    Potential risks of incendiary are limited in the scope of engineering design. Conventional building design can only provide limited protection against malicious attack; for example, large scale incendiary and multiple ignition sources can potentially overwhelm some fire safety systems.

    Strategies such as security, housekeeping and other management procedures may be more effective than additional fire protection in addressing arson events.

    This report is applicable to the Project only. It does not consider property damage to the building as a result of the alternative building solutions addressed in the evaluations.

    A number of issues within the NCC Volume One – BCA are interpretive in nature. Where these issues are encountered, interpretations are made that are consistent with standard industry practice.

    This report is prepared in good faith and with due care for information purposes only, and should not be relied upon as providing any warranty or guarantee.     INTRODUCTION

    GeneralThepurposeofthisassessmentistoevaluateaPerformanceSolutionoftheEuroCladproducttosatisfytheperformancerequirementsoftheNational ConstructionCodeVolumeOneandTwo–BuildingCodeofAustralia(BCA).Theassessmentevaluatestheproductasaninternalandexternalwalllining/attachmenttoloadbearingornon-loadbearingwallsthatdoordonot requireaFireResistanceLevel. The followingclausesof theBCAhavebeenevaluatedandidentifiedasbeingcompliedwith:

    CP2(a) – Building elements avoid the spread of fire, P2.3.1 Protection from the spread of fire

    TheEuroCladbuildingelementhasbeentestedinaccordancewithAS1530.3Methods for fire testsonbuildingmaterials, components andstructures – Simultaneous determination of ignitability, flamepropagation, heat release and smoke release, AS/NZS 3837:1998 –Method of test for heat and smoke release rates for materials andproducts using an oxygen consumption calorimeter andAS 5113 Firepropagationtestingandclassificationofexternalwallsofbuildings.Thetestinghasdemonstratedthefortheproposedinstallationlocationsthat they do not present an independent fire hazard or risk of firespread.

    ProductDetailThe Urbanline Euro Clad Selekta Panel is a pre-finished compositecladdingfaçadewithatimber-grained-embossedsurface.Designedforstabilityand longevitywithpurportedtobeeco-friendlymaintenancefreeandeasytoinstall.TheEuroCladSelektaPanelis170mminwidthwitha155mmcover,18mminthicknessandupto5400mminlength.The maximum fixing span is 625mm. The Euro Clad Selekta PanelachievesaSpreadofFlameIndexof0andSmokeDevelopmentIndexof3whentestedtoAS1530.3:1999andagroup3numberwhentestedtoAS/NZS3837:1998.

    Product Identification

    TheEuroCladpanelcanbeidentifiedbytheuniqueproductprofileaswellasitsdeliverypackagingasdetailedbelow.FIGURE 1: Product Identification

    Panel Fixing and Installation

    TheEuroCladpanelcanbemechanicallyfixedtothewallframeviaatophatortimbersub-frame,toallowforabreathableaircavitytoTypeAandBorTypeCconstructionrespectivelyprovidedthewallandsub-framecomplywiththerequirementsoftheBCA.Thefixingistobeatcentresnogreaterthan625mmasdetailedbelow.Thisincludeswheninstalledonthediagonal.FIGURE 2: Installation Figure example

    The Euro Clad Selekta Panel has been evaluated by SummermoreStructural and Civil Engineers in accordance with the BCA, AS/NZS1170.0:2002,AS/NZS1170.1:2002,AS1720.1:2010andAS1684:2010.TheanalysisdetailedthattheEuroCladSelektaPanelhasamaximumfixingspacingof645mmforgeneralcladdingareasand300mmforareaswithin 1200mm of corners. The analysis excluded considerations forimpact resistance as required for cyclonic areas under AS/NZS1170.2:2011. This applies to N1 to N4 and C1 to C3 applications.Urbanlinehaslimitedthemaximumspacingto625mmwith30mmlong6gaugestainlessorgalvanisedsteelscrews.

    LimitationsThe Euro Clad product can be installed on walls or ceilings on theinternalorexternalpartsofwalls.WheninstalledontheexteriorofawalltheEuroCladproductistobeinasingleverticalplaneonly.I.e.ifinstalledonanexternalwall,anyreturnorwingwall(atananglelessthan90)isnotpermittedtohavetheEuroCladproductinstalled.ThisdoesnotlimittheEuroCladbeinginstalledonanexternalwallaswellasceilingoreveportionofabuilding.

    FIRESAFETYANDINSTALLATIONREQUIREMENTS

    ScopeofUse

    The Euro Clad Selekta Panel is permitted to be used, on theinteriororexteriorsideofthewallframeorstructure,vertically,horizontally on a soffit of a building, awning, architecturalfeature or the like attached to a wall. The Euro Clad SelektaPanelcanbefixedtoawallwithanFRLornot inbuildingsofTypeA, B or C constructionwithout the requirement for anyadditional non-combustible lining outside of the walls FRLdesign.

    TheEuroCladSelektaPanelisnotpermittedtobeusedontwoadjacentwalls facingeachother lessthan90° forbuildingsofTypeAorBconstruction.

    The Euro Clad Selekta Panel is permitted to be used on aninternalwallorceilingwhereaGroup3material ispermittedunderBCASpecificationC1.10Table3.

    ItissuitablefortheEuroCladSelektaPaneltobemechanicallyfixed through anyweatherproofing sarking-typematerial, fireresistance or acoustic material and directly to the primarybuilding element, wall frame sub-frame or associated furringchannel.

    The Euro Clad Selekta Panel is permitted to be installed inbushfireproneareasfromBAL12.5toBAL29.

    NCCComplianceVolumeOneandTwo–BuildingCodeofAustralia

    Clause A0.2 and 1.0.2 (c) evidence to support the use of amaterialmeetsthenominatedPerformanceRequirementsandDeemed-to-SatisfyProvisionscomplyingwithacombinationofPerformanceSolutionsandDeemed-to-SatisfySolutions.

    ClauseA2.2and1.2.2sub-clause(a)(iii)asevidencetosupportthat the Euro Clad Selekta Panel meets the nominatedPerformance Requirements under a certificate from aprofessionalengineer.

    PerformanceRequirementCP2–SpreadofFire–TheEuroCladSelektaPaneldoesnotcontributetothespreadoffirewhenonasingleverticalplane.

    TheEuroCladSelektaPanelhasbeentestedtoAS5113:2016andachievesA100-BB29classification.

    PerformanceRequirementCP4–Spreadoffireandgenerationofsmokeandheat,andanytoxicgases–TheEuroCladSelektaPanel does not contribute to the spread of fire, generateexcessivesmoke,heatortoxicgaseslikelytolimitthetenableconditionsduringoccupantevacuationfrombeingmaintained.

    The Euro Clad Selekta Panel is approved to be installed inaccordance with mechanical fixing at stud, batten or furringchannel centres no greater than 625mm with 30mm long 6gaugestainlessorgalvanisedsteelscrews.

    TheEuroCladSelektaPaneldoesnotprovideaFireResistanceLevel.Wheretheproductisusedwithin900mmofaboundaryforClass1buildingsorwhereanFRL is requiredforClass2-9buildings, the FRL is to be provided by other systems orproducts.

    EUROCLADPERFORMANCESOLUTION BCA Deemed-to-Satisfy Basis

    ItisproposedtopermittheuseoftheEuroCladSelektaPanelasadecorativefaçadeorwalllininginmultipleconfigurations. This includes an internal or external ceiling/roof or wall lining or external attachment, inaccordancewithbothVolumeOneandTwooftheNationalConstructionCode.

    BCA Performance Requirement TherelevantBCAPerformanceRequirementsareCP2(a)(iii),CP4andP2.3.4.

    Meeting the Performance Requirement The Performance Requirement will be satisfied by A0.2 (c): a combination of (a) and (b) where (a) is aPerformanceSolutionand(b)isaDeemed-to-SatisfySolution.

    Absolute approach

    AsoutlinedintheInternationalFireEngineeringGuidelineanabsoluteapproachistypicallywhenanevaluationiscarriedoutonanabsolutebasis,theresultsoftheanalysisofthetrialdesignarematched,usingtheagreedacceptance criteria against the objectives or performance requirementswithout comparison to deemed-to-satisfyorprescriptiveor“benchmark”designs.

    Quantitative approach

    Aquantitativeapproachreferstoananalysisthatinvolvesnumericalevaluationofanidentifiedprocess.Thequantitativeapproachincludesdetailedmathematicalandengineeringcalculations.

    Qualitative approach

    Aqualitativeapproachreferstodescriptionsordistinctionsbasedonaqualityorcharacteristicratherthanonaquantity or measures value. The qualitative approach includes structured arguments to demonstratecompliance.

    Deterministic approach

    Adeterministicapproachisamethodologybasedonphysicalrelationshipsderivedfromscientifictheoriesandempiricalresultsthatforagivensetofconditionswillalwaysproducethesameoutcome.

    Acceptance Criteria TheacceptancecriteriaforthisperformancesolutionisthattheEuroCladmaterialhastherequiredfirehazardproperties, group number and via the full scale fire test to the degree necessary, avoids the spread of firebetweenbuildings.

    External Application The construction of walls defined within the BCA consists of threeprinciple elements, internal linings, the wall itself and externalattachments. This part of the evaluation is focused on externalattachments,linings,veneersandthelike.TheBCApermitscombustibleassembliestobeattachedtoexternalwallsdependingontwoscenarios.The first is where the wall requires a Fire Resistance Level and thesecond is where no Fire Resistance Level is required. Both thesescenariosrequirecompliancewithPerformanceRequirementCP2.

    Forexternalinstallations,theBCArequires,inaccordancewithClauseC1.10,compliancewithSpecificationC1.10,Clause7table4wherethespread of flame and smoke development indices are less than thatpermittedbytheBCA.Table4alsorequiresthememberorassemblytoretain the protection in position so that it prevents ignition of thematerialandcontinuestoscreenitfromaccesstofreeairforaperiodof not less than 10 minutes. Where the wall is to achieve a FireResistance Level, compliance with Specification C1.1 Clause 2.4 isrequired.ThisclausereiteratescompliancewithSpecificationC1.10,notlocatedsuchtomaketheexitunusableinafireanddoesnototherwiseconstituteanundueriskoffirespreadviathefaçadeofthebuilding.Anevaluationoftherelevantclausesandtestingrequirementsfortheuseofthepanelasanexternalattachmentisdetailedbelow.

    CP2 Performance Evaluation

    BCAPerformanceRequirementCP2(a)(iii) is identifiedas the relevantperformance requirement for the use of the material in an externalapplication. The other elements relate to internal design or wallrequirementssuchasfireratedcompartmentation.

    SpecificationC1.1Clause2.4detailsarequirementforattachmentsnottoimpairfire-resistance.

    AS 5113 External Façade Test

    AS 5113 provides procedures for the fire propagation testing andclassificationofexternalwallsofbuildingsaccordingtotheirtendencyto limit thespreadof firevia theexternalwallandbetweenadjacentbuildings.

    AS5113isapplicabletofirepropagationviaallexternalverticalornearverticalsurfacesandcoversalltypesofexternalwallsystems,includingfacades,outerskins,corematerials,cavitiesandattachments.

    AS 5113:2016 is not a reference document within the NationalConstruction Code. It is anticipated that this will occur in the 2019versionoftheNCC.ThefollowingevaluationconsiderstheresultsfromAS5113incontexttotherequirementsofCP2.

    AS 5113:2016 section 6 sets conditions on the reporting of theclassification.Areportisrequiredtopreparedindependentlytothefiretest.

    BS8414–Fireperformanceofexternalcladdingsystems.Testmethodsfornon-loadbearingexternalcladdingsystemsappliedtothefaceofabuilding.

    Asdetailedabove,theBS8414externalwallfiretest,asreferencedinAS 5113 is intended to simulate the multi-storey flammability fireperformanceofanentireexternalwallassemblies.

    It involvestheconstructionofatwo-storeytestrigcladinthesubjectproductwhichissubjectedtoafiresourceconsistingofatimbercrib.

    The pass/fail criteria is based on flame propagation vertically andlaterally across the subject material, which is measured by variousthermocouplesandobservationsofflamesemittingfromthesurfaceofthespecimenatspecificlocations.Thisstandardisconsideredtobeaverygoodindicatorofthe‘as-installed’fireperformanceofanexternal

    claddingmaterialbecauseitisalargescaletestdesignedtomimicrealinstallations.

    TheproductstestingtoBS8414wasundertakenbyBREGlobalwithintheirindoorfacility.BREGlobaloperatesoneofthelargestfireresearchandtestinglaboratoriesinEuropebeingaccreditedbyUKAS0578.Thetestingoccurredon7July2014.ThetestreportdetailsthattheBS8414testapparatusisusedtoevaluatethefirepropagationcharacteristicsofexterior non-load-bearing wall assemblies and panels used ascomponents of curtain wall assemblies that are constructed usingcombustible materials or that incorporate combustible componentswithinthewallassembliesasspecifiedinthefollowing:

    The ability of thewall assembly to resist flamepropagation over theexteriorfaceofthewallassembly.

    The ability of the wall assembly to resist vertical flame propagationwithinthecombustiblecoreorwithinothercombustiblecomponentsfromonestoreytothenext.

    Theabilityofthewallassemblytoresistverticalflamepropagationovertheinteriorsurfaceofthewallassemblyfromonestoreytothenext.

    Theabilityofthewallassemblytoresistlateralflamepropagationfromthecompartmentoffireorigintoadjacentcompartmentsorspaces.

    TheAS5113testwasundertakenwiththesupportoftheBRE.Thewallconsistedofthefollowingmakeup:

    • 13mmstandardgradePlasterboard• 75mmLightweightsteelFrame• Fibrecementsheet• Glasswoolfibreinsulation• Tyveksarking• 61mmFurringchannels• EuroCladpanel

    BasedonthetestingoftheEuroCladSelektaPaneltoAS5113,theEuroClad Selekta Panel can be installed as an external element of a wallprovideditisusedonasingleplaneofawallorexternalsoffitwithanywing or return wall at 90° or less constructed of non-combustiblematerial.EquallytheEuroCladpanel ispermittedtobeusedinareaswhereaBAL29requirementisapplied.

    Evaluation Summary

    IntheopinionofIgnisSolutions,theassessmenthasdemonstratedthattheEuroCladpanelcanbeusedonasingleplaneofawallorexternalsoffitwithanywingor returnwall at90° or less constructedofnon-combustible material and therefore in these locations satisfies therequirementsofBCAPerformanceRequirementCP2(a)(i),(ii)and(iv).AswellasP2.3.4forbushfire.

    TABLE 4: PERFORMANCE REQUIREMENT CP4

    To maintain tenable conditions during occupant evacuation, a material and an assembly must, to the degree necessary, resist the spread of fire and limit the generation of smoke and heat, and any toxic gases likely to be produced, appropriate to-

    (a) the evacuation time; and (b) the number, mobility and other characteristics of occupants; and (c) the function or use of the building; and (d) any active fire safety systems installed in the building.

    To satisfy the requirements of CP2 (a)(i), (ii) and (iv) as well as CP4compliance through the Deemed-to-Satisfy Clause C1.10(ii) for Firehazardpropertiesisrequiredforwallliningsandceilingliningsaswellasattachmentsandothermaterials.

    TheBCA sets theprinciple requirements for firehazardpropertiesofbuilding materials within Part A2 Clause A2.4 for where buildingcomponents or assemblies are to have fire hazard properties. ClauseA2.4requirescomplianceinaccordancewithSpecificationA2.4.

    Specification A2.4 – Fire Hazard Properties sets the scope fordetermining the fire hazard properties of assemblies to be tested toAS/NZS1530.3.

    The construction of walls defined within the BCA consists of threeprinciple elements, internal linings, the wall itself and externalattachments.

    For internal installations, theBCArequires, inaccordancewithClauseC1.10,compliancewithSpecificationC1.10,Clause7table4wherethespread of flame and smoke development indices are less than thatpermittedbytheBCA.Table4alsorequiresthememberorassemblytoretain the protection in position so that it prevents ignition of thematerialandcontinuestoscreenitfromaccesstofreeairforaperiodof not less than 10 minutes. Where the wall is to achieve a FireResistance Level, compliance with Specification C1.1 Clause 2.4 isrequired.ThisclausereiteratescompliancewithSpecificationC1.10,notlocatedsuchtomaketheexitunusableinafireanddoesnototherwiseconstituteanundueriskoffirespreadviathefaçadeofthebuilding.Anevaluationoftherelevantclausesandtestingrequirementsfortheuseofthepanelasanexternalattachmentisdetailedbelow.

    Clause C1.1 Type of construction required

    ClauseC1.1oftheBCAsetsthetypeofconstructionrequiredwithinabuilding as per Table C1.1 where construction of Type A, B or C is

    requireddependentonthebuildingsriseinstoreys.ClauseC1.1setstherequirementforcompliancewithSpecificationC1.1oftheBCA.

    TheguidetotheBCAdetailsthattheintentofClauseC1.1istoestablishtheminimumfire-resistingconstructionrequiredforClass2-9buildingswithSpecificationC1.1providingclaritythatSpecificationC1.1containsrequirementsforfire-resistingconstructionofbuildingelements.

    Specification C1.1 requirements and the associated compliance aredetailed below. Based on compliance against Specification C1.1,compliancewithClauseC1.1aswellasPerformanceRequirementCP2andCP4isdeemedsatisfied.

    Specification C1.1 – Clause 2.4

    SpecificationC1.1Clause2.4setscriteriaforattachmentstobuildingstonotimpairthefire-resistance.TheguidetotheBCAclarifiestheintentasbeing‘tominimisetheriskthatafinish,liningorattachmenttoawallorroofrequiredtohaveafire-resistancelevel(FRL)will:• ImpairtheFRLofthewallorrooftowhichitisattached;• Compromisethesafeevacuationofthebuilding;and• Leadtothespreadoffirebywayofthebuildingfaçade.

    Note: It is important to note that in some circumstances, an FRL of -/-/- can be considered a required FRL and therefore in some circumstances by the Authority Having Jurisdiction Specification C1.1 Clause 2.4 remains valid for all wall scenarios.

    Theguidegoesonfurthertostate:

    SpecificationC1.1ClauseC2.4doesnotprohibittheuseofcombustiblematerialsasafinish,liningorotherattachmenttoawall,rooforotherbuildingelementrequiredtohaveanFRL.Thecombustiblematerialcanonlybeusedifthematerial:

    a. IsoneoftheexemptionsfromfirehazardpropertieslistedinC1.10(c), or complies with the fire hazard properties prescribed inSpecificationC1.10;

    b. Isnot locatedinapositiontomakearequiredexitunusable inafire, therefore it will not compromise the building’s safeevacuation;

    c. Willnotleadtothespreadoffirebywayofthebuildingfaçaded. WillnotimpairtheFRLofthewall,rooforotherbuildingelementtowhichitisattached.

    It is noted that Clause 2.4(a) only applies to the use of finishes orlinings,andotherattachments.Clause2.4(b)prohibits a required FRLof abuildingpart frombeingreducedbytheattachmentoffacingsorfinishes.a. TheEuroCladSelektaPanelhashaditscorematerialaswellasthe

    full assembly tested in accordance with AS 1530.3. The materialachievedthefollowingresults:

    These results provide a Spread of Flame Index as well as SmokeDevelopedIndexlessthanthatofthefirehazardpropertiesprescribedinSpecificationC1.10beingamaximumof8and9respectively.

    b. TheEuroCladSelektaPanelisnotpermittedtobeusedwithinafireisolatedstair,ramporpassageway.Whenusedinorneararequiredexit,internaltothebuilding,itsatisfiestherequirementsofGroup3.Whenusedexternaltoabuilding,thepanelhasnotbeenobservedtoburnunlessasubstantialfireeventwaslocatedwithinproximitytothepanels.Inthisscenario,itwouldbethefireeventthatrenderstherequiredexitunusableandnotthepanel.

    Basedonthetestingofthepanel,complianceagainstSpecificationC1.1Clause 2.4 with assistance from the Guide to the BCA has beendemonstrated.

    Clause C1.10 Fire hazard properties

    ClauseC1.10sets twoconditions for theuseof theEuroCladSelektaPanel within buildings. The first is through sub-clause (a)(ii) beinginternalwallandceilingliningsandthesecondissub-clause(a)(ix)othermaterialsandlocations.

    Clause C1.10 requires the fire hazard properties to comply withSpecificationC1.10.

    Specification C1.10

    ForwallandceilingliningscompliancewithClause4andsubsequentlyestablishmentofaGroupnumberisrequired.TestingoftheEuroCladSelektaPanelresultsinagroup3material.TheEuroCladSelektaPanelispermittedtobeusedinternallyinthelocationsdesignatedforgroup3productsinthefollowingtableasextractedfromtheBCASpecificationC1.10Clause4table3.

    AWTA AS 1530.3:1999 Methods for fire tests on building materials,components and structures – Simultaneous determination ofignitability, flame propagation, heat release and smoke releaseCertificateofTest7-586357-CQ.

    The Australian Wool and Textile Authority (AWTA) is a RegisteredTestingAuthoritywith theNationalAssociationofTestingAuthoritiesaccreditation 1356. Testing to AS 1530.3 is within AWTA scope oftesting.

    The test report was issued on 02 August 2012 and produced thefollowingresults:

    Required Fire Safety Measures

    Evaluation Summary

    IntheopinionofIgnisSolutions,theassessmenthasdemonstratedthattheEuroCladpanelcanbeusedwhereGroup3productsarelistedandtherefore in these locations satisfies the requirements of BCAPerformanceRequirementCP2(a)(i),(ii)and(iv)aswellasCP4throughtheDeemed-to-SatisfyClauseC1.10(ii).
