
