Strategy for the reinforcement of polish research and development area in the field of nanosciences and nanotechnologies

SummaryThe report presents results worked out by the Interdisciplinary Group for Nanoscience and

Nanotechnology, established by Directive No. 9/2006 issued by the Minister of Education and Science on the 15th of February 2006, in order to create the strategy for the reinforcement of research and development activities in the field of nanosciences and nanotechnologies in Poland.

The development of this strategy results from the dynamic expansion of nanosciences and nanotechnologies in the world and the necessity of ensuring a significant place in this field for Poland. By 2015, it is estimated that about 15% of all products will be produced with the use of nanotechnology. The level of nanosciences and nanotechnologies development will definitely determine Poland’s position in the global, competitive economy. The important position of nanotechnology is a result of a continuous increase in the understanding of the nanoscale phenomena and the opportunities they offer due to their tremendous potential in commercial application. Today, we can influence matter by purposeful arrangement of the units of the nanometre structure. It results in discovering new phenomena, improving already existing products and developing new industrial branches. Nanosciences and nanotechnologies will be the most important factor in the development of the economy in the next 20 years.

The Group carried out the SWOT analysis for Poland in the field of nanosciences and nanotechnologies against the background of other countries. The expert method and statistical survey were used, and consultations were held with diverse Polish research milieu. In accordance with the division recognised by European Union, the analysis took into account the following: research and development, infrastructure, staff development, industrial innovations and social dimensions. The classification of research fields was elaborated, which enabled communication among scientists and specialists-practitioners in the field of nanosciences and nanotechnologies and also made possible precise formulation of strategic goals.

It was found that there are solid foundations for the development of nanosciences and nanotechnologies in Poland, and strategic support of research and development activities will undoubtedly lead to an increase in the competitiveness of the Polish economy and Polish research teams. To achieve this goal, the multi-year programme and a virtual network of institutes (including the nanotechnology institute) should be launched. Investments in Expanding the Polish infrastructure should be adjusted to the specific character of the established research networks and centres equipped with high quality up-to-date research and laboratory apparatus. Also, organisational changes should be introduced in order to increase the efficiency of the exploitation of resources. The point where nanosciences and nanotechnologies will have a significant impact on the realisation of the national development strategy will result from accelerating decision-making procedures, increasing the flexibility of research programmes, strengthening the collaboration of research teams and strategic long-term co-operation with industry, together with a substantial investment. Opportunities for young, outstandingly talented scientists should be improved. Such activities must be supported by changes in the economic policy to increase the innovativeness of the economy.

Page 8: National Contact Point for - KPK :: KPK7pr.kpk.gov.pl/naomitec/pic/NAoMITEC_catalogue.pdf · National Contact Point for Research Programmes of the European Union ... The Group carried

The Group indicated the research fields that should be strategically supported. Those research areas are as follows: nanoscale phenomena and processes, nanostructures, nanomaterials, nanoscale devices, and elaborating analytical and technological devices needed in the development of the basic strategic areas. Indicated scientific directions are compatible with European priorities. Increasing the participation of Polish scientific groups in European research activities requires strengthening Poland’s representation in EU structures as well as concrete support for their activities.

The acknowledged foundation of the strategy is human resources: present scientific staff and talented, well-educated young scientists who are willing to work within interdisciplinary teams. Human recourses are a crucial factor for the success of nanotechnology development in Poland.

PROFILE OF THE INSTITUTIONCarbon nanotubes (CNTs) are a promising new class of material with exceptional mechanical, electrical and thermal properties. The CNT’s have the potential to reinforce polymers forming nanocomposites with potentially exceptional properties. Polymer matrix nanocomposites and those containing carbon nanotubes appear to be of particular signifi cance. As it is known, the main utility properties of thermoplastic elastomers arise from their nanometric multiphase structure. On the other hand, fullerenes and carbon nanotubes as fi llers or reinforcements give extreme possibilities to improve the polymer properties as result of physical and chemical interphase interactions. The appropriate conditions of the nanotubes dispersion in the polymer matrix and the activation of their surfaces are of key importance in the preparation of polymer nanocomposites. We recently started to investigate the properties of polymer nanocomposites based on thermoplastic elastomers with carbon nanotubes. The main point of the interest is the development of a method to obtain the nanocomposite during the synthesis of the polymer (in situ) in molten state. This problem has not yet been described in the literature.
