The new part time position, Membership Liaison, was created to reconnect chamber members to business development resources and evalu-ate current business needs. The Chamber seeks to obtain important information from the business community such as demographic data, technical assistance requests, and community engagement interests via regular surveys and direct outreach. Receipts for National City’s July through September sales were 2.0% higher than the same quarter one year ago.

New auto sales rose 6.2% sur-passing countywide trends. Howev-er, the drop in used auto sales took a bite out of the autos and transpor-tation group overall.

Summer retail sales had great re-sults including department stores, family apparel, electronics/appli-ance stores, shoe stores and spe-cialty stores. High performance in restaurants and hotels was under-stated by a taxpayer refund.

A partial payment a year ago con-tributed to the double digit increase in service stations while robust ac-tivity in building and construction was inflated by a year ago deduc-tion.

Revenues from the city’s voter-ap-proved one cent transactions tax, Measure D, generated an addition-al $2.4 million. Use tax that inflated the year ago quarter accounted for the 0.6% decline.

Adjusted for aberrations, taxable sales for all of San Diego County increased 4.9% over the compara-ble time period, while the Southern California region as a whole was up 5.1%.

On January 1st, 1995, Harris Golden leased a location in Ocean Beach which was formerly a small bakery. With no entrepreneurial experience and limited funds, he knew starting a new business would have to be a family affair. With his wife’s help, they opened thier first pretzel cart in Fashion Valley mall. Harris made the pretzels in the early morning hours just before sunrise, and his wife sold them off the cart well after sunset, seven days a week. What is the California Competes Tax Credit?

The California Competes Tax Credit is an income tax credit available to businesses that want to locate in California or stay and grow in California. Tax credit agreements will be negotiated by GO- Biz and approved by a statutorily created “California Competes Tax Credit Committee,” consisting of the State Treasurer, the Director of the Department of Finance, the Director of GO-Biz, and one appointee each by the Speaker of the Assembly and Senate Committee on Rules. How much in tax credits will be available each year?The tentative amount of credits that can be allocated by GO-Biz is as follows:• $151.1 million in fiscal year 2014-15• $200 million in each fiscal year 2015-16 through 2017-18.

Can any business apply for the California Competes Tax Credit? Is the credit restricted to only certain industries or locations in California?Any business can apply for the California Competes Tax Credit. The credit is available statewide to all in-dustries. However, while there are no geographic or sector-specific restrictions, the purpose of the California Competes Tax Credit is to attract and retain high-value employers in California in industries with high economic multipliers and that provide their employees good wages and benefits.

Is there a fee to apply for the California Competes Tax Credit?No, there is no fee to apply for the credit.

Will small businesses be able to apply for the credit?Yes, not only are small businesses able to apply for the credit, 25 percent of the total credits available each year are specifically reserved for small businesses (gross receipts, less returns and allowances, of greater than $0 but less than $2 million in the business’ prior tax year).

When and how can businesses apply for the California Competes Tax Credit?Applications for the California Competes Tax Credit are accepted at www.calcompetes.ca.gov during the ap-plication periods specified in the “Notice California Competes Tax Credit” located at www.business.ca.gov/CalCompetes.aspx.

Is the California Competes Credit the only component of Governor Brown’s Economic Development Initiative?No, in addition to the California Competes Credit, the Governor’s Economic Development Initiative (GEDI) provides a partial sales tax exemption and a hiring credit that will be administered by the Board of Equalization and the Franchise Tax Board respectively.

Customized TrainingCustomized Training is training that is designed to meet the special requirements of an employer. Hire a Vet The Hire a Vet program offers a comprehensive array of career services. Services include job search assistance, tuition for vocational training, computer skills upgrading, resume development, and entrepreneurial training. Work Opportunity Tax Credit (WOTC)Federal Hiring Tax Credits are available through the Work Opportunity Tax Credit (WOTC) program. Green Business Program A green business adapts its practices to conserve and use renewable resources, and holds itself accountable for environmental and social impacts. It operates in a responsible man-ner, protecting the environment whenever possible. The National City Chamber of Commerce Green Business Program is designed to help businesses become sustainable, or “GREEN,” saving energy costs. The program promotes businesses and other organizations that demon-strate environmentally friendly practices and resource conservation. Participation in the program is voluntary and free. National City’s City Manager Round Table Wednesdays Once a month on the 1st Wednesday at 9am, the City Manager’s office invites the business community to participate in a round Table open forum with all City Department Heads. SCORE Business Counseling SCORE is a nonprofit association dedicated to educating entrepreneurs and helping small businesses start, grow, and succeed nationwide. The National City Police Department was pleased to work with and recognize community member Alex Gonzales. Mr. Gonzales was the architect behind the Department’s Blankies for Kids program. Under this program, every patrol car would be equipped with several small children’s blankets which the police officers would give away to children who unfortunately suffered from some sort of traumatic inci-dent, either as a witness or a victim.

On Wednesday February 18th, Mr. Gonzales held a blanket drive by asking friends, co-workers, and relatives to donate new blankets. These blankets provide not only warmth during the winter and cold nights, but could also be utilized as a “security blanket” during a traumatic situation. Officers have been instructed to handout these blankets generously when coming into contact with these targeted youth.

National City Police Chief Manuel Rodriguez applauds Mr. Gonzales’ efforts in helping our community. Chief Rodriguez stated, “The idea was simple, but very powerful. Today, our officers have an additional tool to help children in need. A blanket can provide a unique comfort that can make a big difference to a child.”

National City, California - USA Track & Field Hall of Famer and 5 Time Olympian Gail Devers has co-written a new book entitled: Gail Devers My Life In Story: Stronger. As part of her worldwide tour, Gail headed home to National City’s Sweetwater High School: Home of the Red Devils; where she began her legendary career. During her trip to National City, Gail attended a school assembly at the Gail Devers Stadium at Sweetwater High School, 2900 Highland Avenue. At the assembly, Gail spoke to students about overcoming challenges and preparing for success, signed books for students and faculty, and visited the local Barnes & Noble and Sweetwater High Alumni.

The National City Police Department hosted a Use of Force Community Workshop on Saturday, March 28, 2015 at the police department (1200 National City Boulevard, Na-tional City CA 91950). This unique interactive Community Outreach Program (C.O.P) was designed to inform members of the community on law-enforcement’s use of force options and the effects on our communities. The workshop consisted of an overview lecture on po-lice use of force options that the participant’s then had an opportunity to practice in several role-playing scenarios responding as officers.

Each scenario was monitored and controlled by trained police officers. The National City Police Department is committed to a working partnership with our community in order to provide the highest level of service and public safety.

On Thursday March 12, 2015 Jess Van Deventer was inducted into the International Drag Rac-ing Hall of Fame in Gainesville, Florida at the Paramont Plaza Hotel. The 2015 class of induct-ees was comprised of a pair of Pro Stock Legends, a colorfully successful Top Gas driver, two southeastern U.S. Funny Car drivers, a legendary crew chief, and one of the legendary names of the Modified sportsman class.

Jess Van Deventer was one of the NHRA's earliest World Champions, winning the title in 1962 Racing across the U.S., he dominated in a B/MR'23 Ford T - Bucket powered by an injected 283 Chevy - unbeat-en in 1961 and 1962. After racing a successful Chevy powered Top Gas car 1964, Van Deventer's father passed away in early 1965, and he then devoted all of his time to supporting his mother and two sisters. After retiring from racing, he became a successful businessman in National City, CA in auto parts retailing, construction, and real estate development.

National City's Police Department can now outfit their three patrol dogs with bulletproof vests, thanks to a fundraising effort by several community groups. The Rotary, Lions, and Kiwanis clubs, and American Legion held a pancake breakfast fundraiser on February 22nd raising a little over $13,000. Each dog vest was estimated at $1,000. National City Police Sgt. Alex Hernandez said the three dogs are scheduled to be measured for their vets. With the money left over, the dogs will also be treated with their own foundation, said National City Rotarian Glenn Loader and Host Lions Brian Clapper, who helped spear-head fundraising efforts. All service clubs are involved with the creation of the foundation.

The National City Police K-9 Foundation will be used to cover expenses and long-term care for canines when they are no longer in service with the Police Department. Once a dog retires from the K-9 unit, its handler has the option to purchase their dog for $1, the handler then becomes entirely responsible for the animal’s care-taking througout its lifespan.

The National City Chamber of Commerce along with the San Diego District Attorney’s Office hosted a Worker’s Comp presentation on Thursday, February 26th. Presentors included, Fraud Grants Directors, Dominic Dugo and Jesse Navarro, Public Affairs Officer. The breakfast took place at the Clarion Hotel in National City.

Mr. Dominic Dugo provided important information on Worker’s Comp Fraud and how as small to large scale company can avoid such fraud within their organization. Economic downturns may result in a sharp increase in fraud as financially strapped employers and/or employees commit insurance fraud.

Waters was born March 30, 1928, in Lancaster County, Pa., and grew up there. He joined the Navy and served for 20 years, retiring as senior chief. He moved to National City in 1965, where he lived with his wife, Victoria, on Carol Place for nearly 50 years. He owned and operated a jewelry store and consolidated office machine shop for about 30 years on Highland Avenue across from Café La Maze. He retired in 1996.

He was taken with National City from the start, volunteering around town. His work caught the attention of city officials who suggested he join the Planning Commission, which he did in 1966. Four years later, he ran for City Council and won. But he lost a bid in 1974 to unseat Mayor Kile Morgan.

Waters rejoined the council in 1978, and defeated four other challengers to become mayor in 1986, when Mor-gan retired. He served until 2002, when he was defeated by Nick Inzunza.

Accomplishments during his tenure included building a police station and community building, ousting adult businesses and perhaps most notably, pushing the concept of what today is the Pier 32 Marina.

National City, CA – Two years ago, National City Chamber of Commerce began a journey to enrich the community’s cultural experience by incorporating a Mariachi Festival & Competition to their annual celebrations. In an effort to further support today’s youth in their artistic, individual and educational endeavors, the second Annual Mariachi Student Showcase kicked off these efforts by offering workshops for students at the University of San Diego during the month of January.

The workshops consisted of two days of classes taught by some of the most influential instructors in the mariachi music industry, including the renowned University of Texas Pan American Mariachi Aztlán, Jonathan Clark, Rigoberto Alfaro, Heriberto Molina, Javier Rodriguez, and Sergio Caratachea.

Mariachi virtuosos served as instuctors as well as offering students a unique experience to rub shoulders with the greatest in mariachi music.

Classes took place on Friday,January 16th and Saturday,

January 17th and were open to all Jr. High and High School mariachi students who wished to improve their mariachi music skills. Friday ended with a student showcase with four groups selected to per-form on Saturday’s concert at the USD campus. In addition to the workshops, students participated in the first organized Mariachi Mass that took place on Sunday, January 18th at the church of The Immaculata at USD.

National City, CA – On Saturday March 14th, more than 10 mariachi groups competed to be Mariachi of the Year at the Mariachi Festival in National City, at Pepper Park (3299 Tidelands Avenue, National City). Serafin Paredes, USD Mariachi Ensemble Director and found-er of the Mariachi Showcase; Javier Rodriguez, world renowned trumpet player; and Jimmy Cuellar former member of Mariachi Los Camperos de Nati Cano, judged this year’s mariachi competition and crowned winners in two categories: Junior High School and High School. This event was free to the public.

The annual Mariachi Festival is organized by the National City Chamber of Commerce and welcomes more than 15,000 visitors to enjoy world class mariachi music, ballet folklorico, Aztec dance, and other family attractions. Grammy Award winning artists, Mariachi Divas of Cindy Shea, American Idol contestant Yvette Gonzalez, San Diego’s own Aro di Santi, and Javier Rodriguez y su Mariachi Los Aventureros performed a tribute concert to Nati Cano of Los Camp-eros.

Luis “Louie” Natividad has proudly served on the National City Council for the past 10 years and served as Vice Mayor in 2010. In addition to his duties at City Hall, he is currently a Council Repre-sentative for the City of San Diego - Council District 4, which borders National City.

Prior to becoming an elected official, he was involved with many non-profit organizations he es-tablished the San Diego Food Bank, where he served as the organization’s first Executive Director. He is a former Executive Director of the Chicano Federation of San Diego County and worked for the Neighborhood House Association. He also co-founded National City-based Metropolitan Area Advisory Committee (MAAC) – which has grown to become South Bay’s largest private nonprofit human service agency.

Mr. Natividad graduated from Sweetwater High School and Southwestern College. He has raised his family in National City. He is married to his wife, Pat, and is a proud father, grandfather, and great-grandfather.

SDG&E’s operations and infrastructure that deliver safe, reliable, and increasingly renewable power continue to be en-gines of local jobs and economic development in San Diego. SDG&E also supports the local economy through support for community colleges, chambers of commerce, economic development corporations, workforce development organiza-tions, and other non-profits that provide technical and other assistance to help micro- to medium-sized businesses create and retain jobs.

Cindy Gompper-Graves is currently the President and CEO for the South County Economic Develop-ment Council where she leads the South County in economic efforts. Gompper-Graves was appointed in December 2003 as the first full-time Executive Director of this 25 year old organization.

Prior to joining the South County Economic Development Council, Gompper-Graves was the manager of the Trade and Business Development Office with the County of San Diego where she lead the County’s economic devel-opment and business assistance efforts. Ms. Gompper-Graves was appointed to head the newly created Office of Trade and Business Development on March 17, 1995 with a goal to improve the region’s economic prosperity. Gompper-Graves established the County of San Diego as a leader in economic development.

Ms. Gompper-Graves has unique experience in both the private and public sector. Prior to her post she was the County’s first Public Outreach Coordinator and has led building permit issuance for North County. Additionally she has a variety of broadcast and marketing experience gained during her 9-year career with several radio stations. Her current daily interaction with CEOs and business executives utilizes both her private and public sector experience.

The National City Host Lions Club is a local service club, representing the community of National City on behalf of Lions Clubs International – The world’s LARGEST Service Club Organization. The National City Host Lions Club was chartered on July 19, 1944. The organization was formed by local business-men from National City looking for a way to give back to their community. Its efforts were made possible through sponsorship from the Hillcrest/Mission Valley Lions Club. Since its inception in 1944, the Host Lions Club has kept their promise of “bettering National City” as its main objective.

Fundraising efforts to help support the National City Community has always been a priority for the club, and in the late 1960’s a plan was created to host a 4th of July Celebration at Kimball Park. It began with only six booths of carnival games, followed by a modest fireworks show; today this has become the Lions’ biggest fund raiser event, and has become the largest community event in National City. Funds raised from the carnival are used year round to support other activi-ties such as: Ms. National City pageant, Christmas in July – Renovating aging homes, One Site Vision Eye Clinic which provides over 1,000 eyeglasses to students, Various Sweetwater High School and Youth Sports Programs, and the Na-tional City Boys and Girls Club. The National City Host Lions Club firmly believes that ALL SERVICE CLUBS should put forth all of their effort into bettering their immediate communities.

Business and Membership Development Committee The Business and Membership Development Committee is responsible for building and sustaining a strong, pro-active membership organization, providing financial assets to support programs and initiatives necessary to ensure the Chamber continues to be a leading advocate for businesses. This committee works corroboratively with the City of National City, National City Chamber of Commerce Visitor Information Center and other community partners to foster a healthy business environment by marketing the Chamber of Commerce services, promoting members and community assets. Economic Development Committee The Economic Development Committee of the National City Chamber of Commerce focuses on promoting economic development in National City through the development and implementation of projects, programs, and policies that stimulate economic growth and prosperity, enhance community development initiatives, leading to improved quality of life. This committee is the legislative and regulatory advocate for businesses at the local, state, and federal levels. The Committee reviews legislation, supports pro-business policies and actively represents Chamber members.

Special Events CommitteesThe Special Event Committees of the National City Chamber of Commerce are tasked with organizing the Chamber’s annual events including Automobile Heritage Day, Career Pathways Job Fair, Golf Tournament, Salute to Navy Luncheon, Mariachi Festival and Competition, and the Annual Inauguration and Awards Dinner.
