Benefits of Coordination and Collaboration
• Maximize knowledge-sharing and resources• Data-sharing among agencies under an open data framework• Knowledge-sharing
• ICT expertise• Statistical and survey expertise• Sector expertise
• Public-Private Partnerships• Innovative pilot projects
• Sharing of international and local experiences• Lead to best practice models or strategies
Issues Remaining• Private sector not wholly on-board• New indicators lack data (e.g. FTTH subscribers)• Data on ICT diffusion in other sectors is lacking e.g.
culture• Monitoring processes need improvement:
• Data collection not synchronized with monitoring/reporting schedules
• Lacking a system for collecting ICT administrative data from national government agencies
Way Forward• Strengthening inter-agency collaboration in public sector
• Advocacy for ICT statistics
• Need to incentivize private sector to provide data• NTC to lead in strengthening linkages with the private sector• DICT and NTC to organize consultations with private sector
• Ensure success of the 2019 National ICT Household Survey• Coordinate closely with the PSA• Address data gaps on ICT access, usage and skills and E-commerce
• Update national ICT plans and policies• Keep abreast of emerging ICT trends and new indicators
• Centralization of ICT statistics in the ICT Knowledge Portal• Formerly the ICT Statistics Portal supported by the ITU in 2011
• Leveraging statistics for evidence-based decision-making• Mixing qualitative approaches with statistics to make the latter more meaningful• Need for more impact and evaluation studies using ICT statistics as bedrock
National ICT Household Survey
• First ever Philippine ICT Household Survey, to be conducted in 2019
• 43,000 Households in 17 regions
• Objectives• To gather ICT data at household level to support the monitoring of
performance indicators;
• To gather critical data on ICT supply and demand towards improvement of public service delivery as well as growth of potential markets in the digital economy (e.g. e-commerce);
• To provide a national baseline for core ICT indicators;
• To develop survey toolkits and field-tested questionnaires for future surveys.
National ICT Household Survey
• Coverage of indicators• Sustainable Development Goals • ITU Core Household indicators • ITU E-commerce indicators • OECD E-commerce indicators• National Broadband Plan• Cybersecurity Plan• E-Government Master Plan
